ADDIS ABABA, Nov. 10 (Xinhua) -- China's top legislator Wu Bangguo said here on Monday that his country attaches great importance to its development of relations with Ethiopia.     "My current visit to Ethiopia is aimed at bringing the existing all-round cooperative partnership to a new level and injecting new life into the traditional friendship between the two sides," said Wu Bangguo, chairman of the Standing Committee of China's National People's Congress (NPC). Ethiopia is the third leg of his two-week-long visit to Africa.     For his part, Ethiopian President Girma said his country is satisfied with the better relations with China.     The president said he is very happy with China's decision to set up an agricultural technology demonstration center in Ethiopia.     He believed the demonstration center is conducive to furthering the agricultural cooperation between Ethiopia and China, improving Ethiopia's agricultural development level and helping the country's efforts to reduce poverty.     During the talks, Wu appreciated Ethiopia's commitment to the one-China policy. Wu pledged that China will speed up the construction of the demonstration center, which helps deepen the realistic cooperation in areas like farming.

BEIJING, Dec. 21 (Xinhua) -- The Chinese government was taking such measures as deferring payment of social security funds in its latest efforts to reduce burdens of companies nationwide and foster stable employment situation, officials said here on Sunday.     In a notice jointly issued by the Ministry of Human Resources and Social Security (MHRSS), Ministry of Finance and State Administration of Taxation, troubled enterprises will be allowed to delay payment of social security funds in 2009 with the deferment period less than six months, MHRSS officials said.     Companies which are unable to pay social security funds are eligible to delay payment after authorization from the provincial governments, it said. No overdue fine will be imposed on these companies.     The notice also said the insurance rates for medical, work injury, unemployment and maternity will be allowed to temporarily cut back next year in some regions after authorization from the provincial governments. The pension insurance rate, however, should not be lowered.     China's social security system is made up of five parts: pension insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance.     The notice also encouraged troubled companies to conduct in-company training for employees and to apply necessary financial support from local governments.     In addition, troubled enterprises which refuse to lay off workers or dismiss fewer workers will be allowed to use unemployment insurance funds to pay social security subsidies, it said.

BEIJING, Nov. 15 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday outlined a series of proposals for local governments to support small and medium-sized enterprises (SMEs).     Touring SMEs in the southern province of Guangdong, Wen said SMEs would play a crucial role in promoting economic growth, increasing fiscal revenue, providing jobs and maintaining social stability. BEIJING, Nov. 29 (Xinhua) -- Senior military officials of China and Myanmar agreed on Saturday to strengthen the relations of the two countries and armed forces in an all-around way.     The two countries should enhance military and state-to-state exchanges to promote regional peace, stability and prosperity, said Chen Bingde, chief of the General Staff of the Chinese People's Liberation Army (PLA), while meeting his Myanmar's counterpart Shwe Mann.     Chen said the two sides have maintained cooperation in various fields, and witnessed smooth development in their military ties.     He hailed the firm support to each other in terms of national development and international affairs, especially those touching on the core interests of both nations.     As good neighbors since ancient times, China and Myanmar have helped each other to fight external aggression and to struggle for respective national independence and liberation in modern history, Chen said.     Shwe Mann, also member of the ruling Myanmar State Peace and Development Council (SPDC), agreed to strengthen bilateral ties in an all-around way.     He expressed appreciation for China's long-term support to Myanmar and reaffirmed Myanmar's adherence to the one-China policy.

BEIJING, Oct. 23 (Xinhua) -- China voiced its strong dissatisfaction and stern opposition to an award from the European Union (EU) to a Chinese criminal.     "We express strong dissatisfaction and stern opposition (to the award)," Chinese Foreign Ministry spokesman Qin Gang said in a written statement in response to the award on Thursday evening.     The European Parliament (EP), a supervisory and consultative organ of the EU, announced on Thursday it would select Hu for the Sakharov Prize.     On April 3, Hu was sentenced by the Beijing No. 1 Intermediate People's Court to 3.5 years imprisonment, with one year's deprivation of political rights.     The verdict said Hu, an unemployed father aged 34 and the holder of a college degree, libeled the Chinese political and social systems, and instigated subversion of the state, which is a crime under Chinese law.     "Hu is a convicted criminal who is now in jail for subverting the state", Qin said, noting the award to Hu, in disguise of "protecting the human rights," is fabricating facts and confusing truth and has fully exposed its political attempt to interfere in China's internal affairs and infringe upon the country's judicial sovereignty.     "The fact has already proved and will continue to prove that such an act can neither change the fact of China's social development, nor deceive the European people," Qin said.

BEIJING, Dec. 27 (Xinhua) -- "Our confidence to face the global financial crisis should rely on science, knowledge and talented people," Chinese Premier Wen Jiabao said Saturday.     He made the remark during a visit to Beijing-based Zhongguancun Science Park, known as China's Silicon Valley.     "I'm here to consult you on how to let science and technology play a good role for us to not only handle the current difficulties but lay a foundation for long-run development," said the premier. BEIJING, Oct. 19 (Xinhua) -- China will adopt a flexible and prudent macro-control policy to keep a stable and rapid economic development in the current fourth quarter, according to the State Council here on Sunday.     Related financial, credit and foreign trade measures will be carried out in the near future in response to the slowing trend of the country's economic growth and the continuous fluctuation in the domestic capital market amid the ongoing global financial crisis, according to a State Council meeting presided over by Premier Wen Jiabao on Sunday.     Agriculture continued to be a priority, with multiple support policies to come following the Communist Party of China Central Committee's decision to strengthen rural development this week.     To boost development of small- and medium-sized enterprises, the government planned to widen their investment channels by further encouraging financial institutions to give out more loans. Companies would also get more fiscal support for technology innovation.     In addition, the country would reinforce national investment in areas such as the southwest quake-zone reconstruction, infrastructure development and social welfare system, among others.     With regard to the foreign trade sector, the State Council, China's Cabinet, decided to increase imports of goods of domestic need and support the country's exports so as to realize the balance of international payments.     "We will further raise the export rebate of labour-intensive products such as garments and textiles, as well as mechanical and electrical products with high-added value," the council said.     In addition, the country's top administrative body would still keep a cautious eye on price increases with a focus on agricultural and energy related goods.     The advent of September's tainted milk scandal had also prompted the central government to pay closer attention to food safety in the fourth quarter. BEIJING, Oct. 15 (Xinhua) -- China and Pakistan on Wednesday signed more than 10 deals ranging from trade and minerals to agriculture and satellites.     The package of agreements came out of a two-hour summit at Beijing's Great Hall of the People as China rolled out the red carpet for Pakistan President Asif Ali Zardari, who is on his first state visit to the country since taking office in September. Zardari was welcomed by President Hu Jintao and received a 21-gun military salute at the Tian'anmen Square, festooned with the national flags of China and Pakistan.     During the meeting, Hu reviewed the close bilateral ties, particularly the days of the Bhutto family.     "Your entire family are old friends of the Chinese people," Hu told Zardari. "We will never forget the outstanding contribution Benazir Bhutto and Zulfikar Ali Bhutto had made to boosting ties with China." "China and Pakistan should vigorously boost border trade so as to bring more substantive benefits to their citizens."     Zardari said the two should carry out big projects and work more closely in infrastructure, transport, environmental protection and finance, among others.     The two leaders agreed to step up people-to-people exchanges and cooperation in culture, education, health and journalism.     Hu thanked Pakistan for its support on issues concerning Taiwan and Tibet. He also appreciated Pakistani efforts in backing Beijing's hosting of the Olympic Games.     Zardari reaffirmed Pakistan's adherence to the one-China policy and support of China's peaceful reunification,     They also agreed on enhancing coordination and collaboration on international and regional issues, cooperating on addressing global challenges and ensuring peace, stability and development in the world.     As part of his four-day trip, Zardari is also scheduled to meet with other Chinese leaders, including top legislator Wu Bangguo, Premier Wen Jiabao and top advisor Jia Qinglin on Thursday.
