BEIJING, July 8 (Xinhua)-- China's gross domestic product (GDP) growth in the second quarter this year is forecast to accelerate close to 7.8 percent, Goldman Sachs Asia and the Beijing-based Gaohua Securities Company said in a report Wednesday.     "The figure is above our previous forecast of 7.0 percent year on year," said Song Yu, one author of the report and Goldman Sachs Asia's economist on China's macro-economy.     According to the report, economic performance of China in June will show robust improvements, with the industrial output expected to rise about 10 percent in June from 8.9 percent in May.     Fixed asset investment in June is forecast to grow 42 percent year on year, up from 38.7 percent in May.     Exports is expected to decline 22 percent in June from a year earlier, smaller from a 26.4 percent dip in May, while imports may post a eased drop at 18.0 percent from a 25.2 percent fall in May.     The consumer price index is expected to fall 1.5 percent in June from a year ago, compared with a 1.4 percent drop in May. Producer price index would decline 7.6 percent year on year, compared with a slide of 7.2 percent in May.     Zhou Xiaochun, governor of the country's central bank, said in late June that the second quarter is expected to be better than the first, when the gross domestic product grew 6.1 percent. The National Bureau of Statistics said in June that China's GDP will grow close to eight percent in the second quarter.     China is due to release its second-quarter GDP data in mid-July.

They should have huge potential for cooperation to tap into the vast market both inside and outside China," according to Chinese Commerce Minister Chen Deming.     Chen said China will continue to promote overseas business of SMEs and hoped Japan can help facilitate the process by measures such as easing visa controls.     Chen and his Japanese counterpart, Toshihiro Nikai, minister of economy, trade and industry, also talked on strengthening 3G telecommunications network building, opening up source code software and software and IT service outsourcing, as well as the compulsory certification system for information security products that Chinese government planned to introduce.     They signed a memorandum and established for the first time a working group to protect intellectual property rights (IPR).     "The working group will focus on information sharing of laws and regulations with regards to IPR, as well as the experience in the law enforcement," Chen said.     "Japan is a very advanced country in terms of IPR protection and we believe there are many experiences that China can learn," he added.     He said through efforts in recent years China has established its own IPR protection system. "China, as a developing country, will face a lot of problems in the process of enforcement, but we will not shun such problems."     "China and Japan have a broad range of economic cooperation. We will use the working group mechanism to solve problems in respect of IPR protection," Chen said.     The memorandum signed by Chen and Nikai stipulates that the intellectual property working group meet once a year. Nikai asked that the working group convene its first meeting by the end of the year.     The one-day dialogue, co-chaired by Wang and Japanese Foreign Minister Hirofumi Nakasone, was attended by senior officials from the two countries.     The dialogue mechanism, first held in Beijing in December 2007, was jointly launched by Chinese Premier Wen Jiabao and then Japanese Prime Minister Shinzo Abe during Wen's trip to Japan in April 2007.

BEIJING, May 22 (Xinhua) -- Twenty-nine large and medium-sized Chinese steel producers reported 5.18 billion yuan (762.46 million U.S. dollars) in aggregate losses in the first four months, the China Iron and Steel Association (CISA) said here Friday.     The 29 producers were among 72 surveyed by CISA, the association's vice chairman, Luo Bingsheng, said.     The 72 companies reported 575.59 billion yuan in revenue, down 18.9 percent year on year, Luo said. They paid 15.42 billion yuan in taxes, down 85.07 percent year on year, Luo said.     Losses were mainly caused by slumping domestic steel prices, Luo said.     Many producers have cut costs, and the production cost of steel dropped 13.75 percent in the first quarter, Luo said.

BEIJING, June 11 (Xinhua) -- China's Central Authorities have launched a new round of campaign to crack down on "small coffers" illegally held in the hands of Party and government organizations at different levels.     This year, Party and government departments that completely rely on the budgetary funds are the first to carry out the work and later, the campaign will involve all nongovernmental organizations, state-run companies, and state-held companies, in a step-by-step way, says a document recently issued by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council.     The document, known as "Directions on Deepening the Crackdown of Small Exchequers", criticized the illegal phenomenon, emphasizing that in some areas and departments it has occurred frequently or even seriously. "The masses have responded to it strongly," it says.     It calls these "small coffers" a "cancer" and says they must be eliminated. The illegal phenomenon has resulted in inaccuracy in accounting, disturbance in market order, losses in state income and property and corruption, according to the circular.     It encourages all units concerned to check the problem by themselves and those that pretend to do so will be punished. It pledges to punish those who try to boycott the campaign or retaliate the tippers.     Those that are involving huge sum of the illegal treasuries or criminal activities will be handed over to judicial departments in accordance with law, according to the document.     The Central Authorities have set up a special leading group with members from the Central Commission for Discipline Inspection of the CPC Central Committee, the Ministry of Supervision, the Ministry of Finance, and the State Auditing Administration.     In the late 1990s, the Chinese Authorities conducted the first round of auditing and cracking down on "small coffers" throughout the country.

BEIJING, April 30 --  The nation's stimulus package has benefited energy conservation and emission controls with energy used to generate growth dropping further in the first quarter, the National Bureau of Statistics (NBS) has said.     Energy intensity, or the amount of energy needed to generate per unit of GDP, dropped 2.89 percent year on year from January to March. That compares with a drop of 2.62 percent in the first quarter of 2008.     Overall energy consumption grew only 3.04 percent in the first quarter from a year earlier while the economy expanded 6.1 percent, the bureau said in a statement.     The NBS said the ratio of the services sector in the overall economy rose 1.6 percentage points, while the industrial sector dropped 1.9 percentage points. Also, the output of six energy-intensive industries fell 12.5 percent from the previous year.     The figures show the stimulus measures have aided efforts to increase energy efficiency, cut emissions and promote economic restructuring, it said.     The government announced a 586 billion U.S. dollars stimulus package last November to prop up domestic demand and maintain growth. But the huge spending plan sparked concerns that officials might compromise on environmental protection and energy saving targets, given the emphasis on growth.     Yet, analysts said little of the government's spending has been allocated to high energy-consuming or highly-polluting projects, while spending on environmental issues has been increased.     Capital requirements for projects such as railways, airports and housing will be lowered to raise investment, said a State Council meeting presided by Premier Wen Jiabao Wednesday.     However, capital requirement for investments in high energy-consuming or heavily-polluting sectors, such as aluminum smelting, will be raised to prevent a rebound of production capacity in such industries.     Of the 230 billion yuan the central government has approved on stimulus spending over the past two quarters, 10 percent went toward energy conservation, emission control and environmental protection projects, the National Development and Reform Commission said in a statement Wednesday.     The figures show the central government wants to strike a balance between growth and economic restructuring, said Chi Fuling, president of the China (Hainan) Reform and Development Research Institute.     The government may even increase spending on energy saving and environment protection as it tries to facilitate industrial transformation, Chi said.     According to the NDRC, the government has earmarked 13 billion yuan in the next three years to expand sewage and garbage disposal facilities to most townships. It has also allocated 4 billion yuan for tackling water pollution in major rivers such as the Huaihe and the Songhuajiang. Forest conservation and energy saving projects get a combined 6 billion yuan.     The government has pledged to reduce energy intensity by 20 percent by 2020 from 2005 levels; and chemical oxygen demand (COD), a key index of water pollution, and emissions of sulfur dioxide (SO2), a main air pollutant, by 10 percent between 2006 to 2010.

Under such circumstances, Yang put the five-point proposal, which includes:     First, the concerned parties should adhere to the peace talks, and firmly promote the peace process on the basis of relevant UN resolutions, the "land for peace" principle, the "Road Map" plan, and the Arab peace initiative, Yang said.     Second, the parties should take positive measures to restore stability and accumulate mutual trust, so as to create conditions for the development of peace process.     Third, China believes the two-state solution should be maintained and calls for an early establishment of an independent Palestinian state and the two countries of Palestine and Israeli live in harmony.     "This is the ultimate way out for the Palestinian issue, which can give guarantee to the Middle East peace and security," Yang said.     Fourth, the international community should continue to pay due attention to the Middle East issue, and deliver its supports to the peace talks, the inner-Palestinian unity and economic growth.     Fifth, the peace negotiations between Palestine and Israel, Syria and Israel, Lebanon and Israel should advance in a coordinated way in order to achieve comprehensive peace across the Middle East region, Yang said.     "As a permanent member of the UN Security Council, China will continue to maintain close communication and coordination with parties concerned to play a constructive role in pushing for a comprehensive, just and lasting solution to the Middle East issue," Yang added.     He said he has enunciated China's position on current Middle East issues during the trip. He hoped relevant parties could stick to the peaceful negotiation and accumulate mutual trust in a bid to advance the Middle East peace process.     He said he believes his visits to the four Middle East nations will contribute to the peace process.     Yang left the Syrian capital Damascus on Sunday after meeting with Syrian President Bashar al-Assad and Syrian Foreign Minister Walid Mualem. 

L'AQUILA, Italy, July 8 (Xinhua) -- Chinese State Councilor Dai Bingguo on Wednesday called for more cooperation among the five leading developing countries (G5) to address international challenges.     Dai listed four aspects for further cooperation and coordination among the G5 when he, on behalf of Chinese President Hu Jintao, addressed the leaders' meeting of China, India, Brazil, South Africa and Mexico on Wednesday afternoon in the earthquake-stricken Italian city of L'Aquila.     According to a press release issued by the Chinese delegation, Dai said the G5 should join hands to cope with the international financial crisis.     Dai proposed that the G5 countries make join efforts to enhance the regulation of global financial system.     he urged the G5 countries to actively address the challenges of climate change and cooperate on addressing non-traditional security threats.     The Chinese state councilor also reiterated the importance of the unity of the G5, calling for continuing cooperation on a wide range of global issues.
