HANGZHOU - Nineteen people are missing with only one rescued after a Liberian ship collided with a fishing boat in the East China Sea on Saturday night, said the Zhejiang Maritime Affairs Bureau on Sunday.A spokesman with the bureau said that the Liberian ship, "Formosa 10", collided with the fishing boat about 11:40 pm in the sea off the eastern Zhejiang Province, on its way from Taiwan to the Republic of Korea.The fishing boat, with 20 people on board, capsized."Most of the missing people are local fishermen and the others are from the neighboring provinces," said the spokesman.The provincial search and rescue center sent more than ten searching boats to the scene immediately and a helicopter arrived to assist in the operation around 6:45 am on Sunday.More than 20 fishing boats also participated in the rescue work."The visibility at the sea is favorable but the temperature of the sea water is very low. Usually, it's hard for people to survive more than 12 hours in such cold water," rescuers said.

Nearly 5,000 officials were punished for squandering public funds in the first half of this year, according to the Ministry of Supervision (MOS).The government took disciplinary action ranging from warnings to dismissal against 4,866 officials from the Communist Party of China and government bodies, after an investigation found their use of funds violated rules.The joint investigation of officials suspected of using public funds for banquets, overseas tours, luxury cars or entertainment was launched earlier this year by the MOS, the Ministry of Finance, National Office of Audit, Government Offices Administration of the State Council and the Ministry of Foreign Affairs.Earlier this month, the Central Commission for Discipline Inspection (CCDI), the Party's graft buster, slammed officials at a local procuratorate for taking an overseas tour on taxpayers' money.Xu Wenai, vice procurator-general of East China's Anhui Province, was removed from his post for wasting public funds on the trip to Finland.A delegation of 10 people from the procuratorate headed by Xu was found to have fabricated an invitation from the Finnish government in November 2006.The CCDI investigation found the delegation also tampered with business travel routes, adding a number of destination countries.The incident caused a nationwide stir, with many provinces considering tighter regulations to screen officials who plan to take overseas trips for international conferences or study.The central authorities have urged government at all levels to implement the country's anti-corruption policies and called on all Chinese officials to avoid wasting public funds.Xinhua-China Daily

SHANGHAI: This city will soon complete its goal of creating a full-time job for at least one member of every out-of-work family, officials said.Shi Juemin, a vice-director of the Shanghai municipal labor and social security bureau, said the city is on target to offer jobs to people who are of legal working age and are able to work."Members of more than 7,100 jobless families in Shanghai have found employment, and the remaining 30 families are on a waiting list," Shi said during an interview on the bureau's online chatting program. "And they will soon have jobs."Shi did not give a deadline.The city's government has launched several job-creation drives since 1997.Neighborhoods have set up their own unemployment databases and offer job ideas to people according to their individual needs. The unemployed will either be given work according to their qualifications or will receive job training.The government has set up training centers, organized job fairs and guided the unemployed into newly created public sector posts such as crossing guards, sanitation workers and parking lot or community security guards.According to a labor bureau report released earlier this year, Shanghai's government had "bought" - or created and paid for - 240,000 jobs by the end of last year.Hiring people as nurses or home care providers for the aged will have the additional benefit of helping the government deal with the city's rapidly aging population.By the end of last year, the city's unemployment rate was 4.4 percent.And a new law that is in the pipeline is expected to improve employment services.  BEIJING -- China's economy in 2008 will maintain a robust and stable momentum despite uncertainties ahead, according to signs revealed during the country's top legislative and political advisory sessions. Liu Shucheng, a political adviser and director of the Economic Research Institute of the Chinese Academy of Social Sciences (CASS), believes it is almost out of question for China to score 10 percent of gross domestic product (GDP) growth this year."China's economy has maintained a long period of continued and stable growth, which is unprecedented since the founding of New China (in 1949)," he said.Justin Yifu Lin, a deputy to the National People's Congress (NPC) and the World Bank's chief economist, holds a similar view, saying China's economy would be affected little by the U.S. subprime crisis."The demand by the United States, China's second largest trade partner, would not decrease by a large margin as most of Chinese exports to it were low- and middle-end," Lin said.Despite the sound economic expansion on the whole, Zhang Quan, an NPC deputy and head of Shanghai environmental protection administration, held that China should be fully prepared for the uncertainties ahead."Risk prevention capability should be further strengthened. SHANGHAI, May 3 (Xinhua) -- The gas supply to about 10,000 households in Shanghai was suspended for eight hours after a gas pipeline was broken by a grab at a construction site on Thursday. No casualty has been reported, according to the municipal government. The accident happened at around 8 a.m. at the crossing of the downtown Caoyang and Shunyi streets. Workers said gas burst out after the grab broke a gas pipeline with a diameter of 300 millimeters. Though they tried to plug the crack with bricks and mud, the leak was out of control till rescuers from the municipal gas supply company arrived. The company cut the gas supply later and fire fighters sprayed water around the pipeline to dilute the gas to avoid explosion. The pipeline was repaired at around 4 p.m. and the supply had resumed by 6 p.m., according to the gas supply company.

Beijing's top official on cross-Straits affairs Monday condemned a referendum pushed by Taiwan leader Chen Shui-bian as a move that is threatening to drag ties into a "high-risk period".Chen Yunlin, minister of the Taiwan Affairs Office of the State Council, called the referendum to join the United Nations under the name of Taiwan as a "scheme" aimed at de jure independence for the island.The Taiwan authorities led by Chen Shui-bian are "attempting to change the cross-Straits status quo that both the mainland and Taiwan belong to one China " Chen Yunlin said in a signed article published Monday in the latest issue of Qiushi (Seeking Truth) journal, a publication of the Central Committee of the Communist Party of China.The article came amid mounting concerns from across the Straits and international community over the proposed referendum, which is expected to strain cross-Straits relations and threaten regional stability.In an interview with a German newspaper published Monday, Chen Shui-bian insisted the referendum for Taiwan's admission to the UN will be slated for March as scheduled, along with the island's "presidential" elections.The Taiwan leader was quoted as saying he has no rights to "veto the referendum".Raymond Burghardt, chairman of the American Institute in Taiwan, rapped Chen Shui-bian in a meeting in Taipei last week, saying the United States is greatly concerned about the referendum and hopes it will be scrapped.He said his remarks represented views from the "highest level in Washington".Once Chen Shui-bian's plot materializes, "it will bring serious consequences cross-Straits relations and peace", Chen Yunlin warned in the article.The minister said the fight against pro-independence forces is becoming more and more intense as their secessionist activities are being intensified.He stressed that "China's sovereignty and territorial integrity brook no division, and any matter in this regard must be decided by the entire Chinese people including our Taiwan compatriots"."The 1.3 billion Chinese people will never swallow the bitter fruit of 'Taiwan independence'," Chen Yunlin said.He reiterated that Beijing will stay on high alert of any desperate moves of the secessionist forces of Taiwan.In the event that "Taiwan independence" secessionist forces should act under any name or by any means to cause Taiwan's secession from China, or that major incidents entailing Taiwan's secession from China should occur, we shall resort to necessary measures without hesitation to safeguard national sovereignty and territorial integrity, our core national interests," he said.

There is growing nationwide debate over whether there is sufficient early intervention help available for people contemplating suicide.According to the Chinese Center for Disease Control and Prevention, some 287,000 people take their own lives every year in China.The Ministry of Health (MOH) puts the number at 25 out of every 100,000 people.In addition, the Beijing Suicide Research and Prevention Center has estimated that between 2.5 million and 3.5 million people every year attempt to end their lives.Among them is a growing number of well-to-do professionals, which sparked the latest round of debate.Last month, Yu Hong, a 50-year-old doctor and teacher at Renmin University of China, took his life by jumping from a 10-story building in Beijing."Giving up life means a kind of courage and self-respect for me, even if it is considered a negative choice," Yu wrote in a blog before his death.Nie Zhenwei, head of the psychological counseling center at Beijing Normal University, told China Daily yesterday that it was a "misconception" that well-educated people with more wealth and social status were able to better cope with the pressures of everyday life."Having strived for wealth and a successful career, some of these people have in turn accumulated a certain amount of mental pressure," he said.Ashamed of their fragile mental state, many vulnerable people turn to self-harm instead of seeking help, he said."People feel they have to follow that path because of the pressure of work, relationships or health issues," Nie said.Zhang Yanping, vice-chief of the research center at Beijing Huilongguan Hospital said research into the incidence of suicide in China goes back only as far as 2000, making it hard to identify emerging trends.He told the Guangzhou Daily that China needed to update its research to determine whether the suicide rate is increasing.People are not getting appropriate treatment for depression and other mental illnesses, he said.Nie said: "We need more mental health experts and society as a whole should provide more channels for people to deal with psychological crises".

On that same day, millions of monks and believers nationwide observed the Buddha bath festival which usually includes the washing of all statues of the Buddha. The ceremony used to be considered an official ritual to recognize a believer into true monkhood. Shi Yongxin, leader of Shaolin Temple and vice- president of the Buddhist Association of China, said that Buddhism in China has embarked on a "golden era" of development with a rapidly increasing number of believers. According to Shi, China has about 100 million registered religious believers, most of whom are Buddhists and Taoists. "They form an indispensable force to construct a harmonious society," he said. Shi said the ritual was suspended for 300 years because the altar where the ritual was held was destroyed. The 26-meter-high three-storey alter was restored last year at the temple, located in Dengfeng, Central China's Henan Province. The 600 Buddhists were selected out of 1,000 pious Buddhists nationwide. Shi said that only Buddhists who have passed a long-term inspection and are believed to have a "pre-destined lot" with Buddhism will be allowed to take the ritual and admitted by the temple. "Only Buddhists who practice Buddhism to a high level can be tonsured and allowed to take the ritual," Shi said. The ritual will last 28 days during which time the 600 monks will listen to doctrines, learn Buddhism rituals and manners in the temple. Both Buddhism and Taoism seem to be attractting more believers. An international forum on the "Daode Jing", a classic of Taoism, was held last month and lured 300 Taoists from around the world who wanted to explore the true essence of the classic text.

LONDON, March 13 (Xinhua) -- The Center for Creative Business in London hosted on Thursday Creative Exchange with China, exploring the possibilities of business ventures between the two countries in the creative industry.     The conference, which is aimed to help creative businesses from both China and Britain to get to know each other before exploring the business potentials of the rising industry, has attracted some 200 creative entrepreneurs, creative business managers and executives, policy makers, practitioners academics and researchers.     In his keynote speech delivered at the conference, Michael Bichard, rector of the University of the Arts London, said within the next two years, Britain's creative industries sector is expected to overtake the financial sector as the country's most significant economy. At the same time, China will move ahead of Germany as the world's third largest economy.     "If we remain isolated, we would not be able to achieve our creative goals of building global brands. To make collaborations effective, it takes much deeper look into the respective industries instead of superficial ones," he said.     Bichard, who is also chair of Design Council UK, hopes that Design Council would cooperate with China not only academically, but across the business to develop tomorrow's creative industry.     However, Bichard noted that creative exchange is not just about money, it's about understanding. The Olympics is a strong link between Beijing and London. Bichard urged for enforcing the bond, saying "two countries together can achieve great things."     Professor Xiong Chengyu, director of National Research Centre of Cultural Industry at China's prestigious Tsinghua University, clarified the conceptual difference of cultural industry in China and creative industry in Britain.     "It has only been 5-6 years since we began to talk about the cultural industries in China. In the past in China, we regarded culture as a kind of spiritual course which is focused on social benefit rather than economic benefit. The Chinese government realized how important it is to the national economy and has already carried out a number of policies to help and promote development," he said.     Wang Yongzhang, director general of cultural industries at China's Ministry of Culture, elaborated on China's policy improvement on the cultural industry over the years to serve as a backgrounder to the audience.     Representatives from British and Chinese creative companies also shared information about their experience in China during panel sessions.     The afternoon session dwelled on three topics with participants discussing Investing in China, Investing in UK and Managing Creativity in China.     The one-day conference sponsored by the Center for Creative Business, University of the Arts London and London Business School, is part of China Now, a six-month celebration of Chinese cultural and history across Britain.
