Wang added that it is China's hope and belief that Germany, as the core country in Europe, will keep committed to the European stability, and work with China to offset global uncertainties with a stable bilateral relationship, and facilitate regional integration with enhancing the China-Europe cooperation.
Wang Shouwen, a vice-minister of commerce and a top trade negotiator, said the pact will be highly significant for China.
Wang also called on the two sides to resume business and personnel exchanges and cooperation at an early date and cultivate new growth areas such as e-commerce and mobile payments to help medium, small and micro-sized companies affected by the epidemic.
Wang added that "in recent years, Hubei invested 10 billion yuan into building major scientific platforms and another 10 billion yuan into supporting universities and research institutes. We see talent as the primary resource and innovation as the primary driving force. In the future, Hubei will continue to cultivate more scientists, entrepreneurs and investors to boost the province's scientific innovation undertakings."
Wang said China and Mexico, as comprehensive strategic partners, have always shared mutual understanding, trust and support on major issues.
Wang forecast new yuan-denominated loans extended by commercial banks to hit 900 billion yuan (6.4 billion) in November, up from 663.2 billion yuan in October. That would make the aggregated new yuan loans in the first 11 months this year exceed the total of 2016.

Wang Tao, chief China economist at UBS Securities, said future consumption stimulus will likely focus on lower-tier cities, low-income groups and rural population.
Wang said the lab and its data contribute to the International Space Weather Meridian Circle Program, a global science project launched by China in 2008. It is aimed at connecting ground-based observatories along the 120 E and 60 W meridian chains and enhancing the monitoring of the space environment.
Wang said climate change is another challenge that countries can work together, noting that leaders of China and the United States are both committed to lowering carbon emissions.
