BEIJING, June 22 (Xinhua) -- Shang Fulin, chairman of the China Securities Regulatory Commission (CSRC), on Sunday vowed to deepen reform and boost regulation to promote a stable and healthy development of the capital market.     The CSRC would rationally balance the market supply and demand, and regulate the pace of fund-raising, Shang told an interior meeting in Beijing.     The stock regulator would encourage and steer funds into the market for long-term investment and gradually improve the inner market stabilizing mechanism.     China's benchmark Shanghai Composite Index have fallen 54 percent from its all time high in mid October 2007. The steep decline came amid fears that the tightening measures would erode corporate profits and the equities supply would overwhelm demand.     Analysts said the regulator has been delaying approvals of initial public offerings over the past couple of months to stabilize market that was hard-hit by weak investor sentiment.     Shang noted the CSRC would boost cooperation with the prosecutors on crackdown on market manipulation, irregular information disclosure, and false information and rumors distributed to manipulate stock prices. BEIJING, Oct. 11 (Xinhua) -- The latest tests found that Chinese liquid dairy products met the new temporary restrictions on melamine, the country's top quality control agency said on Saturday.     It was the ninth investigation on the industrial chemical following the tainted baby formula scandal that killed at least three infants and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).     The latest tests covered 532 batches of liquid milk, including yogurt, from 69 brands in 23 major cities nationwide, the agency said.     At present, 4,213 batches of liquid dairy products from 131 brands produced after Sept. 14 were tested and all in line with the limit, it added.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.     China on Wednesday set temporary limits on melamine content in dairy products. The limits were a maximum of 1 mg of melamine per kg of infant formula and a maximum 2.5 mg per kg for liquid milk, milk powder and food products containing at least 15 percent milk.     The State Council, or Cabinet, issued a series of quality control regulations for dairy products on Thursday.     The regulations tighten control of how milk-yielding animals are bred, how raw milk is purchased and the production and sales of dairy food.     They promised more severe punishment for people who violated safety standards and quality control departments that failed to fulfil their duties.

BEIJING, May 2 (Xinhua) -- Beijing saw 86 "blue sky" days, or days with fairly good air quality, in the first four months of this year, a sign that years of anti-pollution efforts made by the Olympic host city continue to pay off.     The number of "blue sky" days was 11 more than the same period of last year, according to the Beijing Municipal Bureau of Environmental Protection.     The Chinese capital recorded 67 blue sky days in the first quarter, 12 more than in the corresponding period last year.     Meanwhile, major pollution indices, including concentrations of sulfur dioxide, carbon monoxide, nitrogen dioxide and particulate matters in the air, kept dropping markedly.     Beijing has input 120 billion yuan (17.1 billion U.S. dollars) in improving the air quality in the past years, and the number of "blue sky" days increased to 246 last year from 100 in 1998, when the capital launched the "blue sky" drive.     Meanwhile, Beijing's neighbouring municipality Tianjin, the provinces of Hebei, Shanxi and Shandong, and the Inner Mongolia Autonomous Region are lending a hand to the capital to attain anti-pollution goals. These efforts include closing major polluters, removing outmoded cabs and reconditioning gas stations to capture harmful chemicals.     Beijing aims to have 70 percent of the days up to standard this ear, which meant there should be at least 256 blue sky days.     It has been working to reduce pollution and improve the air quality to ensure a "Green Olympics."     For example, the municipal government cut public transport fares in an attempt to lure local residents out of their private cars, which could cut auto emissions. The city also converted 18,000 outdated coal-fired boilers and installed electrical heaters in 20,000 detached houses, replacing coal-heated devices.     Beijing is also considering traffic controls during the Olympics, in which drivers with even- and odd-numbered license plates, except taxis, buses and emergency vehicles, would only be able to drive on alternate days. Offenders would be fined.     During a test of this proposal conducted from Aug. 17-20, about1.3 million cars were taken off the city roads each day and the amount of pollutants discharged was cut by 5,815.2 tons, according o a report by the Beijing Municipal Bureau of Environmental Protection.

LANZHOU, Sept. 14 (Xinhua) -- Inspectors had found poisonous chemical in the Sanlu infant formula produced by one of its partner producers in northwest China's Gansu Province, an official said on Sunday.     Two out of the 12 samples randomly selected from the Sanlu milk powder produced by the Haoniu Dairy Co., Ltd. in Jiuquan City had tested positive for melamine, said Xian Hui, vice-governor of Gansu.     "The products of Haoniu have been sealed up," he said.     The test was conducted after the Sanlu Group, a leading Chinese dairy producer based in northern Hebei Province, admitted that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material strictly forbidden by the country to be used in food processing.     As of Saturday, a total of 432 babies throughout the nation have been sickened with kidney stones after drinking the contaminated milk powder.     Haoniu was founded in 2002 with the registered capital of 51 million yuan (7.45 million U.S. dollars). Its production was in line with the Sanlu standard and its products use the Sanlu trademark.     As of Saturday night, Gansu has reported 102 cases of infant kidney stone caused by the Sanlu milk powder. Two babies have died, Xian said.     The province has so far seized altogether 164,000 packs of Sanlu milk powder.

BEIJING, April 19 (Xinhua) -- The All-China Journalists Association (ACJA) on Saturday asked U.S.-based. news network CNN and its commentator Jack Cafferty to apologize for his remarks regarding China.     In an interview with Chinese media including Xinhua News Agency, a senior official with the ACJA strongly condemned Cafferty for his "insulting" words in a TV show on April 9 and asked him and CNN to make a formal apology to all Chinese as soon as possible.     Cafferty said in the TV show that Chinese products were "junk" and China was "basically the same bunch of goons and thugs they've been for the last 50 years" when the Olympic torch relay was going on in San Francisco.     Since the Lhasa violence on March 14, some foreign media including CNN had made a number of biased reports about the incident, the official said.     CNN had violated the principle of objective reporting, and "this is not what responsible media should do," he said.     "And Cafferty also disregarded a journalist's professional ethics to attack a country with insulting words," the official said.     Despite having an effective mechanism to deal with false reporting, CNN issued a statement on its website six days after Cafferty's remarks, which not only pleaded for him, but also spearheaded its attack on the Chinese government, he said.     CNN issued a statement on Tuesday saying, "It was not Mr. Cafferty's nor CNN's intent to cause offence to the Chinese people, and CNN would apologize to anyone who has interpreted the comments in this way."     But, the statement said that Cafferty was offering his "strongly held" opinion of the Chinese government, not China's people.     "We hope CNN and Cafferty to realize that they have harmed the feelings of Chinese and apologize with a rational and responsible attitude," the official said.     With the Olympic Games drawing near, the ACJA welcomed all foreign media to cover the event in an objective and balanced way, he said.

BEIJING, Oct. 11 (Xinhua) -- China's Ministry of Agriculture (MOA) on Saturday said it expects an increase in grain output for the fifth consecutive year.     The country has harvested nearly 80 percent of its autumn crops and expects 2008 to be a bumper year, the ministry stated.     The State Grain Information Center earlier estimated that this year's grain output would reach 511.5 million tons, up 10 million tons from 2007. BEIJING, May 30 (Xinhua) -- China and Vietnam will complete erecting markers along their land border by year end, a visiting Vietnamese leader said here on Friday.     In talks with Chinese President Hu Jintao, Nong Duc Manh, Communist Party of Vietnam (CPV) Central Committee general secretary, reaffirmed efforts to meet this deadline set in 1999. China and Vietnam signed a treaty in December that year delineating their 1,350 kilometers of frontier. They officially started to plant land markers in 2002.     The two countries finished their latest round of talks on land border demarcation in Beijing last week, vowing to speed up the work.
