Another online poll conducted by newspaper Izvestia also showed that over 80 percent of netizens are in favor of the shutdown. 　　"GREY CUSTOMS CLEARANCE" HAMPERS SINO-RUSSIAN TRADE     Over the past 20 years, the people-to-people trade between China and Russia has undoubtedly made great contribution to bilateral economic and trade cooperation, said Gao Xiyun, Economic Minister Counselor of Chinese Embassy in Russia.     However, it is also an undeniable fact that problems such as "grey customs clearance" had seriously hampered the health development the bilateral people-to-people trade, he said.     The so-called "grey customs clearance" is a long-standing practice that involves intermediaries handling customs clearance for bulk commodities loaded in planes or containers trucks.     After paying the so-called "customs clearance companies," the consignors of the goods do not have to deal with Russian customs authorities in person. Consequently they receive no official customs declaration documents.     In recent years, the Russian government has strived to rectify its domestic market order. For a time, goods that entered the country through "grey customs clearance" were regarded as contraband, and their owners would face penalties, including fines or even outright confiscation.     Prior to the market closure, on Sep. 11, 2008, the Investigation Committee at the Russian Prosecutor General's Office sealed up a large part of Chinese merchants' container storehouse in the Cherkizovsky market. 　　CHINESE BUSINESSMEN NEED TO CHANGE MODES OF OPERATION     Some 60,000 Chinese are doing business in Cherkizovsky Market, making the market the biggest Chinese business community in Moscow and even the whole Russia, according to figures from the Chinese Chamber of Commerce in Russia.     The abrupt closure of the market, in addition to the closedown of the container storehouse, has caused great economic loss to Chinese merchants and their domestic enterprises.     Gennady Gudkov, Deputy Chairman of the Security Committee of the Russian State Duma said though the closure of the market is justified, the vendors there should be given advance notice of the closure.     Gao Hucheng said China has no objections to Russia's crackdown on smuggling, but the Russian side should protect the personal and property safety of the Chinese citizens without hurting their dignity. While enforcing the law, the Russian side should try its best to keep the economic losses of the Chinese business people to the minimum.     Some Chinese analysts noted that Russia's cracking down on smuggling and rectifying domestic markets would help regulate trade channels, improve trade environment, therefore conducive to sustained and sound development of bilateral trade in the long run.     Li Huilai, Charge d'Affaires of the Chinese Embassy in Russia, said the only way out for Chinese merchants is to transform their operation mode and do their business in accordance with law and regulations. 　　JOINT EFFORTS URGED TO EXPAND NORMAL TRADE CHANNELS     In recent years, China has strengthened export supervision and instructed Chinese enterprises and businessmen in Russia to operate honestly and abide by the laws and regulations there.     China and Russia share a common goal in creating a trade environment that is standardized, transparent and convenient.     In June, China and Russia established a customs cooperation committee and set up a long-term mechanism to normalize bilateral trade order in a bid to raise the level of customs clearance facilitation and create favorable conditions for the crackdown and eventual eradication of the "grey customs clearance."     Gao's delegation, comprising officials from the ministries of commerce and foreign affairs, the General Administration of Customs and trade officials from Zhejiang, Fujian and Hebei provinces reached three consensus with the Russian side on the closure issue.     The two sides agreed to further develop the Sino-Russian strategic cooperative partnership, deepen bilateral trade cooperation and properly settle the closure issue through friendly negotiations.     The governments of China and Russia attached great importance to their strategic cooperative partnership and had agreed that the sudden closure of the market should not hurt their friendly cooperation, Gao said.     The two sides should promptly initiate a customs cooperation mechanism, and develop a work plan to stop illegal activities including "grey customs clearance," regulate customs declaration channels and raise customs clearance efficiency.     Analysts believe that with the constant improvement and development of Sino-Russian trade and economic cooperation, the issue of "grey customs clearance" could be fully resolved.

BEIJING, Aug. 7 (Xinhua) -- Anti-terror forces that safeguarded the safe Beijing Olympics last year are in action again as China has stepped up security ahead of its 60th anniversary of founding on Oct. 1, an official said Friday, one year after the Games.     "A safe National Day is the key to the success of the anniversary," said Wang Anshun, deputy secretary of the Communist Party of China Beijing Municipal Committee.     "Beijing will adopt the security model to ensure the absolute safety of the celebrations," he said.     Experts said the forces of safeguarding the anniversary activities should be stronger than during the Games as terrorist groups are also better equipped.     Unlike the Olympic events mostly held in venues, the celebrations including parade inspections and fireworks evening parties, occur outdoors, which make it more difficult to prevent terrorist attacks, said Cai Changjun, professor with the Institute of Special Police of China.     The major threats come from East Turkestan terrorists, Tibetan separatist forces as well as Falun Gong forces, said Li Wei, director of the anti-terrorism research center at the China Institute of Contemporary International Relations.     Police did not reveal how many officers would be deployed in the safety campaign.     The Snow Leopard Commando Unit (SLCU), a major anti-terrorism wing of the People's Armed Police, and the Blue Sword Commando Unit (BSCU) under the Beijing armed police, are ready for security operations during the celebrations, said a Beijing armed police official.     The two highly-classified special police squads, with more than 400 officers, were dubbed as the protector of the Olympics for their roles in counter-terrorism, riot control and other special tasks, such as stopping hijacking and bomb disposal.     SLCU and BSCU participated in an anti-terrorism drill in June as the latest national level exercise ahead of the National Day in northern Inner Mongolia Autonomous Region's capital Hohhot, as well as Shanxi and Hebei provinces that surround Beijing.     The exercise, codenamed "Great Wall-6", aimed to improve the police forces' abilities to deal with bombs containing radioactive contaminants, serial terrorist attacks and blasts in chemical factories.     The Beijing police also held an exercise dubbed "Forbidden City" which tested the ability to rescue hostages and handle blasts.     "The anti-terror schemes are well-knit. We've made specific plans for commanding, force deployment and actions during the Beijing Olympics. All these can be used in the National Day celebrations, Cai said.     More exercises are needed to test the emergency response capacity and smooth the coordination among various forces, he said.     Police will strengthen baggage checks in subway stations, an anti-terror measure which started during Games.     Like the system during the Olympics, emergency police centers can mobilize helicopters and satellites to prevent and handle potential terror attacks, Wang said.     The equipment to deal with chemical weapons, monitoring system of suspected vehicles and air detection equipment that were developed during the Olympics have been used in daily checks, he said.     The capital also has mobilized hundreds of thousands of security personnel, Communist Party officials and volunteers patrolling the city to ensure a terrorism-free anniversary.     Fu Xinling, a volunteer who patrolled streets in Wanshou Road Community in Haidian District during the Olympics, is ready to wear the red armband again.     "We will go back to our posts again in a month to provide clues and information to the police," she said. BEIJING, Aug. 11 (Xinhua) -- Prosecutors have approved the arrest of four employees of the Anglo-Australian mining giant Rio Tinto Ltd. on charges of trade secrets infringement and bribery, according to a statement of China's Supreme People's Procuratorate late Tuesday. Preliminary investigations have showed that the four employees, Stern Hu, Liu Caikui, Ge Minqiang and Wang Yong, had obtained commercial secrets of China's steel and iron industry through improper means, which had violated the country's Criminal Law, according to the statement.     Prosecution authorities also found evidence to prove that they were involved in commercial bribery. ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul.     The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations.     The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus.     The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said.
