BEIJING, Oct. 17 (Xinhua) -- The Communist Party of China (CPC)Central Committee Saturday congratulated the Kuomintang (KMT) plenary congress, expecting deepening trust, more exchanges and common understanding across the Taiwan Strait.     The KMT held its 18th plenary congress Saturday morning, at which Taiwan leader Ma Ying-jeou officially assumed the position of KMT chairman.     In a statement to the KMT Central Committee and Ma Ying-jeou, the CPC Central Committee expected the two parties to stick to the"common wish for peaceful cross-Strait development".     With the 1992 Consensus and opposing "Taiwan independence" as the political foundation, the two parties should deepen mutual trust, increase exchanges and expand common understanding, the statement said.     In response to the CPC statement, the KMT Central Committee said in a reply that the two parties have reached a common understanding to promote cross-Strait peaceful development.     The KMT expected to work with the CPC for improving trust and mutual benefits, in a bid to improve the welfare of people on both sides, the statement said.     Hu Jintao, general secretary of the CPC Central Committee, congratulated Lien Chan for maintaining the position of KMT honorary chairman and Wu Poh-hsiung for taking the position of KMT honorary chairman respectively.     The "common wish for peaceful cross-Strait development," reached by the two parties during Lien's 2005 visit to the mainland, has set a clear direction and laid the foundation for cross-Strait relations, Hu said in a statement to Lien.     "We sincerely expect Mr. Lien to continue working for the peaceful development across the Strait," he said.     In response to Hu's congratulation, Lien said in a statement that since the two sides resumed systematic talks based on the 1992 Consensus, the peace and stability across the Strait has been greatly enhanced and people's welfare improved.     "We should work even harder to strengthen the five-point common wishes," Lien said.     As the KMT chairman in the past two years, Wu had made great contribution to improving cross-Strait relations, Hu said in a statement to Wu.     Last year and this May, Wu visited the mainland twice for the KMT-CPC talks, which laid solid foundations for favorable exchanges between the two sides, he said. "We expected Mr. Wu to make new contributions to cross-Strait peaceful development."     In a reply to Hu, Wu said in the past four years, the two parties pushed forward their cooperation step by step and won support from the people and the international society.     "The two parties should work together for peace and development with sincerity and goodwill," he said.     As honorary chairmen, Lien and Wu will assist Ma on cross-Strait affairs and regional exchanges.

HARBIN, Aug. 2 (Xinhua) -- China's chief justice has urged people's courts around the country to make more efforts to maintain social harmony by improving the judges' ability to better resolve public grievance and resentment.     Wang Shengjun, President of the Supreme People's Court, made the remarks during his visit to northeast China's Heilongjiang Province on Sunday.     The people's courts at all levels should organize more professional trainings for the judges to improve their practical abilities required for better handling the people's discontent, Wang said.     The courts should encourage more young judges to work at grassroots positions in which they will encounter complaints and deal with group incidents in the front line, he said.     The people's courts around the country should also improve their working efficiency by adopting more equipment and infrastructure with information technologies, Wang said.

BEIJING, Sept. 9 (Xinhua)-- China and the European Union (EU) should properly cope with trade frictions, and push forward economic and trade cooperation, Chinese Vice Premier Wang Qishan said here Wednesday.     Wang was meeting with EU Trade Commissioner Catherine Ashton, who is on her first visit to China.     "China and the EU should appropriately handle trade frictions, and fight resolutely against trade protectionism," he said.     Since late July, the EU has launched a series of anti-dumping actions against Chinese products, covering steel wire rod, seamless steel tubes, sodium gluconate, steel cables and aluminum road wheels.     "Some of China's major trading partners have shown signs of protectionism during the global financial crisis, and there has been rising trade protectionism inside the EU," said Sun Yongfu, who is department chief in charge of European affairs of Chinese Commerce Ministry.     Vice premier Wang said the two sides' top priorities at the present time should be making efforts to continuously further coordination and cooperation, jointly tiding over the global financial crisis, and facilitating the recovery of regional and international economy. BEIJING, Aug. 19 (Xinhua) -- China on Wednesday called for more policy assistance and financial support to encourage the development of small and medium-sized enterprises (SMEs).     Attendees at a State Council executive meeting, chaired by Premier Wen Jiabao, agreed that promoting the sound development of the SMEs was of great importance to maintain economic growth and social stability.     The government would exert more efforts to improve the policy and law system to create a more open and fair competition environment for SMEs.     Measures would be taken to help SMEs tackle financing difficulties, and the establishment of the Growth Enterprise Market (GEM), the country's first Nasdaq-style market, would speedup helping small companies raise fund.     The central government would also increase funding to support the SMEs, especially in sectors such as technological innovation, industrial structure adjustment and employment.     The government would pick some SMEs to participate in the country's subsidized purchasing program of home appliances, agricultural machinery and automobiles in rural areas as well as the auto, home appliance replacement program.     Attendees at the meeting demanded better services for SMEs and support to promote technological progress and structure adjustment in SMEs.     They also reviewed and approved draft regulations on national body-building and on the administration of joint-venture establishment of foreign companies or individuals in China. Both regulations would be released to public after further revision.

UNITED NATIONS, Oct. 5 (Xinhua) -- China stressed on Monday the importance of following "capacity to pay" principle while the United Nations considers the scale for determining member states' dues to the organization's budget.     Liu Zhenmin, China's deputy permanent representative to the United Nations, made the statement to the meeting of the Fifth Committee of the 64th Session of the UN General Assembly on the scale for determining member states' dues to the organization's budget in 2010-2012.     "China stands ready to make an even greater contribution to the UN on the basis of capacity to pay, as our economy continues to grow," he said.     But, despite its rapid economic development and impressive gross domestic product figures, China was the country with the largest population, which still faced enormous challenges at home, Liu said.     In 2008, China's per capita gross domestic product stood at 3,000 U.S. dollars, ranked around the 100th place in the world and still a far cry from the average per capita Gross National Income (GNI) of 7,119 U.S. dollars (the threshold), he said.     "By the standard of the World Bank which considers those living on less than .25 a day as poor, China's poverty population will total 250 million, the second largest in the world," he said.     "Economic development, poverty eradication and the realization of modernization remain daunting challenges for China," Liu said. "The evaluation of China's capacity to pay should not be conducted without taking into account China's specificities."

GUANGZHOU, Oct. 18 (Xinhua) -- Continuous severe drought over the past months has stunted rice crop, threatened reserviors and left hundreds of thousands of people short of drinking water in southern Chinese provinces.     In the southern Guangdong Province, where the precipitation in the first 10 months this year has reported a 14 percent drop compared with the average level of the past years, more than 55,000 hectares of cropland are affected and 50,000 people are facing difficulties in getting drinking water because of the drought.     Water level in Guangdong's reservoirs continued to drop. According to Guangdong Provincial Flooding and Drought Relief Headquarters, the water conservancy in Guangdong's 32 key reservoirs has reported a year-on-year decrease of 2.34 billion cubic meters.     The drought is continuing to take a toll on agricultural production in the province.     "I have never seen such a severe drought in my life," said a 73-year-old farmer in Zhoutian Township, Shaoguan City. "A great deal of crops have been damaged."     There have also been concerns of further crop damage as drought harms crop's ability to weather the winter.     In Nan'ao Island in Shantou City, home to more than 70,000 people, drought has brought inconveniences to local residents' daily bath and laundry.     The drought has left more than 70,000 people in Zhangzhou City in the southeastern Fujian Province short of drinking water.     Local hydraulic experts attribute the water shortage to the lingering drought as well as the water conservancy facilities' construction which lagged far behind the industrialization and urbanization.     In the central Hunan Province, low water level in Dongting Lake, China's second largest fresh water lake, has forced local fishermen into idle.     "October used to be a 'golden season' for fishing in the lake," said Gong Jianmin, a local fisherman. "But now we cannot go out to fish since the low water period has come early this year because of the drought."     In the eastern Jiangxi Province, the average precipitation since Sep.1 has seen a year-on-year 66-percent drop. Most cities and counties in Jiangxi have reported drought.

QINGDAO, Shandong, Sept. 27 (Xinhua) -- The fourth Sino-U.S. Energy Policy Dialogue opened Sunday in the coastal city of Qingdao in east China's Shandong Province.     China and the U.S. have huge potentials to cooperate in developing wind, solar and nuclear power. Both countries shall hold responsibilities to develop more technologies and equipment to tackle the challenges of climate changes, said David Sandalow, assistant secretary for Policy and International Affairs at the Energy Department.     Zhang Yuqing, an official with China's National Energy Administration, said China is willing to learn advanced technologies of exploring gas. The consumption of gas has been growing by 20 percent every year since 2006.     The two countries signed a memorandum of understanding to launch the dialogue in 2004. The first forum was held in 2005 in the U.S.

SHANGHAI, Aug. 28 (Xinhua) -- Baosteel Group, China's largest steel maker, said Friday it has agreed to pay 285.6 million Australian dollars (240.7 million U.S. dollars) for a 15-percent stake in Australian miner Aquila Resources.     Baosteel will buy up to 43.95 million shares in Aquila at 6.5 Australian dollars a share.     The deal, which will make Baosteel the second-biggest shareholder in Aquila, is still to get approval from Australian and Chinese regulators.     The company executives valued the growth potential of Aquila's assets in the deal that is another major step in its overseas expansion, said a statement on Baosteel's website.     Baosteel established a joint venture with iron ore giant Rio Tinto in 2001 and Companhia Vale do Rio Doce (CVRD) in 2002 to secure iron ore imports.     In a press release, Aquila said the deal was "an important transaction in Baosteel's strategy to secure long-term supply of critical steel raw materials."     The strategic cooperation will "fast-track the development of Aquila's key steel raw materials projects including iron ore, coal, and manganese," said the statement.     Baosteel would possibly make further direct investment into a number of its projects and help it get low-cost financing from China for most of its major projects, including the strategic West Pilbara Iron Ore Project, said the Aquila statement.     It added that the state-owned Chinese steel mill had agreed not to hold more than 19.99 percent of Aquila before August 2010.     Shares in Aquila surged 9.16 percent, or 60 Australian cents, to 7.15 Australian dollars Friday.
