WASHINGTON, Sept. 9 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo met U.S. House of Representatives Speaker Nancy Pelosi on Wednesday to exchange views on bilateral ties as well as international and regional issues of common concern.     Speaking to reporters before their talks, Wu, chairman of the Standing Committee of China's National People's Congress, said he was pleased to visit the United States at the invitation of Speaker Pelosi, noting that the visit was the first by a top Chinese legislator over the past 20 years.     "The purpose of my visit is intended to promote further growth of China-U.S. relations," Wu said, describing the relationship as one of the most important, dynamic and promising bilateral ties in the world.     He expressed the belief that his U.S. trip will inject new impetus to the growth of China-U.S. relations. "The U.S.-China relationship is very important one, economically, politically, culturally and environmentally, to both our countries and to the world," she added.     Apart from Pelosi, Wu is also expected to meet U.S. President Barack Obama, Vice President Joe Biden and Secretary of State Hillary Clinton during his stay in Washington.     Wu is here on a week-long official goodwill visit to the United States, the final leg of his three-nation America tour which also took him to Cuba and the Bahamas. BEIJING, Aug. 17 (Xinhua) -- China's top legislator Wu Bangguo met here Monday with Speaker Luka Bebic of the Croatian Assembly, vowing to facilitate closer parliamentary exchanges and cooperation between both countries.     "China highly values its relations with Crotia, and regards the country as a reliable good friend and partner in southeast Europe," Wu told Bebic in Beijing. He vowed joint efforts with the country to cement bilateral exchanges in all fields to build better future for both sides. Wu, chairman of the Standing Committee of the National People's Congress (NPC), hailed the progress of bilateral ties since the forging of diplomatic ties 17 years ago, citing frequent high-level visits, remarkable trade cooperation and increasing exchanges in cultural, technological and educational areas. BEIJING, Aug. 12 (Xinhua) -- China's top economic planner, the National Development and Reform Commission, unveiled Wednesday a draft regulation on monopoly prices.     The regulation applies to cases of monopoly prices both inside and outside the country, when monopoly prices outside the country impact the domestic market, according to the regulation posted on the commission's Web site.     Other than deals reached among more than two parties for the purpose of monopolizing prices, power abuse of government agencies to eliminate or limit competition is also regarded as violation of the regulation.     Those who violate the regulation would be punished according to stipulations in the country's anti-monopoly law, according to the commission.     Individual retailers or producers may face confiscation of illegal earnings and a fine of up to 10 percent of last year's sales, while industry associations are subject to a fine of no more than 500,000 yuan (73,529.4 U.S. dollars) or could be dismissed as an association.     Government agencies that violate the regulation would be ordered by their superiors to correct their actions, and officials held responsible would be disciplined according to relevant laws.     The commission said the regulation was aimed to prevent monopoly prices and to endorse fair competition so as to safeguard the interests of consumers and the public.     The commission is soliciting public opinion for the regulation until Sept. 6

MONROVIA, Sept. 20 (Xinhua) -- Chinese Ambassador to Liberia Zhou Yuxiao has said his country is a responsible and faithful member of the United Nations and it respects the resolutions adopted by the world body.     In a weekend interview with Xinhua, Ambassador Zhou expressed his confidence that the Chinese peacekeepers serving within the United Nations Mission in Liberia would remain in the country up to 2011 when the Liberians would go to polls to elect a new president.     The ambassador said the Chinese peacekeepers here in Liberia are working under the leadership and guidance of the UN mission.     "As far as I know, the United Nations has decided that UNMIL (the United Nations Mission in Liberia) will stay in Liberia until 2011, and supporting Liberian general election is part of UNMIL mandate."     Ambassador Zhou said there could be a small reduction in the size of the Chinese peacekeeping forces in the country, but the troops would remain in Liberia to provide the needed support up to2011 under the UN Mission.     "As part of the UN Peacekeeping force, the Chinese peacekeepers will certainly play its role in supporting the next elections," he said.     The current Chinese peacekeepers are drawn up in three contingents namely medical, transportation and engineering. He said during the Liberian forthcoming elections, obviously the electoral authority will need transportation support which the Chinese unit can assist with.     Ambassador Zhou said although China does not have a combat troop in the mission, but he is confident that the three contingents can play a positive role in the peacekeeping efforts as well as in supporting the forthcoming elections.     "China has always supported the UN endeavors in maintaining peace and stability in Liberia and my view is that the peacekeeping operation in Liberia has so far been successful and we should allow it to stay so," he added.

BEIJING, Sept. 29 (Xinhua) -- China attaches great importance to U.S. President Barack Obama's visit in November, a senior Chinese official told visiting U.S. Deputy Secretary of State James Steinberg in Beijing Tuesday.     State Councilor Dai Bingguo said China would work with the U.S. to ensure the success of this visit.     Steinberg, who arrived in China Monday, said President Obama was looking forward to his visit, and hoped it would promote U.S.-China relations.     Dai said relations between the two countries had developed vigorously with close exchanges and cooperation since the Obama administration took office.     The two sides should work together for the continuous and steady development of bilateral ties, Dai said.     A key mission of Steinberg's China trip is to prepare for Obama's visit. It is part of the senior U.S. diplomat's week-long tour of Asia, which also takes him to Hanoi, Kuala Lumpur, Seoul and Tokyo.     He said Obama considered his meeting with President Hu Jintao in New York last week had given an impetus to bilateral ties.     Obama's visit would "mark an important milestone in building mutual trust and respect between the people of China and the United States," said a statement from the U.S. Embassy in Beijing late Tuesday on his departure from China.     In a separate meeting with Chinese Vice President Xi Jinping, Steinberg reiterated that the United States would continue with the one-China policy and respect China's sovereignty and territorial integrity, which were considered by the U.S. government the crucial principle in handling bilateral ties.     After expounding China's stance on Taiwan and issues concerning Tibet and Xinjiang, Xi said respect and care for each side's core interests and major concerns was the key to the healthy and steady growth of ties.     Xi called on the U.S. side to handle concerned issues in a "prudent" and "appropriate" way, to safeguard China-U.S. relations.     Steinberg said President Obama had several times stressed the great importance of U.S.-China relations since he took office in January.     The United States hoped to reveal to the world through President Obama's China visit that the two countries were willing to jointly respond to global challenges, including the global financial crisis, terrorism and non-proliferation, he said.     Xi called on joint efforts from both countries to ensure "positive results" from Obama's China tour.     "President Hu Jintao had successful meeting with President Obama in New York last week, in which they reached new important consensus on promoting active, all-round development of bilateral ties," said Xi.     "China is ready to work closely with the United States to implement the important consensus reached by the two heads of state, enhance strategic trust and substantial cooperation in various areas, and properly handle differences and sensitive issues," Xi said.

UNITED NATIONS, Oct. 5 (Xinhua) -- China stressed on Monday the importance of following "capacity to pay" principle while the United Nations considers the scale for determining member states' dues to the organization's budget.     Liu Zhenmin, China's deputy permanent representative to the United Nations, made the statement to the meeting of the Fifth Committee of the 64th Session of the UN General Assembly on the scale for determining member states' dues to the organization's budget in 2010-2012.     "China stands ready to make an even greater contribution to the UN on the basis of capacity to pay, as our economy continues to grow," he said.     But, despite its rapid economic development and impressive gross domestic product figures, China was the country with the largest population, which still faced enormous challenges at home, Liu said.     In 2008, China's per capita gross domestic product stood at 3,000 U.S. dollars, ranked around the 100th place in the world and still a far cry from the average per capita Gross National Income (GNI) of 7,119 U.S. dollars (the threshold), he said.     "By the standard of the World Bank which considers those living on less than .25 a day as poor, China's poverty population will total 250 million, the second largest in the world," he said.     "Economic development, poverty eradication and the realization of modernization remain daunting challenges for China," Liu said. "The evaluation of China's capacity to pay should not be conducted without taking into account China's specificities."

BEIJING, Sept. 18 (Xinhua) -- Sirens wailed in a number of Chinese cities Friday to remind people of the Sept. 18 invasion and occupation by Japanese troops in 1931.     "We should not forget the past. The history tells us that we will be beaten if we are week," said Yang Jianhua, a 56-year-old worker who beat the bell at the 9.18 History Museum.     Dozens of cities across China including Harbin, Changchun and Xi'an also sounded the alarms at 9:18 a.m. to remind the people of the humiliating history.     On Sept. 18 in 1931, Shenyang resounded with the noise of cannons and explosions when Japanese forces attacked the barracks of Chinese troops. The move marked the beginning of a Japanese occupation that lasted 14 years.     A history museum in Changchun, capital of northeast China's Jilin Province, opened to the public for free as from Sept. 18. The Museum covers 10,600 square meters with more than 3,000 historical documents and materials.     An exhibition in Beijing displayed 220 photos and 260 items of historical relics on ordinary people's fighting against Japanese troops. The exhibition will run until April 30 in 2010.
