BEIJING, Sept. 17 (Xinhua) -- China's securities authority Thursday began reviewing applications of the the first seven IPOs for listing on the Growth Enterprise Market (GEM), a Nasdaq-style market in China.     The seven enterprises covered fields of software, medical equipment and medicines. They planned to raise 2.27 billion yuan (332.65 million U.S. dollars).     The review meeting was for the first time opened to journalists, who were allowed to watch the meeting for about ten minutes.     The second batch of IPOs will be reviewed Friday and they plan to raise 1.13 billion yuan (165.30 million U.S. dollars), according to a report on the website of the China Securities Regulatory Commission (CSRC).     IPO review meetings would be concentrated on these days, a CSRC official, who declined to be named, told Xinhua Monday.     "IPO applications sent to the regulator were concentrated. The regulator had to take into consideration forming a block and guard against speculation that might push up IPO stocks prices," the official said.     The CSRC started to accept applications of the GEM on July 26 and had received 155 applications for IPOs on the GEM as of Sept. 10. The CSRC has formally agreed to handle 149 enterprises' applications that aim to raise 33.61 billion yuan (4.92 billion U.S. dollars).

BEIJING, Oct. 11 (Xinhua) -- China resolutely opposes U.S. move to start anti-dumping and anti-subsidy investigations into seamless steel pipes imported from China, the Ministry of Commerce(MOC) said.     The current hardships facing the U.S. steel industry was because consumption and demand waned after the financial crisis. "Blindly blaming Chinese imports of dumping or subsidies is lack of factual bases, which China strongly opposes," MOC announced in a statement on its website Saturday.     The statement came after U.S. Department of Commerce said Wednesday that it had initiated anti-dumping and countervailing duty investigations at the request of the U.S. Steel Corporation, V&M Star LP, TMK IPSCO and the United Steelworkers (USW).     The U.S. petitioners requested a 98.37-percent anti-dumping duty against the Chinese imports and additional countervailing duties to offset what they allege are Chinese government subsidies.     The case was the seventh such investigations this year launched by the U.S. Department of Commerce against Chinese imports that included claims of both dumping and subsidies, MOC said.     Resorting to trade protectionism would not solve the real problem, instead it would hurt the interests of U.S. downstream steel businesses as well as bilateral trade, it said.

NANJING, Aug. 30 (Xinhua) -- China's chief justice Sunday urged the people's courts all over the country to attach great importance to the trial of major and serious criminal cases and timely handle them in strict accordance with the law.     Wang Shengjun, president of the Supreme People's Court, made the remark while attending a national workshop on hearing major and serious criminal cases held in Nanjing, capital of east China's Jiangsu Province.     Wang urged courts at various levels to be fully prepared for handling major and serious criminal cases, which is a heavy task at present and will be so in a certain period of time in the future.     Courts at all levels shall timely investigate and conclude major and serious criminal cases in accordance with the law to serve goals of safeguarding national security and social stability, Wang said.

BEIJING, Sept. 1 (Xinhua) -- Chinese Premier Wen Jiabao said here Tuesday China would not change the orientation of its stimulating economic policy as the country is at a critical stage in the recovery of the economy. Wen said, when meeting with World Bank President Robert Zoellick, that China's government would continue to pursue proactive fiscal and moderately easy monetary policies.     "We will not change the orientation of our policy," Wen said.     Wen said China would fully implement and continue to enhance and perfect policy in response to the international financial crisis to achieve the goals of economic and social development. Chinese Premier Wen Jiabao (R) meets with World Bank President Robert Zoellick in Beijing on Sept. 1, 2009.    China's economy grew 7.1 percent in the first half of this year and 7.9 percent in the second quarter, reversing a declining trend in the previous seven quarters.     World Bank President Zoellick said earlier China's economic recovery might be better than expected.     In the first seven months of this year, China has seen a robust growth of domestic demand as consumption surged 15.2 percent year on year and investment 32.9 percent. The Ministry of Commerce predicts China's exports will slow their decline or even grow on a monthly basis.     "The macro-economic policy and measures that China adopted in response to the international financial crisis have been proved inconformity with reality, prompt, forceful and effective," Wen said.     Wen said the world economy was now showing signs of stabilizing, but an all-round recovery would be a slow, difficult and complicated process. It would require long-term, concerted efforts by every country in the world in strengthening dialogue, coordinating policy and deepening cooperation.     Wen said imbalances in the global economy were rooted in disparity in development. He urged the international community to pay special attention to difficulties faced by developing countries, especially the least developed ones. He said the gap should be lessened by increasing aid, writing off debts, opening markets and transferring technology.     Wen said China was ready to strengthen cooperation with the World Bank and make new contributions to achieving the UN Millennium Goals and sustainable development of the world.     This is the third time Zoellick has visited China since becoming World Bank President. Following his arrival Monday afternoon, Zoellick exchanged views on the major topics of his agenda in Beijing, the international financial crisis and climate change, with Chinese officials. Besides Beijing, Zoellick will visit Anhui province in east China.     Zoellick said the World Bank was willing to develop cooperation with China in areas such as international development aid, reform of international financial organizations and climate change.

BEIJING, Sept. 4 (Xinhua) -- China's government is adjusting its policies on imported technological equipment with the purpose of boosting domestic innovation and greater industrial restructuring and upgrading.     Key components and raw materials imported by domestic enterprises for manufacturing major technological equipment and products are exempted from import tariffs and value-added tax (VAT) as of July 1 this year, according to a joint communique issued by the Ministry of Finance and five other ministries Friday.     Tariff exemption for imported complete set of machinery and equipment will be revoked, according to the communique.     To ensure smooth transition, preferential policies for items which currently can not be wholly supplied domestically, if it is proved so after examination, will be phased out gradually.     Major State-backed key technological equipment includes clean energy power generating systems and nuclear power generating units of above a million kilowatts.     China's central government in March announced expenditure of 20 billion yuan (2.94 billion U.S. dollars) for this year, from a 908 billion yuan public sector budget, to help enterprises upgrade technology, energy efficiency and innovation.     It also unveiled a three-year plan in May to stimulate equipment-manufacturing industry, which lacks ability to innovate and had underdeveloped technology.     But experts said lack of funding and cooperation among research institutes still restrain China's technological transition.

BEIJING, Oct. 11 (Xinhua) -- If education is the cornerstone for the nation's development, teachers are the cornerstone for education, said Chinese Premier Wen Jiabao in a speech during a visit to a high school in Beijing on Sept. 4 this year. Xinhua News Agency published the 8,000-character speech, entitled "Teachers are Fundamental to the Great Cause of Education", on Sunday.     Wen listened five classes and had lunch with students at the No. 35 Middle School, and attended a workshop with teachers of the school.     It was a way to show his tribute to teachers ahead of the Teachers Day, which falls on Sept. 10 every year, and also a way to find out the actual situation of teaching, said the outspoken premier who then gave his own comments on what he saw in class. Chinese Premier Wen Jiabao (C) meets with teacher representatives before a symposium at Beijing No. 35 Middle School in Beijing, capital of China, Sept. 4, 2009. Ahead of China's 25th Teacher's Day, which falls on Sept. 10, Chinese Premier Wen Jiabao has called on teachers across the country to enhance their teaching standards and do a good job    Wen first attended a math class focusing on triangular congruence. He praised the math teacher for her heuristic teaching method when she tried to guide the students to find out the solution by themselves. Being a geologist himself, Wen suggested that students be taught a little bit more in a 40-minute class.     After listening a Chinese Language lesson, the premier advised that the teacher should give an introduction on the author of "The Reeds Marshes", one of the works of Sun Li, a well-known Chinese writer.     "The teacher was wise to let her students go through the 3,300-character a story on Anti-Japanese War silently in four minutes, in an attempt to train their fast-reading skill," said Wen, who described it a "surprise" to him, because he was never told to do so in his school days.     It also a surprise to the State leader that most of the students completed the fast reading and some students were asked to summarize the story by their own. It trained the skills of their logic thinking and summarizing ability, said the premier. He also praised the teacher for her effort in teaching his students about patriotism.     The third class was about the method of research, which is unfamiliar with the premier. "After the class, I realized that the class was designed to help students broaden their view," he said. Ahead of China's 25th Teacher's Day, which falls on Sept. 10, Chinese Premier Wen Jiabao has called on teachers across the country to enhance their teaching standards and do a good job. What the teacher and students discussed at the class was the concept of "teaching room". The teacher asked the students to figure out what composes a "teaching room".     The premier was a little critical about this class as both the teacher and the students failed to mention the issue of safety of a "classroom", such as the occurrence of earthquake, for instance.     At the class, the teacher shunned away from a student's question about ore. The premier once again showed his geological background by suggesting that students be taught something more about the nature. "A teacher is unlikely to know everything, but he can think over the question and give a reply next time," Wen said.     After the fourth class on geography, the premier was once again surprised to learn that many of the students had traveled a lot, at home and abroad.     Wen found some errors in the geographic textbook, which gives a wrong description about China's geographic regions. "North China" should not include Shaanxi and Gansu provinces and the Ningxia Hui Autonomous Region, which are officially regarded as part of northwest China.     The fifth and last was a music class. The teacher first let the students enjoy "We Are the World", one of the best-know works of Michael Jackson. The premier said , "I felt as if it was an artistic training class."     The class's topic of love guided the erudite leader to talk about aesthetics and the best-known Chinese aesthetician Zhu Guangqian. At the class, the premier made an improvisation on the issue of love. He also told the students about some Chinese scientists who were well-learned on other subjects such as arts, music and literature .     In a discussion with teachers, Wen said China failed to foster enough outstanding talents to meet the needs of the nation. Although the country has fostered a large number of professionals, the number of Chinese scientists who have gained an international reputation is too small, he said.     Wen quoted Czech educator John Amos Comenius (1592-1670) as saying, "Teacher is the most splendid profession under the Sun."     According to the premier, China had about 16 million teachers, including 12 million elementary and middle school teachers.     Wen called for bold reforms in the educational sector. China needs a large number of educators with a penetrating judgement on running schools, said the State leader. Ahead of China's 25th Teacher's Day, which falls on Sept. 10, Chinese Premier Wen Jiabao has called on teachers across the country to enhance their teaching standards and do a good job.The premier said education must meet the requirements of its own development law; the requirements of the changes of times, the requirements of the country in building a socialism with China's own characteristics; and the requirements of the "human-based" principle.     Teachers should be an "envoy of kindness", an "avatar of sincere love", and an "excellent-character" and "very skillful" educator with a "lofty professional moral", said the premier.     He urged teachers to be full of love and loyalty to their cause, be diligent in research and be qualified for their profession, and behave themselves as a model for students.     Wen also disclosed that a student had written to him on the issue of students' suicide. The student told him that many students had turned to suicide at a very young age, asking the premier to have a dialog with students on line on Sept. 1, the day for a new academic year.     The number of suicidal students has been very small, but "it must draw great attention," Wen said.     He urged governments at all levels to support the educational sector and make concerted efforts to improve the working and living conditions of teachers. BEIJING, Aug. 18 (Xinhua) -- Drought-hit regions in northern China are forecast to have moderate to heavy rain Wednesday and Thursday, the National Meteorological Center said Tuesday.     The regions include Inner Mongolia Autonomous Region where more than 200,000 livestock have died due to drought, Heilongjiang Province where 1.47 million hectares of farmland were hit by drought, Liaoning and Jilin provinces.     A severe drought has hit China's northern part, affecting 11.33million hectares of crops, according to the State Flood Control and Drought Relief Headquarters.     Among the total affected crops, 4.2 million hectares suffered serious drought and 1.07 million hectares dried up. About 3.9 million people and about 4.37 million livestock had difficulties getting water.     Yuan Zipeng, deputy director of the Liaoning provincial observatory, said the long-anticipated rain would "obviously" relieve the two-month-long drought that led to drinking water shortages for 792,200 people and 242,200 livestock in the province.     In order to increase the rainfall, the provincial bureau has prepared 1,269 rocket shells along with three aircraft to seed the clouds, Yuan said.     In Liaoning alone, 32 million hectares of farmland were hit by drought.     The water resources department in Inner Mongolia said 1.89 million people and 4.27 million livestock faced drinking water shortages. More than 200,000 livestock died as 71 percent of the region's pastures were severely hit by drought.     Qinggele, a herdsman in Bayan Zhuoer, Inner Mongolia, said his family had to use donkeys to carry water 15 km away.     Authorities in Inner Mongolia made artificial rain more than 1,000 times as the region saw the worst drought in the past 50 years. Officials also helped residents find more water sources and build more water-saving and irrigation projects.     Chinese Vice Premier Hui Liangyu has urged government agencies to place "top priority" on anti-drought efforts during his tour of the drought-hit regions in Liaoning, Inner Mongolia and Jilin on Monday and Tuesday.     Local governments were also urged to expand irrigation by speeding up construction of reservoirs and properly conducting artificial precipitation as "the drought took place in major grain production bases at the key maturity period for crops, which will greatly affect agriculture production".

KAMPALA, Aug. 5 (Xinhua) -- Chinese Special Envoy on African Affairs Liu Guijin on Wednesday called for concerted efforts to be made especially by western countries toward an early ending of Darfur crisis in western Sudan through negotiations between warring parties.     "There is no military solution on the ground. The only possible solution to Darfur problem is the political process," Liu told reporters in a press briefing held here at the Chinese Embassy.     "We need a comprehensive approach to address the problem. To have embargoes or sanctions will not solve the problem," he said during a two-day visit here.     Liu said that China has been extensively involved in facilitating the peace process in Darfur by persuading the Sudanese government to show more flexibility, which has led to Sudan's acceptance of a hybrid peacekeeping mission in the region led by the African Union (AU) and the United Nations (UN).     He further urged his western colleagues, who seem to have more access to and influence on rebels, to spare no effort to bring them to the negotiation table.     "We appeal to our western partners to exert more influence to convince the rebels to agree and come to the negotiating table with the government of Sudan," he said.     The smooth implementation of the Darfur Peace Agreement (DPA) and the Comprehensive Peace Agreement (CPA) reached between northern and southern Sudan is the only means to achieve total and sustainable peace in the country, he noted.     The envoy said he fully supports the position taken by the AU and the Arab League on the arrest warrant for Sudanese President Omar al Bashir issued by the International Criminal Court (ICC) in March this year.     The warrant details charges of crimes against humanity and war crimes committed during the conflict in Darfur.     The AU has decided not to cooperate with ICC before an independent investigation is done by former South African President Thabo Mbeki.     "We criticize such move and refuse to cooperate with it. The position of the Chinese government is in compliance with the AU and the Arab League position," Liu said, noting President Bashir has a significant role to play in the implementation of CPA and DPA.     "President Bahir has played a very key role in DPA and CPA. How can you implement them without the involvement of the Sudanese government? If you want peace to be realized in Sudan, the government is a must in this process," he said.     On the concern that the deteriorating relationship between Sudan and neighboring Chad could further impede the peace process in Darfur, Liu said China has been mediating between the two countries to normalize their bilateral relations.     In his recent visits to the two countries, he had tried to persuade the two sides that normalizing the bilateral relationship is for their mutual and shared interests, Liu said.
