客服部全年工作总结与计划

YEKATERINBURG, Russia, June 15 (Xinhua) -- Chinese President Hu Jintao met here Monday night with Indian Prime Minister Manmohan Singh.     Hu said China has always striven, steadfastly and from a strategic and long-term perspective, to promote good neighborliness and friendly cooperation with India, an important neighbor of China and also a fast-growing emerging power.     The Chinese side is ready to work with the Indian side to maintain the sound momentum for development of the bilateral strategic and cooperative partnership, make greater efforts to implement the "10 strategies" reached between the leaders of the two countries, enhance mutual political trust and reciprocal cooperation in various fields, take into consideration each other's concerns and core interests, and strengthen coordination and cooperation on major international and regional issues, said Hu. Chinese President Hu Jintao (L) meets with Indian Prime Minister Manmohan Singh in Yekaterinburg, Russia, on June 15, 2009    He noted that the two sides should focus on the following key areas in efforts to promote bilateral ties.     The first is to strengthen high-level contacts.     The Chinese side welcomes Indian President Pratibha Patil to visit China in the latter half of this year, and Chinese leaders are considering visiting India at a time convenient to both sides.     The Chinese side agreed in principle to establish a hot line between the Chinese premier and the Indian prime minister.     The second is to deepen bilateral economic and trade cooperation of mutual benefit. The two sides should continue to tap potentials, encourage two-way investments, expand cooperation in contracted projects, and strive to realize the target of 60 billion U.S. dollars in bilateral trade in the year 2010.     The third is to work together to respond to the impact of the international financial crisis. The Chinese side will strengthen communication and coordination with the Indian side, maintain close cooperation within the frameworks of BRIC, the five developing nations and the Group of 20, safeguard the common interests of the developing countries, and strive to contribute to economic recovery and development of Asia and the world at large.     The fourth is to strengthen bilateral defense cooperation which is an important component of overall bilateral cooperation. The two sides should make concerted efforts to strengthen cooperation in this regard.     The fifth is to strengthen cultural exchanges. Both sides should make good planning and preparations for a series of activities, such as those marking the 60th anniversary of bilateral diplomatic ties and concerning The Chinese Festival in India and the Indian Festival in China. Both sides will continue to receive each other's delegations consisting of young people, officials, and people from news media and different localities, promote friendly exchanges in various fields and at various levels through visa facilitation and increasing direct air flights.     On border issues, Hu expressed the hope that the two sides would continue to advance the negotiating process in the spirit of peace and friendship, equal consultations, mutual respect and mutual accommodation so that the border issues could be properly resolved at an early date.     Both sides should do their utmost to ensure that the border issues do not undermine the overall situation of bilateral ties, he said.     Before these issues are eventually resolved, both sides should make joint efforts for maintaining peace and tranquility along the border region, he said.     With the efforts of both sides, Hu said, the Sino-Indian strategic and cooperative partnership will see sound development and the growth of bilateral relations will bring benefits to the two peoples.     Singh said the two countries forged the strategic and cooperative partnership during his tenure as prime minister. Bilateral ties have been     deepening, he said.     India will give top priority to its relations with China and is committed to advancing bilateral cooperation in various fields on the basis of progress made in the past, he said.     He expressed his appreciation for the increasingly important role China is playing in international affairs and China's important contributions to world peace and development.     He said China is not a competitor and that there is enough room in the world for the two countries to achieve development. The two countries share the desire to promote their bilateral ties and there are also potentials for them to cooperate on global and regional issues, he added.     Singh described economic cooperation as an important "pillar”of the overall bilateral relationship and said enhanced economic ties could     give an impetus to the development of bilateral ties.     On military-to-military exchanges, Singh said that steady growth in exchanges between the armed forces of the two countries is to enhancing mutual trust and mutual understanding.     He also said that India and China share common interests on such issues as global trade and investment, climate change and the reform of the international financial order and should strengthen consultation and cooperation in addressing these issues.     On border issues, he said the Indian government is seeking a solution that should be fair, reasonable and acceptable to both sides. Before the issues are finally resolved, efforts should be made to ensure peace and tranquility along the border region, he said.     India recognizes the Tibet Autonomous Region as part of the territory of the People's Republic of China and will not allow anyone to carry out anti-China political activities in Indian territory, he said.     He said a healthy and stable bilateral relationship serves the interests of the two countries and also conforms to the interests of the region and the world at large.     Hu and Singh are here to attend the annual summit of the Shanghai Cooperation Organization (SCO) and the first meeting of BRIC, scheduled to be held in Russia's third largest city Wednesday.     Indian is one of the four observers of the SCO, a regional organization now groups China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The other three observers are Pakistan, Mongolia and Iran.     BRIC is an acronym for the four key emerging economies -- Brazil, Russia, India and China. BEIJING, May 4 (Xinhua) -- Chinese Vice-Premier Li Keqiang on Monday vowed to keep the worsening global epidemic of influenza A/H1N1 out of China's border, while the same day the government sent a chartered plane to Mexico to pick up around stranded 200 Chinese nationals.     "The most important work at present was to strictly check on border entry" as the killer disease has been mainly reported overseas, Li gave the direction during a visit to the Ministry of Health.     China could not rule out the possibility of the virus' spreading into its border although no confirmed case had been reported yet on its mainland, Li warned.     "We must be fully prepared and strive for the best outcome through orderly and effective work," he said. He ordered government bodies to step up technical equipment and material storage, arrange designated hospitals and be well prepared for emergencies. Chinese Vice Premier Li Keqiang (2nd R) arrives to attend a symposium together with experts on prevention and control of A/H1N1 Flu at the Ministry of Health in Beijing, May 4, 2009.Information transparency was of key importance to the scientific epidemic prevention and control, he said, calling for further improvement in information publicity.     "Infections within our border must be immediately publicized, and the prevention and control work must be transparent," he said. CHARTERED FLIGHT     In light of the plight of around 200 Chinese citizens still stranded in Mexico, center of the flu outbreak, the government sent a chartered flight late Monday to pick them up.     The plane left Guangzhou for Mexico City and Tijuana at 10 p.m. and is expected to return to Shanghai at 9 a.m. Wednesday, China Southern Airlines said.     The 17-strong crew have been trained on precautions against the flu and dealing with any health emergencies.     A quarantine expert from the Ministry of Health and doctors from the airline would closely monitor the health conditions of the passengers. Chinese Vice Premier Li Keqiang (R, front) shakes hands with an expert on prevention and control of A/H1N1 Flu prior to a symposium at the Ministry of Health in Beijing, May 4, 2009.If any passengers developed symptoms like fever, all the passengers and flight crew would probably be quarantined after returning to China, sources with the airline told Xinhua.     China suspended flights from Mexico to Shanghai starting Saturday after a 25-year-old Mexican man, who arrived in Shanghai Thursday aboard flight Aeromexico 098, was later diagnosed with influenza A/H1N1 in Hong Kong.     The Mexican became Hong Kong's first confirmed case of influenza A/H1N1 infection Friday. It was also the first such casein Asia.     China Monday cancelled a chartered flight to Mexico to pick up 120 or so stranded passengers. The airline said another 80 Chinese citizens have requested to take the expected chartered flight back to the country.     NO DISCRIMINATION, CHINA SAYS     Monday's take-off of Chinese plane has been a result of a bilateral agreement between the governments, which allows both to send chartered flights to each other's country to lift their stranded nationals.     The agreement was reached even after diplomatic disputes whether China has taken discriminatory measures against Mexican citizens.     Mexican Foreign Minister Patricia Espinosa Cantellano has complained China's quarantine of some Mexican citizens with no symptoms of the virus was discriminatory and short of scientific evidence. He also reminded Mexican citizens not to travel to China until it corrected the discriminatory measures.     Foreign Ministry spokesman Ma Zhaoxu said on Monday that the country's medical quarantine of some passengers who had traveled on the same flight with the Mexican man who was infected with influenza A/H1N1 as necessary.     "The measures concerned are not targeted at Mexican citizens and there is no discrimination," he said in a press release. "This is purely a medical quarantine issue."     Ma said China hoped Mexico would be understanding of the measures adopted by China and handle this matter objectively and calmly given the overall situation of jointly addressing the epidemic.     He also said China and Mexico are friendly countries and China attaches great importance to diplomatic relations with Mexico.     "China is willing to enhance cooperation with Mexico and make joint efforts to combat the epidemic situation," said Ma.     All the 176 passengers and 13 crew aboard have been located and those who remained in China have been quarantined, including Mexicans. MORE INSPECTION TEAMS     In another move to contain the epidemic, the government has stepped up checks on people entering the country by sending another six supervision teams to major provinces to prevent influenza A/H1N1 from spreading to the country, the top quality supervisor said Monday.     These teams went to provinces of Shandong, Hebei, Sichuan, Jiangsu, Zhejiang, Hunan, Hubei and Shaanxi and would work together with local authorities, according to the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     GAQSIQ required all people entering China by air, land and sea to fill in personal health statement cards to strength control efforts.     The 6 teams were in addition to the previous 5 teams going to Beijing, Shanghai and Guangzhou on April 25.     Also on Monday, the Ministry of Health said it had listed A/H1N1 under the category of infectious diseases that warranted quarantine, and would quarantine people and material crossing China's borders that were suspected of transmitting the virus.

ROME, July 10 (Xinhua) -- China is set to become a global leader in the implementation of environmental-friendly policies and green technologies to tackle climate change, an Italian expert told Xinhua in a recent interview.     For Stefano Pogutz, an environmental management professor at Bocconi University in Milan, China's green-policies investment plans are greater than those carried-out in the United States and in many other industrialized countries.     "What China is doing to tackle global warming is impressive considering the density of Chinese population and the rapid economic growth model China is following," Pogutz said.     Climate change is at the core of the G8 summit held in L'Aquila from Wednesday to Friday. Talks had focused on the need to forge anew post-Kyoto agreement and to increase research and investments in the green economy.     The results of the G8 summit on climate change should pave the way to the United Nations meeting in Copenhagen in December, which aims at sealing a global deal to limit greenhouse gas emissions.     According to the UN climate change framework agreement and the Kyoto protocol, China is not subject to mandatory emission cuts ofCO2.     However, on its own China is already contributing to the fight against climate change through a series of initiatives aimed at curbing carbon emissions, such as lowering internal energy consumption levels and launching traffic and transportation monitoring schemes.     "I don't agree with those who believe that China is responsible for global pollution," Pogutz said. "China is doing a lot, there's a direct public intervention on measures aimed at fighting climate change. The Chinese government has increased investments in technologies and infrastructures to boost energetic efficiency and cut CO2 emissions."     Luca Labella, a China analyst with Rome's International Studies Center (Cesi), remembered the numerous local green projects implemented in China such as Shanghai's LPG buses and the rural towns' biomass-fueled.     "China is open to climate change issues and solutions. However, in China climate change is not considered under a political perspective but a scientific one, focused on progress and research," he added.     According to Pogutz, China is set to have a role of leadership in the use of renewable energies and other green technologies.     "Today China is one of the greatest producer of solar panels and in the near future it could lead in the export of alternative energy technologies."     But it's not only a matter of strategic investments in green technologies. China's contribution to the global fight against climate change largely depends as well on its human resources. "Almost all PhD students in the U.S. come from China," he added.

BEIJING, June 29 (Xinhua) -- China raised gasoline and diesel prices by 600 yuan (about 87.8 U.S. dollars) per tonne, starting zero o'clock Tuesday.     The increase raised the price for gasoline by about 0.45 yuan per liter, or 8.6 percent, and the price of diesel by about 0.51 yuan per liter, or 9.6 percent, said the National Development and Reform Commission (NDRC) in a statement on its Web site.     It was the third oil price adjustment this year. On May 31, the NDRC raised the pump prices of gasoline and diesel by 400 yuan per tonne, or 7 percent and 8 percent, respectively.     The adjustment was in response to "recent international oil price fluctuation" under the country's new fuel pricing mechanism, as international crude prices kept rising, said the statement.     According to the new mechanism, China's domestic prices are to be "indirectly linked" to global crude prices "in a controlled manner."     Under the pricing mechanism, China would consider changing benchmark retail prices of oil products when the international crude price rises or falls by a daily average of 4 percent over 22working days in a row.     Oil prices settled at 69.16 dollars a barrel on the New York Mercantile Exchange Friday, registering a 4.2 percent rise from the price of 66.31 dollars a barrel when the last adjustment took place on May 31.

They said all relevant issues can be resolved through peaceful and diplomatic solutions such as negotiations, consultations and dialogue. Chinese Vice Foreign Minister Wu Dawei (2nd R) meets with Russian Deputy Foreign Minister Alexei Borodavkin (2nd L)in Moscow, Russia, July 4, 2009, to discuss the nuclear issue on the Korean Peninsula and the situation in Northeast Asia.China and Russia, as always, believe that safeguarding peace and stability of Northeast Asia accords with the interests of all countries in the region, they said, adding that the two countries will make joint efforts to secure such peace and stability.     Both sides also reiterated their support to the goal of seeking complete and irreversible denuclearization of the Korean Peninsula. The two countries will seriously carry out related resolutions of the United Nations (UN) in the hope that implementing them can help maintain peace and stability of the peninsula.     Both sides believed that the six-party talks was the only effective mechanism to resolve the Korean Peninsula nuclear issue. Only within the framework of the talks, can all parties find solutions to their security concerns, the ministers said.     They said China and Russia were ready to make efforts, along with other parties, to resume the six-party talks.     Wu arrived on Thursday in Moscow to discuss the Korean nuclear crisis. He will later visit the United States, Japan and South Korea.
