BEIJING, Feb. 23 (Xinhua) -- China has chosen 16 cities to pilot reform of government-run hospitals in an effort to ease public complaint of rising medical bills, according to an official circular released on Tuesday.The cities are required to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to the document.Public hospitals must retain its goal of serving the public interests and their top priority should be protecting people's health, said the document, jointly issued by five ministries including the Ministry of Health.The cities, including six in central China, six in the east and four in the west, were asked to start the reform from this year.China in April 2009 unveiled a blueprint for health-care over the next decade, kicking off a much-anticipated reform to fix its ailing medical system. The core principle of the reform is to provide basic health care as a "public service" to the people.Health Minister Chen Zhu said serving the public interests should be underscored in the health care reform and the public hospitals should play a leading role in it.MOH statistics show that China had about 14,000 public hospitals nationwide by November 2009.Li Ling, prof. with the China Center for Economic Research of Peking University, said the reform meant public hospitals would return to its nature of serving the public rather than making money."This is key to solving the complaints of costly medical service," Li said.Public hospitals in China enjoyed full government funding before 1985. Since then the situation changed as public hospitals embarked on a market-oriented reform as economic reform and opening up policy adopted in late 1978 deepened in the country."Public hospitals were allowed to make profits to invigorate themselves since then," said Xie Pengyan, professor of Peking University First Hospital. "Our hospital grew fast and my income increased remarkably since that year."Analysts said the market-oriented reform had greatly improved medical service to some extent. But the fact that hospitals operated using profits from medical services and drug prescriptions also resulted in soaring medical costs.According to the circular, public hospitals will not be allowed to make profit from drug prescriptions. They should operate on government funding and charges from medical services.The document also said that efforts should be made to strengthen hospitals in rural areas. Public hospitals are required to train medical workers for grassroot medical institutions.

Carmakers including Beijing Automobile, Guangzhou Automobile, Chery, Geely and Sinotruk form the second tier in the country's auto industry.Going globalLi Yizhong, minister of Industry and Information Technology, said recently that in addition to fueling industry consolidation, the government will also implement measures to encourage domestic automakers in reaching overseas this year through investment, acquisition of foreign brands, building research and development facilities and developing sales networks.Industry sources said that the new policy calls for 20 percent of overall sales by major auto groups to be generated overseas in the next few years.In the wake of the financial crisis, China's vehicle exports fell sharply by 45.7 percent to 369,600 units last year, according to statistics from the General Administration of Customs. Industry analysts generally expect a rebound in car shipments this year as the foreign markets begin to recover.Despite the poor export performance, Chinese companies were aggressive in acquiring overseas assets in 2009.Homegrown carmaker Geely's bid for Swedish luxury brand Volvo received a lot of media exposure in 2009. The Zhejiang-based company will reportedly close the deal soon.Beijing Automotive bought some of Swedish carmaker Saab's core assets and technologies for 0 million last year.Li noted that along with encouraging acquisitions and consolidation, the government will restrain overcapacity in the auto industry.Li also said that the ministry will accelerate the development of new energy vehicles, including hybrid, pure electric and fuel battery models.The new policy will reportedly stipulate that Chinese partners hold at least a 50 percent share in newly built Sino-foreign joint ventures that produce core parts for alternative-energy vehicles.

BEIJING, Feb. 18 (Xinhua) -- Senior Chinese leader Zhou Yongkang has encouraged students from Xinjiang who are attending school in southern Guangdong Province to study hard and become qualified builders of the country.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China(CPC) Central Committee, made the remarks when replying to a letter written by the 12th graders of Guangdong Guangya High School on Sunday, or the first day of the Chinese Lunar New Year.Zhou visited the time-honored school in Guangzhou, capital of the southern province, last September and talked with the students from northwestern Xinjiang Uygur Autonomous Region. KUNMING, Feb. 26 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called for more efforts to fight Yunnan's worst drought in 60 years when visiting the province in southwestern China.He urged local authorities to ensure water supply for urban and rural residents and for agricultural uses.He also asked local authorities to take more measures to limit the spread of forest fires.Hui visited several rural households to know if they had enough water. He also inspected affected crops, reservoirs and forests during his visit to Yunnan from Wednesday to Friday.Yunnan's drought has resulted in water shortages for locals, livestock and crops.The dry spell started in the autumn 2009 and has also hit neighboring Guizhou Province and Guangxi Zhuang Autonomous Region.The seriousness, duration, areas affected and losses are rarely seen in history, the Ministry of Civil Affairs (MCA) said late Friday in a statement on its website.The ministry urged all affected regions to "take all possible means" to minimize the damages of the drought.The ministry also asked local civil affairs authorities of the four hardest-hit regions to report, on a 10-day basis, the number of people affected by the drought, people suffering from drinking water shortage, and people in need of government aid.

BEIJING, Feb. 6 -- The Chinese government is looking at ways to protect consumer rights and develop common standards in the burgeoning pre-paid card industry.The popularity of the cards has flourished in recent years in major cities such as Shanghai and Beijing. In 2007, just four companies in Beijing issued them. Now more than 300 have been registered in the city with the People's Bank of China (PBOC).Complaints have also risen. In Shanghai, where the cards are used most, 4,800 people complained between January and November last year compared with 4,049 during the whole of 2008.Most complaints were about the cards' expiry, as money left on them is kept by some companies."I feel my money on the pre-paid card is very risky since I have to pay close attention to when it expires and try to spend all of it before that date or I will lose it. It's unfair to limit the time available to spend my own money," said Liu Xiaodan, a 26-year-old salesman.It's estimated that the total volume of money left on pre-paid cards after they expire is more than 100 million yuan in Shanghai. The figure for Beijing is not available.The PBOC will launch a series of supervisory regulations this year to oversee the operation of pre-paid card companies, said Zhang Wei, a financial industry analyst. "One of the most important aspects is the management of any money left on the card after it expires. Any investment of money on the cards either before or after they expire must be at zero risk."Fang Xinghai, the head of Shanghai Finance Office, said his organization worked closely with the PBOC to keep an eye on pre-paid card companies."We suggest that special accounts should be opened with the bank where the money on the cards is held to ensure it is safe," he said."If that happens, even if the company goes bust, the money will still be fixed in the account and the cardholders' rights will be protected."Warnings about the risks involved in using pre-paid cards are displayed on the Beijing Administration for Industry and Commerce's website. Complaints about the cards tend to reach their peak during the Spring Festival, when many people buy them as gifts for friends and relatives.The first pre-paid card arrived in Beijing in 2002. Customers can deposit between 100 and 200,000 yuan on them for use at participating shops, restaurants and gyms.Some companies issue them to their employees as an extra benefit.Their popularity took off because they save the inconvenience of carrying money around and enable people to control spending, especially useful if they are given to children or housekeepers.However, the companies behind them are currently regarded as unspecified financial institutions by the PBOC and, as such, are not strictly regulated. That means people have few rights if the company goes bankrupt. They will no longer be able to use the cards, no matter how much money is on them, and will have difficulty reclaiming their cash.Cheng Xi, a 28-year-old engineer, said: "I received the pre-paid card as a gift but I would not buy one myself because I'm not familiar with the pre-paid card company and, if it goes bankrupt, my money would disappear."No matter how distinguished and reputable the company behind a card is, its most important challenge is to win clients' trust."Having a standard trademark like China UnionPay, which has a good reputation for reliability, is necessary for a company to distinguish it from those with a bad reputation. The company that wins the trust of most clients will be the biggest winner," said Clark Lin, a financial analyst at Thomson Reuters.Fu Dingsheng, a civil and business law expert at East China University of Political Science and Law, said: "Part of the pre-paid card company's capital should be classified as a guarantee deposit when the issuers register their companies. In that way consumers' rights can be met to some extent when a dispute occurs."Even though the prepaid card sector is an emerging industry with little or no supervision, the government is speeding up its oversight of the sector."PBOC is playing a leading role in the supervision of the industry. BEIJING, Jan. 16 (Xinhua) -- Being the only foreign rescue team to run medical-aid stations in quake-ravaged Haiti, Chinese rescuers are giving quake victims what they desperately need: medical assistance, team members told Xinhua via phone Saturday.     The China International Search and Rescue Team, arriving in Port-au-Prince at 2 a.m. local time on Jan. 14, opened the first medical assistance station at 8 p.m. the next day, said captain Hou Shike.     The station had been treating patients pulled out of debris and provided medical support to medical and security personnel, he said.     China's second station in the refugee camp near the office building of Haitian prime minister had treated and some 120 people, while giving hygiene tips and conducting epidemic prevention work in the camp.     "To prevent epidemics, we had sterilized an area of 300 square meters in the refugee camp crammed with thousands of quake victims," Hou said.     "Confronted with severe wound infection, numerous refugees are in urgent need of professional medical treatment," said Fan Haojun, deputy captain of the team.     He said although local volunteers had done their best to offer basic treatment, but because of the lack of wound cleansing, infections among some of the wounded had deteriorated that even small operations costed more time and medicines than usual, said Fan.     The Chinese rescue team of more than 60 people left Beijing for the Caribbean island Wednesday night along with 10 tonnes of food, equipment and medicines.     The massive quake also left eight Chinese police officers, serving in China's peacekeeping forces, buried. The body of one missing police officer had been found, said China's public security ministry late Saturday night.
