China and Russia shall strengthen understanding, trust and cooperation to ensure the sound development of the SCO.     As a national, nongovernmental institute on global issues, the CIISS keeps in touch with about 100 institutions from over 50 countries and regions across the world. The CFDP is Russia's famed think tank closely associated with several departments of Russian government and legislature.

BEIJING, March 1 (Xinhua) -- China has issued a circular Sunday "stoutly" ordering officials at all levels not to spend public money on sightseeing overseas.     The circular was jointly issued by the General Office of the State Council and the General Office of the Communist Party of China Central Committee amid a situation where many Chinese officials have been using public money to pay for their personal travel disguised as business trips.     The Chinese government hoped officials at all levels to set an example for other people to cope with the financial crisis and overcome the obstacles in economic development.     According to the circular, all overseas business trips should be arranged strictly. The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. And they should not claim reimbursement for personal trip costs or resort to companies or inferior departments to cover their travel spending.     Xinhua reported in last December that two officials were removed from their posts in east China's Jiangxi Province for being implicated in overseas sightseeing disguised as study tours earlier in 2008.     Liu Zhongping, who was on an 11-member delegation to the United States and Canada in April, was ousted from the dual posts of Party secretary and Chief of the Office for Foreign and Overseas Chinese Affairs of Xinyu City. GENEVA, April 14 (Xinhua) -- Switzerland and China will soon sign a formal agreement on enhancing their cooperation in the field of sustainable water management and hazard prevention, the Swiss government said on Tuesday.     Federal Councilor and Environment Minister Moritz Leuenberger will make his first official visit to China on April 16 to sign this agreement, according to a government statement.     During his five-day visit, Leuenberger will also hold official discussions with Chinese Minister of Water Resources Chen Lei, attend the third Yangtze Forum and visit the Three Gorges Dam, the statement said.     Due to their mountainous regions, Switzerland and China face similar natural hazards, according to the statement.     At the same time, both countries harness their hydropower and are faced with the question of river basin management, which is likely to become more pressing due to climate change, it added.

BEIJING, April 11 (Xinhua) -- China's foreign exchange reserves rose 16 percent year-on-year to 1.9537 trillion U.S. dollars by the end of March, said the People's Bank of China on Saturday.     It represents an increase of 7.7 billion dollars for the first quarter, but the increase was 146.2 billion dollars lower than the same period of last year.     Outstanding foreign currency loans stood at 235.2 billion U.S. dollars by the end of March, down 11.7 percent year on year.     In the first quarter, foreign currency loans dropped by 8.5 billion U.S. dollars. The decline was 57.3 billion U.S. dollars heavier over the same period of last year.     In March, foreign currency loans rose by 4.3 billion U.S. dollars. The increase was 6.4 billion U.S. dollars lower than the same period of last year.     Meanwhile, outstanding foreign currency deposits rose 28.9 percent, or 7.5 billion U.S. dollars, to 200.3 billion U.S. dollars in the first quarter. The increase was 13 billion U.S. dollars higher over the same period of last year.     In March alone, foreign currency deposits rose by 3.3 billion U.S. dollars. The increase was 1.8 billion U.S. dollars higher over the same month in 2008.     Analysts said the smaller growth of foreign exchange reserves in the first quarter was related with changes in the value of non-U.S.-dollar assets and money flows under the capital account.     In March alone, the foreign exchange reserves rose by 41.7 billion U.S. dollars. The increase was 6.7 billion U.S. dollars higher than the corresponding period of last year.     The country's foreign exchange reserves reduced to 1.914 trillion U.S. dollars at the end of January and 1.912 trillion U.S. dollars at the end of February.     "Changes of foreign exchange reserves in the first quarter were mainly driven by non-U.S.-dollar assets' volatile fluctuation," said Liu Yuhui, an economist with Chinese Academy of Social Sciences (CASS).     During the first quarter, especially the first two months, non-dollar foreign currencies dropped heavily against the U.S. dollar, leaving about 40 percent of the country's non-dollar assets depreciated.     Meanwhile, the country's trade surplus had reduced during the first quarter due to a weakening external demand.     Exports fell 17.5 percent in January, 25.7 percent in February and 17.1 percent in March. In February, trade surplus plummeted by34.3 billion U.S. dollars to 4.8 billion.     "The 7.7-billion-dollar increase in foreign exchange reserves for the first quarter showed the country's economy still depends heavily on external demand," said Mei Xinyu, an economist with the Ministry of Commerce (MOC).     Yuan Gangming, a researcher with the CASS, said the smaller increase in foreign exchange reserves might also be caused by capital flight.     Official statistics show during the first two months, the actually-utilized foreign direct investment dropped by 26.2 percent.     A large proportion of the country's foreign exchange reserves are invested in U.S. treasuries and notes. Last month, the U.S. Federal Reserve announced a plan to buy up to 300 billion U.S. dollars in long-term treasuries. That added to worries in the value stability of the country's foreign exchange reserves.     Mei said the slower growth in foreign exchange reserves could be conducive to the national economic security because less capital would be exposed to devaluation risks.     "The top priority should be to keep the value of foreign exchange reserves stable," said Yuan. He suggested relevant authorities should keep a close eye on flows of foreign reserves and prevent a similar capital flight that happened after the Asian financial crisis.

BEIJING, March 24 (Xinhua) -- China said it would raise benchmark retail prices of gasoline and diesel by 290 yuan (42.46 U.S. dollars) per tonne and 180 yuan per tonne, respectively, as of midnight Tuesday.     It is the second oil price adjustment this year. The National Development and Reform Commission (NDRC), China's top economic planner, cut benchmark pump prices of gasoline and diesel by 140 yuan and 160 yuan per tonne, or 2 percent and 3.2 percent, respectively, on Jan. 14.     Experts said more frequent price adjustments show China can respond more quickly to international oil price changes after a new pricing mechanism took effect Jan. 1, 2009. On the previous trading day, it settled at 53.80 U.S. dollars a barrel, the highest price since Dec. 1.     Under the new mechanism, China's domestic prices are to be "indirectly linked" to global crude prices "in a controlled manner."     "The 'indirect link' would be based upon average global crude prices, while taking into account domestic production costs, taxation, and 'appropriate profits' of oil producers," deputy director of the pricing department of the NDRC, Xu Kuning, said.     Government-set fuel prices were previously changed infrequently.     As a result, either Chinese drivers ended up paying more than those in other countries when crude prices dropped, or domestic refineries suffered huge losses when crude prices surged.     Last Dec. 18, when the international crude price dropped from a record 147 U.S. dollars a barrel to less than 40 U.S. dollars, the NDRC announced a move to cut pump prices by 900 yuan and 1,100 yuan per tonne for gasoline and diesel, respectively.     The new pricing mechanism was announced the following day and took effect at the beginning of this year.     In Tuesday's notice to raise pump prices, the NDRC urged the two state-owned oil producers, PetroChina and Sinopec, to increase oil production to meet demands.     It also urged local pricing regulators to strengthen supervision over oil prices and crack down on any price violations.     China's crude oil output reached 190 million tonnes in 2008, up2.3 percent year-on-year, the highest growth in three years, according to the China Petroleum and Chemical Association.     Imports of crude oil rose 9.6 percent year-on-year to 179 million tonnes last year, which accounted for 48 percent of total crude oil demand.

BAMAKO, Feb. 12 (Xinhua) -- Chinese President Hu Jintao Thursday vowed to increase aid to African countries, cancel part of their debts, and expand trade with and investment in these countries.     Hu made the statement while meeting with his Malian counterpart Amadou Toumany Toure.     Hu, making his first visit to this western African nation, was accorded a 21-gun salute in a welcome ceremony before the two presidents started talks.     This is Hu's second African tour since the landmark China-Africa summit in 2006 when Hu announced eight measures to promote ties with Africa, including massive tariff cuts and debt exemptions for scores of African countries, and doubling aid to Africa over a three-year period.     In the past two years, China has increased aid to African countries, eliminated tariff for goods from some least developed African nations, and cancelled parts of the debts owed by African countries, Chinese Assistant Foreign Minister Zhai Jun said days ahead of Hu's visit.
