BEIJING, Sept. 20 (Xinhua) -- Chinese President Hu Jintao has urged the Chinese People's Political Consultative Conference (CPPCC) to "continue carrying out its functions of political consultation, democratic supervision, and participation and raising proposals in governance, in a practical and effective way."     The CPPCC should make new contribution to boosting the Reform, Opening-up and Socialist Modernization Drive and the great cause of a peaceful reunification of the Nation, and safeguarding world peace and promoting a common development, said Hu, also general secretary of the Communist Party of China (CPC) Central Committee, at Sunday's gathering here to mark the 60th founding anniversary of the country's political advisory body.     Other Party and State leaders present at the commemorative event were Wu Bangguo, Wen Jiabao, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang, and Zhou Yongkang. The gathering was presided over by Jia Qinglin, chairman of the CPPCC National Committee and member of the Standing Committee of the CPC Central Committee Political Bureau.     In his key-note speech, Hu described the CPPCC as a patriotic United Front of the Chinese people, a major institution of the multiparty cooperation and political consultation under the leadership of the CPC, and a main form to display socialist democracy in the country's political life. BEIJING, Sept. 7 -- Automobile sales in China may accelerate 28 percent from a year ago to reach 12 million vehicles this year and overtake the number of autos sold in the United States, according to a regulatory official.    The remark was made by Chen Bin, chief director of the industry coordination department of the National Development and Reform Commission, at a conference in Tianjin on Saturday.     In contrast, General Motors Co and Ford Motor Co forecast sales in US will be about 10.5 million units this year, Bloomberg News said.     Auto sales in China in the first half reached 6.09 million units, a rise of 17.7 percent from a year ago, according to the China Association of Automobile Manufacturers.     The government's stimulus measures have boosted the auto industry and demand which is set to stay robust, Chen said. The measures included a 50 percent cut in the purchase tax to 5 percent on vehicles equipped with engines of less than 1.6 liters.

BEIJING, Sept. 17 (Xinhua) - A Chinese official vows on Thursday to curb the country's production overcapacity and avoid repetitious construction of projects that are less environmental-friendly.     The move is part of the country's efforts to promote energy conservation and reduction of greenhouse gas emissions, Wan Bentai, chief engineer with the Ministry of Environmental Protection (MEP), said on half of MEP minister Zhou Shengxian.     "Today's projects should never become the target of tomorrow's environment control program." He said in a speech delivered at the fifth China International Forum on Environment and Development.     The development and industrialization of green economy faces an important opportunity as the country has spent a large share of its 4 trillion yuan (586 billion U.S. dollar) stimulus package on energy conservation and greenhouse gas emissions reduction projects, he said.     He called for strengthened environment assessment measures on enterprises and optimizing the structure of key sectors such as the steel and auto industries.     The environmental problems brought about by China's sweeping urbanization, such as garbage and waste water disposal, should be seriously dealt with, he said, while stressing the importance of addressing issues in the rural areas such as water resources contamination, land pollution, garbage disposal and fertilization-caused pollution.     He also pledged that the government will intensify efforts in fostering creative and highly-efficient green technologies and encourage a green consumption model for both urban and rural dwellers.     A change to people's consumption habits, such as eating less meat, is conducive to environmental protection and greenhouse gas emission reduction, said Khalid Malik, Resident Representative of the United Nations Development Program in China, in the forum.     The fifth China International Forum on Environment and Development was co-hosted by the MEP and the United Nations Environment Program (UNEP). It was organized by the All-China Environment Federation.     The annual forum has been held for four years with the aim of creating a platform for international organizations and Chinese government agencies to discuss issues related to environmental protection. It also invites the participation of non-governmental organizations (NGOs) in discussing environmental matters of global importance.

BEIJING, July 24 (Xinhua) -- Chinese President Hu Jintao Friday called for the whole nation to further promote the development of national defense with the help of the nation's economic development.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission (CMC), made the remarks during a meeting held by CPC Central Committee Political Bureau ahead of the 82nd founding anniversary of the Chinese People's Liberation Army (PLA) on Aug. 1.     Hu said "the country should take both economic and national defense development into consideration and develop the armed forces featuring an integration of the military and the people."     To realize the goal, efforts are needed in establishing sound weapon systems and equipment research and manufacturing, military personnel training and logistics that combine military construction with people's support, he said.     Emphasis should be made in scientific exchanges between fields of national defense and civilian use.     He further stressed it is the responsibility of both the Party and entire nation to build a powerful and solid armed force and national defense power.

BEIJING, Sept. 21 (Xinhua) -- The Standing Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top advisory body, held a meeting Monday to study and discuss the essence of the just-concluded Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC).     Jia Qinglin, chairman of the CPPCC National Committee, presided over the meeting, at which Vice President Xi Jinping delivered a report on the topic. They are both members of the Standing Committee of the CPC Central Committee Political Bureau.     In his opening speech, Jia highlighted the importance of the CPC Central Committee's session under the current situation as China is exerting efforts to cope with the impact of the international financial crisis in an effective way, maintaining a stable and relatively fast economic growth, striving for new victories in building an overall prosperous society, and opening up a new situation for the socialist cause with Chinese characteristics. XUZHOU, Jiangsu, Oct. 18 (Xinhua) -- President Hu Jintao congratulates Sunday on the 100th founding anniversary of the China University of Mining and Technology (CUMT) in a letter, urging more talents in the country's energy resource industries.     Hu said in the letter that energy resources are the basis and guarantee of the country's economic and social development.     As a key base for the country's education on the science and technology of energy resources, the university shoulders great responsibilities and has a bright future, Hu said. Hu called upon the university to stick to the Scientific Outlook on Development and foster more talents to achieve more research fruits and contribute to the sound and fast development of the country.     In his reply to a letter from the university's new graduates who are working in the country's western regions, Premier Wen Jiabao encouraged them to devote themselves to the development of the regions where they work.     State Councilor Liu Yandong Sunday attended the celebration that marked the university's founding anniversary. She noted that the scientific exploitation and clean use of energy resources is a major issue for countries across the world and is also a key factor that is restricting China's modernization.     She called on teachers and students to attach individual values to the country's construction and go to the places where they are most needed.     The CUMT, one of the key national universities under the direct administration of the Ministry of Education, is based in Xuzhou of east China's Jiangsu Province.     In 1997, the university's second campus was established in Beijing.

HAVANA, Sept. 3 (Xinhua) -- Visiting Chinese top legislator Wu Bangguo on Thursday visited Fidel Castro, first secretary of the Central Committee of the Communist Party of Cuba, in Havana, a source with the Chinese National People's Congress (NPC) confirmed.     The two leaders had a two-hour conversation in a sincere and friendly atmosphere on bilateral relations and other issues of common concern, the source added.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), spoke highly of the China-Cuba relationship, according to a NPC press release.     Bilateral relationship between China and Cuba is at its best time in history, Wu said, adding that China would strive to push its relations with Cuba to a new high by continuously expanding their friendly cooperation in various fields.     Castro said Cuba closely follows China's economic and social development and feels proud when China scores new achievements.     China's success is of special significance for Cuba and all the developing nations, he added.     "The Cuban people, along with the Chinese people, will continue to support each other, work closely and intensify their cooperation with the aim to maintain world peace and realize common development," the press release quoted Castro as saying.     On China's efforts to curb the global financial crisis, Wu said China is actively participating in international cooperation while striving to maintain a steady and relatively fast economic growth.     He said developing countries should have a greater representation and a bigger say in endeavor to deal with the global financial crisis and reform the global financial system.     He also urged the international community to try to minimize the damage the current crisis inflicts on the developing nations, especially on the most underdeveloped ones.     Wu arrived in Havana on Tuesday at the invitation of Ricardo Alarcon de Quesada, president of the Cuban National Assembly of People's Power (CNAPP).     Cuba is the first leg of Wu's three-nation American tour, which will also take him to the Bahamas and the United States.     China established diplomatic relations with Cuba on Sept. 28, 1960. Cuba was the first Latin American country to have diplomatic ties with China.

LANZHOU, Sept. 21 (Xinhua) -- Chinese President Hu Jintao has written a congratulatory letter to mark the 100th anniversary of the founding of Lanzhou University in northwest China's Gansu Province.     The university has been sticking to its motto of making constant efforts to become stronger and fostering its own features, and has developed glorious patriotic and academic traditions, Hu said in the letter.     After the founding of New China and particularly the country's reform and opening up, Lanzhou University has shared the fate of the nation and kept pace with the times, and made important contribution to the economic and social development in the western regions, the president said.     He expected the university to contribute more to supporting the national program of developing the western regions, building an innovation-oriented country and a moderately prosperous society in all aspects, and stepping up the socialist modernization drive.     A grand gathering was held Saturday to commemorate the centenary of the university. Premier Wen first visited Zhu Guangya, a nuclear physicist and one of the key scientists engaged in producing the first of China's atomic and hydrogen bombs between the 1950s and 1960s.     "You have devoted your whole life to the development of the country and service to the people. LANZHOU, Aug. 12 (Xinhua) -- A total of 550 primary and middle school students flew back to quake-hit Chinese provinces from Russia Wednesday after completing a three-week recuperative tour.     The teenagers, 340 from Sichuan Province, 110 from Gansu Province and 100 from Shaanxi Province, were invited by the Russian government to recuperate at the "Ocean" All-Russia Children's Care Center in Vladivostok, Far East, since July 23.     The students boasted excellent performance at their schools and demonstrated bravery in the devastating earthquake in May last year. "Students danced and sang everyday. They were so happy," he said.     "What touched me most was the sincerity of the Russian hosts," Liu said. "They were very thoughtful."     "I was also very happy to make friends with students from many other countries, such as Russia, Japan and Vietnam," six-grader Zhang Dapeng from Gansu's Wenxian County said. "I enjoyed learning different cultures from them."     On May 12, 2008, an 8.0-magnitude earthquake jolted Sichuan and neighboring Shaanxi and Gansu provinces, leaving more than 87,000 dead or missing and more than 370,000 injured.     Since 2008, two batches of more than 1,500 pupils from Sichuan, Gansu, and Shaanxi have been invited to recuperate in Russia. Last year, the first group of 1,018 students went to Russia for rehabilitation.
