BEIJING, Feb. 19 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday urged the country's labor department to find employment for people this year.     China is facing a daunting task to secure jobs for its workforce after more than 20 million migrant workers lost their jobs in the global financial crisis. To compound the problem, more than seven million college graduates will be looking for jobs this year.     "We must ensure a stable employment situation this year, as employment is related to people's livelihood and the harmony and stability of the society," Zhang said at a working conference of the Ministry of Human Resources and Social Security.     The country's urban unemployment rate increase 0.2 percentage points to 4.2 percent at the end of 2008, even though migrant workers are not included in that number.     Zhang asked the ministry to adopt more active policies to find employment for people.     Tax burdens of firms could be reduced, and preferential policies for social security coverage could be employed to help firms survive the crisis and keep jobs, Zhang said.     More subsidies should be offered to organize vocational training in order to get people reemployed, and training should be made more relevant to different jobs, he added.     The Vice Premier also said the government should step up building a social insurance system that covers both urban and rural residents, and continue to raise pensions for retired workers.     China created new jobs for 11.13 million people last year, 11 percent more than the target of 10 million.     The country also found jobs for five million laid-off workers and for 1.43 million who had difficulty in finding a job. The combined 6.43 million was again higher than the original target of five million.

BEIJING, March 26 (Xinhua) -- China on Thursday voiced its strong dissatisfaction over the new report by the U.S. Defense Department on China's military strength.     Hu Changming, spokesman of China's Defense Ministry, said the report severely distorted facts, censured China's legitimate and normal national defence development, and disseminated the mainland's "so-called military threat" to Taiwan.     "China is strongly dissatisfied with it and resolutely opposes it," said Hu. "China unswervingly sticks to a path of peaceful development and pursues a national defense policy which is purely defensive in nature."     Hu noted that China is not in an arms race of any form and constitutes no threat to other countries.     Hu said the report, which continued the dissemination of the "Chinese military threat" theory and severely distorted facts, was absolutely groundless.     Hu said Sino-U.S. military ties have not yet completely moved out the difficult period as many obstructions still await to be got over.     "The report, issued under such circumstance, could only bring negative influence to the resumption and development of bilateral military ties."     "We urge the United States to stop issuing such a report on China's military strength and immediately take effective measures to dispel the baneful influence caused by the report so that bilateral military ties will incur no further damages," Hu added.     The Pentagon on Wednesday released its annual report about the Chinese military repeating its complaint about "limited transparency." It questioned the "purposes and objectives" of the People's Liberation Army (PLA).

But our efforts is far from enough."     China currently has more than four million leukemic children. Treatment for each would cost more than 100,000 yuan. But no medical insurance in China would allow reimbursement for such large medical bills, Wen acknowledged.     He mentioned five steps the government will take, including expanding the coverage of insurance and establishing a basic medicine system with price ceilings.     The State Council, or the Cabinet, has lately passed a medical reform plan involving a government input of 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     "Health care reform is not easy. Our determination to push forward the reform shows that the government cares about the health of the public," Wen said.     "Let me assure you that a good Premier would push forward the establishment of a good system," he said.     HEARTY TALK     Bombarded by questions over the widening income gap and government corruption, Wen said that in a society where fairness and justice prevail, the public should be able to share the fruits of reform.     Citing the Theory of Moral Sentiments by philosopher Adam Smith, Wen said that society would be unstable if the wealth was long concentrated in the hands of a small number of people while the majority was stuck in poverty.     "However, the needy would have no way to shake off poverty when the society was static. So only through development and progress can we tackle such difficulty from the root," he said.     "To uphold democracy and have the people truly in charge, we must rely on no individuals but a sound system to secure top-to-bottom communications for the government to listen to the voices of the masses," he said.     Asked why he didn't dodge when German student Martin Jahnke blew a whistle and hurled a sports shoe at him at the concert hall of Cambridge University on Feb. 2 during his speech, Wen admitted his eyes had been blinded by the spotlight.     "I didn't know indeed what has come to me. But I have a conviction even it was a dangerous article, I wouldn't move a bit because the first thing that came cross my mind was to safeguard the national dignity," he said.     Wen asked the moderator to prolong the chat more than once and addressed 29 more questions.
