BEIJING, May 2 (Xinhua) -- Beijing saw 86 "blue sky" days, or days with fairly good air quality, in the first four months of this year, a sign that years of anti-pollution efforts made by the Olympic host city continue to pay off.     The number of "blue sky" days was 11 more than the same period of last year, according to the Beijing Municipal Bureau of Environmental Protection.     The Chinese capital recorded 67 blue sky days in the first quarter, 12 more than in the corresponding period last year.     Meanwhile, major pollution indices, including concentrations of sulfur dioxide, carbon monoxide, nitrogen dioxide and particulate matters in the air, kept dropping markedly.     Beijing has input 120 billion yuan (17.1 billion U.S. dollars) in improving the air quality in the past years, and the number of "blue sky" days increased to 246 last year from 100 in 1998, when the capital launched the "blue sky" drive.     Meanwhile, Beijing's neighbouring municipality Tianjin, the provinces of Hebei, Shanxi and Shandong, and the Inner Mongolia Autonomous Region are lending a hand to the capital to attain anti-pollution goals. These efforts include closing major polluters, removing outmoded cabs and reconditioning gas stations to capture harmful chemicals.     Beijing aims to have 70 percent of the days up to standard this ear, which meant there should be at least 256 blue sky days.     It has been working to reduce pollution and improve the air quality to ensure a "Green Olympics."     For example, the municipal government cut public transport fares in an attempt to lure local residents out of their private cars, which could cut auto emissions. The city also converted 18,000 outdated coal-fired boilers and installed electrical heaters in 20,000 detached houses, replacing coal-heated devices.     Beijing is also considering traffic controls during the Olympics, in which drivers with even- and odd-numbered license plates, except taxis, buses and emergency vehicles, would only be able to drive on alternate days. Offenders would be fined.     During a test of this proposal conducted from Aug. 17-20, about1.3 million cars were taken off the city roads each day and the amount of pollutants discharged was cut by 5,815.2 tons, according o a report by the Beijing Municipal Bureau of Environmental Protection.

UNITED NATIONS, Sept. 24 (Xinhua) -- China will stick to the path of peaceful development and continue to pursue the policies of reform and opening-up and an independent foreign policy of peace, Chinese Premier Wen Jiabao said here Wednesday.     "The whole world wants to know in what direction China is heading" after the Beijing Olympic Games, Wen said in a speech delivered at the annual high-level debate of the United Nations General Assembly.     "Let me tell you in unequivocal terms that China will remain committed to the path of peaceful development, unswervingly pursue reform and opening-up, and continue to adhere to an independent foreign policy of peace," he said.     "This is in the fundamental interests of the Chinese people and the people of all other countries. It is also in keeping with the trend of the world." BEIJING, May 21 -- China's tax authority has cut or waived a tax levy, offered a tax refund, and reiterated the tax concession on donations related to the earthquake in Sichuan Province as means of helping to support victims.     Losses suffered by companies and individuals due to the 8.0-magnitude earthquake can be tax deductible, the State Taxation Administration said in a notice on its Website.     As of 6pm yesterday, the number of people killed by the devastating quake has reached 40,075 while 247,645 people have been injured and there were still 32,361 people unaccounted for.     The supplies donated by overseas governments, individuals and companies are exempted from import taxes (including Valued Added Tax and Customs Duties), the tax authority said.     People whose tax-paid autos or ships have been destroyed in the quake can apply for a refund of Vehicles and Vessels Usage Tax for the period from the date they were destroyed until the end of the year. Normally auto and ship tax is prepaid at the beginning of the year. The rules are enforced by the provincial governments for the quake-hit area.     Companies and individuals who donated money to the earthquake area will be partly exempted from taxation, the tax authority reiterated.     Companies on the Chinese mainland have made a combined donation of more than 4.5 billion yuan (US5 million) in cash and goods as of yesterday afternoon, according to Chinese Web portal Sina.com.     Donation, which are within 12 percent of a company's total annual profit, can be claimed as tax deductible expenses, according to China's corporate income tax law. Donations that exceed the amount are not tax deductible.     For individuals, donations that are less than 30 percent of their income, can be tax deductible. The donations must be made through domestic non-commercial social entities or government bodies. Individuals' donations made directly to the quake victims are not tax deductible.

MIANYANG, Sichuan Province, June 7 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday visited with some earthquake survivors who had resettled in public camps in Sichuan Province's Mianyang City.     For refugees staying in low-lying lands in the southwest Chinese province, they were also at threat from the huge "quake lakes" bursting their banks.     The 8.0-magnitude tremor on May 12, which had claimed at least 69,134 lives to date, had created the threatening 200 million cubic meter Tangjiashan quake lake which overlooks Mianyang, about 70 meters above the city.     The local government is currently relocating more than 210,000 people to safer grounds.     In his third visit to the province since the quake, Wen said ina camp harboring hundreds of the quake homeless, "I hope you would understand our efforts to resettle you away from your home to a relatively safe place because the swelling quake lake is so dangerous."     "Yes, we understand," the locals replied. BEIJING, April 6 (Xinhua) -- Chinese Premier Wen Jiabao said during a spring planting inspection in the northern Hebei Province on Saturday and Sunday that the Chinese people were fully capable of feeding themselves.     Wen said the country's self-reliance in feeding its 1.3 billion people with its own grain production was a great contribution to the world.     "China has abundant grain reserves standing at 150 million to 200 million tonnes," said Wen. BEIJING, May 4 (Xinhua) -- Chinese Premier Wen Jiabao urged Chinese law students to be fair-minded and patriotic in future law enforcement here on Sunday.     A law student should develop a high degree of sense of responsibility for the country, the society and the people. He or she should be fair-minded and above all, love this country, said Wen during his visit to the China University of Political Science and Law on China's Youth Day.     During his trip, Wen first went to the first floor of the university's library, which boasts the country's largest collection of modern law books. Here Wen met senior experts and professors and talked with them about the law history.     "We will better implement the policy of 'administration according to Law'", said Wen, when receiving a collection of law history books from professor Zhang Jinfan, who spent 19 years with some 10 professors to compile these books.     Wen then stepped into the second floor of the library, where he joined the students in the reading room and exchanged views on legal system building.     When asked by Wang Tuo, a PhD candidate majoring in Criminal Law, about his expectations for the concept of "Ruling the Country by Law", Wen said the concept served as a basis for developing economy and maintaining social harmony     To promote democracy, improve the legal system, and rule the country by law is not only a national strategy, but also serves to safeguard the personal rights and freedom of every citizen, he said. TAIYUAN, Oct. 2 (Xinhua) -- Vice Premier Zhang Dejiang underscored the scientific outlook on development and production safety during an inspection tour to northern Shanxi Province on Wednesday and Thursday.     Zhang visited the site of the Sept. 8 landslide in Xiangfen County on Thursday morning, where an unlicensed iron ore tailings pond burst and killed at least 262 people.     "The September 8 landslide was a very serious production safety incident, causing great losses, having a bad impact and leaving a deep lesson," he said.     The vice premier said a thorough investigation into the cause of the incident should be conducted and that those responsible for it should be punished seriously in accordance with law.     A lesson should be drawn from the incident and people should be put first, he stressed, adding that more efforts should be exerted to crack down on unlicensed production and corruption behind production safety incidents.     He also demanded local authorities have a scientific outlook on development.     Production safety should be strengthened through more investment, scientific and technological progress and better management, the vice premier said.

ROME, June 4 (Xinhua) -- Food security in China is guaranteed despite the recent major earthquake and heavy snowfalls earlier this year, China's Agriculture Minister Sun Zhengcai said in an interview with Xinhua.     "The earthquake will not change the nation-wide situation of agricultural production this year since local output of the affected area is quite small compared to that of the whole country," Sun said, who was attending a world summit here on soaring food prices, hosted by the United Nations Food and Agriculture Organization (FAO).     An 8.0-magnitude earthquake hit southwestern China in May, with its epicenter in Wenchuan County, a mountainous area of Sichuan province, with the death toll currently at over 70,000 people and causing massive economic loss.     Sun acknowledged local agricultural production was in no way immune from damage. The harvest season for nearly 19,000 hectares of wheat in Taizhou started on June 3.    "The damage was mainly to planted crops and livestock," he said, adding an urgent harvesting and planting effort has helped minimize the impact and which had no national implications.     The devastating earthquake struck following severe snow and ice storms that swept southern China early this year, giving rise to concerns about food shortages in the world's most populous country.     However, Sun said food security remains guaranteed because of sufficient stockpiles and a big harvest ahead.     "This year, China's agriculture has prevailed over disasters of snow and ice storms and the extremely severe earthquake, and our summer grains and oilseeds are set to harvest good crops," he said.     Since 2004, food production in China has increased for four consecutive years and the total grain output exceeded 500 million tons last year.     Sun said China's grain reserves are currently abundant and there is enough supply of major farm products to offset the effects of the two natural disasters.     If there are no more major disasters, China is expected to have a big summer harvest this year, with grain output set to rise for the fifth consecutive year. Even in southern China, oilseeds, which had been feared to drop due to the snowfalls, would reverse the declining trend in the previous three years.     Sun said as a huge, developing country with 1.3 billion people, China has always paid great attention to food and agricultural development.     The Chinese government will continue to adhere to the food security policy of basic self-sufficiency, complemented by imports and exports to readjust surplus and shortfalls, he said.
