Taxation is a major measure to pool financial revenue and boost social and economic development, and it also plays an important role in adjusting income distribution and improving people's livelihood, Li said. SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama said here Monday that the biggest threat to U.S. security is the terrorist groups like al-Qaida.     "I do continue to believe the greatest threat to United States security are the terrorist networks like al-Qaida," Obama said during a dialogue with Chinese students in Shanghai.     He said U.S. troops moved into Afghanistan because al-Qaida wasbeing hosted by the Taliban in Afghanistan but the terror group has now moved over the border of Afghanistan and has networks with other extremist groups throughout the region.     The United States now has 68,000 troops fighting in Afghanistan. Obama is going to decide on whether to grant a request by the top U.S. commander in Afghanistan, Stanley McChrystal, to send 40,000 more troops.     "I do believe it is important for us to stabilize Afghanistan, so that the people of Afghanistan can protect themselves, and they can also be a partner in reducing the power of those extremist networks," he said.     The U.S. president admitted that defeating al-Qaida is a difficult task and is not just a military exercise.     Obama flew into Shanghai from Singapore on Sunday night to kickoff his four-day visit to China, his first trip to the Asian country since taking office in January.     Later Monday, he will fly to Beijing, where he will hold talks with Chinese President Hu Jintao and meet with other Chinese leaders.

BEIJING, Jan. 9 (Xinhua) -- China on Saturday again expressed strong dissatisfaction and firm opposition to the U.S. arms sales to Taiwan, urging the U.S. to respect China's core interests and withdraw related arms sales plan.     "The U.S. arms sales to Taiwan infringe upon China's security interest as well as peace and stability across the Taiwan Strait, and interfere with China's internal affairs," said Foreign Ministry spokeswoman Jiang Yu in a statement.     Jiang made the comments in response to a reporter's question on U.S. government approval for Raytheon Company to sell 1.1 billion U.S. dollars of Patriot antimissile system to Taiwan.     "We have raised solemn representations to the U.S. side," said Jiang. "We urge the U.S. to stop arms sales to Taiwan to avoid undermining China-U.S. cooperation."     Jiang said, "We urge the U.S. to clearly recognize the severe consequences of arms sales to Taiwan, reject the cold war mentality, and adhere to the three Sino-U.S. joint communiques, especially the principles established in the Joint Communique on Aug. 17, 1982."     The "Aug. 17 communique" stated that the U.S. would not seek to carry out a long-term policy of arms sales to Taiwan, and intended to gradually reduce arms sales.     "We also persuade the Raytheon Company to stop pushing or participating in arms sales to Taiwan, and refrain from doing anything that harms China's sovereignty and security interest," Jiang said.

BEIJING, Dec. 25 (Xinhua) -- A senior leader of the Communist Party of China (CPC) on Friday stressed the vital role of science and technology as the country's reform and development was standing at a new starting point.     He Guoqiang, member of the Standing Committee of the CPC Central Committee Political Bureau and head of the CPC Central Commission for Discipline Inspection, made the remarks during a visit to the exhibition marking the 60th founding anniversary of the Chinese Academy of Sciences (CAS).     "It can't work without science and technology as the first productive force to make further progress in building a moderately prosperous society in all aspects and create new prospects for the cause of socialism with Chinese characteristics," He said.     The CAS has made remarkable contributions to the country's economic development, social progress and state security over the past 60 years, he said.     As a leading academic institution in China, the CAS was founded in Beijing on Nov. 1, 1949, on the basis of former Central Academy of Sciences and Peiping Academy of Sciences.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao met here with visiting U.S. President Barack Obama on Tuesday. Both leaders agreed to start cooperation in new fields of space exploration and high-speed railway construction.     Hu said both leaders agreed to deepen cooperation between China and the United States on the basis of mutual benefits in areas such as anti-terrorism, law enforcement, science and technology, agriculture, health care and civil aviation.     The two leaders also initiated to start cooperation in new areas like space exploration and high-speed railway infrastructure construction, and keep promoting greater development in military relations.     Obama and Hu also discussed to expand cultural exchanges between the two nations, especially youth exchanges, and supported both sides to set up a cultural exchange mechanism and to strengthen cooperation on dispatching more students to each other countries.     Obama is paying a four-day visit to China, his maiden trip to China since taking office in January.

We do not want change that policy or approach," he said during a dialogue with Chinese youth in the nation's economic hub Shanghai.     "I am very pleased with the reduction of tensions and improvement of the cross-strait relations," he said. ADDIS ABABA, Jan. 11 (Xinhua) -- China views Ethiopia as its major economic and trading partner in Africa, says Minister of Commerce Chen Deming on Monday.     The bilateral trade volume reached a historical high of 1.376 billion U.S. dollars during the first 11 months of last year, up 12.4 percent over the same period of the previous year, said Chen, adding that China's imports from Ethiopia during that period rose 202 percent to over 200 million dollars.     During his talks with Sufian Ahmed, Ethiopia's minister of finance and economic development, the Chinese minister said China's investment in Ethiopia had accumulated to 138 million dollars in areas like textile, daily necessities, machinery, glass, building materials and leather.     By the end of November last year, Chinese firms in Ethiopia had accumulated a turnover of engineering contracts with nearly 4 billion dollars, said Chen, who arrived here on Monday for a two-day visit.     Chen put forward a four-point proposal on further development of bilateral trade and economic cooperation: First, further expanding its imports from Ethiopia through the use of tariff-free policies; Second, strengthening cooperation in investment and engineering contracts and continuing to encourage strong Chinese firms to invest in Ethiopia; Third, fully implementing the eight new measures to enhance cooperation with Africa; Fourth, further promoting cooperation in official development assistance to support Ethiopia's infrastructure, and projects aimed to improve people's well-being.     For his part, Sufian expressed his thanks for China's long-term official development aid to Ethiopia.     The Ethiopian minister said trade deficit with China has improved significantly and China has become Ethiopia's biggest trading partner.     Sufian spoke highly of China's eight new measures to enhance cooperation with Africa, saying that Ethiopia would work together with China to fully implement the measures.

TAICHUNG, Dec. 23 (Xinhua) -- Letting in more mainland investors again hit the agenda in Taiwan as negotiators from two sides discussed mainland investment with local business people Wednesday.     At the symposium, Chen Yunlin, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), suggested Taiwan should not be "afraid" of competitors. When the mainland began to open up, the enterprises and industries also worried that they would be beaten by overseas competitors, but 30 years after, they not only survived but also became stronger, Chen said. "The restrictions will prevent mainland companies from enjoying fair competition."     She cited the complicated procedure that mainland businessmen had to undergo to travel to Taiwan.     "We have invested in an IT firm in Taiwan. Research work requires cooperation between staff on both sides and they have to travel a lot across the Strait. When there is an emergency, our mainland staff always could not go to Taiwan promptly," she said. "In a world of tough competition, we should not sacrifice efficiency."     Many mainland companies are interested in real estate development, finance and telecommunication that are still not on the list.     Long Ge, vice president of Shanghai Xiandai Architectural Design Group, just finished a business tour in Taiwan.     "We hope to set up an office in Taiwan in near future," Long said.     His company hoped to launch real estate businesses, not only design but also construction and marketing, in Taiwan. "But we cannot if the restrictions remain there," he said.
