UNITED NATIONS, Nov. 14 (Xinhua) -- China called on the international community here on Friday to honor its commitment of aid to Iraq so as to help speed up its process of reconstruction and development.     La Yuefan, minister counselor from the Chinese mission to the United Nations, said at the Security Council meeting on the situation concerning Iraq that for progress in security and political fields to be effectively consolidated, economic and social reconstruction must also move ahead.     In this regard, "we call upon the international community to truly honor its commitment of aid to Iraq by helping Iraq speed up its process of reconstruction and development," La said, adding that China supports the meeting of foreign ministers of neighboring countries and other mechanisms playing a bigger role.     China also hopes that the Iraqi government will continue to lead all factions to agree on the common vision for the future of the country by placing national interests above everything else and strengthening dialogue and unity, La said.     "We encourage UNAMI (the United Nations Assistance Mission for Iraq) to continue its positive role in this regard. We believe it is essential to promote political dialogue and national reconciliation of Iraq in order to consolidate the progress already achieved in various fields," the Chinese diplomat said.     Noting that right now the process of peace and recovery in Iraqis at a critical juncture, La said China welcomes the continuous progress achieved by Iraq in the political, security and recovery fields.     However, he pointed out that the overall security situation in Iraq remained fragile.     "We are especially concerned about the large number of civilian casualties caused by military operations and violent attacks," La said.     "We call once again upon the parties concerned to do everything possible to avoid civilian casualties while carrying out military operations," he said.

BRUSSELS, Jan. 29 (Xinhua) -- Chinese Premier Wen Jiabao arrived in Brussels on Thursday evening for an official visit to the European Union (EU) headquarters.     The premier was welcomed at the Brussels international airport by European Commission officials, Belgian Foreign Ministry officials, officials of the Chinese mission to the EU and the Chinese embassy in Belgium, as well as Chinese students studying in Belgium.     In a written statement distributed to the press upon his arrival, Wen said the world is undergoing profound changes with a volatile international situation, more regional conflicts and a spreading financial crisis.     In this context, to enhance dialogue, promote consultations and deepen cooperation is in the interests of both China and the EU, and in line with the trend of the times, which is for peace, stability and development, he said.     Wen said he is looking forward to having frank and in-depth exchange of views with EU leaders on China-EU relations, on how to jointly deal with the global financial crisis, and on other international and regional issues of common concern.     "I hope and believe that this visit, as an important trip of confidence, will enhance the confidence of China and the EU in their future relations and in practical and mutually beneficial cooperation. BEIJING, Oct. 16 (Xinhua) -- China on Thursday extended sympathy over a Japanese consumer's sickness caused by eating China-made frozen green beans.     "We hope she will recover soon," Foreign Ministry spokesman Qin Gang told a regular press conference when asked to comment on this case.     The Chinese government valued product quality and food safety, and attached great importance to this case, he noted.     According to Japanese media, a woman fell ill after eating the beans produced by a company in Yantai, a coastal city of east China's Shandong Province. The woman experienced numbness in her mouth after eating the beans on Sunday.     Japanese health authorities reportedly said they had detected 6,900 parts per million of organophosphate pesticide dichlorvos in the beans, or 34,500 times the maximum level the government allows for imports. No dichlorvos were found in other packaged beans.     Informed of this case, China immediately contacted with the Japanese embassy to China to size up situation, China's quality inspection authorities immediately went to Yantai to conduct investigation in the company, and local governments also set up a special group to assist the investigation, according to Qin.     Now the investigation is well under way, he noted.     According to the current result of the tests, the company's production facilities were normal, all production records were in order, and no hidden trouble was found in quality or safety, Qin said.     The management of the company conformed to the standards, he noted.     Moreover, this batch of products exported to Japan had passed tests before exportation and no pesticide residue, such as the dichlorvos or methamidophos, was detected.     Qin said the Chinese quality inspection department Wednesday once again tested the retention samples of the exported beans and found no pesticide residues.     He said the Chinese side has reported the initial investigation results to the Japanese side and made arrangement for the officials with the Japanese embassy to visit Yantai on Thursday tofind out relevant situation.     Qin also disclosed some information provided by the Japanese side which said relevant Japanese organization only found residue of dichlorvos in one bag of beans but found no such pesticide residues in other products of the same batch.     He said he has noted that the Japanese police and media recently both believed there is little possibility that the beans were polluted during the producing process, and that the case might not be a food safety incident but a man-made poisoning case.     The Japanese police has placed the case on file for investigation, he added.     He stressed that the Chinese government is ready to keep close contacts and cooperation with the Japanese side to find out the truth as soon as possible.

TAIPEI, Jan. 24 (Xinhua) -- The panda pair given by the Chinese mainland to Taiwan made their debut at the Taipei Zoo Saturday evening, meeting a select group of visitors including Taiwan leader Ma Ying-jeou and Kuomintang Honorary Chairman Lien Chan.     "It's an honor for Taiwan to breed the two pandas, as there are only about 1,600 pandas in the world," said Ma, at the ceremony to inaugurate the new enclosure for the pandas.     About 500 orphans and children from poor families were invited by the city government to be the first visitors to the panda pair.     "It's a time for family reunions at Spring Festival, but some children have lost their families and others cannot afford to go to the zoo. BEIJING, Oct. 19 (Xinhua) -- The Communist Party of China (CPC) issued a policy document on Sunday urging the improved social welfare enjoyed by the country's 900 million rural population.     The Decision on Major Issues Concerning the Advancement of Rural Reform and Development was approved by the CPC Central Committee on Oct. 12 in a plenary session.     RURAL CULTURE AND EDUCATION     The document urged for further cultural development in the country's rural areas, quoting that "rural cultural development is of great importance to building a new socialist countryside."     It demanded TV, radio and movies be more accessible in the rural areas, and more community cultural centers to be set up in the villages along with countryside libraries.     Cultural products based on rural lives and activities, which the farmers are willing to participate and have easy access to should be encouraged, the document said.     It urged urban organizations to go to the countryside to spread scientific and literacy knowledge and offer medical services to farmers, and help them break away from superstitions and build a harmonious society that advocated gender equality and honesty. Local farmers work in the fields in Wenxian County of Longnan City, northwest China's Gansu Province, on Oct. 19, 2008. Reconstruction on agriculture is accelerated in Longnan, the province's most suffered area in the May 12 earthquake that devastated China's southwest and northwest regions    The document also said efforts must be made to improve the education level in rural areas, especially for the left-behind children, those whose parents are both working in the cities, and children from economically-challenged families.     Professional trainings should be provided in townships to train farmers, while college students were encouraged to go the countryside to work.     Quality of teachers in the rural areas would be improved, along with their salaries and working conditions, the document said.     SOCIAL WELFARE AND RURAL INFRASTRUCTURE     In addition, efforts must be made to ensure all farmers can enjoy basic medicare service by sticking to the rural cooperative medical system, the document said.     It demanded every county and township should have its own medical institution, while villages in the rural areas were also encouraged to set up medical stations to provide "safe and inexpensive medical service" to farmers.     Endemic diseases, infectious diseases and disease that affects both human beings and livestock must be closely guarded against, with the focus on prevention of such illness.     The one-child policy must be adhered to in the countryside to retain a low birth rate in the rural areas, and to deal with a disproportional sex ratio, the document said.     It also demanded to accelerate the construction of a comprehensive social welfare system in the countryside.     A new old age insurance system in the rural areas should be established in the countryside with the premiums paid by the beneficiaries and the collective and government subsidies. Authorities should find ways to incorporate the system with the urban old-age insurance system, it said.     In addition, the livelihood of farmers whose land had been requisitioned must be guaranteed before the requisition procedure, the document said.     The rural minimum living allowance system must be perfected with larger subsidies from the central and provincial budget, to cover all applicable with improved benefits.     Living standards of those who receive five guarantees, namely food, clothing, medical care, housing and burial expenses provided by local governments for their lack of relatives and working abilities, should be in accordance with the average living standards of the neighborhood, the document demanded.     It also urged to improve the relief system to help farmers affected by natural disasters and boost social welfare for the old, the handicapped, the poor and orphans.     Prevention of disability and rehabilitation for the disabled must also be strengthened in the countryside, the document said.     The document highlighted the importance of infrastructure construction in the rural areas.     The committee vowed to ensure villagers to have safe drinking water within five years and townships be connected by cement roads by the end of 2010.     Efforts should be made to develop renewable energy resources, including methane, wind and solar energy, it said, adding Internet service would be accessible for more farmers.     POVERTY REDUCTION AND DISASTER RELIEF     The committee pledged to provide more low-income farmers with financial aid and give more assistance to people in remote areas, revolutionary bases, ethnic minority regions and poverty-stricken places.     International cooperation should be enhanced to fight poverty in the countryside, it read.     To install an upgraded natural disaster forecasting system and raise farmers' awareness of emergency response and relief was also one of the document's high points.     The capacity of forecasting disastrous weather, ecological disasters and monitoring earthquakes should be strengthened and more needs to be done to promote farmers' disaster prevention and relief awareness, it said.     The paper also set the direction for public facility safety standards, saying schools and hospital buildings should all be safe and up to construction standards.     All-out efforts should be made to restore the agriculture work in the area struck by the May 12 Sichuan earthquake and more measures need to be adopted to heal and improve the ecological conditions in the quake-hit region, it noted.     HARMONIOUS SOCIETY IN THE COUNTRYSIDE     It also emphasized the importance of maintaining a "harmonious" and "stable" environment in the countryside.     More channels should be opened to solicit farmers' opinions and address their complaints and problems, said the paper, adding leaders should pay frequent visits to farmers and solve villagers' problems at the grassroot level.     The committee further underscored ethnic relations. The equal, united, mutually-aided and harmonious ethnic relations should be consolidated and developed, it said.     Interference with village affairs by any religious groups or clans would be objected; evil cults in villages were prohibited and any mafia-style force would incur severe crackdown, it said. BEIJING, Oct. 25 (Xinhua) -- The Seventh Asia-Europe Meeting (ASEM) issued a Chair's Statement here on Saturday, agreeing to issue the Beijing Declaration on Sustainable Development.     The statement said the leaders held extensive and in-depth discussions on issues of realizing the Millennium Development Goals (MDGs) as well as the sustainable development targets agreed in Johannesburg, strengthening energy security cooperation, jointly addressing the challenge of climate change, and environmental protection, including water resources, forests and air, and improving social cohesion under the framework of sustainable development.     Leaders stressed the importance of mid-term review of the MDGs, and underscored the need for ASEM members to further deepen international development cooperation to meet the IADGs, particularly the MDGs, in a timely manner.     Leaders expressed their support for strengthened international cooperation on climate change that could help assess impacts and vulnerabilities, build adaptive capacities, and support adaptation actions.     Leaders also emphasized the need for the sustainable management of forest and ocean as well as other territorial, coastal and marine ecosystems.     Leaders stressed the need to focus on development needs and environmental sustainability in the energy sector. They emphasized the need for Asia-Europe cooperation to ensure the availability of environmentally sound energy at a reasonable price to support economic growth and that the latest technology should be intended to increase energy efficiency.     Leaders recognized that the impact of globalization is increasingly being felt by the people of ASEM members, and share a common interest in strengthening the social dimension of globalization and improving social cohesion.     To this end, leaders unanimously agreed to issue the Beijing Declaration on Sustainable Development.     The Seventh Asia-Europe Meeting (ASEM 7) was held in Beijing on 24 and 25 October 2008. The Meeting was the first gathering of the leaders of 45 members of ASEM since its second round of enlargement.
