BEIJING, Sept. 17 (Xinhua) - A Chinese official vows on Thursday to curb the country's production overcapacity and avoid repetitious construction of projects that are less environmental-friendly.     The move is part of the country's efforts to promote energy conservation and reduction of greenhouse gas emissions, Wan Bentai, chief engineer with the Ministry of Environmental Protection (MEP), said on half of MEP minister Zhou Shengxian.     "Today's projects should never become the target of tomorrow's environment control program." He said in a speech delivered at the fifth China International Forum on Environment and Development.     The development and industrialization of green economy faces an important opportunity as the country has spent a large share of its 4 trillion yuan (586 billion U.S. dollar) stimulus package on energy conservation and greenhouse gas emissions reduction projects, he said.     He called for strengthened environment assessment measures on enterprises and optimizing the structure of key sectors such as the steel and auto industries.     The environmental problems brought about by China's sweeping urbanization, such as garbage and waste water disposal, should be seriously dealt with, he said, while stressing the importance of addressing issues in the rural areas such as water resources contamination, land pollution, garbage disposal and fertilization-caused pollution.     He also pledged that the government will intensify efforts in fostering creative and highly-efficient green technologies and encourage a green consumption model for both urban and rural dwellers.     A change to people's consumption habits, such as eating less meat, is conducive to environmental protection and greenhouse gas emission reduction, said Khalid Malik, Resident Representative of the United Nations Development Program in China, in the forum.     The fifth China International Forum on Environment and Development was co-hosted by the MEP and the United Nations Environment Program (UNEP). It was organized by the All-China Environment Federation.     The annual forum has been held for four years with the aim of creating a platform for international organizations and Chinese government agencies to discuss issues related to environmental protection. It also invites the participation of non-governmental organizations (NGOs) in discussing environmental matters of global importance.

BEIJING, Oct. 11 (Xinhua) -- China honored a common officer, who devoted himself to his work as a file clerk at the military archives, at a ceremony held here Sunday.     Liu Yiquan had worked as a clerk and then a consultant at the archives of the People's Liberation Army (PLA) for about 38 years. He had processed more than 830,000 pieces of military archives. CHENGDU, Aug. 2 (Xinhua) -- All the nine people missing in mudslides caused by heavy rains in southwest China's Sichuan Province were dead as the last two bodies were recovered over the weekend, the provincial government said late Sunday.     Rocks and mud buried a residential quarter of Sinohydro Bureau 10, a hydropower engineering and construction company in Jinyang County, early Friday, leaving nine workers missing. The body of a victim in the mudslide is carried away by rescuers in Jinyang of southwest China's Sichuan Province, Aug. 1, 2009. MONROVIA, Sept. 20 (Xinhua) -- Chinese Ambassador to Liberia Zhou Yuxiao has said his country is a responsible and faithful member of the United Nations and it respects the resolutions adopted by the world body.     In a weekend interview with Xinhua, Ambassador Zhou expressed his confidence that the Chinese peacekeepers serving within the United Nations Mission in Liberia would remain in the country up to 2011 when the Liberians would go to polls to elect a new president.     The ambassador said the Chinese peacekeepers here in Liberia are working under the leadership and guidance of the UN mission.     "As far as I know, the United Nations has decided that UNMIL (the United Nations Mission in Liberia) will stay in Liberia until 2011, and supporting Liberian general election is part of UNMIL mandate."     Ambassador Zhou said there could be a small reduction in the size of the Chinese peacekeeping forces in the country, but the troops would remain in Liberia to provide the needed support up to2011 under the UN Mission.     "As part of the UN Peacekeeping force, the Chinese peacekeepers will certainly play its role in supporting the next elections," he said.     The current Chinese peacekeepers are drawn up in three contingents namely medical, transportation and engineering. He said during the Liberian forthcoming elections, obviously the electoral authority will need transportation support which the Chinese unit can assist with.     Ambassador Zhou said although China does not have a combat troop in the mission, but he is confident that the three contingents can play a positive role in the peacekeeping efforts as well as in supporting the forthcoming elections.     "China has always supported the UN endeavors in maintaining peace and stability in Liberia and my view is that the peacekeeping operation in Liberia has so far been successful and we should allow it to stay so," he added.

BEIJING, Aug. 29 (Xinhua) -- Industrial enterprises in 22 Chinese provinces, regions and municipalities generated 1.11 trillion yuan (163 billion U.S. dollars) of profit in the first seven months, down 17.3 percent from the same period last year, according to the latest official figures.     The decline is 3.8 percentage points lower than that in the first six months, the National Bureau of Statistics (NBS) said in a statement Friday.     The revenues gathered by the industrial companies' core businesses reached 21.4 trillion yuan in the first seven months, up 0.9 percent from last year. The growth rate is 0.5 percentage points higher than that in the first six months.     Of the 39 industrial sectors, 14 achieved a rebound in profit growth, nine recorded a slow-down in profit declines and four turned slumping profit to rebounding profit.     The 22 regions refer to China's provinces, regions and municipalities minus Beijing, Inner Mongolia Autonomous Region, Hunan, Guangdong, Anhui, Hainan, Chongqing, Yunnan and Tibet Autonomous Region.     The NBS used to publicize national industrial profit every two months, but began to issue the information monthly to improve monitoring frequency on economy this year. Only 22 provinces, regions or municipalities now provide monthly industrial profit data.

GUANGZHOU, Sept. 15 (Xinhua) -- One person is missing and more than a million residents affected as typhoon Koppu landed in southern China's Guangdong Province Tuesday, local authorities said.     About 1.06 million people in 69 townships in Jiangmen and Yangjiang cities were feeling the effect of the storm at 6 p.m., said Guangdong Flooding and Drought Relief Headquarters. BEIJING, July 22 (Xinhua) -- China's top three telecommunication operators, China Telecom, China Mobile and China Unicom, invested 80 billion yuan to boost the third-generation (3G) network so far this year, the Ministry of Industry and Information Technology said Wednesday.     China Mobile, the leading mobile network operator, has opened 3G service in 38 companies based on the domestically-developed TD-SCDMA 3G standard, and is expected to expand the service to 238cities by the end of this year.     China Telecom has also offered 3G service using the U.S.-developed CDMA2000 standard in 342 cities, while China Unicom has expanded its network based on Europe's WCDMA standards to 100 cities.     The top three operators have started trial 3G operation, which allows mobile phone users to download data faster, make video calls and watch TV shows.     The ministry expected the three operators would invest 170 billion yuan (24.87 billion U.S dollars) in 3G network construction this year.     China's top three telecommunication operators are expected to invest 280 billion yuan in 3G products and network construction from 2009 to 2010, said Lu Xiangdong, Vice President of China Mobile Communications Corporation here Wednesday.     It is estimated that the growth of China's multimedia industry, e-commerce and cultural creative industries stimulated by the 3G technology will generate at least 2 to 3 trillion yuan of social investment, Lu said in addressing 2009 China-UK Internet Roundtable Conference Wednesday.     According to China Internet Network Information Center, the country's Internet users reached 338 million by the first half of this year. Mobile Internet users rose 32.1 percent in the first half of this year to 155 million, boosted by the launch of 3G service.
