BEIJING, Sept. 4 (Xinhua) -- The People's Liberation Army (PLA) should study and practice the Scientific Outlook on Development in a practical way, Chinese President Hu Jintao said in an written instruction to the PLA recently.     Hu, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission (CMC), made the instruction as PLA held a meeting here from Wednesday to Friday on its third stage of in-depth study and practice of the Scientific Outlook on Development.     It should be based on the grassroots situation and provide specific guidance; it should give prominence to practice and focus on solving real problems, the instruction said.     It should obtain actual effects and ensure all tasks of the army be completed, the instruction said.     CMC vice-chairmen Guo Boxiong and Xu Caihong and other senior military officials attended the meeting.

TAIPEI, Oct. 4 (Xinhua) -- Taiwan is on high alert and taking early actions including pre-storm evacuations in expectation of typhoon Parma, barely two months after typhoon Morakot devastated the island.     More than 1,200 villagers from four counties including Nantou, Chiayi, Kaohsiung and Pingtung have been evacuated as of 1 p.m. on Sunday, in case of mudslides triggered by Parma. These people were sheltered in safer places, local authorities said.     "Taiwan has been working hard to get ready for the typhoon, in the hope of reducing people's losses. Even if Parma doesn't come, we take it as successful relief exercises," said Wu Den-yih, head of "Executive Yuan"on the island.     Wu and deputy head Chu Liluan inspected precaution work against the typhoon in various places on Sunday.     It started raining after noon Sunday in Taitung County, and evacuation in several villages were completed in the evening. Classes in a village schools would be suspended on Monday, local media reported.     Chou Hsi-wei, head of Taipei County, said on Sunday authorities of cities, towns and counties could decide by themselves whether to suspend classes or work.     In early morning of Sunday, Taiwan's meteorological authorities issued warnings of torrential rain across the island from Sunday to Wednesday. Local observatory also forecast heavy rainstorms in northern, eastern and southermost Taiwan from Sunday to Monday.     The island's rescue authorities have prepared 70 helicopters and more than 100 ships for disaster relief operations.

The answer is what observers across the world are dubbing the "China miracle".     On Wednesday, politicians and economists attending the "International Economists Forum" at the interval of the Frankfurt Book Fair gave their own interpretations on the "China miracle".     Former German Chancellor Gerhard Schroeder, who has long been supporting a smooth expansion of Sino-German and Sino-European relations, said Europe should regard China as a partner instead of a rival.     Europe should continue to push strategic relations between China and the European Union (EU), which would benefit both sides, said Schroeder, who visited China almost every year during his period in power.     Edmund Strother Phelps, an American economist and the winner of the 2006 Nobel Prize in Economic Sciences, stressed the significance of innovation and entrepreneurship in boosting the economic development in China.     Phelps also proposed that the Chinese government provide more conditions for encouraging innovation.     Justin Yifu Lin, senior vice president of development economics and chief economist of the World Bank, said China adopted a pragmatic, dual-track approach in the reform process, by providing transitory protection to non-viable firms in old priority sectors and liberalizing the entry to the sectors that are consistent with China's comparative advantages.     "Continuous innovation of technology and upgrading of industries are the driving forces of modern economic growth for China," Lin added.     Professor Athar Hussain, director of Asia Research Center at the London School of Economics and Political Science, is well acquainted with China through his work as a foreign expert there in 1960s.     In his lecture, Hussain praised China's achievements. LAS VEGAS, the United States, Aug. 10 (Xinhua) -- A record number of Chinese businesses and manufacturers are participating in the annual exhibition of Chinese products in the United States, in a way to show their confidence in the U.S. market and American consumers, a senior Chinese official said here on Monday.     Inaugurating the "China Brand Show 2009" in the Las Vegas International Convention Center, Vice Minister of Commerce Zhong Shan said the Chinese government pays much attention to the difficulties its economy is facing amid the global financial crisis.     "Ever since November last year, the Chinese foreign trade has been going down for a consecutive nine months, which complies with the world trade situation in general," said the official.     Stressing that both China and the United States are each other's essential trading partner, Zhong said that the two countries had committed to open more to trade and investment and fight protectionism at the recent China-U.S. Strategic and Economic Dialogue, held in Washington, D.C. in July.     On China's domestic efforts to tackle the global economic recession, Zhong said the government has rolled out a huge economic stimulus package, and China's stabilizing and promising economic trend has contributed to the global confidence in an early economic recovery.     "China's GDP enjoyed a 7.1-percent growth in the first half of 2009, bringing the economic slump starting from the fourth quarter last year to an end," said the vice minister.     According to organizers of the annual show, more than 200 enterprises from China are participating this year, to showcase their products during the three-day event that ends on Wednesday.     The show also serves as a promotion event for the 106th China Import and Exports Fair, to be held in Guangzhou from Oct. 12 to Nov. 4 this year, officials said.     The China Import and Export Fair, the country's number one trade fair, has become a platform for enterprises from different countries to do business and one of the key channels for foreign companies to enter the Chinese market.

PHUKET, Thailand, July 23 (Xinhua) -- China's Foreign Minister Yang Jiechi told reporters Thursday on the sidelines of the ASEAN meeting series that about the Korea Peninsula's nuclear issue, the UN Security Council's resolutions should be implemented and all sides should work hard to avoid escalation of tension.     "China's stand is very firm. We are working very hard for the denuclearization of the Korean Peninsula, and we are totally against nuclear proliferation...This issue, the nuclear issue, should be solved by peaceful means through diplomatic negotiation," Yang said.     Yang made the remark before he entered the venue for the 16th ASEAN Regional Forum (ARF), a top security forum in Asia which is held in the Thai southern island of Phuket on Thursday. BEIJING, Oct. 10 (Xinhua) -- China appreciates India's decision to terminate a trade investigation into Chinese-made passenger car tires, the Ministry of Commerce (MOC) said Saturday.     The decision would not only help boost the steady development of bilateral trade ties, but also benefit the downstream businesses of India, the MOC said in a statement on its website.     China hoped to increase exchanges and cooperation on trade issues with the Indian government and encouraged dialogue and cooperation among industries for mutual benefit, it said.     The Directorate General of Safeguards under India's Ministry of Finance initiated a safeguard investigation on passenger car tire imports from China in May, according to the statement.     A safeguard duty, a temporary relief, usually takes the form of increased duties to higher than bound rate or standard rates or quantitative restrictions on imports.     According to Indian government statistics, from April to December last year, India imported 20 million U.S. dollars worth of tires involved in the case from China.

ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul.     The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations.     The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus.     The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said. BEIJING, Aug. 27 (Xinhua) -- China's top political advisor Jia Qinglin has called for deep recognition of the historic necessity and enormous advantages of China's political system of multiparty cooperation and political consultation under the leadership of the Communist Party of China (CPC).     The natural difference between the political systems of China and the West must be deeply recognized, said Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and member of the Standing Committee of the CPC Central Committee Political Bureau at Thursday's meeting of the presidium of the CPPCC National Committee.
