Currently, the national mobile population stands at 150 million.The most recent influx of migrant workers boosted the capital's population to about 17.4 million by October, signaling Beijing's population would likely exceed its threshold of 18 million earlier than previous forecasts, Li said.The total population would continue to grow in Beijing over the next five or 10 years, Li said, and "that would further strain scarce resources, including land, water and energy".Previous research has suggested that accommodating more than 14 million residents would exceed Beijing's food- and water-supply capacities.More than 130,000 people were born in Beijing in 2007 as of October, and more than one-third of them were born to migrant families, Li said. And according to her, there would be even more births next year.This year, most of the capital's unplanned births were to migrant families, Li said."Family planning among migrant workers is crucial to China's overall family planning, and the construction of a new socialist countryside and a harmonious society," deputy director of the State Population and Family Planning Commission Wang Guoqing was quoted as saying by Xinhua news agency earlier.In addition, most of the migrant workers in Beijing work labor-intensive jobs in fields such as manufacturing, home furnishing, catering, cleaning and domestic services.Most migrant workers received little education, with 60 percent of them dropping out after junior middle school mainly because of financial problems, Li explained.More than half of them earn less than 1,200 yuan (0) per month and live in poorly equipped rental rooms, Li added.Researcher with China Foundation for International and Strategic Studies Qin Xiaoying said that if migrant workers remain economically and socially marginalized, mental anguish could flourish among the demographic and threaten social stability.The commission urged governments at all levels to improve public services for the migrant population, protect their legal rights and interests, and reduce discrimination against them.

FUZHOU - Seven people are missing after a fishing vessel collided with a cargo ship in the sea near Keelung Islet, Taiwan, in the early hours of Saturday, said an official with the Taiwan Affairs Office of East China's Fujian Province.A cargo ship, registered in Singapore, collided with a fishing boat, which was carrying 71 people - two from Taiwan and 69 from the mainland, said the official.All the fishermen plunged into the sea but 64 people were later rescued. The seven missing people were confirmed to be residents on the mainland.The rescue operation is ongoing.

BEIJING, March 27 (Xinhua) -- China's economy would moderate but remain robust in 2008 with a growth rate of 10.7 percent, providing a cushion against the expected international downturn, according to a forecast issued by the United Nations commission here on Thursday.     "Investment continues to be the main driver of growth, remaining resilient despite government cooling measures and with support from low real interest rates," said a report released by the UN Economic and Social Commission for Asia and the Pacific (UNESCAP).     "A slowdown in exports and the country's efforts to cool the economy are the main reasons for the moderation," it said.     Other factors expected to underpin China's growth include domestic demand, increasing spending power of rural consumers and rising consumption through higher government spending on social welfare.     Official statistics show China's gross domestic product growth accelerated to 11.4 percent in 2007, the fastest for 13 years.     The report said the U.S. sub-prime mortgage crisis is not expected to have a strong impact on growth in China.     "In a worst case scenario where the U.S. economy goes into recession, the impact on China will not be as great as on other Asia-Pacific countries. Due to its blistering pace, China's growth will remain resilient, but will slow," said Shuvojit Banerjee, a senior expert with the UNESCAP.     According to the report, China's increasing exports to the European Union are expected to compensate for a steady fall in exports to the United States, China's second largest export market. China has also witnessed a boom in trade with Africa.     It said Chinese and other Asia-Pacific investors are playing a key role in supporting developed countries through the turmoil. Sovereign wealth funds and state investment institutions from the region have bolstered weakened banking sectors in the United States and the Europe.     The report said China is facing an increasing challenge from inflation. The chief inflationary concerns lie in higher international oil and food prices. "Rising food prices are a bigger inflationary concern than oil prices because food accounts for a far higher proportion of consumer spending. Food price inflation particularly hits low income households."     The report also warned that the fast growth is coming at an increasing cost to the environment. It said the destabilizing effect of growth on the environment is becoming more apparent. Air pollution, especially in large cities, is increasing the incidence of lung disease.

China has delivered the first shipment of 50,000 tons of heavy oil aid it had pledged to the Democratic People's Republic of Korea (DPRK) and the rest is being sourced, said Chinese foreign ministry spokeswoman Jiang Yu on Tuesday.The first shipment of heavy fuel oil from China arrived in the Nampo port of DPRK on September 16, said Jiang at a regular press conference.The DPRK, under a joint document issued at the six-party talks on February 13, should declare all nuclear programs and disable all existing nuclear facilities in exchange for a total of 1 million tons of heavy fuel oil or equivalent aid, with the initial shipment of 50,000 tons.The Republic of Korea (ROK) delivered 6,200 tons on July 15, sooner after which the DPRK announced its shutdown of the Yongbyon reactor, a widely regarded substantial step, after a 10-member team of U.N. inspectors arrived in the capital Pyongyang to verify and monitor the reactor sealing.Top negotiators to the six party talks from host China, the DPRK, United States, the ROK, Russia and Japan, agreed in July to provide the DPRK with economic, energy and humanitarian assistance up to the equivalent of 950,000 tons of heavy fuel oil.Envoys also agreed to meet here in early September to compile a road map for implementing the second phase of DPRK's denuclearization process which is to declare all of its nuclear programs and disable all of its existing nuclear facilities."We consider it necessary for the six parties to reconvene at a proper time. Date for next-phase nuclear talks should be decided by all parties concerned," Jiang said."China is consulting with the relevant parties on the dates for the next phase of six party talks," Jiang added.The DPRK Vice Foreign Minister in charge of Chinese and Asian affairs Kim Yong Il reportedly arrived in Beijing on Tuesday morning.In response to a request to confirm the DPRK vice foreign minister's China visit, Jiang said Kim's visit was "according to exchange plans between Chinese and the DPRK foreign ministries".Chinese foreign minister Yang Jiechi and his deputy Wu Dawei will meet him. NANJING - The legislature of the eastern province of  Jiangsu has amended the law to clearly define sexual harassment and allow complainants to sue.The Standing Committee of the Jiangsu Provincial People's Congress on Thursday passed the revised Jiangsu Provincial Measures for Implementing China's Law on Protection of Women's Rights, saying "sexual harassment of women in the form of spoken and written language, images, electronic information and bodily gestures is prohibited." The measures allow those who claim that they have been harassed to report such cases to employers, authorities and the police, which must prevent or stop such behavior. Women can also sue those they contend harassed them.Although sexual harassment was included in an amendment of the national law in 2005, the legislation didn't clearly define harassment, which made it difficult to prove in court, said Wang Lasheng, vice chairman of the Legal Affairs Committee of the Jiangsu Provincial People's Congress."A clear definition of the forms of sexual harassment will definitely help law enforcement and improve victims' awareness of self-protection," said Wang.Defining sexual harassment at the local level was a welcome attempt to supplement the national law, said Wang, adding that similar statutes have been passed in Shanghai, Zhejiang, Jiangxi, Shaanxi and Anhui provinces and Ningxia Hui Autonomous Region. These laws allow complainants to file claims or sue.

WASHINGTON - Post-menopausal Chinese women who eat a Western-style diet heavy in meat and sweets face a higher risk of breast cancer than their counterparts who stick to a typical Chinese diet loaded with vegetables and soy, a study found. The researchers, writing on Tuesday in the journal Cancer Epidemiology, Biomarkers & Prevention, tracked about 3,000 women in Shanghai, about half of whom were diagnosed with breast cancer. Post-menopausal women who ate a Western-style diet -- beef, pork, shrimp, chicken, candy, desserts and dairy products -- were 60 percent more likely to develop breast cancer than those eating a diet based on vegetables and soy, the study found. The study found the increased risk most acute for cancer involving so-called estrogen-receptor positive tumors. The post-menopausal women with the Western-style diet experienced a 90 percent increased risk for this type of breast cancer. One of the researchers, Marilyn Tseng of the Fox Chase Cancer Center in Philadelphia, said the study detected a much smaller increased breast cancer risk among younger women on a Western-style diet which was not statistically significant. Tseng noted that breast cancer rates among Asian women traditionally have been low but have been rising in recent years. Some experts have suspected that the adoption of a more Western diet may be at least partly to blame. "The increase in risk did appear to be due to the increase in red-meat intake," Tseng said in a telephone interview. "But we didn't do specific analyses to see if it could have been due to other parts of a western diet, like the high intake of desserts or high intake of dairy." The findings also suggested such a diet may increase breast cancer likelihood by increasing obesity, the researchers said. "We are the first to find evidence for an increased risk of breast cancer for a Western-style dietary pattern in an Asian population," the researchers wrote. They detected two dietary patterns in the women, who were diagnosed with their cancer from 1996 to 1998 and were subsequently interviewed about what they ate. One was a "vegetable-soy" pattern based on tofu, cauliflower, beans, bean sprouts and green leafy vegetables, with not much meat. The other was a "meat-sweet" pattern among women gravitating away from typical Chinese fare in favor of more Western foods. "Most studies have tended to look at single dietary factors. And what was unique about this study is that we tried to describe patterns of intake -- foods that go together, that seem to occur together in the diet," Tseng said.

Geneva - China urged the United States on Friday to correct its anti-dumping and anti-subsidy measures targeting Chinese coated paper, reiterating that these measures violate World Trade Organization (WTO) rules.In consultations held in Geneva, Chinese officials questioned the consistency of the US measures with WTO regulations, and urged the United States to consider China's concerns seriously and correct its measures, said a statement from the Chinese WTO mission.The two sides also clarified some matters in the dispute and agreed to continue their contact on the issue, the statement said.Friday's consultations were held under the WTO's dispute settlement mechanism. China brought the case to the WTO's Dispute Settlement Body on September 14.According to Chinese trade officials, from November 2006 to July 2007, the United States launched five anti-dumping and anti- subsidy investigations into Chinese coated paper and steel tubes, which involved 635 Chinese enterprises with 70,000 employees and goods worth US0 million.Five dual investigations against Chinese products in less than a year was unprecedented in the history of world trade, the officials said.According to the Chinese Ministry of Commerce, the US decision not only violated WTO rules, but also went against a 23- year-old US bipartisan policy.

BEIJING, March 12 (Xinhua) -- Financial operations of loan growth in China was steady in February with increasing individual deposits, the People's Bank of China reported on Wednesday.     Outstanding renminbi deposits among the country's financial institutions reached 40.49 trillion yuan (5.70 trillion U.S. dollars) in February, up 17.22 percent in comparison to the same period last year.     The growth was 2.10 percentage points higher than January, the central bank said in a statement.     In February, the outstanding value of all renminbi loans of financial institutions hit 27.22 trillion yuan, up 15.73 percent compared with the same period last year.     The growth was 1.01 percentage points lower than January, the central bank said.     China's M2, the broad measure of money supply, reached 42.10 trillion yuan in February, up 17.48 percent from a year earlier. The increment was 1.46 percentage points lower than the number in January.     The narrow measure of money supply, M1, rose 19.20 percent to 15.02 trillion yuan, but the increment was 1.52 percentage points lower than January.
