BAMAKO, Feb. 12 (Xinhua) -- Chinese President Hu Jintao Thursday vowed to increase aid to African countries, cancel part of their debts, and expand trade with and investment in these countries.     Hu made the statement while meeting with his Malian counterpart Amadou Toumany Toure.     Hu, making his first visit to this western African nation, was accorded a 21-gun salute in a welcome ceremony before the two presidents started talks.     This is Hu's second African tour since the landmark China-Africa summit in 2006 when Hu announced eight measures to promote ties with Africa, including massive tariff cuts and debt exemptions for scores of African countries, and doubling aid to Africa over a three-year period.     In the past two years, China has increased aid to African countries, eliminated tariff for goods from some least developed African nations, and cancelled parts of the debts owed by African countries, Chinese Assistant Foreign Minister Zhai Jun said days ahead of Hu's visit. Chinese President Hu Jintao (L) meets with Malian President Amadou Toumany Toure in Bamako, Mali, on Feb. 12, 2009    Trade between China and African countries increased to 106.8 billion U.S. dollars last year from just under 40 billion dollars in 2005, according to the Chinese Commerce Ministry.     Hu said that as the world financial crisis has posed severe challenges, it is of greater significance to step up China-Africa solidarity and cooperation.     "China is paying much attention to African countries' difficulties and concerns as the global financial crisis has begun to take a toll on Africa," Hu said.     "We would like to increase communication and exchanges with Mali and other African countries so that together we will tide over the crisis," Hu said.     On China-Mali ties, Hu said the two countries will usher in a new era of development as next year marks the 50th anniversary of their diplomatic ties.     Hu hailed the past 49 years of friendship as a "paradigm of south-south cooperation" and described the two nations as "good friends, partners and brothers."     To boost bilateral relations, Hu proposed that both nations keep high-level visits and increase exchanges between their governments, parliaments, militaries and non-governmental organizations.     On economic ties, Hu proposed that both sides step up coordination and carry out government-to-government cooperative programs.     Furthermore, the Chinese government would like to encourage and support Chinese businesses with strong capacities to invest in Mali, he said.     Hu called for the two countries to work more closely in telecommunications, agriculture, and infrastructure construction among others.     He also suggested setting up a bilateral trade and technology steering committee so as to plan and coordinate cooperative programs.     China welcomes Mali to showcase its civilization and arts in the 2010 Shanghai Expo, Hu said.     Hu also pledged to continue to offer help in personnel training and provide Mali with medicines and equipment to fight malaria.     On international affairs, Hu said China will urge the international community to pay greater attention to Africa's development and help the continent attain the United Nations Millennium Development Goals.     On his part, President Toure said his people cherished their friendship with China, which is sincere, consistent and durable.     Toure also appreciated China's long-term assistance for his country, which he said played an important role in promoting Mali's economic and social development and improving people's livelihood.     Looking to the future, Toure said his country will strengthen solidarity and friendly cooperation with China.     He said that Mali will, as always, adhere to the one-China policy.     Following their talks, the two leaders signed cooperative deals and gave a briefing to the media.     During his two-day stay in Bamako, Hu will meet with President of the Malian National Assembly Dioncounda Traore.     Hu is also scheduled to attend the inauguration of a China bridge construction aid project in Bamako and the opening ceremony of a China-aided anti-malaria center, and meet Chinese medical workers in Mali.     From Mali, Hu will travel to the three African countries of Senegal, Tanzania and Mauritius.

BEIJING, March 21 (Xinhuanet) -- Against backdrop of world's financial crisis, China will play a vital role in world's economic recovery, said Murilo Portugal, Deputy Managing Director of the International Monetary Fund (IMF) on Saturday in Beijing. I think China's role is very important. Its fast growth has already made important contribution to the world economy, and it will continue playing that vital role in world's economic recovery, Portugal said on the first day of the three-day China Economic Forum 2009.     China's financial policy has long been very self-regulated and prudent. Besides, China has large quantity of foreign exchange reserves and debts equaling to 20% of its GDP. Based on that, China can make great contribution to the world economic recovery, Portugal added. Murilo Portugal, Deputy Managing Director of the International Monetary Fund (IMF) delivers speech at the academic summit of China's Development and Reform in the Global Financial Crisis of China Development Forum 2009 in Beijing, capital of China, Mar. 21, 2009. Over fifty leaders of multinational corporations, senior officials of international organizations and well-known scholars are invited to attend the 3-day forum this year which focus on the topic of China's development and reform in the global financial crisis    He went on to say that the economic stimulus plan that China unveiled last November, stipulating that the investment from 2008 to 2010 will equal 13% of its GDP, is undeniably a huge contribution to the world growth.     Portugal said that he is confident that China will achieve high positive growth this year though the growth rate will lower than last year.     China has announced a 4 trillion-yuan (585 billion U.S. dollars) two-year economic stimulus package to boost growth and domestic demand, 1.18 trillion yuan of which will be funded by the central government.     The stimulus package plan has four major components, including large-scale government spending, industrial restructuring and rejuvenation, scientific research and social safety net.     Economic recovery depends on effective measures     The IMF predicted that world economic recession will further deepen in 2009 with world's per capita GDP probably dropping 2% or even lower, and World's total GDP also slumping and other related indexes further going down, Portugal said in his speech at the forum.     He said that the economic recovery, to a large extent, depends on whether the governments of different countries can take effective measures to reform their financial institutions and systems.     He added that if the financial and monetary conditions were improved, then the world would jump out of the current crisis at an earlier date. If the signs of recovery could appear in the second half of this year or in this summer, then the world could gradually walk out of this financial crisis.     In another report, the IMF said on Thursday that the world economy is expected to contract in 2009 for the first time in 60 years as advanced economies will shrink sharply.     Global activity will contract by 0.5 to 1 percent on an annual average basis, the first such fall in 60 years, the IMF said in an analysis provided to the Group of 20 (G20) industrialized and emerging market economies.     Advanced economies will suffer deep recessions in 2009, while the United States will contract 2.6 percent, the assessment said.     Capital injection into IMF at G20     Responding to the question of capital injection into the IMF at the upcoming G20 summit in London, Portugal said the IMF had enough resources to manage the problems the world economy is facing now.     From the start of economic crisis, our credit capability is 250 billion U.S. dollars, among which we have used 50 billion dollars, so we still have 200 billion dollars left, said Portugal, adding that we hope to prepare for the worst to come, if more countries need our financial support. So far, we have got some commitments on capital injection from some countries.     He said that Japan is the first country to make such commitment. The IMF has signed the agreement with Japan, which has pledged to add 100 billion U.S. dollars to IMF's funds. We can lend the money out, said Portugal.     Ahead of the G20 summit, the United States is calling for trebling of the IMF's resources to help countries facing financial and economic problems.     In preparation for the summit, finance ministers and central bankers from the G20 agreed last weekend to boost the IMF's funding capacity, but gave no figures.

LONDON, April 2 (Xinhua) -- Chinese President Hu Jintao on Thursday called on the international community to join hands to tide over the current global financial crisis at the second Group of 20 (G20) financial summit here.     As the financial crisis continues to spread and deepen and its impact on the world's real economy becomes increasingly evident, the international economic and financial situation remains complex and grave, Hu said. Chinese President Hu Jintao attends the Group of 20 summit in London, Britain, April 2, 2009.The Chinese president called on the international community to strengthen confidence to confront difficulties.     "We have the enabling conditions to tackle the financial crisis," Hu noted, saying that the world economy is "on a solid material and technological footing."     The world has far more macro regulatory tools than before and also the common will to enhance coordination and cooperation, he added.     "As long as we strengthen confidence and work together, we will tide over the difficulties and achieve our shared goals," said the Chinese president. Chinese President Hu Jintao (2nd R) talks with British Prime Minister Gorden Brown (R) as they prepare to pose for a family photo during the Group of 20 summit in London, Britain, April 2, 2009He then urged the international community to further intensify cooperation to fight the crisis as no country can stay immune from the crisis.     "The only right choice is for all of us to work together and deal with it," he said.     Hu described the G20 as an important and effective platform for concerted international efforts to counter the economic and financial crisis.     At the summit, the Chinese president also called for advancing reform of the international financial system, saying the world should work together to build "a fair, just, inclusive and well-managed international financial order."     Hu also stressed opposition to protectionism. "We should work together to oppose trade protectionism in all manifestations and reject attempts to raise the market access threshold under various excuses and all forms of investment protectionism that harm the interests of other countries," he said. The Doha round of global trade negotiations is crucial to global trade liberalization, he said.     In his speech at the summit which gathered leaders from major developed and developing nations, the Chinese president urged further support to developing countries in time of difficulty.     He called for minimizing the damage of the financial crisis on developing countries and urged the world community, developed nations in particular, to assume due responsibilities and obligations.     They should "continue to fulfill their commitments to debt reduction and aid, take concrete measures to maintain and increase assistance to developing countries, help them uphold financial stability and promote economic growth," Hu said.     Speaking of the impact of the crisis on China, Hu said the global financial turmoil has brought unprecedented difficulties and challenges to China.     In order to combat the crisis and maintain steady and relatively fast economic growth, China has made timely adjustment to its macroeconomic policies, swiftly adopted a proactive fiscal policy and a moderately easy monetary policy, and formulated a package plan to expand domestic demand and boost economic growth, Hu said.     "China will continue to work with the rest of the international community to enhance macroeconomic policy coordination, advance the reform of the international financial system, maintain the stability of the multilateral trading system and contribute its share to world economic recovery," Hu told other leaders attending the summit in London.     At the summit in London, leaders of the G20 reached consensus on how to save the world out of the financial crisis, including a pledge of 1.1 trillion U.S. dollars to revive the world economy, a joint call to fight protectionism, and concrete actions to tighten banking regulation.     Among the additional funds to be injected into international financial institutions, 500 billion dollars will go to the International Monetary Fund to support lending to countries hit hard by the crisis, 250 billion dollars will be used to support a new Special Drawing Rights (SDR), 100 billion dollars will support additional lending by the multilateral development banks, and 250 billion dollars will be devoted to guarantee trade finance.     The G20 leaders agreed on extending regulation and oversight to all systematically important financial institutions, instruments and markets, including systematically important hedge funds for the first time.     They also agreed on extending regulatory oversight and registration to credit rating agencies to ensure they meet the international code of good practice, particularly to prevent unacceptable conflicts of interest.     The leaders reiterated their opposition to trade protectionism and their readiness to boost global trade and investment.     They agreed another G20 summit will be held within this year.

RIYADH, Feb. 10 (Xinhua) -- Chinese President Hu Jintao met Saudi Arabian King Abdullah bin Abdul-Aziz here Tuesday on deepening the two countries' friendship and cooperation.     Hu arrived here earlier in the day at the start of his "journey of friendship and cooperation" to Saudi Arabia and four African countries.     In a written statement issued upon his arrival, Hu said he would exchange views with the king on China-Saudi Arabia ties and global and regional issues of common concern, including ways of addressing the international financial crisis.     Since China and Saudi Arabia established diplomatic ties in 1990, bilateral relations have developed steadily, with increasing exchange of visits at different levels and expanding cooperation in various sectors. Visiting Chinese President Hu Jintao (L front) and Saudi Arabian King Abdullah bin Abdul-Aziz (R front) walk into the venue of their meeting in Riyadh, Saudi Arabia, Feb. 10, 2009. Saudi Arabia is now China's largest trading partner in West Asia and North Africa. In 2008, two-way trade between China and Saudi Arabia amounted to 41.8 billion U.S. dollars.     During the visit, President Hu will also meet Abdul Rahman Al-Attiya, secretary general of the Cooperation Council for the Arab States of the Gulf (GCC), to discuss cooperation between China and GCC member countries.     From Riyadh, Hu will travel on to Mali, Senegal, Tanzania and Mauritius.     Chinese Foreign Ministry spokeswoman Jiang Yu told reporters last week that Hu's visit was aimed at further strengthening China's friendship and cooperation with these countries.     "It is believed that the visit will promote the in-depth development of China-Saudi Arabia strategic friendly relations and China-Africa new strategic partnership and further consolidate the China-Africa traditional friendship," said Jiang.

BEIJING, March 14 (Xinhua) -- World media spoke highly of Premier Wen Jiabao's remarks Friday at a press conference and policies China has adopted to battle the economic crisis, saying the two just-concluded political sessions delivered "China's confidence." The two sessions are known as the Second Session of the 11th National People's Congress (NPC) and the Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC).     The U.S. Chinese Biz News said in a commentary that China has worked out various measures to boost confidence in a number of fields, noting that the package of measures was unprecedented concerning its covered area, depth and influence. Chinese Premier Wen Jiabao answers questions during a press conference after the closing meeting of the Second Session of the 11th National People's Congress (NPC) at the Great Hall of the People in Beijing, capital of China, March 13, 2009. The annual NPC session closed on Friday    "China's confidence" was frequently used by reporters covering the NPC and CPPCC, making it a key phrase of the two sessions, it added.     Zheng Yide, editor-in-chief of the U.S. Qiaobao, said the two political sessions spurred confidence of the world amid the unfolding economic turmoil.     China has pledged an 8-percent economic growth, and considering the important role it plays on the world platform, such commitment uplifts people's confidence not only in China's economy but also in the world economy, Zheng said.     The Paris-based Nouvelles d' Europe, the biggest Chinese newspaper in Europe, published a commentary saying "confidence" had been a key word running through the two political sessions and left a deep impression on the world.     The recurring word offered China as well as other countries an effective prescription for surviving the economic crisis.     Lianhe Zaobao, a leading Chinese-language newspaper in Singapore, said in an editorial that Wen has unequivocally said China is ready to confront even bigger challenges amid the financial crisis and can "roll out a new stimulus package at any time."     That is a promise not only to the Chinese people but to the whole world, the editorial said.     It is remarkable that China delivered such kind of determination and confidence at a time when the United States and Europe are still entrenched in their positions on measures to overhaul the global financial system, the editorial said.     Nanyang Siang Pau of Malaysia said that China has set an 8-percent economic growth target for this year.     The paper quoted Wen as saying that China's fiscal deficit is controllable and the government's debt level is safe.     China will keep its currency, the yuan, stable at a reasonable and balanced level, Wen was cited as saying. "No country in the world has the right to put pressure on the devaluation or appreciation of the Chinese currency."     Malaysia's China Press and Sin Chew Media also covered the conclusions of the two political sessions and Wen's press conference.
