BEIJING, Jan. 8 (Xinhua) -- China has called on state enterprises and academic institutions to step up efforts to attract more leading Chinese scientists studying overseas, a move that would enable the country to stay globally competitive.     According to a guideline issued by the General Office of the Communist Party of China (CPC) Central Committee, high-quality Chinese talent in foreign countries, especially those at the frontier fields of science and technology, is needed for China to embrace global competition and forge ahead with its opening up.     Priority should be given to the recruitment of leading scientists who are able to make breakthroughs in key technologies, develop high-tech industries and lead new discipline areas, said the guideline.     It urged key laboratories, state-owned commercial and financial institutions, high-tech zones, and higher institutions to create favorable conditions to attract more overseas Chinese experts to serve their motherland.     Efforts should be made to make sure they are well-treated, have good career prospects and enjoy convenient service, the guideline stated.     "(We should) further emancipate our mind, break away out-of-date rules and regulations, improve relevant policies, and fully understand, trust and use them." it said.     Chinese scientists who have studied abroad have long played a crucial role in developing the country's industry, education and national defense programs. Among them were Qian Xuesen, China's father of space technology, Li Siguang, founder of China's geomechanics and Deng Jiaxian, nuclear physics expert.     An official with the Organizational Department of the CPC Central Committee has said that a large portion of scientists from the country's two top academies studied abroad.     More than 80 percent of the academicians from the Chinese Academy of Sciences have studied abroad. The figure for the Chinese Academy of Engineering is 54 percent.

BEIJING, Dec. 26 (Xinhua) -- China's top political advisor Jia Qinglin said Friday people in the non-public sector of the economy has become a major force in the reform and open-up drive while urging them to make more contribution to growth as the country faces economic hardship.     In a congratulatory letter to a forum held to mark and review the development of private economy in the last 30 years, Jia said the private sector has made important contributions to the country's economic achievements, innovation capabilities, job creation and the "go global" strategy.     The chairman of the Chinese People's Political Consultative Conference National Committee called on people in the private sector to respond to the call of the Communist Party of China and unite as one to face the formidable challenge posed by the global financial crisis.     Privately-owned enterprises should tap the potential of domestic demand while continuing to implement the "go global" strategy and expand international market, Jia said.     Privately-owned enterprises should also assume their social responsibility to create as many jobs as possible while helping the Chinese economy achieve a sound and fast growth, he added.

BEIJING, Oct. 21 (Xinhua) -- Chinese President Hu Jintao said the country's trade unions should play an active role in promoting coordinated labor relations on Tuesday.     Addressing a symposium attended by the newly-elected leaders of the All-China Federation of Trade Unions (ACFTU) and representatives of the 15th national congress of the ACFTU, Hu said trade unions should listen to the employees and voice their opinions.     He called on trade unions to earnestly safeguard the legitimate rights and interests of employees and coordinate labor relations to promote social stability.     He added that trade unions need reform and should explore new solutions to deal with problems. BANDAR SERI BEGAWAN, Brunei, Nov. 9 (Xinhua) -- Senior leader of the Communist Party of China (CPC) Zhou Yongkang met with Brunei Foreign and Trade Minister Prince Mohamed Bolkiah on Sunday evening.     The meeting came as Zhou made a transit stop in Brunei on his way back to China.     Zhou, one of the nine-member Standing Committee of the Political Bureau of the CPC Central Committee, hailed the sound and smooth growth of China-Brunei ties since the two forged diplomatic ties in 1991.     Zhou said that particularly in recent years, the all-round friendly cooperation between the two countries has been strengthened, thanks to the joint efforts of leaderships, governments and peoples of the two countries.     China and Brunei have been understanding, supporting and closely cooperating with each other on regional and international issues, he said.     Zhou also lauded Brunei's role as a coordinator in deepening the strategic partnership between China and the Association of Southeast Asian Nations (ASEAN).     Zhou said China would continue to pursue its long-term neighbor friendship with Brunei and would like to work with Brunei to take the relations to a new high.     Mohamed congratulated China on successfully hosting the Beijing Olympics and the summit of Asia-Europe Meeting(ASEM).     The friendship between the peoples of China and Brunei can be traced back to the time earlier than the establishment of diplomatic ties, he said.     He pledged Brunei would support China's increasingly important role in regional and international affairs.     He said Brunei would like to work with China to seek common development.     Before his transit in Brunei on Sunday, Zhou concluded his fortnight trip to the three Asia-Pacific nations, namely Vietnam, Indonesia and Australia.

BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday vowed to further enhance their partnership and deepen cooperation in various fields.     In a joint declaration issued after Chinese Premier Wen Jiabao's visit to Brussels, the two sides emphasized the importance of the strategic partnership in face of globalization and the current volatile international situation.     The document says that the China-EU relationship has gone beyond the bilateral domain and is increasingly of global strategic significance. "Both sides are of the view that it is imperative to further improve the China-EU comprehensive strategic partnership, which reflects the common wishes of the two sides and are in their interests," says the declaration. ATHENS, Nov. 2 (Xinhua) -- China attaches great attention to the cross-border cooperation and is willing to work together with the international communities to strengthen its effort in the fight against corruption, Teng Jiuming, head of the Chinese delegation, said at the 13th International Anti-Corruption Conference here on Sunday.     Teng, senior ombudsman from the Ministry of Supervision of China, said that corruption is a common challenge faced by all countries around the world.     "For years we have been carrying out international exchange and cooperation in the anti-corruption field based on the principles of equality, mutual benefit, of respect for differences, and of emphasis on effectiveness."     Teng pointed out that the Chinese government is ready to enhance its anti-corruption efforts together with other countries, regions and international organizations, so as to create a just and harmonious world.     The Chinese delegation also introduced China's anti-corruption strategies and practices in recent years at the conference.     According to the requirement of the United Nations Convention against Corruption (UNCAC), the National Bureau of Corruption Prevention was established under the Central Chinese Government, which is the first corruption prevention organ at the national level since the founding of the People's Republic of China.     Teng said on 13th, May 2008, the Chinese government published the Five-year Work Plan (2008-2012 ) on building and Completing the System for Punishing and Preventing Corruption.     China has also tabled the Anti-Money Laundering Law and the Regulations of the People's Republic of China on Disclosure of Government Information in recent years.     Business bribery is a common challenge faced by the international community.
