BEIJING, Oct. 17 (Xinhua) -- The Communist Party of China (CPC)Central Committee Saturday congratulated the Kuomintang (KMT) plenary congress, expecting deepening trust, more exchanges and common understanding across the Taiwan Strait.     The KMT held its 18th plenary congress Saturday morning, at which Taiwan leader Ma Ying-jeou officially assumed the position of KMT chairman.     In a statement to the KMT Central Committee and Ma Ying-jeou, the CPC Central Committee expected the two parties to stick to the"common wish for peaceful cross-Strait development".     With the 1992 Consensus and opposing "Taiwan independence" as the political foundation, the two parties should deepen mutual trust, increase exchanges and expand common understanding, the statement said.     In response to the CPC statement, the KMT Central Committee said in a reply that the two parties have reached a common understanding to promote cross-Strait peaceful development.     The KMT expected to work with the CPC for improving trust and mutual benefits, in a bid to improve the welfare of people on both sides, the statement said.     Hu Jintao, general secretary of the CPC Central Committee, congratulated Lien Chan for maintaining the position of KMT honorary chairman and Wu Poh-hsiung for taking the position of KMT honorary chairman respectively.     The "common wish for peaceful cross-Strait development," reached by the two parties during Lien's 2005 visit to the mainland, has set a clear direction and laid the foundation for cross-Strait relations, Hu said in a statement to Lien.     "We sincerely expect Mr. Lien to continue working for the peaceful development across the Strait," he said.     In response to Hu's congratulation, Lien said in a statement that since the two sides resumed systematic talks based on the 1992 Consensus, the peace and stability across the Strait has been greatly enhanced and people's welfare improved.     "We should work even harder to strengthen the five-point common wishes," Lien said.     As the KMT chairman in the past two years, Wu had made great contribution to improving cross-Strait relations, Hu said in a statement to Wu.     Last year and this May, Wu visited the mainland twice for the KMT-CPC talks, which laid solid foundations for favorable exchanges between the two sides, he said. "We expected Mr. Wu to make new contributions to cross-Strait peaceful development."     In a reply to Hu, Wu said in the past four years, the two parties pushed forward their cooperation step by step and won support from the people and the international society.     "The two parties should work together for peace and development with sincerity and goodwill," he said.     As honorary chairmen, Lien and Wu will assist Ma on cross-Strait affairs and regional exchanges.

BEIJING, Oct.17 (Xinhua) -- China's civil aviation industry made profits of 9.1 billion yuan (about 1.33 billions U.S. dollars) in the first nine months of 2009, despite the punch by the financial crisis on the world's civil aviation industry, said the Civil Aviation Administration of China (CAAC) on Saturday.     Domestic air passenger traffic volume grew by 23.6 percent from a year earlier in first nine months of this year.     Performance of small airports, those that handle less than 1 million passengers annually, were most inspiring, said Li Jiaxiang, director with the CAAC, at the 2009 China International General Aviation Convention held in northwest China's Shaanxi Province on Saturday.     Li said that passenger volume of small airports grew 26.7 percent year on year to 14.87 million in the first half.     He contributed the vibrant performance of small airports and regional air routes to the more balanced economic development of China's different regions in recent years, which was the result of the country's strategies to develop the relatively poor western and central regions and to revive the old industrial base in northeastern regions.     Besides, the fact that Chinese people are becoming richer and CAAC's policies carried out last year to subsidize small and medium-sized airports and regional air routes also helped the passenger volume rise of small airports, said Li.     By the end of 2008, China had 116 small airports, accounting for 73 percent of the total number of the country's airports.

BEIJING, Sept. 13 (Xinhua) -- China said on Sunday the U.S. decision to impose special protectionist tariffs on tire imports from China is grave trade protectionism and goes against its commitments made at the Group of 20 summit.     "We hereby express our strong discontentment and firm opposition to the U.S. decision, which was made regardless of China's solemn stance," Foreign Ministry spokeswoman Jiang Yu said in a statement.     U.S. President Barack Obama decided to impose a tariff on tires imported from China on Sept. 11, which will begin with a 35-percent duty the first year and decrease to 30 percent the second year and 25 percent the third year on passenger vehicle and light-truck tires from China.     "The United States, by making the decision, failed to honor its commitments made at the G20 financial summit and abused trade remedy measures, which is grave trade protectionism and will undermine the China-U.S. economic and trade ties as well as the early recovery of world economy," Jiang said.     China has lodged solemn representation to the U.S. side and reserves its right to take further actions, Jiang said.

BEIJING, July 20 (Xinhua) -- China's Central Military Commission (CMC) conferred the rank of general on three senior military officers here on Monday, bringing the total number of generals to 174. CMC Chairman Hu Jintao awarded the officers certificates of command at the promotion ceremony. An order for the promotion was announced by CMC Vice-Chairman Guo Boxiong.     The senior officers are deputy chief of the General Staff of the People's Liberation Army (PLA) Ma Xiaotian, political commissar of the PLA's Academy of Military Sciences Liu Yuan, and political commissar of Chengdu Military Area Command Zhang Haiyang. NANNING, Sept. 2 (Xinhua) -- Authorities in south China's Guangxi Zhuang Autonomous Region announced Wednesday the addition of 20 million yuan (2.94 million U.S. dollars) to a fund financing efforts to fight drought as hot, dry weather maintains its grip on the region.     The Flood Control and Drought Relief Headquarters in Guangxi simultaneously launched a drought control response mechanism which requires local departments such as weather, water resources and power supply to cooperate closely to guarantee success of the efforts to fight drought.     According to the local weather department, Guangxi suffered its hottest weather in 58 years from Aug.1-30, with the temperature averaging 28.9 degrees Celsius.     The south Chinese region has had 1,152 mm of rainfall in the past eight months, a drop of 12.7 percent from the average level for the same period in normal years. It had rainfall of only 91 mm last month, down 57 percent from the average level for the same month in normal years.     The Flood Control and Drought Relief Headquarters in Guangxi said 638,500 people, plus 299,200 livestock had been suffering from water shortages.     And 280,850 hectares of cropland affected because of hot weather and less rain, included 598 hectares of crops that died in the arid conditions.     The regional weather service's forecast Monday said Guangxi's drought would continue during the coming week.     Guangxi has already made great efforts in drought control. More than 53.41 million yuan (about 7.86 million U.S. dollars) has been set aside so far.     The region's department of water resources has dispatched five working groups to areas such as Laibin, Chongzuo, Wuzhou, Hezhou, Hechi, all in Guangxi, to supervise or guide drought control efforts.     Zhong Xiangting, the department's chief, said the region had since late August mobilized more than 1.71 million people to fight drought, which has helped irrigate 148,470 hectares of crops and temporarily solve water shortages faced by 390,280 people and 193,110 livestock.
