WASHINGTON - Senior officials from the United States and China are scheduled to hold a twice-yearly dialogue in Washington this week on bilateral and multilateral issues, AFP reported Monday, citing a statement by the US State Department. CHANGSHA -- Central China's Hunan Province said it has taken effective measures to prevent epidemics after about 2 billion rats chomped their way through cropland around the Dongting Lake, the country's second largest freshwater lake. "It's not possible for rodent-borne diseases to break out in the lake area," said Chen Xiaochun, vice director of the provincial health department. Local health authorities have been watching closely over the rodent situation after the rats fled their flooded island homes and invaded 22 counties around the Dongting Lake last week, he told a press conference on Wednesday. Results of their observation are reported daily to the provincial health department and the public, he said. Meanwhile, local health and disease prevention and control authorities have intensified management of raticide and pesticide, for fear they might contaminate food and water, Chen added. No human infection of any rat-borne disease has been reported in the central Chinese province since 1944. The provincial government also ruled out widespread suspicions that rats flooded the area because one of their natural enemies -- snakes -- had been served at dinner tables. "The Dongting Lake area is not an ideal habitat for snakes," said Deng Sanlong, a top forestry official in the province, "and the only two species that inhabitate the region feed largely on fish and frogs." He said the top enemy of the rats are hawks that spend winter in the wetland around the lake but fly away in spring. China's Ministry of Agriculture and the Hunan provincial government have allocated 900,000 yuan in total to eradicate the rats.

Chinese officials said water quality was improving in the country's third-largest lake, choked by a polluted slick of algae, but experts warned that tap water in the area was still not safe, state media reported on Saturday. Taihu Lake, in the southern province of Jiangsu, has been struck by a foul-smelling canopy of algae that left tap water undrinkable for more than 2.3 million residents of nearby Wuxi and prompted a run on bottled water at local supermarkets. Residents said the government was telling them it was safe to drink boiled water, but complained that it still had an unappealing green film on top. Environment experts said it was unlikely to be fit to drink. "Although quality of the water supply has improved significantly on Friday and now it is safe for washing hands or clothes, it still takes some time to become drinkable," the Zhang Xiaojian, an environment specialist at Tsinghua University in Beijing said. Algae blooms can develop in water that is rich in nutrients, often because of run-off from heavy fertiliser use, industrial waste and untreated sewage. Officials have invoked emergency measures, diverting the Yangtze river and seeding clouds to provoke rainfall, to try to flush out the algae. Heavy rainfall is also expected in the area in the next few days. Residents of Wuxi said the algae, which they said smelt like rotten meat, was driving a roaring trade at McDonald's and KFC fast-food outlets in the city. "Here they fry food," said a company manager named Zhao as he queued at KFC. "I can't eat dumplings or noodles because they would be cooked in water and it's too expensive to use bottled water."

SHENZHEN: Efforts to explain and publicize the new Labor Contract Law have thwarted many attempts to dodge the provisions included in it, but violations still occur, an official of a worker's union said Wednesday."We have been keeping an eye out for any abnormal redundancies and it appears the situation is improving," Xie Liangmin, sub-chief of the legal affairs department of the All China Federation of Trade Unions, said during a visit to this southern city.However, a company in Guangdong Province was recently found to have fired a group of contract workers and then rehired them through a manpower services company, Xie said."All attempts by companies to evade their responsibility to take care of their employees will be punished after the detailed regulations of the Labor Contract Law are issued," he said.The federation is working closely with the authorities to draw up detailed regulations, the release of which is likely to be postponed until the first quarter of next year, Xie said.Although the federation has publicly criticized two companies - IT equipment manufacturer Huawei Technology and retail giant Wal-Mart - for attempting to dodge some parts of the law before it takes effect on January 1, no punishments have been handed down.Dong Ping, an official with the Ministry of Labor and Social Security, called on companies to come to terms with the legislation."The law provides an opportunity for companies to develop harmonious and stable working relationships with their employees within a more competitive environment.
