BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. And 500,000 new jobs will be created to keep the unemployment rate around 4.5 percent.

JINAN, Dec. 6 (Xinhua) -- China's Yanzhou Coal Mining Co. Ltd. has got an official approval to take over Australian coal mining company Felix Resources, according to the company's bulletin on the Hong Kong Stock Exchange on Friday.     The deal involving 3.3 billion Australian dollars (3 billion U.S. dollars) in a contractual agreement reached by the two companies in August would be the largest of its kind between Chinese and Australian firms.     Yanzhou Coal said in the bulletin that the National Commission of Development and Reform has approved the company's bid to take over 100 percent of the stake in Felix.     The company said that after the takeover of Felix, it would obtain an approved coal reserve of 1.5 billion tons in Australia. Its annual coal output in Australia is expected to exceed 10 million tons, accounting for one third of the company's production in China.     Yanzhou Coal, headquartered in east China's Shandong Province, is listed on stock exchanges in Hong Kong, New York and Shanghai. It owns Austar Coal Mine in Australia, and mines in north China's Shanxi Province and Shandong Province, according to information on the company's website.

COPENHAGEN, Dec. 11 (Xinhua) -- China on Friday urged the rich nations negotiating in the UN-led climate talks in Copenhagen to help seal a deal by delivering on their promises to cut carbon emissions and provide financial support to help developing nations adapt to global warming.The call comes as ministers arrive for the higher segment of the talks that are tasked with achieving goals to avoid irreversible change in climate that scientists warn could be disastrous to the Earth. China's Vice Foreign Minister He Yafei said he hoped for a "balanced outcome" of the UN climate change conference.     He was speaking at a press conference hours after a draft text for the Copenhage talks emerged. "The final document we're going to adopt needs to be taking into account the needs and aspirations of all countries," particularly the most vulnerable ones, he said.     Under the United Nations Framework Convention on Climate Change, developed nations are committed to quantified emission reduction targets and provision of support in financing, technology and capacity building to developing nations. The Chinese minister said climate change is "a matter of survival" for developing nations.     Developing nations are asking the rich nations to up their emissions reduction targets and financial pledges, saying they failed to fulfil their obligations under the convention.     The call for funding was partly answered earlier on Friday with European Union leaders pledging 2.4 billion euros (3.5 billion U.S. dollars) annually from 2010 to 2012 to help developing countries tackle global warming.     Swedish Prime Minister Fredrik Reinfeldt, whose country holds the rotating presidency of the 27-nation bloc, said in Brussels that the bloc has made satisfactory contributions to helping the poorest countries combat climate change.     Developing nations still view the pledge as a far cry from their needs.     The issue of financial support is "extremely important" as developing nations are "worst hit" by climate change, he said.     He questioned the "sincerity" of developed nations in their commitment as only short-term funding, such as a three-year target, was being proposed.     The key to the success of the Copenhagen talks is for developed countries to keep their promises, he said.     "I would urge all leaders from developed countries to keep their promises, to have the future of humanity in their minds, especially the large population out there in the developing world," he said.     He also said China has "a responsible and pragmatic vision" for tackling climate change and will do its share in the global combat against climate change.     China last month announced it would reduce the intensity of carbon emissions per unit of its GDP in 2020 by 40 to 45 percent against 2005 levels.     Responding to rich nations' concern over transparency of China's voluntary action, he said plans for action would go through China's own legal process and there would be a regime of monitoring, verification and statistical supervision domestically to ensure transparency.     "We're also willing to increase transparency by announcing the results of our action in reports coming out of China," he said.

SHANGHAI, Nov. 15 (Xinhua) -- U.S. President Barack Obama arrived in China on Sunday night for a four-day visit to the world's most populous country.     The visit by the leader of the largest developed country to the biggest developing one has roused great interest among observers as China-U.S. relationship has always been one of the most important and complicated bilateral ties in the world.     During the first leg of his Asian tour in Japan, Obama said the United States welcomes China's appearance on the world stage, and does not seek to contain China. He said that "the rise of a strong and prosperous China can be a source of strength for the community of nations," striking a positive keynote for his forthcoming China visit.     His Chinese counterpart President Hu Jintao has also said that China-U.S. relations have significance and influence far beyond their bilateral ties, and a sound Sino-U.S. relationship is not only in the fundamental interests of the two nations and peoples, but also conducive to peace, stability and prosperity in the Asia Pacific region and the world at large.     China has always maintained that, as the biggest developing and the developed countries, China and the United States share broad common interests on the vital issues of peace and development, and shoulder great responsibilities.     During a media interview before his Asia tour, Obama said "on critical issues, whether climate change, economic recovery, nuclear non-proliferation, it's very hard to see how we succeed or China succeeds in our respective goals without working together."     The remarks, however, also hinted at the difficulty of bilateral cooperation on thorny issues.     For instance, the trade spats between the two countries have recently flared up, with the U.S. government imposing anti-dumping duties on imports of poultry, tires and steel pipes from China. China criticized the measures as protectionist.     The two countries are also at odds on the issue of climate change. As the world's two largest green-house gas emitters, China and the U.S. have both pledged commitments, but their different status in economic development and interpretation of the principle of "differentiated responsibilities" have made substantial consensus difficult.     However, the Obama administration has repeatedly indicated that the two sides would not "allow any single issue to detract from our broader overall relationship," which is too important to go astray.     The Center for Strategic and International Studies, a major U.S. think tank, said in a report, "U.S.-China partnership is indispensable for addressing many of the main challenges of the 21st century ... The premise for U.S.-China relations going forward must be a shared commitment to working together to promote the global good."     To share significant global responsibilities, China and the United States should view and handle their bilateral ties from a strategic and overall perspective. Both sides should promote dialogue, expand cooperation, respect each other, seek common ground while reserving differences, and take care of each other's core interests.     Obama once quoted a famous ancient Chinese philosopher Mencius to underscore the importance of resolving disagreements between the two nations through talks.     "A trail through the mountains, if used, becomes a path in a short time, but, if unused, becomes blocked by grass in an equally short time," he said.     It is the shared hope that both sides could blaze a path towards the future, so as not to let the "grass" of suspicion and difference block the way. China also hopes Obama's visit will leave fresh and impressive footprints on this path.     The United States has changed its China policy from isolation, containment, to engagement and today's relationship of positive and comprehensive cooperation. This represents a profound change in the world arena.     As far as both countries keep to the right orientation of the development of bilateral ties, enhance mutual trust, expand cooperation and take care of each other's key interests, they will ensure the steady development of bilateral ties and contribute further to world peace, stability and prosperity.

His proposal won high appraisal and was warmly applauded by the paticipating leaders.     PROMOTION OF SOLUTION OF GLOBAL ISSUES TO MAKE NEW PROGRESS     The international community is facing severe challenges of climate change, which concerns human survival and development, Hu said.     The international community has actively taken steps to tackle climate change despite the existence of some difficulties in the negotiation process, he said, adding that the world should be full of confidence, redouble efforts, and strive to overcome difficulties in this regard to achieve positive results.     Hu said the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol have laid the legal foundation for the international community to collaborate on addressing climate change and the principle of common but differentiated responsibilities has already become a universally accepted and basic principle for tackling climate change.     Also, the "Bali Roadmap" has made clear the requirements and orientation of international cooperation on climate change, he added.     All parties concerned should abide by the above principle and requirements, fully demonstrate their political will, turn their political will into real action to push forward the process of relevant talks and work to realize the goal of strengthening the implementation of the UNFCCC in a comprehensive and sustainable way, the Chinese president said.     In recent years, international talks on implementing the "Bali Roadmap" had made progress and reached consensus on a number of aspects, he said, calling on the international community to build on the consensus and progress and work to reach further consensus, and push for a positive outcome of the Copenhagen climate talks. Hu Jintao made the inspection tour in Sanhe City on Friday.    At a vegetable greenhouse of Liqizhuang Township of Sanhe City, which is close to Beijing, Hu inquired about sales and market price of vegetables and incomes of local farmers.     Hu urged local farmers to give full play to the area's geographic advantage and contribute to the development of local economy by raising the quantity and quality of vegetables.     At a grain and oil enterprise, Hu called for intensified efforts to improve product quality and lower production cost so asto provide consumers with more quality edible oil with a low price.     In another village of Liqizhuang Township, Hu encouraged village authorities to improve villagers' life quality by improving infrastructure and providing local people with more services.     After being told that 74-year-old villager Zhang Futai and his wife had moved into a two-storey building from a house made of mud and stone, Hu said he was happy to see the farmers' living conditions being improved.
