BEIJING, April 21 (Xinhua) -- China and Albania issued a joint statement here Tuesday in which they said they would boost their traditional friendship and bilateral cooperation in all fields.     The statement was issued after official talks between Chinese Premier Wen Jiabao and his Albanian counterpart Sali Berisha in the Great Hall of the People during the afternoon.     The two countries vowed to increase mutual investment, encourage more business contacts and promote a balanced development of trade ties, the statement said.     China would support its competitive companies to invest in Albania and participate in the country's infrastructure construction, energy and mine exploitation, it said. Albania said it appreciated China's aid for its economic development. SHENYANG, May 5 (Xinhua) -- A member of the Japanese parliament(Diet) Tuesday handed over an apology letter signed by 24 Japanese MPs to survivors of Pingdingshan Massacre, in which more than 3,000 Chinese civilians were slaughtered by Japanese soldiers in 1932.     Aihara Kumiko, member of the House of Councillors, or the upper house, repeatedly said "sorry" to massacre survivor Wang Zhimei while holding Wang's hands.     "My mother had lived in Jinan (a city in east China) for five years and got help from local people. She often told me that war changes people, war is a sin," Aihara told the 88-year-old Wang.     "We should take history as a mirror and building a friendly relationship between Japan and China," Aihara said.     She came all the way from Tokyo to Fushun, a city in northwest China's Liaoning Province, to present the apology letter signed by10 members of the lower house and 14 of the upper house of the Japanese parliament to the survivors of the tragedy.     Part of the letter reads "As a human being, as a Diet member elected by Japanese citizens, we are sorry from the depth of our hearts."     The Pingdingshan massacre saw more than 3,000 women, children and elderly of Pingdingshan Village near Fushun killed by invading Japanese soldiers on September 16, 1932.     "The Japanese soldiers told us they were going to take our picture and gathered us in a group. But under the black cloth they didn't have cameras, they had machine guns. The soldiers even bayoneted bodies to ensure the villagers were dead," recalled a survivor named Yang Yufen in 2006, after the survivors' 10-year-long lawsuit for an apology and compensation was rejected by the Japanese Supreme Court.     Aihara also visited the memorial of the massacre. Silent tears ran along her cheeks, her hands joined and eyebrows wrinkled during the visit.     Her face was covered by tears when she saw gasoline cans used in burning the corpses after the massacre.     "We will push the Japanese government to offer an apology and compensation for the massacre," she said.     Aihara said some Diet members have collect donations and are going to send some money to foster a patch of woods near the massacre memorial. "We hope the trees witness friendship between the two countries," she said.     Aihara and the Chinese side planted two pines in front of the memorial.     Along with Aihara, four Japanese lawyers who have been trying to help massacre survivors were also present at the hand-over of the apology letter.     Shiroh Kawakami, one of the lawyers, told Xinhua that they would continue to demand the Japanese government building an apology monument and cemetery for victims of the massacre.     "What we do is not only for the history, for also for the future, the future of both countries," Shiroh said.     It's estimated that 20 to 30 villagers survived the massacre, but now only five of them are still alive, all in late 80s. Wang Zhimei came to Fushun from Changchun City in Jilin Province just to meet the Japanese lawmaker and lawyers.     "I want to thank you for what you have done. The days of us survivors are numbered, we are counting on you (on the government apology and compensation)," Wang said.

CHENGDU, June 3 (Xinhua) -- Sichuan Tengzhong Heavy Industrial Machinery Co., Ltd. (Tengzhong), a private Chinese firm who has struck a preliminary deal with General Motors Corp. (GM) for the premium SUV brand Hummer, said Wednesday it has no plan to manufacture Hummer in a Chinese plant. "Rather than setting up a plant in China, Tengzhong will use the current facilities including their employees in the United States," said Zhao Xiaolu, spokesman for the ongoing transaction for Tengzhong, a leading manufacturer of road, construction and energy industry equipment based in southwest China's Sichuan Province,     Zhao works for the Brunswick Group, which is handling the public relations matters for the Tengzhong deal. Tengzhong's managers were not available for comment on the transaction, which was disclosed Tuesday, a day after GM filed Chapter 11 bankruptcy. U.S. automaker General Motors Corp., a day after filing Chapter 11 bankruptcy, has a tentative deal to sell its Hummer brand to Chinese-based Sichuan Tengzhong Heavy Industrial Machinery Co., Ltd., the automaker said on June 2.     According to an overall restructuring plan, the U.S. based automaker GM will shed off its none-core assets including Hummer, Saturn, Saab and Pontiac.     The preliminary deal allows Tengzhong to keep the management and operational team along with the Hummer brand, and secure more than 3,000 jobs in the United States. The Chinese buyer will also assume existing dealer agreements relating to Hummer's dealership network.     Tengzhong CEO Yang Yi said in a statement Tuesday that the company will "allow Hummer to innovate under the leadership and continuity of its current management team".     James Taylor, Hummer chief executive officer, went to Chengdu City and Deyang City, Tengzhong's current base and new base under construction, to discuss project cooperation with local officials in March.     "This transaction, if successful," said Taylor in a statement Tuesday," will allow us to embark on a more aggressive global expansion, ensuring a successful future with our new partners."     According to Zhao, Tengzhong will use internal fund and bank loan to make the transaction, which will be a "strategic move for the company to expand into the premium off-road vehicle segment". Formed in 2005 through a series of mergers, Tengzhong currently has more than 4,800 employees.     "It is probably more attractive for Chinese enterprise like Tengzhong to learn from the foreign brand's past successful experience in research, design, marketing and service," said Guo Guoqing, a professor with the School of Business, Renmin University of China.     Xu Zhaohui, head of the Sichuan Provincial Department of Commerce, said the officials will "strive to serve the transaction", which is expected to close in the third quarter of this year and is subjected to customary closing conditions and regulatory approvals.     In recent years, there have been several headline purchases of foreign auto brands by Chinese enterprises. In the first quarter, almost 2.68 million vehicles were sold in China, which marked a 3.88 percent increase year on year.     However, not all foreign auto brands revived under Chinese management. In February, a Seoul court granted Ssangyong Motor bankruptcy protection. SAIC was deprived of management control despite its 51 percent ownership.     "Declining asset prices amid the financial crisis do not always mean a good bargain for the buyer," said Zhang Zhiyong, the chief adviser on auto market with Mingyuan Consultancy in Beijing, "a Chinese automaker should choose a foreign brand with conforming strategy and similar culture for possible acquisition."     The fuel-hungry brawny Hummer also pose new challenges for Tengzhong to control cost and boost competitiveness after takeover. The Bank of China Guangdong branch transacted yuan cross-border settlement totaling 7.96 million yuan (1.17 million U.S. dollars) Tuesday.     "Guangdong Province has a large economic scale and is highly dependent on foreign trade. Yuan cross-border settlement could help enterprises avert exchange rate risks and reduce costs," said Cao Licong, deputy governor of the BOC Guangdong branch.     "The service is favored by enterprises and will be promising in the future," said Hu Ye, deputy governor of the ICBC Guangdong branch.     China launched its first yuan cross-border settlement Monday.     China's State Council, or Cabinet, announced in April a pilot program to allow exporters and importers in Shanghai, and southern Guangzhou, Shenzhen, Zhuhai and Dongguan cities to settle cross-border trade deals in Renminbi (RMB), or yuan.     China last week issued detailed regulations for the pilot program for cross-border trade settled in yuan. The rules specified how to make transactions using yuan to settle trade with Hong Kong and Macao and regional trade partners.

BEIJING, May 21 (Xinhua) -- Chinese Premier Wen Jiabao attended the 11th China-EU summit with European leaders in Prague on Wednesday, focusing on bilateral strategic partnership, the global financial crisis and climate change.     The two sides reached a number of consensus at the summit which will play an active role in promoting a sustainable development of bilateral relations in an in-depth and all-around way.     Premier Wen stayed in Prague for a mere of five hours, but needed a 20-hour flight to go forth and back, indicating his sincerity, responsibility and confidence in meeting with the EU leaders.     Sincerity, responsibility and confidence are crucial in pushing forward the comprehensive China-EU strategic partnership, which is the experience drawn from the past and the need of reality.     Under the complex international political and economic situation, the China-EU relations have gone beyond the bilateral scope and bears more international significance.     China and the EU enjoy a solid basis in continuing cooperation and meeting challenges jointly.     Up to now, the two sides have set up more than 50 consultation and dialogue mechanisms covering political, trade, scientific, energy and environmental areas.     It is not worthy that the China-EU trade volume exceeded 425 billion U.S. dollars in 2008 in face of global slump, representing a 19.5-percent growth over the previous year.     At a time when the raging financial storm hit the world, the major tune for bilateral ties should be mutual support.     Just as what EU Commission President Jose Barroso described, China is a "crucial partner" in international efforts to counter global challenges, such as the economic and financial crisis and climate change.     Challenge also generates opportunities while posing danger to the world. It also signals Beijing's confidence to jointly tackle the global financial crisis with EU partners.     As the world's largest developing country and the largest bloc of developed nations respectively, China and EU need to develop steadily by clearing obstacles first, thanks to the fact that both sides enjoy huge potential and broad prospects for further cooperation.     EU should recognize China's market economy status as soon as possible, loosen its control over export restrictions on high-techproducts and lift its arms embargo to China, measures which will be conducive to nurturing new growth engines for trade and economic cooperation and expanding fields of cooperation.     Since the first China-EU summit in 1998, the international political and economic situation has experienced profound changes. JINAN, May 2 (Xinhua) -- Thirteen people were confirmed dead and two others fatally injured in a fireworks explosion Saturday afternoon in east China's Shandong Province. The explosion took place at an unlicensed fireworks processing factory in Yangzhuangzi Village of Qingyun Township, Qingyun County, at 1:30 p.m. Three rooms owned by villager Yang Ziye were toppled, according to the Qingyun county government. BEIJING, May 9 (Xinhua) -- The nearly 10 billion yuan donation from the Communist Party of China (CPC) members would all be used for the reconstruction of China's quake zones, the Organization Department of the CPC Central Committee said Saturday.     As one of the relief efforts after an 8.0-magnitude earthquake battered southwestern China on May 12 last year, some 45.5 million CPC members donated 9.73 billion yuan (1.43 billion U.S. dollars) as "special membership fees" for the quake victims.     So far, nearly 90 percent of the fund had been allocated to the quake regions, and the rest would also be appropriated according to procedures, the department said in a statement.     The money was spent on rebuilding schools and subsidizing survivors among others, it said

JOHANNESBURG, April 22 (Xinhua) -- South Africa's progress of the fourth democratic elections proceeded smoothly and orderly despite the cold weather.     Cheerful voters braved a cold snap in South Africa's most fluid and unpredictable post-apartheid elections on Wednesday, with KwaZulu-Natal province the only to report major problems.     It had received reports that 19,121 of the 19,726 voting stations opened on time, the South African Independent Electoral Commission (IEC) said.     IEC Chief Electoral Officer Pansy Tlakula said most of those which did not open were temporary stations affected by problems like the weather. It means there is a lack of control. It sends a bad signal," he said.     The IEC said about 23 million registered voters, including more than 16,000 overseas voters, would vote to elect a new National Assembly and nine Provincial Legislatures in April 22 elections.
