ZHENGZHOU, June 20 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged economic restructuring to tap the growth potential as the nation copes with the impact of the global downturn.     Li made the call during a four-day tour ending Saturday in central China's Henan Province.     He said that with the concerted efforts nationwide, China's economy was turning for the better. He nevertheless warned of difficulties ahead citing the complicated world economy and called for confidence and more coping efforts.     Visiting local companies, Li urged the remolding and upgrading of traditional industries and the development of new sectors including new energy, environmental protection, new and high-tech and modern services.     Li's trip also highlighted the importance of agriculture and encouraged renovation and the development of modern agriculture. ANSHAN, Liaoning, June 16 (Xinhua) -- An official with the Ministry of Industry and Information Technology (MIIT) said Tuesday that the proposed alliance of Rio Tinto and BHP Billiton had a "strong monopolistic color" and Chinese firms would watch it closely and find ways to cope with it.     Last year, China imported 440 million tonnes of iron ore, half of the world's total, so any slight market changes would affect Chinese steel makers. China's anti-monopoly law should apply in the proposed deal, said Chen Yanhai, head of the raw material department of MIIT at an industry meeting held in the northeastern city of Anshan, Liaoning Province.     If the tie-up proved to be monopolistic, "we have to seek new policies and regulations to allow Chinese companies have a bigger say in iron ore pricing," said Chen without elaborating.     Rio Tinto scrapped a proposed 19.5-billion-U.S.-dollar investment by Aluminum Corp. of China, or Chinalco, on June 5, and turned to rival BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     On Monday, spokesman of the Ministry of Commerce Yao Jian said if the revenue of the joint venture reached "a certain amount," China's anti-monopoly law would apply.     That law requires a company to get government approval before consolidation if its global revenue exceeds 10 billion yuan (1.47 billion U.S. dollars) and its revenue in China exceeds 2 billion yuan.     An anti-monopoly review is also necessary if two or more parties in the company had more than 400 million yuan of revenue in China in the previous fiscal year.     In the year ended 30 June, BHP Billiton's revenue in China was 11.7 billion U.S. dollars, while that for Rio Tinto was 10.8 billion U.S. dollars, according to the companies' websites.     It was unclear what actions China would take if the case was determined to be covered by the Chinese anti-monopoly law.     At the meeting Tuesday, Chen also said domestic steel makers should beef up technology and innovation to cut energy consumption and raise efficiency. Also, he said, China "should increase exploration of domestic mines to reduce reliance on imports."

SHANGHAI, May 23 (Xinhua) -- Kaohsiung mayor Chen Chu met with her Shanghai counterpart Han Zheng Saturday afternoon during her visit to the mainland.     Chen was to promote the World Games, to be held in Taiwan's port city Kaohsiung from July 16 to 26. Shanghai is the last leg of her promotion tour.     Han expressed his confidence in deepening cooperation between the two port cities.     "With development of cross-straits ties, exchanges between Shanghai and Kaohsiung are more frequent than before," he said. BEIJING, May 11 (Xinhua) -- China's State Council Monday published a guideline to maintain current agricultural development and promote income for farmers.     The guideline was issued on the Chinese central government's official Web portal www.gov.cn.     It consists of 22 items in eight parts, calling for more efforts to expand domestic demand, promote exports and stabilize grains' prices.     The guideline calls for more support for spring sowing, including pest control, guarding against natural disasters and science and technology services.     It also stresses the importance of granting subsidies to farmers and setting grain prices.

MACAO, July 14 (Xinhua) -- Up to 123 candidates from various civil groups in Macao to participate in the 4th Legislative Assembly Election of the Special Administrative Region (SAR) will vie for 12 directly-elected seats in the Assembly, the Macao Post Daily reported on Tuesday.     A total of 16 groups completed their registration procedures over the past six weeks for joining the SAR's direct legislative election which was scheduled to take place on September 20, according to the daily.     The SAR's legislature has 29 seats, 12 of which are directly elected and 10 indirectly elected while the rest will be appointed by the SAR's chief executive.     Registered candidacy commissions could submit their political manifestoes and lists of candidates to the authorities before Monday. In accordance with the law, the commissions need to acquire a minimum of 300 endorsements from registered voters to be accepted as a legitimate competitor in the upcoming election.     The officially verified lists of the candidates will be announced on July 28 at the earliest.

ROME, July 6 (Xinhua) -- Chinese President Hu Jintao held talks with Italian President Giorgio Napolitano on Monday, calling for a boost to ties between the two countries.     During the talks, Hu said Chinese-Italian relations have witnessed healthy and stable expansion over the past 39 years since the two countries established diplomatic relations. In 2004, the two countries agreed to establish an all-around strategic partnership, unveiling a new page for Chinese-Italian friendly cooperation, Hu said.     As next year will mark the 40th anniversary of the forging of bilateral diplomatic relations, China is willing to join hands with Italy to lift bilateral ties to a higher level, Hu said. He noted that China's participation is a must for the international community in its move to tackle the crisis, reform the international financial system and realize sustainable development.     On the EU-China relations, Napolitano said Italy would continue to play an active role in boosting the ties.     The president also reiterated Italy's adherence to the one-China policy.     According to the press release, Hu also briefed his Italian counterpart on the latest social and economic developments in China.     The two leaders held the talks at the Quirinal Palace, and Napolitano hosted a grand welcoming ceremony in honor of Hu prior to the talks.     Hu arrived in Rome earlier on Sunday for a state visit at the invitation of Napolitano.     Hu was also to attend the summit of the Group of Eight and major developing countries later this week in the central Italian city of L'Aquila.     This is the sixth time that the Chinese president has attended the G8 outreach session. The previous one took place in the northern Japanese resort of Toyako last July.     The G8, an informal forum of leading industrialized nations, includes Germany, France, Britain, Italy, Japan, the United States, Canada and Russia.
