FUZHOU, July 28 (Xinhua) -- Typhoon Fung Wong, the eighth tropical storm to hit China's coast this year, made landfall in the southeastern Fujian Province on Monday, according to the provincial observatory.     The eye of the powerful typhoon landed at Donghan Town of Fuqing City at 10 p.m. with winds of up to 119 km per hour. But no casualties were reported.     The typhoon is also likely to bring more heavy rains and strong winds in coastal areas of the province early on Tuesday. The rainfall could exceed 200 millimeters, the meteorologists forecast.     Offshore, winds could increase to force 12, while in the coastal cities, force 7 to 9 winds were expected, according to the latest forecast of the provincial meteorological station.     Torrential rains were forecast to hit the cities of Ningde, Putian and Quanzhou as well as the provincial capital Fuzhou. BEIJING, Sept. 22 (Xinhua) -- China's chief quality supervisor Li Changjiang stepped down Monday afternoon with the approval of the State Council after tainted dairy products sickened tens of thousands of infants and killed three.     Wang Yong, former deputy secretary-general of the State Council, replaced him as the director of the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     Li was the highest ranking official brought down so far by the dairy product contamination scandal.     Across the country, about 13,000 babies remain in hospital after falling ill from melamine-tainted milk powder, and nearly 40,000 others were also sickened but had been cured, according to the Ministry of Health on Sunday.     Wu Xianguo, the Communist Party chief of Shijiazhuang City, the epicenter of the national dairy industry tremor in northern Hebei Province, was also sacked on Monday.     Before Wu, Mayor Ji Chuntang and Vice Mayor Zhang Fawang as well as three other responsible city officials were sacked after locally-based Sanlu Group became the first dairy producer under the spotlight in the scandal.     The latest government personnel reshuffle, together with the resignation of Shanxi governor Meng Xuenong following a deadly landslide triggered by the collapse of an illegal mining dump, sent a strong signal of the central government's resolution to hold relevant officials accountable for severe production and quality incidents, said professor Wang Wei of the National School of Administration.     "Such a system is especially crucial to the building of a service-oriented government as the public, impressed with the Olympic efficiency of the governments at various levels, expect officials to retain quick-response and effective," Wang said.     Under the Civil Servants Law effective as of 2005 and the State Council Regulations on the Punishment of Civil Servants of Administrative Organs enacted last April, heads of administrative organs who fail to fulfill their duties and cause avoidable severe accidents will face removal and severer punishment.     A State Council decision released on Monday defined the Sanlu milk powder issue as a "sever food safety incident".     Wu, who doubled as member of the Standing Committee of the Hebei Provincial Committee of the Communist Party of China, was removed for delaying the reporting of the issue to higher authorities and incompetence in the disposition.     Li resigned taking the blame for supervision default.     Professor Wang found Li's resignation "no wonder". "With tightened and more efficient supervision, pathogenic dairy products would find no way to get out of the production lines," he said.     A combined result from purposeful cover-up of the producer and supervision default, the contamination scandal didn't emerge until Autumn.     Wang Yuanping from Taishun City of Zhejiang reportedly lodged a complaint to Sanlu in May, suspecting that his 13-year-old daughter developed kidney stone after drinking its milk powder.

SANYA, April 11 (Xinhua) -- Chinese President Hu Jintao and Tanzanian President Jakaya Mrisho Kikwete on Friday pledged to make concerted effort to promote the traditional friendship and practical cooperation between the two countries.     China sees Tanzania as its all-weather cooperative partner and the healthy development of bilateral relations could be treated as a model for China's sincerity and cooperation with Africa and all developing countries, Hu told Kikwete during their talks in this southern China seaside city.     To further the bilateral all-round cooperation, Hu proposed the two countries strengthen political trust, keep high-level contacts and dialogues in various forms, expand mutually beneficial trade cooperation, facilitate exchanges in the areas of education, culture, sports, public health, tourism and media, and encourage contacts among local governments, social organizations, women and youth of the two countries. The relay will be held the next day before the Olympic Torch continues its global tour to Muscat of Oman.     Kikwete said the people of Tanzania and all other African countries are firmly against the attempt of some people to disrupt the Beijing Olympic Games, resolutely support the efforts of the Chinese government and people, and believe the Beijing Olympic Games will be a complete success.     Hu thanked Kikwete for this and said the China-Africa new strategic partnership marks a new development stage of China-Africa cooperation. BEIJING, May 28 -- China's economy can maintain a steady growth above 8 percent for a relatively long period because of a stable society, a vast market and ample capital, said Cheng Siwei, an economist and former vice chairman of the Standing Committee of the National People's Congress.    "China's economy can stay in the fast developing track if we work hard and pay enough attention to existing problems," Cheng said at a three-day forum with the theme of "Economic globalization and the choice of Asia: transition, growth and welfare" Wednesday in Shanghai.     "Social stability is crucial to economic development while China has a market of 1.3 billion people, which creates a huge consumption power," said Cheng. "Meanwhile, China's foreign reserves have reached US.68 trillion, and it has built up an ample capital pool."     China also beefed up its efforts to improve education and expand its coverage, which paved the way for sustainable economic development, he said, but added that there were problems China could not afford to ignore. The income of urban residents has tripled that of rural households while the purchasing power in cities was four times larger than that in rural areas.     China faced increasing pressure to protect the environment and in securing raw materials and resources for its economy. It also lacks a large pool of senior professionals in finance and management.     "For example, we buy a lot of the United States treasury bonds. It means appointing them (US bond managers) to manage our assets and we only gained a little bit of interest," said Cheng. "We are trying to work on such problems."     Cheng estimated China's per capita GDP can reach US,000 by 2010, US,000 by 2020 and US,000 by 2049, given its economic expansion and a stronger yuan.

BUCHAREST, May 6 (Xinhua) -- China's top political advisor Jia Qinglin said here Monday that China and Romania share the same task of opening up a new era in their all-round partnership of friendship and cooperation.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political consultative body, delivered a speech at a session of the Romanian Senate on Monday evening.     In his speech, Jia explained China's policy and concept of peaceful development and mutually beneficial, win-win cooperation with other countries. He emphasized the willingness to further deepen friendship between China and Romania and advance China's relations with Central and Eastern Europe in an all-round way. They should maintain high-level contact and carry out even closer exchanges and cooperation between their governments, legislatures and political parties so as to lay a solid political foundation for sustained development of bilateral links.     Secondly, the two countries should expand trade and economic cooperation. They should expand trade and investment according to the principle of mutual complementarity, equality and mutual benefits. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues. They should join effort to build a fair, unbiased and rule-based multi-lateral system with the United Nations assuming the core role.     Jia said China-Romania friendship is deep-rooted and fruitful and will enjoy an even better future.
