BEIJING, Dec. 1 (Xinhua) -- Diplomats from the European Union (EU) member states on Tuesday spoke highly of China's recent promise on its greenhouse gas emissions reduction.     "We welcome that national objective of China," EU ambassador to China Serge Abou said at a press conference in response to related questions.     China, as the biggest developing nation, set a good example for the international efforts in emissions reduction, he noted.     China announced on Nov. 26 that it would reduce the intensity of its carbon dioxide emissions per GDP unit in 2020 by 40 to 45 percent from the 2005 level.     Swedish Ambassador to China Mikael Lindstrom, whose country currently holds the rotating EU presidency, told Xinhua that he and his country "have a lot of respect for the series of efforts" that china has made.     "The climate change is really a serious global crisis, we cannot fall into a zero-sum game," he said, noting that "we hope it will be win-win, but if we don't do anything it will be lose-lose".     As the hosting nation of the Copenhagen climate change conference, Denmark's diplomat Soren Jacobsen welcomed Chinese Premier Wen Jiabao's attendance to the upcoming meeting.     China's announcement of its emissions cut promise "is positive", said Soren Jacobsen, Deputy Head of Mission and Minister Counsellor of the Danish embassy to China.     Jacobsen hoped that an agreement would be reached at Copenhagen.     The diplomats from EU's all member states gathered here at the press conference to mark that the Treaty of Lisbon came into effect on Dec. 1.     As stipulated in the Treaty, the Delegation of the European Commission to China was renamed the Delegation of the European Union to China on Tuesday.

TOKYO, Nov. 19 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi met with Japanese counterpart Katsuya Okada Thursday evening to discuss bilateral ties as well as international and regional issues of common concern.     Yang said after the new government was formed after the Aug. 30general election of Japan, leaders of the two countries have met under many circumstances to reach important consensus on strengthening strategic mutual beneficial relations. The bilateral ties are embracing fresh opportunities of development and a main purpose of his visit is to discuss with the Japanese side how to further improve the relations.     Yang said the two countries should maintain high-level mutual visits and economic dialogues to deepen cooperation. On issues where divergences still remain, the two countries should seek solutions on the basis of dialogue and consultation.     Yang also suggested Japan and China should work to ensure the peace and stability of East Asia, which includes measures to bring Democratic People's Republic of Korea back to six-party talks and denuclearize the Korean Peninsula. They also discussed issues such as climate change.     Okada also believed Japan and China should increase communication in all areas to enhance the mutually beneficial bilateral ties.     Yang also met with Speaker of the House of Representatives Takahiro Yokomichi and President of the House of Councillors Satsuki Eda on Thursday.     Yang told the Speakers of Lower and Upper Houses that the Shanghai Expo, which is to open next May, is a good channel of friendly communication between China and the rest of the world. China appreciated the assistance provided by the Japanese Diet to the preparation of the Expo and will continue to work with Japan to enhance cultural and personnel communication between the two countries.     The Japanese Speakers of the Diet said China and Japan should not only closely cooperate on bilateral issues, but also work together to settle regional, international and global issues. They emphasized communication between the legislation bodies are important and the Japanese Diet will exert every effort to boost bilateral ties. They also said Japan is actively preparing for the participation of Shanghai Expo and believed the Expo will be a success.     Chinese Ambassador to Japan Cui Tiankai was present during the meetings.     Yang's four-day visit to Japan, which started here Thursday, is the first since the country saw a change of government in September.

BEIJING, Nov. 17 (Xinhua) -- China and the United States will more vigorously promote cultural exchanges between the two nations and their people, and send more students to each other's country to study, a joint statement said here on Tuesday.     "The two sides noted the importance of people-to-people and cultural exchanges in fostering closer China-U.S. bilateral relations and therefore agreed in principle to establish a new bilateral mechanism to facilitate these exchanges," the statement said.     In recent years, the number of students studying in each other's country keeps rising. Currently there are nearly 100,000 Chinese students studying in the United States.     "The U.S. will receive more Chinese students and facilitate visa issuance for them," the statement said.     In China, there are about 20,000 American students studying. The United States will launch a new initiative to encourage more American students to study in China. "Over the coming four years, the U.S. will send 100,000 students to China, and the Chinese side welcomed this decision," it said.     China and the U.S. agreed to expedite negotiations to renew in 2010 a cultural exchange accord, and jointly hold the Second China-U.S. Cultural Forum in the United States at an appropriate time, the statement added. 

BEIJING, Dec. 24 (Xinhua) -- A report on the building of rural social security system was submitted Thursday to the ongoing session of the National People's Congress (NPC), China's top legislature, for deliberation.     Sun Wensheng, vice chairman of the NPC Agriculture and Rural Affairs Committee, said steady progress had been made in the development of rural social security system when delivering the report at the session of the NPC Standing Committee.     A total of 833 million rural residents, or 94 percent of the rural population, have joined the rural cooperative medical care system, up 2.5 percentage points from the beginning of this year, according to the report.     The rural cooperative medical care system, a government initiative implemented in 2005 that intended to make health services more affordable for the rural poor, had alleviated illness-caused poverty among farmers, it said.     The report said 320 counties, or 11.6 percent of the country's total, had been or would be approved to try a new rural social pension insurance system, which would benefit more than 15 million rural residents.     Under the pension system, senior rural residents will receive a monthly ole-age pension of varying amounts, which will be set by government according to the local income standards.     However, some local governments were financially challenged to implement the rural social security programs and only a relatively small percentage of migrant farmer workers were covered, Sun said.     The report was the result of a nearly four-month investigation conducted by the NPC Agriculture and Rural Affairs Committee.     Initiated in September, the investigation covered 17 provinces, municipalities and autonomous regions.

BEIJING, Dec. 29 (Xinhua) -- Chinese Vice Premier Li Keqiang has stressed that more efforts should be made to improve the people's livelihood while promoting economic growth.     Li made the remarks during a recent visit to north China's Shanxi Province, where he chatted with village cadres and laid-off workers. He said it is an important duty for the Party and government to solve the basic livelihood problems of the people.     The goal of the nation's economic growth is to improve the people's well-being, he said. TAIPEI, Oct. 25 (Xinhua) -- Taiwan leader Ma Ying-jeou on Sunday called for both sides across the Taiwan Strait to resolve hatred through communication and negotiation and make peace an eternity.     Ma made the remarks in a ceremony to unveil a memorial square, which was constructed on the site of the Kuningtou battle in Kinmen of Taiwan, according to local media reports.     Troops of the Communist Party of China and the Kuomintang had fierce fightings and suffered heavy losses at the site on Oct. 25,1949, the year when the People's Republic of China was founded.     Battlefield should be turned into a square of peace, opposition should be replaced by reconciliation, and war by peace, Ma said.     Ma called for efforts to find a way that is acceptable for both sides to settle cross-Strait issues.

Nathan.     It is the first time for President Hu Jintao to pay state visits to Malaysia and Singapore as president of China, and it is also the first time in 15 years for a Chinese President to visit the two countries, said Assistant Foreign Minister Hu Zhengyue at a news briefing.     During his stay in Malaysia, Hu will hold talks with Supreme Head of State Mizan and meet with Prime Minister Najib Tun Razak.     "President Hu's visit to Malaysia will surely further deepen strategic cooperation between the two nations and advance bilateral ties," said the assistant foreign minister.     While in Singapore, he will hold talks with President Nathan and meet with Prime Minister Lee Hsien Loong, Minister Mentor Lee Kuan Yew and Senior Minister Goh Chok Tong.     President Hu will exchange views with Singaporean leaders on deepening mutually beneficial and cooperative ties, and discuss international and regional issues of common concern," said the assistant foreign minister.     Vice Minister of the Ministry of Commerce Yi Xiaozhun said China and the two countries had good economic and trade relations and were each other's important trade partners.     In Malaysia, the two sides will sign economic and trade cooperative documents to push forward joint projects in the infrastructure area.     While in Singapore, leaders of both nations will discuss on how to promote bilateral trade and investment, advance major cooperative projects and enhance cooperation within the framework of regional and international trade.     "We believe that President Hu's visit will surely expand the scale of economic and trade cooperation between China and the two countries, and promote the sustained and stable development of bilateral relations, " Yi said.

BEIJING, Nov. 16 (Xinhua) -- Xiao Wu, now a student at Oxford University, recalls her life in Britain started off with "depression" six years ago in a renowned board school.     Fresh from China, the reality of the new country failed to meet her expectations.     "I was disappointed to find many of my British classmates just spent plenty of time on parties, instead of study," Xiao Wu says, a straight-A student in China, who struck her teachers and peers as "extraordinarily diligent."     It has taken her long to come to terms with the fact that British students just could be academically excellent as well without "excess hardworking" that was often held dear by their Chinese peers, she says.     "It seems that they could better balance school work and entertainment than most of us," she says.     But for younger Chinese, such culture shock is much less likely as they increasingly share a common international culture and make friends abroad.     Ding Kaiyan, 15, recalls making friends with Ayumi Saito during the latter's school excursion in China in August, 2008.     "We are both veteran players of Popcart (a popular racing game designed in South Korea), fans of NEWS (a Japanese boy band), and lovers of literature," she says. "Although I had not fully mastered Japanese, we hit it off at our first meeting."     One year later, Ding called on Ayumi Saito in Japan's Toyama Prefecture. Before her trip, Ding had glimpsed Japanese pop culture and customs through her Japanese teacher, Matsushita Hiroshi, and on the Internet.     Ding is one of dozens of students at the Northeast Yucai School, in the northeastern Liaoning Province, who have traveled to Japan to meet children their own age over the past six years.     "Globalization is a buzzword for scholars, but for children it just means how they live their lives," said Professor Shi Jinghuan, executive dean of the Institute of Education of the Tsinghua University.     Their favorite foods, clothes and pop stars and cartoon characters can come from any corner of the world, and many of them start to speak English at kindergarten, she says. "That may explain how they develop familiarity.     "The media, especially the Internet, have presented children all over the world with a colorful global village, and brought them closer," she says. "As long as you want to know, the information is at your fingertips."     Shi Junhao, 10, a fifth-grader at Beijing Fangcaodi International School, has just finished a six-week school trip to the U.K. with eight other students.     He made friends with Oliver after establishing that they shared a lot in common. "We were partners on the basketball court, and we both like U.S. President Obama," he says.     In the past four years, about 400 students from Fangcaodi International School have traveled abroad and more than 3,000 others had contact with foreign peers, says Yang Yuan, a teacher at the school. "Our children have shown strong interest in knowing more about the rest of the world."     "For toddlers, smiles and eye contact are enough to initiate friendship," says Cindy Li, a teacher at the SMIC School and Kindergarten in Shanghai, which has 1,800 students from 22 countries and regions, and about 100 foreign teachers.     Respect for other cultures and smashing stereotypes are crucial steps for nurturing open minds in children, says Professor Shi Jinghuan.     Understanding, respect and tolerance can cement friendships between children from all ethnic groups, says Shi.     "Children should know that being different isn't bad."
