BEIJING - China will extend its ban on foreign cartoons during prime time by an hour, its latest initiative to "spur the domestic cartoon industry", said a circular by the country's TV watchdog.According to the circular issued by the State Administration of Radio, Film and Television (SARFT), no foreign cartoons or programs introducing foreign cartoons can be shown from 5 pm to 9 pm, the "golden hours", on all domestic cartoon channels and children channels starting May 1.The original ban, imposed by the SARFT in August 2006, required foreign cartoons to appear on TV only before 5 pm or after 8 pm.Cartoons co-produced by domestic and foreign producers will have to get approval from the SARFT to air between 5 pm and 9 pm from May 1.Only domestic cartoons approved by SARFT can be aired during the "golden hours", it said.The ban will "enhance the SARFT's management over cartoon programs and will create a favorable environment for the domestic cartoon industry," the circular said.China's cartoon industry produced more than 101,900 minutes of animation in 2007, a 23 percent jump over 2006 when the output was 81,000 minutes, according to the circular.The first foreign cartoon introduced to China was Japan's "Astro Boy" series in 1981. Since then, a large quantity of foreign cartoons have flooded into China.In 2000, a SARFT regulation required local TV stations to get approval from the administration and set quotas for imported cartoons to air on TV. By that time, China's cartoon programs had nearly been monopolized by Japanese cartoons.In 2004, the SARFT issued another regulation, requesting at least 60 percent of cartoon programs aired in a quarter to be domestic.In September 2006, the SARFT decided to ban all foreign cartoons from 5 pm to 8 p.m.. The regulation resulted in a sharp decrease of foreign cartoons on local TV.Aside from foreign cartoons, China has issued a series of bans over "vulgar" and horror videos, audio products, illegal sex-themed adverts and medical ads that over-exaggerated their effects.It also requested in January last year the country's satellite TV broadcasters only screen "ethically inspiring TV series" during prime time, reflecting the reality of China in a positive way.

Nearly 5,000 officials were punished for squandering public funds in the first half of this year, according to the Ministry of Supervision (MOS).The government took disciplinary action ranging from warnings to dismissal against 4,866 officials from the Communist Party of China and government bodies, after an investigation found their use of funds violated rules.The joint investigation of officials suspected of using public funds for banquets, overseas tours, luxury cars or entertainment was launched earlier this year by the MOS, the Ministry of Finance, National Office of Audit, Government Offices Administration of the State Council and the Ministry of Foreign Affairs.Earlier this month, the Central Commission for Discipline Inspection (CCDI), the Party's graft buster, slammed officials at a local procuratorate for taking an overseas tour on taxpayers' money.Xu Wenai, vice procurator-general of East China's Anhui Province, was removed from his post for wasting public funds on the trip to Finland.A delegation of 10 people from the procuratorate headed by Xu was found to have fabricated an invitation from the Finnish government in November 2006.The CCDI investigation found the delegation also tampered with business travel routes, adding a number of destination countries.The incident caused a nationwide stir, with many provinces considering tighter regulations to screen officials who plan to take overseas trips for international conferences or study.The central authorities have urged government at all levels to implement the country's anti-corruption policies and called on all Chinese officials to avoid wasting public funds.Xinhua-China Daily

BEIJING -- Chinese investors should be suspicious of phone calls, online messages and websites touting highly profitable stocks, the Ministry of Public Security warned on Tuesday. "As China's stock prices are soaring constantly, there has been a rise in the number of cases of illegal activities in the stock market, which has undermined the normal market order and threatened investor security," the ministry said in a notice on its official website. The government has repeatedly warned investors of illegal securities companies that swindle clients of funds with claims of high returns. The ministry said scam artists used Internet and phone calls to illegally tout stocks, funds or stock ownership to investors. The swindlers charged unwary investors high fees for fake stock tips and then quickly disappeared after having collected a huge sum of money. The funds or stock ownership, which were touted online or by phone, were often nonexistent, the ministry said. Investors were also hoodwinked into buying fake "initial offerings" of stocks that were not listed on the exchanges. Other scams include cases in which investors' shares were stolen and sold by criminals, who had stolen investors' account numbers and codes. The ministry urged investors to be alert and not to trust promoters who touted unrealistic high returns, or accept stock tips from unidentified persons online or on the phone. It also urged investors to be aware of computer security and to stop trading immediately when discovering a computer virus. The China Securities Regulatory Commission has pledged to curb illegal trading and fraud in the stock market. In February, the State Council approved the China Securities Regulatory Commission to lead a cross departmental team to crack down on illegal securities business.

BEIJING, March 21 (Xinhua)-- Personal computer giant Dell Inc. said Thursday that it will raise parts purchases from China by 27.8 percent this year, increasing its presence in the booming market.     Dell is to buy 23 billion U.S. dollars worth of computer components and other equipment from Chinese suppliers this year, compared with 18 billion U.S. dollars in 2007, said Michael Dell, chief executive officer of the PC giant, at a press conference.     However, Dell's Beijing representative office denied reports that the company was planning to buy 29 billion U.S. dollars of computer parts from China in 2009.     To secure a bigger share of the Chinese market, Dell broke with its Internet sales model and sealed a deal in September to sell PCs through the country's top electronics retailer, GOME Electrical Appliances.     Dell saw its PC shipments in China up 54 percent year-on-year in 2007.     The company plans to expand its retail outlets from 45 cities in 2007 to 1,200 by the end of the year.     China, where Dell ranks third in terms of market share, is one of the company's fastest growing markets, said Michael Dell.     Dell has two factories in Xiamen, a coastal city in southeastern Fujian Province, a design center in Shanghai and a customer contact center in Dalian, a northeast coastal city, with more than 6,000 employees in China.     Meanwhile, Dell estimates it will contribute more than 50 billion U.S. dollars to China's gross domestic product (GDP) this year, and provide about 2 million jobs.     Dell also said it would donate 1.7 million yuan (239,436 U.S. dollars) to build six education centers in China to teach computer skills to migrant workers' children.

The surge came after the Shanghai Composite Index was pushed to a new high in the previous session as new investor cash flooded in after the week-long May Day market recess and China's yuan broke the barrier of 7.70 against the US dollar. The consistent hitting of new highs since January was partly driven by the wave of money brought in by new investors. Some 4.787 million new A-share trading accounts were opened in April, more than the combined number of the previous two years, statistics from China Securities Depository and Clearing Corporation. The figures for the new accounts are considered a rough indicator for the number of new individual investors entering the market. Analysts said the market may undergo drastic fluctation after the index breaks the 4,000 point mark, as worries about stock overvaluations build up. The stocks in the Shanghai and Shenzhen markets are trading at more than 40 times  earnings per share on average, much higher than developed markets overseas. The growing bubble in the country's stock market is a concern, said central bank governor Zhou Xiaochuan last week, adding he would closely monitor asset prices, the consumer price index and producer price index. Zhou's remarks added to speculation there could be an interest rate hike as early as next month. Xie Guozhong, former chief China economist for Morgan Stanley, suggested regulators should come up with certain policies to put the brakes on the surging stock market for the good of long-term economic development and social stability. "China's equity market is starting to show signs of getting out of control," said Zuo Xiaolei, chief economist of China Galaxy Securities in China Securities Journal on Wednesday The market rose even after the interest rate was hiked in March, and the bank reserve ratio was raised in April, said Zuo. CHANGSHA -- China will spend 16.5 billion yuan to protect and restore its wetlands during the 11th five-year-plan period (2006-2010). Addressing a recent forum on the Yangtze River held in Changsha, the capital of Central China's Hunan Province, Zhu Lieke, deputy head of the State Forestry Administration, said China has made an inventory of 173 wetlands, most of which are in northeast China and the Yangtze River Valley. Thirty of the country's wetlands are listed in the international wetland catalogue, and one third of them are situated along the Yangtze. "Phenomena such as the rapid drop in the number of lakes and fast shrinkage in lake area got worse as China's economy tears through resources," said Zhu, who warned that wetlands in the Yangtze River Valley face uNPRecedented ecological threats. "The problems that plague wetlands in the Yangtze River Valley include pollution, ecological degradation and dwindling water resources," said Zhu. "The protection of our wetlands is urgent." The 6,300-km-long Yangtze, the country's longest, originates in the Tanggula Range on the Qinghai-Tibet Plateau and passes through Qinghai, Tibet, Sichuan, Yunnan, Chongqing, Hubei, Hunan, Jiangxi, Anhui, Jiangsu and Shanghai before emptying into the East China Sea. Wetlands in the Yangtze River Valley include salty plateau lakes and plateau marshlands, the galaxy of lakes on the middle reaches of the Yangtze, and the coastal wetland near Chongming Island at the estuary of the river. Dongting Lake, which flows into the Yangtze River and also serves as an important wetland, for instance, is shockingly polluted. Marine life has been decimated and people are catching a disease called schistosomiasis -- caught by swimming or wading in water where there are parasitic worms. The water area of Dongting Lake has shrunk from 4,350 sq km in 1949 to present 2,625 sq km as a result of silting and land reclamation for farming. According to Zhu, the country has already launched three programs to protect the wetlands in the Yangtze River Valley, including the national program for conservation of wildlife, plants and nature reserves, and the program to protect the Sanjiangyuan wetland in Qinghai Province. But much remains to be done.

Conservation efforts appear to be helping China's endangered giant panda expand its habitat in parts of western China, the Xinhua news agency reported on Saturday. "This indicates an expansion of the giant panda's habitat -- and probably of its population too," Huang Huali, vice director of the Baishuijiang Nature Reserve Administration, was quoted as saying. The pandas have been helped by efforts to curb insect pests, which have restored the bamboo forests since 2002, Huang said. China's State Forestry Administration has estimated 1,590 pandas live in the wild, mostly in the mountains of Sichuan, although a study by Chinese and British scientists released last year calculated there could be as many as 3,000.

BEIJING -- Thirty-one provinces, autonomous regions and municipalities on the Chinese mainland had reshuffled local Party committees through internal elections for Party officials within a year ending last June.Moreover, 408 cities, 2,763 counties and 34,976 townships have elected new Party committee leadership from early 2006 to April this year, the Organization Department of the CPC Central Committee said here Thursday.This has made good preparation for the upcoming 17th CPC National Congress.The positions in the new Party committees at the provincial, regional and municipal levels were reduced by 21 compared with previous ones. The positions were cut by 149 at the city level, by 859  at the county level, and by 34,368 at the township level.Meanwhile, the local Party leaders are younger and well educated, particularly at the provincial level. The age of leaders in CPC provincial committees average 52.9 years old, half a year younger than their predecessors, and 91.6 percent of them received college education, 14 percentage points higher than before.The CPC Central Committee has taken a series of measures to make the election in local Party leadership fair and clean, the department said.In 296 townships of 16 provincial-level regions across China, leaders of Party committees were directly voted by CPC members as pilot projects.The ratio between the candidates and the elected officials reached 100:89 in the election at the provincial level and 100:88 to 100:85 at the county-level.The candidates also received strict scrutiny from the Party discipline departments to ensure they are clean from corruption or scandals.A hot line was set to receive tip-off about malpractice and corrupt candidates during the local Party leadership reshuffle.Thus far, 260 officials have been punished for malpractice.
