BEIJING, July 23 (Xinhua) -- The Chinese government has made clear Thursday that it will continue its proactive fiscal policy in the second half of this year to maintain its economic growth as government leaders reiterated the stance, for there are still uncertainties ahead.     Finance Minister Xie Xuren told local financial bureaus at a conference in Beijing on Thursday that the proactive policies, which included increased investment from the government, tax cuts and subsidies to low- income families, had taken effect in stimulating the recovery of the national economy.     The Chinese economy expanded 7.9 percent from a year ago in the second quarter of this year, driven by a surge of fixed-asset investment backed by government fiscal policies. Finance Minister Xie Xuren was seen in this file photo taken on March 6, 2008    The economic growth rate accelerated from the 6.1 percent in the first quarter of this year and the 6.8 percent in the fourth quarter of last year.     To weather the global economic recession, the Chinese government unveiled a four-trillion-yuan stimulus package in November to revive the world's third largest economy, which was slowed by tumbling exports. The central government promised a 1.18trillion yuan investment.     By the end of June, 591.5 billion yuan (86.6 billion U.S. dollars) out of the total investment from the central government had been allocated, which boosted a 33.5 percent jump of fixed-asset investment in the first half of this year. It was the highest level in the last five years.     The ministry's decision came as Chinese leaders vowed to continue the current policies.     Chinese President Hu Jintao said Thursday that China should adhere to its proactive fiscal policy and moderately easy monetary policy to ensure a stable economic growth as the recovery is not yet solid.     Premier Wen Jiabao has reiterated that the economy is in a crucial phase and rebounding. He pledged to maintain the current macroeconomic policies and fully implement its four-trillion yuan stimulus package.     Xie said the government will implement the fiscal policy "at full swing" in the second half of this year and speed up allocation of investment from government, which, Xie hoped, would stimulate private investment.     Yang Zhiyong, researcher of the Institute of Finance and Trade Economics at the Chinese Academy of Social Sciences, a government think tank, said that currently the proactive fiscal policy had a limited impact on pushing up private investment. It is hard for private investment to enter monopolistic sectors, he added.     Li Yining, an economist from the Peking University, said consumption should be spurred to fuel the growth momentum in the future as the current economic recovery was advanced mainly by investment. He suggested the proactive policy be further carried out to stimulate consumption and private investment in the following period.     Xie said in the second half the ministry will continue its policy of tax cuts to increase investment from enterprises and consumption.     The ministry also pledged to increase spending on people's livelihood. Investment in agriculture, social security, medical care, education, science and environmental protection climbed 33.9percent from a year earlier to 1.48 trillion yuan, according the ministry.     Analysts said the macroeconomic polices should also aim to adjust economic structure for the long term and to create new growth points.     Jia Kang, president of the Institute of Fiscal Science, Ministry of Finance, said the government resolves to step up adjustment of economic structure as the economy is back on track for recovery.     Xie said the fiscal policy in the second will support innovation and energy conservation and emission reduction to sustain the economic growth.     On July 21, the ministry started a pilot program to subsidize 50 percent of investment for solar power projects, a move to boost the solar industry as a new growth point for the country's economy.     Xie also urged to strengthen supervision over fiscal management and improve information transparency in the second half as fiscal expenditure in the second half faced great pressure. Wen Jiabao also described the country's fiscal situation as "severe."     The ministry said the country's fiscal revenue in the first six months fell 2.4 percent from a year ago to about 3.4 trillion yuan, while its fiscal expenditure rose 26.3 percent to 2.89 trillion yuan. 

BEIJING, Sept. 3 (Xinhua) -- A senior Chinese leader on Thursday urged the cultural industry to make greater efforts to improve China's capacity to communicate internationally and boost cultural exchanges between China and other countries.     Li Changchun, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said when visiting the 16th Beijing International Book Fair, the cultural industry was a new area of growth with tremendous potential.     Praising achievements made in the sector despite the global downturn, Li said it should strengthen international communication and promote China's brand names effectively and professionally.     The Beijing International Book Fair, initiated in 1986, is one of the world's four largest book fairs. This year, the five-day fair has attracted 1,800 publishing houses from nearly 60 countries and regions. BEIJING, Oct. 1 (Xinhua) -- Clean streets replete with national flags, major road intersections adorned with ornate potted plants, Beijing is in gala attire early Thursday for the massive celebration commemorating the 60th founding anniversary of the People's Republic of China.     The event will showcase how the country explores the road of building socialism with Chinese characteristic in the past decades, and what great achievements it has attained.     A shower made the city clean Wednesday night and early Thursday morning after rain-inducing chemicals were fired into the sky above Beijing that was filled by smoke and vapor in the past two days.     Weather cleared up as of 9:00 a.m. and sunshine seems plenty for the well-prepared air force echelons to take off.     Hundreds of thousands of people are gathering on Tian'anmen Square and along Chang'an Avenue in central Beijing to experience the grandiose celebration that will boost their national pride.     Many people had an early rise Thursday morning to get prepared to watch the much-anticipated military and civilian parade either alongside the parade route or on TV. They are planked with 56 columns, 13meters tall and painted in red and yellow, representing the country's 56 nationalities.     William Poirier, vice president of the Nuclear Power Plants China of Westinghouse Electric Company, said he was very impressed by the 56 columns of ethnic unity and the massive digital screens on Tian'anmen Square.     The columns represent a wonderful part of the Chinese culture while the screens China's good technology, he said, adding the upcoming parade would be a grand display of many aspects of China.     Tens of thousands of colorfully-clad youngsters have gathered on the square to prepare for their performance slated for Thursday morning.     J. C. M. Busbhman, a flower bulb expert from the Netherlands, told reporters at the scene that he was "so impressed by the amount of children" on Tian'anmen Square.     He said he had never watched a military parade of such a scale and had great expectations for the upcoming one.     Soldiers, armored vehicles and state-of-the-art weaponry carried on motor vehicles left suburban military camps early in the morning and are lining up at the east Chang'an boulevard, the designated rendezvous.     Soldiers are singing barrack ballads while civilians gather around colorful floats opposite the soldiers are cheering to the rhythm.     The youngest formation of all is composed of freshmen from the elite Tsinghua University. Most of the participants of the formation were born after the year 1990 and did not attend the previous rehearsals.     Guo Xiaoyang, a teacher from the university, said they will bring about the best of modern Chinese young people during the upcoming parade.     Flags on Tian'anmen Rostrum flutter in the autumn breeze. Later in the morning, Chinese top leaders, like their predecessors, will be standing on the rostrum and watch the grand show of armed forces and masses.     Municipal authorities have exercised traffic control measures along the Chang'an Avenue. Entrances to affected subway stations are locked and taxis are not allowed to operate in the areas cordoned off.     Opposite Wangfujing Street, a prime shopping center in downtown Beijing, a miniature of the Bird's Nest, where the Beijing 2008 Olympic Games opening and closing ceremonies were held, was constructed. Right across the street, there stood the Haibao, mascot of the World Expo 2010 Shanghai.     Potted plants and flowers line up the streets while colorful posters are pasted on walls, and celebration slogans can be seen on billboards. There are also ornamental plants and plant structures in the shape of dragon, Great Wall, and all symbols of the country's pride.     The grand military parade scheduled to be held at 10 a.m. Thursday will be the 14th parade since 1949, the year when the People's Republic of China was founded.     The most recent massive parade was in 1999 when New China marked its 50th birthday.     Military parades normally feature a display of formations of the armed forces, as well as new weapons, artillery, tanks, armored vehicles, and aircraft.

BEIJING, Sept. 26 (Xinhua) -- Chinese Vice President Xi Jinping on Saturday called for serious study and implementation of a decision of the Communist Party of China (CPC) Central Committee on strengthening and improving Party building.     The decision was adopted in mid-October at the fourth session of the 17th CPC Central Committee.     The essence of the session must be implemented in an all-out, steadfast and efficient way, said Xi, a member of the Standing Committee of the CPC Central Committee Political Bureau, while delivering a report to 1,800attendants at the Party School of the CPC Central Committee.     The six pieces of experience summarized in the document are an embodiment of the endeavors of several generations of Chinese Communists in the 60 years of ruling of the Party, and are a treasure of the Party, said Xi, also president of the Party School of the CPC Central Committee.     The decision is focused on major issues regarding Party building, which are strategic, fundamental and urgent, he said, adding it is a major task for Party organizations of all levels to study and implement the essence of the session under the current new situation.     Central and local Party schools are a major place to train and foster Party members, leading officials and theorists, as well as study Marxism-Leninism, Mao Zedong Thought and the socialist theoretical system with China's characteristics, Xi said.

HONG KONG, Aug. 27 (Xinhua) -- Bank of China (Hong Kong) said Thursday its half-year profit fell by 5.6 percent from a year earlier, dragged lower by falling interest income amid the deepening economic downturn.     The bank's net profit for the six months ending June 30 amounted to 6.69 billion Hong Kong dollars, down from 7.09 billion Hong Kong dollars in the same period last year.     However, the bank said it represented a major improvement against the net loss of 3.75 billion Hong Kong dollars in the second half of 2008, which can be attributed to the increase in operating income as well as the decrease in impairment charges on securities investments.     Net interest income decreased by 11 percent to 8.93 billion Hong Kong dollars as net interest margin narrowed by 27 basis points to 1.76 percent. But the net fees and commission income grew by 1.7 percent year-on-year to 2.95 billion Hong Kong dollars driven by the rebound of the local stock market in the first half of this year.     The bank's vice chairman and chief executive He Guangbei said the performance in the first half of this year reflected the progress the bank had made in regaining its growth momentum. As the turbulence and its knocks-on effects began to subside, the bank would pursue a prudent yet flexible development strategy in an environment of change and challenge.     He also said BOC (HK) would actively expand the RMB-related banking business as the sole Clearing Bank for Renminbi business in Hong Kong.

BEIJING, Aug. 24 (Xinhua) -- Chinese Vice Premier Hui Liangyu called for greater efforts to fight floods and droughts Monday at a meeting held by the State Flood Control and Drought Relief Headquarters.     Hui said governments at all levels should place priority on ensuring people's safety and taking care of people in disaster-hit regions. WASHINGTON, Sept. 10 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo on Thursday met with U.S. President Barack Obama at the White House on bilateral relations and international and regional issues of common concern.     Wu, chairman of the Standing Committee of China's National People's Congress, was the first top Chinese legislator that has visited the United States during the past two decades.     Before meeting with Obama, Wu met U.S. Vice President Joe Biden at the White House. Wu will hold talks with U.S. Secretary of State Hillary Clinton later in the day.
