SHANGHAI, Nov. 16 (Xinhua) -- Visiting U.S. President Barack Obama said here Monday the United States does not seek to contain China's rise and he welcomes China to be a "strong and prosperous and successful member of the community of nations."     Obama made the remarks during a dialogue with Chinese youths in China's economic hub Shanghai.     He said the world is fundamentally interconnected and power in the 21st century is no long a zero-sum game.     "The jobs we do, the prosperity we build, the environment we protect and the security we seek are all shared, " he said. "One country's success does not come at the expense of another."     He arrived in Shanghai late on Sunday and met city officials Monday morning before his meeting with young Chinese.     He will head to Beijing Monday afternoon.

BEIJING, Dec. 9 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday held a telephone conversation with his Ethiopian counterpart Meles Zenawi on relations and major international issues of common concern.     The two leaders pledged to work together to push forward the new type of strategic partnership between China and Africa.     They also exchanged views on China-Africa cooperation, China-Ethiopia relations and climate change.

BEIJING, Nov. 17 (Xinhua) -- The United States and China, the world's first and third largest economies, have pledged to rebalance each other's economy and move in tandem on forward-looking monetary polices for a strong and durable global economic recovery, according to a China-U.S. joint statement released here on Tuesday.     The statement, issued after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama, has climaxed the latter's first China trip since he took office in January.     "China will continue to implement the policies to adjust economic structure, raise household incomes, expand domestic demand to increase contribution of consumption to GDP growth and reform its social security system," said the statement.     The United States, in return, will take measures to increase national saving as a share of GDP and promote sustainable non-inflationary growth.     "To achieve this, the United States is committed to returning the federal budget deficit to a sustainable path and pursuing measures to encourage private saving," it said.     President Obama made it clear at an earlier press conference Tuesday afternoon that the rebalancing strategy would require America to save more, reduce consumption and reduce long-term debts.     The statement also said that both sides will pursue forward-looking monetary policies and have "due" regard for the ramifications of those policies for the international economy.     The two also agreed to expedite negotiation on a bilateral investment treaty, and work proactively to resolve bilateral trade and investment disputes in a constructive, cooperative and mutually beneficial manner.     Recognizing the importance of open trade and investment to their domestic and the global economies, the two are committed to jointly fight protectionism in all its manifestations.     "We both agreed to properly handle trade frictions between the two countries through negotiations on an equal basis, and to make concerted efforts to boost bilateral trade and economic ties in a healthy and steady way," said President Hu.     "I stressed to President Obama that under the current situation, both China and the United States should oppose and reject protectionism in all forms in an even stronger stand," he said.     The two sides also reiterated that they would continue to strengthen dialogue and cooperation on macro-economic policies and pledged to honor all commitments made at the first round of the Sino-U.S. Strategic and Economic Dialogue last July, the Group of 20 summits, and the recently concluded APEC Economic Leaders' Meeting in Singapore.     The statement said that both sides commended the important role of the three G20 summits in tackling the global financial crisis, and were committed to work with other members of the G20 to enhance the G20's effectiveness as the premier forum for international economic cooperation.     China and the United States also agreed to work through a cooperative process on mutual assessment to make the G20 Framework for Strong, Sustainable and Balanced Growth a success.     The statement said that both sides welcomed recent agreements by the G20 to ensure that the International Financial Institutions (IFIs) have sufficient resources and to reform their governance structures.     "The two sides stressed the need to follow through on the quantified targets for the reform of quota and voting shares of IFIs as soon as possible, increasing the voice and representation of emerging markets and developing countries in these institutions consistent with the Pittsburgh Summit Leaders Statement," it said.

BEIJING, Dec. 12 (Xinhua) -- China should take more forward looking and preemptive measures to fight inflation expectations following this year's credit boom and runaway property prices, said a report released by a leading Chinese bank.     Bank loans should be extended at a more reasonable pace with improved structures next year and policy fine-tuning is necessary, the Bank of Communications has said in a report released by its financial research center.     The government should maintain the continuity and stability of its monetary policy and meanwhile be more targeted and flexible, it said.     The report noted an over brisk equity and property market are always prelude of inflation. Money flow should be regulated to prevent asset bubbles.     It also suggested government increase supply of land resources and affordable housing and crack down on land enclosure to curb skyrocketing property prices which gained the most in 14 months in November.     CPI, the main gauge of inflation, jumped 0.6 percent in November from a year ago, the first monthly growth since January, because of lower statistical bases and rising food prices.     The producer price index (PPI), a major measure of inflation at the wholesale level, declined 2.1 percent in November from a year earlier.     The report expected PPI to end monthly drop in December, and the annual CPI decline to narrow to 0.8 percent.     Hyperinflation is unlikely and CPI is predicted to rise four percent next year, it said.

SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama said here Monday the U.S.-China cooperation enables both countries to be more prosperous and more secure and that young people are the best ambassadors.     Obama had a dialogue with 500-strong Chinese college students Monday afternoon in the Shanghai Science and Technology Museum, a highlighted activity in the first stop of his four-day maiden trip to China since taking office in January.     He covered a wide range of topics, notably the outlook of Sino-U.S. cooperation and youth exchanges between the two countries, while delivering opening remarks and answering questions from the students and Chinese Internet users.     POSITIVE SINO-U.S. TIES     Obama said China is a nation that encompasses both a rich history and a belief in the promises of the future and that the same can be said of the relationship between the two countries. The Shanghai Communiqué signed 37 years ago opened the door to a new chapter of engagement between the governments and the people of the two countries, he said.     "Today we have a positive, constructive and comprehensive relationship that opens the door to partnership on the key global issues of our time: economic recovery, development of clean energy, stopping the spread of nuclear weapons and the surge of climate change, and the promotion of peace and security in Asia and around the globe," Obama said.     "We have seen what is possible when we build on our mutual interests and engage on the basis of mutual respect."     The success of that engagement depends on understanding, on sustaining an open dialogue and learning about one another and from one another, he said.     "Our relationship has not been without disagreement and difficulties. But the notion that we must be adversaries is not predestined," Obama said, noting that the two countries "share much in common" while they are "different in certain ways."     He said one country's success need not come at the expense of another.     "That is why the United States insists we do not seek to contain China's rise; on the contrary, we welcome China as a strong and prosperous and successful member of the community of nations, a China that draws on the rights, strengths and creativity of individual Chinese like you," Obama said to the students.     YOUNG PEOPLE BEST AMBASSADORS     Obama announced in his speech that the United States would further expand its youth exchanges with China by increasing the number of students studying in China to 100,000.     "These exchanges mark a clear commitment to build ties among our people, as surely as you will help us determine the destiny of the 21st century," he said.     He said young people in China and U.S. are the best ambassadors and that cooperation between the countries should go beyond the governments.     "I believe strongly that cooperation must grow beyond our government. It must be rooted in our people, in the studies we share, in the business we do, in the knowledge that we gain, and even in the sports we play, and these bridges must be built by men and women just like you, and your counterparts in America," Obama said.     "I am absolutely confident that America has no better ambassadors to offer than our young people, for they just like you are filled with talent, energy and optimism about the history that is yet to be written.     "So let this be the next step in the steady pursuit of cooperation between our two nations and the world," Obama said.     "If there is one thing we can take from today's dialogue, I hope that it is a commitment to continue this dialogue going forward," Obama said in his speech.

A comprehensive world economic recovery still faces many uncertainties and destabilizing factors, the president said.     In addition, the Doha Round negotiations have been fraught with difficulties and twists and turns, and global issues have become more pronounced. These are all daunting challenges to the full recovery and long-term growth of the world economy, including in the Asia-Pacific region, he said.     At this critical juncture, "we should all the more get united, follow the principle of openness, cooperation and mutual benefit, strengthen coordination and work together to secure the momentum of world economic recovery and promote balanced and orderly economic growth," said the Chinese president.     SUPPORT FOR SOUND DEVELOPMENT OF MULTILATERAL TRADING SYSTEM     Hu expounded on China's position on opposing trade protectionism and supporting the multilateral trading system.     He said the APEC member economies should advance the World Trade Organization's Doha Round negotiations on the basis of locking in the existing achievements and respecting the Doha mandate.     "We are ready to speed up the settlement of the remaining issues and work for comprehensive and balanced outcomes at the negotiations at an early date in order to achieve the goals of the development round," Hu said.     "We must be committed to our promises, strongly oppose trade protectionism in all its manifestations, be vigilant against and correct the 'invisible' protectionism acts in various forms, reduce and eliminate trade barriers, and solve trade disputes through dialogue and coordination, thus creating favorable conditions for full recovery and long-term development of world economy," Hu said.     PROMOTION OF APEC REGIONAL COOPERATION TO MAKE NEW ACHIEVEMENTS     In his address at the two-day APEC Economic Leaders Meeting, President Hu called on the APEC to reform and improve itself to raise the efficiency of cooperation so as to keep advancing with the changing times.     Also, the APEC should focus more on its unique strengths, continue to promote trade and investment liberalization and facilitation, scale up input and promote even greater achievements in economic and technical cooperation, and continue to increase its institutional dynamism through reform and innovation, Hu said.     To promote APEC economic and technical cooperation, he said, the Chinese government will allocate 10 million U.S. dollars for the establishment of the China-APEC Cooperation Fund to encourage and support participation by relevant Chinese departments and businesses in APEC economic and technical cooperation.     The Chinese president also called on all parties to take an active part in the Fifth APEC Human Resources Development Ministerial Meeting in 2010 and continuously support and take part in activities of the Asia-Pacific Network on Forest Rehabilitation and Sustainable Management. His proposal won high appraisal and was warmly applauded by the paticipating leaders.     PROMOTION OF SOLUTION OF GLOBAL ISSUES TO MAKE NEW PROGRESS     The international community is facing severe challenges of climate change, which concerns human survival and development, Hu said.     The international community has actively taken steps to tackle climate change despite the existence of some difficulties in the negotiation process, he said, adding that the world should be full of confidence, redouble efforts, and strive to overcome difficulties in this regard to achieve positive results.     Hu said the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol have laid the legal foundation for the international community to collaborate on addressing climate change and the principle of common but differentiated responsibilities has already become a universally accepted and basic principle for tackling climate change.     Also, the "Bali Roadmap" has made clear the requirements and orientation of international cooperation on climate change, he added.     All parties concerned should abide by the above principle and requirements, fully demonstrate their political will, turn their political will into real action to push forward the process of relevant talks and work to realize the goal of strengthening the implementation of the UNFCCC in a comprehensive and sustainable way, the Chinese president said.     In recent years, international talks on implementing the "Bali Roadmap" had made progress and reached consensus on a number of aspects, he said, calling on the international community to build on the consensus and progress and work to reach further consensus, and push for a positive outcome of the Copenhagen climate talks. Hu's proposal was highly appreciated by the participating leaders, especially those from developing countries.     On the sidelines of the APEC Economic Leaders Meeting, the Chinese president made extensive contacts with leaders from other APEC members and held talks with his counterparts from Russia, Indonesia, Chile and Peru to exchange views on furthering bilateral ties and deepen pragmatic cooperation.     Yang said that Hu's state visits to Malaysia and Singapore and his attendance at the APEC meeting will undoubtedly generate great and far-reaching influence on full-scale promotion of China's relations with both Malaysia and Singapore as well as ASEAN, and also on their cooperation in meeting global challenges such as the current global financial crisis and climate change, supporting the multilateral trading system, speeding up the process of regional economic integration and promoting long-term development of the APEC.
