BEIJING, April 15 (Xinhua) -- China, the world's biggest manufacturer of electronics and information technology (IT) products, said Wednesday it will boost the industry's development to create more than 1.5 million new jobs in three years.     The electronics and IT sector is expected to contribute at least 0.7 percentage points to China's annual gross domestic product (GDP) growth from 2009 to 2011, compared with 0.8 percentage points last year, according to a document approved by the State Council and published on the government Web site.     That will provide new jobs for nearly 1 million college graduates, which are included in the total 1.5 million targeted vacancies, said the document.     China's electronics and IT products sales surged at an average annual rate of 28 percent from 2001 to 2007, but slowed sharply to 12.5 percent last year amid the economic downturn.     Sales in 2008 totaled 6.3 trillion yuan (920 billion U.S. dollars), with exports reaching 521.8 billion U.S. dollars, or 36.5 percent of the country's total export value.     The government announced a support plan for the industry in February. The Wednesday document made clear details of the plan.     The government will boost the industry by increasing state investment, credit support and export tax rebates, said the document.     It also pledged to expand the domestic market for the industry and encourage innovation and restructuring.     In the next three years, the country aims to achieve technological breakthroughs in strategic domains of the industry such as integrate circuits, new-type displays and software, according to the document.     For instance, revenues from software and information service sectors will take up 15 percent of the industry's total, up from the current 12 percent.     In addition, fresh growth will be cultivated in such fields as digital TVs and the new generation of mobile communications and Internet.     The government said it will vigorously promote the overseas commercial use of its domestically-developed TD-SCDMA standard for the high-speed third-generation mobile communications.

HAIKOU, April 5 (Xinhua) -- Traffic had been resumed on Sunday on the highway that had been flooded by collapse of a small reservoir on March 27, in south China's Hainan Province, local authorities said.     The Wanning section of the province's eastern expressway had been resumed in both directions at 8:00 p.m. after nine days of reconstruction work, said an official with the provincial Communication Department.     The Bofeng reservoir, with a designed water storage capacity of1.02 million cubic meters, collapsed at about 10 p.m. in Xinglong Town, Wanning City.     The ensuing floods washed out a slip road to the province's eastern expressway and swept away two cars, injuring three people in the vehicles.     The water also inundated 20 hectares of farmland and caused slight damage to three riverside houses.     The municipal water conservancy administration had claimed that only 100,000 cubic meters of water burst from the reservoir. However, Chen Xingzhang, secretary of the CPC municipal committee of Wanning, doubted its credibility.     Vehicles had to detour around the flooded road over the past days.     The reservoir was being reinforced at the time of the accident. An investigation showed that workers of a company in charge of the project exploded part of the cofferdam before the water dropped to the safety level, which led to the collapse. The scheme had no approval from authorities at the time.     The construction contractor, Hongda Water Conservancy Projects Co, Ltd., based in Henan Province, and the project supervising company, Hainan Institute of Water Conservancy and Power Construction Survey and Design, were banned from carrying out further business in the city.     Police have detained four project workers in connection with alleged safety violations that led to the collapse in the province, the local Communist Party of China (CPC) committee said Monday.     Chen Ruchuan, former head of the water conservancy administration of Wanning City, and two deputy heads, were also sacked from their posts Monday, according to the Wanning municipal committee of the CPC.     The local government has been working on a plan to compensate people affected in the accident.

BEIJING, March 9 (Xinhua) -- China will not revise the Labor Contract Law to compromise workers' rights as suggested by some people to help enterprises cope with the global financial turmoil, a legislator said here Monday.     "The labor contract law has nothing to do with the financial crisis and won't be revised for it," said Xin Chunying, deputy director of the Legislative Affairs Commission of the Standing Committee of the National People's Congress (NPC), China's legislative body.     "China's labor relations are basically stable and orderly, and it can weather through the test of time," she told a press conference on the sidelines of NPC's annual session, when asked if the law will be changed because increased labor costs have led to rising cases of bankruptcy on the Pearl River Delta.     Citing a survey that tracts figures in the first nine months of the 2008, she said the law has indeed driven up enterprises' labor costs by two percent, but it has also greatly curbed labor relations issues that have been afflicting workers as well as employers for years.     Such chronical issues include the tendency of employers avoid signing long-term contracts with employees, the lack of proper protection of workers' rights, said Xin.     The proportion of workers protected by a written labor contracts in "sizable enterprises" has witnessed a remarkable rise since the labor contract law took effect in January 2008, she said.     "Sizable enterprises" is a statistical term in China that refers to all state enterprises or private firms with an annual turnover of two million yuan if they are manufacturers, or five million yuan if they are in trade.     According to Xinhua, 93 percent of the workers in "sizable enterprises" have signed contracts with their employers, compared to less than 20 percent before the enaction of the new law.     Li Shouzhen, a senior official with the All China Federation of Trade Unions, said at the same press conference that the federation is against the lifting of the minimum wage standard.     The minimum wage standard was a major measure to safeguard workers' rights. BEIJING, March 26 (Xinhua) -- China on Thursday voiced its strong dissatisfaction over the new report by the U.S. Defense Department on China's military strength.     Hu Changming, spokesman of China's Defense Ministry, said the report severely distorted facts, censured China's legitimate and normal national defence development, and disseminated the mainland's "so-called military threat" to Taiwan.     "China is strongly dissatisfied with it and resolutely opposes it," said Hu. "China unswervingly sticks to a path of peaceful development and pursues a national defense policy which is purely defensive in nature."     Hu noted that China is not in an arms race of any form and constitutes no threat to other countries.     Hu said the report, which continued the dissemination of the "Chinese military threat" theory and severely distorted facts, was absolutely groundless.     Hu said Sino-U.S. military ties have not yet completely moved out the difficult period as many obstructions still await to be got over.     "The report, issued under such circumstance, could only bring negative influence to the resumption and development of bilateral military ties."     "We urge the United States to stop issuing such a report on China's military strength and immediately take effective measures to dispel the baneful influence caused by the report so that bilateral military ties will incur no further damages," Hu added.     The Pentagon on Wednesday released its annual report about the Chinese military repeating its complaint about "limited transparency." It questioned the "purposes and objectives" of the People's Liberation Army (PLA).
