BEIJING, Oct. 1 (Xinhua) -- Clean streets replete with national flags, major road intersections adorned with ornate potted plants, Beijing is in gala attire early Thursday for the massive celebration commemorating the 60th founding anniversary of the People's Republic of China.     The event will showcase how the country explores the road of building socialism with Chinese characteristic in the past decades, and what great achievements it has attained.     A shower made the city clean Wednesday night and early Thursday morning after rain-inducing chemicals were fired into the sky above Beijing that was filled by smoke and vapor in the past two days.     Weather cleared up as of 9:00 a.m. and sunshine seems plenty for the well-prepared air force echelons to take off.     Hundreds of thousands of people are gathering on Tian'anmen Square and along Chang'an Avenue in central Beijing to experience the grandiose celebration that will boost their national pride.     Many people had an early rise Thursday morning to get prepared to watch the much-anticipated military and civilian parade either alongside the parade route or on TV. It is a symbol of maturity for both a person and a country," Du said.     With the grandiose military parade and massive pageant drawing near, Tian'anmen Square is in full swing to embrace the extravaganza which will add an upbeat note to the anniversary.     At the center of Tian'anmen Square, right next to the Monument to the People's Heroes, two gigantic digital screens are displaying the capital's scenic views and landmark buildings. They are planked with 56 columns, 13meters tall and painted in red and yellow, representing the country's 56 nationalities.     William Poirier, vice president of the Nuclear Power Plants China of Westinghouse Electric Company, said he was very impressed by the 56 columns of ethnic unity and the massive digital screens on Tian'anmen Square.     The columns represent a wonderful part of the Chinese culture while the screens China's good technology, he said, adding the upcoming parade would be a grand display of many aspects of China.     Tens of thousands of colorfully-clad youngsters have gathered on the square to prepare for their performance slated for Thursday morning.     J. C. M. Busbhman, a flower bulb expert from the Netherlands, told reporters at the scene that he was "so impressed by the amount of children" on Tian'anmen Square.     He said he had never watched a military parade of such a scale and had great expectations for the upcoming one.     Soldiers, armored vehicles and state-of-the-art weaponry carried on motor vehicles left suburban military camps early in the morning and are lining up at the east Chang'an boulevard, the designated rendezvous.     Soldiers are singing barrack ballads while civilians gather around colorful floats opposite the soldiers are cheering to the rhythm.     The youngest formation of all is composed of freshmen from the elite Tsinghua University. Most of the participants of the formation were born after the year 1990 and did not attend the previous rehearsals.     Guo Xiaoyang, a teacher from the university, said they will bring about the best of modern Chinese young people during the upcoming parade.     Flags on Tian'anmen Rostrum flutter in the autumn breeze. Later in the morning, Chinese top leaders, like their predecessors, will be standing on the rostrum and watch the grand show of armed forces and masses.     Municipal authorities have exercised traffic control measures along the Chang'an Avenue. Entrances to affected subway stations are locked and taxis are not allowed to operate in the areas cordoned off.     Opposite Wangfujing Street, a prime shopping center in downtown Beijing, a miniature of the Bird's Nest, where the Beijing 2008 Olympic Games opening and closing ceremonies were held, was constructed. Right across the street, there stood the Haibao, mascot of the World Expo 2010 Shanghai.     Potted plants and flowers line up the streets while colorful posters are pasted on walls, and celebration slogans can be seen on billboards. There are also ornamental plants and plant structures in the shape of dragon, Great Wall, and all symbols of the country's pride.     The grand military parade scheduled to be held at 10 a.m. Thursday will be the 14th parade since 1949, the year when the People's Republic of China was founded.     The most recent massive parade was in 1999 when New China marked its 50th birthday.     Military parades normally feature a display of formations of the armed forces, as well as new weapons, artillery, tanks, armored vehicles, and aircraft.

HAIKOU, Aug. 10 (Xinhua) -- The bodies of two people were retrieved in south China's island province of Hainan on Monday, bringing the death toll from the tropical storm Goni to five, local officials said.     The fourth was a fisherman who was killed when the fishing boat "Qiongdanzhou 00301" was wrecked at the Yangpu Port, while the fifth one, a fisherwoman, died after "Qiongdanzhou 52153" sank near Danzhou City, officials said.     Another two fishermen on "Qiongdanzhou 00301" and "Qiongdanzhou 00878", as well as four crew members on a Cambodian vessel are still missing, said an official with the Hainan marine search and rescue center.     The difficulty of rescue has increased as the provincial meteorologic center warned of continuous thunderstorms in northwestern Hainan in the following 24 hours, he said.     More than 1.6 million people in Hainan Province were affected by Goni, which forced local authorities to relocate 92,000, officials said.     It toppled more than 575 houses and damaged 2,311, as well as inundated 68,000 hectares of cropland, he said.     Goni landed in Hainan Wednesday and left China at 5 p.m. Sunday.

PHOENIX, Sept. 6 (Xinhua) -- At the invitation of the speaker of the U.S. House of Representatives Nancy Pelosi, Chinese top legislator Wu Bangguo arrived here on Sunday to begin his official visit to the United States on the final leg of his three-nation America tour.     In a written statement released at the airport upon his arrival, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the "historical" growth of the China-U.S. relations in the past 30 years since the two nations forged diplomatic relations, noting that the bilateral ties already become the most important and the most dynamic ones in the world. BEIJING, Sept. 16 (Xinhua) -- Uygur farmer Hashim Dawut felt quite touched as he was guided into Premier Wen Jiabao's office at the Zhongnanhai leadership compound in downtown Beijing on Monday.     The 57-year-old man had been looking forward to the moment for more than five years. Premier Wen met Hashim Dawut for the first time in his village in Bachu county of Xinjiang Uygur Autonomous Region on March 28, 2003, when Wen was inspecting and directing relief work after an earthquake measuring 6.8 jolted Bachu and Jiashi counties, killing268 people on Feb. 24 that year. Before he left for the capital, he wrote a letter to Premier Wen reading: "We have not seen each other for years, and as your younger brother, I miss you so much and want to take this opportunity to meet you again."     And Hashim Dawut was invited into Zhongnanhai again.     During their third meeting, they talked about the villagers' life, the growth of crops and a new rural medicare system for the farmers.     They also talked about the July 5 riot taking place in the regional capital Urumqi which killed nearly 200 people, mostly ethnic Han.     "The 'three forces' (separatism, terrorism and extremism) at home and abroad who incited the riots wanted to damage the brotherhood between the Uygurs and the Hans," said Wen. "And it was heartrending to see our people losing lives and properties in the riots."     "All of us felt grieved, and the bad guys were not willing to see the fact that we are living a happy life," Hashim Dawut responded.     "In Xinjiang, Uygurs and Hans are inseparable, and all the ethnic groups are inseparable, because we are a family," Wen said.     "And we should cherish the stability and development which did not come easy," he added.     "I will bring your words home," said Hashim Dawut. 

BEIJING, July 25 (Xinhua) -- China issued alert on 8 p.m. Saturday for flood in the country's Hunan and Jiangxi provinces which left dozens people dead or missing and displaced hundreds of thousands, and sent relief groups to the two provinces.     As of 4 p.m. of Saturday, five people were killed, 10 were missing and about 64,000 were relocated by the widespread heavy rain in Hunan since July 23, said the Office of State Flood Control and Drought Relief Headquarters. BEIJING, Aug. 28 (Xinhua) -- The Communist Party of China (CPC)plans to launch the third stage of its current campaign to deepen the study and practice of the Scientific Outlook on Development, the kernel ideology of the CPC Central Committee with Hu Jintao as the general secretary.     The third stage, which starts in September and ends in February2010, is designed to carry out at grassroots level, involving 1.22million Party organizations and 37.5 million Party members, accounting for 32.8 percent and 50 percent of the total numbers, respectively.     These were remarked by Xi Jinping, member of the Standing Committee of the CPC Central Committee Political Bureau, at Friday's meeting here to summarize the experience of the second-stage of the CPC's educational drive and usher in the third stage.     The campaign was initiated by the CPC Central Committee in September 2008, with a goal to promote the study and practice of the Scientific Outlook on Development in the whole Party. The first and second stages were conducted at higher-level Party committees.     The third stage will mainly involve Party organizations of townships, communities, villages, residential blocks, secondary schools, middle and elementary schools, hospitals, private companies, and non-government organizations, according to Xi, who is also a Secretariat member of the CPC Central Committee and head of the CPC Central Committee's leading group for the campaign.     He urged Party organizations at different levels to make substantial efforts to help "the massive Party members have a deeper understanding of the Scientific Outlook on Development."     Third stage will be focused on resolving critical problems concerning the interests of the masses and it should be integrated with the celebration of the 60th founding anniversary of the People's Republic, Xi said.

CHENGDU, Oct. 16 (Xinhua) -- China's relatively poor western regions are to receive 296 billion yuan (about 43.3 billion U.S. dollars) of investment through 551 projects signed Friday with investors from both China and abroad.     Those deals were sealed at the tenth Western China International Economy and Trade Fair in Chengdu, provincial capital of southwest China's Sichuan Province.     The region has 12 provinces, autonomous regions and municipalities, with a combined population of about 370 million.     Chinese investors contributed 539 of the 551 projects, involving 288.9 billion yuan of investment. The rest 12 projects would be invested by foreign contractors, involving in around 1 billion U.S. dollars of investment.     Sectors involving local resources, equipment manufacturing, service and new and high technology were investors' favorite target areas.     According to agreements signed here, German industrial conglomerate Siemens would spend 30 million yuan in Chengdu to setup a "Global IT Operation Center", intending to provide better IT operation support for its customers.     Meanwhile, Taiwan's Foxconn Group, the world's top maker of outsourced electronics, would invest 1 billion dollars to build an industrial base in Chengdu, setting up production lines for products like LED-TV, LCD module, LED backlight module and LCD package. The new base will also develop software and sell 3C digital products as wells.

BEIJING, July 29 -- The securities watchdog is mulling further measures to plug the loopholes that showed up in the latest round of initial public offerings (IPO), according to Shang Fulin, chairman, China Securities Regulatory Commission (CSRC).     The CSRC is generally satisfied with the results of the recent reforms, but also identified a number of areas that need to be improved. One of these areas is the lack of a provision to block institutional investors from taking advantage of the new allotment system by masquerading as personal investors in their IPO applications.     "Some institutional investors were known to have circumvented the subscription limits on their accounts by making applications through personal investor accounts opened with borrowed ID cards," said Lu Junlong, analyst, China Finance Online. The CSRC said it is planning to take steps to safeguard individual investors' interests.    This has defeated, to some extent, the primary objective of the reform, of increasing the allotment of new shares to personal investors. In the past, the deluge of applications from well-financed institutional investors had largely crowded out applications from individual investors.     Because of the loophole, the ratios of allocation of newly issued shares to personal investors in the past several IPOs were still deemed too low.     For example, the ratio of allocation in the IPOs of Guilin Sanjin Pharmaceutical, one of the first companies to obtain a stock exchange listing after the lifting of the IPO suspension, was only 0.17 percent.     The ratio of allocation in the Sichuan Expressway IPO was 0.26 percent, while it was 2.83 percent for China State Construction Engineering Corp's public float.     "The ratio of allocation to subscription is at a low level, similar to the lottery system in the past," said Zhu Hongbin, an investor with over 10-year experience in the market.     Considering the wide price gap between the primary and secondary markets, many institutional investors borrowed heavily from banks to subscribe for new shares.     Easy credit and cheap money have given institutional investors a much greater edge over small investors in the fight for IPO allotments.     "As long as the interbank seven-day repurchase rate stays below 3 to 4 percent, we can make profits by subscribing to new shares," a Shanghai-based fund manger said, who refused to be named.     The investors' feverish penchant for newly listed stocks saw Sichuan Expressway Co soar 202 percent on debut. The bourse suspended trading in the scrip for two times to allow for a cooling off period on the first day.     The company's issue price was 3.6 yuan, nearly 20 times the PE (price-to-earnings) ratio. After collective bidding, the opening price soared to 7.6 yuan and the shares finally closed at 10.9 yuan after touching a high of over 15 yuan.     The high price was beyond the expectation of many analysts.     According the reports from 23 securities firms, most analysts thought the reasonable price could be around 5 yuan. Guotai Junan Securities Co was the most optimistic, which estimated the shares could be worth around 7 yuan.     The shares subsequently began to slump and closed at 9.81 yuan, with many individual investors burning their figures.     According to the Shanghai Stock Exchange, individual investors were the main buyers for the new shares of Sichuan Expressway on its first trading day. Among the 74,000 accounts that bought shares on that date, about 99.9 percent was personal accounts. Institutional investors, including fund mangers, securities firms and insurance companies, did not join the speculation.     According to CSRC Chairman Shang Fulin, the regulators are working on a plan to educate individual investors and also exploring effective mechanisms to protect investors' rights.
