"The new moves were proved to be correct and effective."     The central budget is supposed to be discussed at the NPC annual session in next March. BEIJING, Dec. 1 (Xinhua) -- China was strongly opposed to the accusation of the European Union and Austria over its execution of Wo Weihan, a man spying for Taiwan.     "Chinese judicial organs made the verdict and this was completely a matter within the Chinese judicial sovereignty," Chinese Foreign Ministry spokesman Qin Gang said in a statement.     He made the statement in response to a reporter's questions: The EU and Austria expressed strong dissatisfaction over Wo's execution in their statement. China's action undermined the mutual trust and mutual respect of human rights talks and would lead to severe effects on human rights talks. The U.S. has also expressed concerns over Wo's case.     Qin said: "The trial procedure was just and fair and the rights of the accused were well protected."     "China is a rule-of-law country and Wo is a Chinese citizen," Qin said, "the evidence of his crime has been verified."     "The accusation against the Chinese judicial authorities intervened brutally into Chinese judicial sovereignty, trampled the spirit of the rule of law, and undermine the basis of the healthy development of the bilateral talks on human rights."     "We were strongly dissatisfied with and opposed to (the accusation) and urged all concerned parties to immediately correct the mistake and stop the words and actions concerning interventions of other country's judicature," Qin added.

BEIJING, Dec. 31 (Xinhua) -- The State Council, or Cabinet, agreed in an executive meeting on Wednesday to speed up the reform and development of the inland Chongqing municipality.     China has four municipalities: Beijing, Tianjin in the north, Shanghai in the east, and Chongqing in the southwest.     "Local authorities are required to accelerate the overall development of rural and urban areas and promote environmental protection and natural resources conservation, to turn Chongqing into an important growth pole in western region," according to the meeting, presided over by Premier Wen Jiabao.     Local governments should help people in the Three Gorges area to develop local pillar industries, modern agriculture and improve rural production and living conditions, according to the meeting.     The city should also step up construction of a new district in its north and a newly-approved bonded zone and carry out regional economic cooperation.

He reassured villagers that apart from the expanded subsidies, the government also encouraged enterprises to purchase old appliances and allow farmers to trade in older models for new ones as a move to sustain domestic demand.     The premier reiterated "confidence" wherever he went, saying a solid material foundation, stable financial system, abundant cash flow, large domestic markets, appropriate macroeconomic policies and others steps boosted confidence.     Wen said the State Council, or Cabinet, is drawing up two major plans.     One involves 10 programs to expand demand, further detailing and specifying the 10 stimulus measures kicked out last year.     The other includes the readjustment and improvement of 10 pillar industries. Plans for the development of steel industry and automobile industry have been rolled out and others are under way.

BEIJING, Nov. 17 (Xinhua) -- Accelerating reconstruction work is the top priority in quake-affected areas, said Chinese Premier Wen Jiabao during his visit over the weekend to Sichuan Province.     He told villagers in Anxian County on Sunday that the government would strengthen support to farmers to help them rebuild their houses within two years, instead of three years as was the original schedule.     The construction of public facilities, including schools, kindergartens and hospitals should also be quickened, Wen added.     "We can achieve that," he said.     When visited students and teachers of the Beichuan Middle School on Saturday. The school has been operating in a temporary shelter. UNITED NATIONS, Dec. 9 (Xinhua) -- China on Tuesday called on the international community to continue to strengthen multilateral counter-terrorism cooperation within the UN framework.     China's UN Ambassador Zhang Yesui made the appeal at the thematic debate of the UN Security Council on threats to international peace and security caused by terrorists.     "Recently, a series of alarming acts of terror occurred in such places as Mumbai, resulting in heavy casualties of innocent people. The Chinese delegation expresses its deep condolences to the victims," Zhang told the council.     "These cruel realities remind us once again that terrorism still remains a potent threat to peace and security of international community," he said.     The Security Council, as the core of the international collective security machinery, should play an important role in international fight against terrorism, he said.     "Terrorism is the common threat facing the international community and it is imperative to continue to step up the multilateral counter terrorism cooperation within the UN framework," he said.     China believes that all UN bodies should pay attention to both stepping up counter-terrorism measures and removing the root causes that give rise to terrorism, he said.     "The member states are the real owners in the implementation of all UN counter-terrorism resolutions," the Chinese envoy said. "Their will and capacity in counter-terrorism determines the implementation of those resolutions."     "However, limited resources and inadequate counter-terrorism capacities have led to the inability of many countries, especially the developing countries to honor fully their counter-terrorism obligations, and thus limited seriously the international community's achievements in the struggle against terrorism," he stressed.     China hopes that the international community will pay greater attention to the capacity-building in counter-terrorism and invest more resources to help the developing countries with counter-terrorism assistance that meets their actual needs and help them improve expeditiously capabilities so that the effective implementation of all UN counter-terrorism resolutions will have a firm basis, he added.
