BEIJING, Nov. 15 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday outlined a series of proposals for local governments to support small and medium-sized enterprises (SMEs).     Touring SMEs in the southern province of Guangdong, Wen said SMEs would play a crucial role in promoting economic growth, increasing fiscal revenue, providing jobs and maintaining social stability. It will be formally signed by Chinese Vice Premier Wang Qishan and U.S. Treasury Secretary Henry Paulson.     Fourth, institutions including China's NDRC and the China Exim Bank, as well as the U.S. Trade and Development Agency and the Export-Import Bank of the United States, will sign a memorandum of understanding on measures to support the 10-year energy cooperation.     Fifth, seven eco-partnerships from the two countries will sign letters of intent on cooperation. These agreements include one involving China's southwestern Chongqing Municipality, the U.S. city of Denver and car maker Ford on an electric and hybrid automobile project.     The two-day SED, which is to end on Friday, also covers macro-economic risks, trade challenges and the investment environment.

BERLIN, Jan. 29 (Xinhua) -- China and Germany have vowed to make joint efforts to stabilize the global economy amid the ongoing financial and economic crisis, said a joint statement issued Thursday.     The cooperation between China and Germany, the world's two major export-driven economies, is of special significance for the world's efforts to tackle the financial downturn, said the statement released after visiting Chinese Premier Wen Jiabao's meeting with German Chancellor Angela Merkel.     The two sides agreed to strengthen dialogue on economic and trade, currency and fiscal policies and pledged to support each other on their economic stimulus plans based on their own situations, it said.     China and Germany have agreed to enhance their comprehensive strategic partnership and cooperation in jointly dealing with the global economic crisis, Wen told a press conference following his meeting with Merkel.     The strengthened Sino-German cooperation is of special significance in the context of the current world economic downturn, said Wen. ATHENS, Nov. 24 (Xinhua) -- Chinese President Hu Jintao flew into Athens Monday for a state visit to Greece, which he said would be successful with the joint efforts by the Chinese side and the Greek side.     "In recent years, the China-Greece comprehensive strategic partnership has been consolidated continuously with increased exchanges and expanded cooperation in all sectors," said President Hu in a written speech issued upon his arrival at the airport.     He said that China attaches great importance to the development of its relations with Greece and will work together with the Greek side for the even better ties in the future. BEIJING, Nov. 15 (Xinhua) -- Chen Jian, Chinese vice Commerce Minister said here on Saturday that the country would provide better development conditions for foreign multinational corporations (MNCs).     "China would ramp up efforts to create better legal protection, policy support, market environment and growth opportunities for them," Chen said at the 2nd International CEO Roundtable of Chinese and Foreign MNCs.     He said global investors' confidence would not recover in a short period of time amid the financial turmoil and predicted the combined foreign direct investment (FDI) globally could possibly decrease by 10 to 30 percent.     Figures revealed that FDI in China expanded by 35.06 percent in the first 10 months year on year to 81.1 billion U.S. dollars.     However, FDI in China stood at 6.72 billion U.S. dollars last month, down by 2.02 percent year on year. This was the first time that China saw negative FDI growth this year.     Chen added that although the current financial turmoil would brought some challenges to Chinese economy, China still boasts the potential of stable and relatively fast economic growth
