It is reported to be on the verge of acquiring Shenzhen Financial Leasing Co Ltd for 7 billion yuan, by taking a 90 percent stake.

BEIJING, March 21 (Xinhua)-- Personal computer giant Dell Inc. said Thursday that it will raise parts purchases from China by 27.8 percent this year, increasing its presence in the booming market.     Dell is to buy 23 billion U.S. dollars worth of computer components and other equipment from Chinese suppliers this year, compared with 18 billion U.S. dollars in 2007, said Michael Dell, chief executive officer of the PC giant, at a press conference.     However, Dell's Beijing representative office denied reports that the company was planning to buy 29 billion U.S. dollars of computer parts from China in 2009.     To secure a bigger share of the Chinese market, Dell broke with its Internet sales model and sealed a deal in September to sell PCs through the country's top electronics retailer, GOME Electrical Appliances.     Dell saw its PC shipments in China up 54 percent year-on-year in 2007.     The company plans to expand its retail outlets from 45 cities in 2007 to 1,200 by the end of the year.     China, where Dell ranks third in terms of market share, is one of the company's fastest growing markets, said Michael Dell.     Dell has two factories in Xiamen, a coastal city in southeastern Fujian Province, a design center in Shanghai and a customer contact center in Dalian, a northeast coastal city, with more than 6,000 employees in China.     Meanwhile, Dell estimates it will contribute more than 50 billion U.S. dollars to China's gross domestic product (GDP) this year, and provide about 2 million jobs.     Dell also said it would donate 1.7 million yuan (239,436 U.S. dollars) to build six education centers in China to teach computer skills to migrant workers' children.

The growth of the services sector should be accelerated and opened wider to private and foreign investors, the State Council has said. Market access for such sectors as telecommunications, railways and civil aviation - by far largely State-owned - will be increased and more competition encouraged to diversify investment, the Cabinet said in a document released yesterday. The country will establish an "open, fair and rule-based" market access system, according to the document, which urged local governments and departments to encourage foreign investment and improve the legal framework in the sector. Private investors are encouraged to "raise the proportion of non-State output in the national services industry". No domain should be off-limits as long as the law does not forbid the entry of non-State investors, the document said. The State Council said the services trade should be encouraged to change the foreign trade growth pattern, which comprises mainly exports of low-end manufactured goods. Some local governments were criticized for tilting toward heavy industries and ignoring the services sector, which made up 40.2 percent of China's gross domestic product (GDP) last year. It generally accounts for about 70 percent in developed economies.The sector is important for China as it makes efforts to change its economic growth pattern, reduce consumption of energy and resources and create jobs, the document said. Given those benefits, "developing the services sector is imperative for China," Liu Xiahui, an economist with the Chinese Academy of Social Sciences, told China Daily. "But for the moment, it still has to rely on the industrial sector to generate more tax revenues and achieve a high rate of economic growth." Liu said while the general services industry, such as the catering trade, has grown fast, many regions are not developed enough to accommodate high-end value-added services, such as finance. "We cannot ignore our economic reality." "But I do hope the country can make bigger strides in developing the services sector, which is in line with China's future needs," Liu added. As one of the steps, the State Council urged more input into sectors oriented toward people's livelihood, such as real estate, non-State nursing homes for the aged and culture. The cabinet put special emphasis on the services industry in rural areas, urging an increase in farmers' incomes and a relaxation of the urban household registration system.

NANJING: Jiangsu province will constantly focus on environmental protection while maintaining strong momentum in economic development in the next five years, acting governor Luo Zhijun said in his work report to the first session of the 11th provincial people's congress on Friday.The province witnessed fast economic growth in the past five years with gross domestic product (GDP) increasing at an annual average rate of 14.5 percent, one of the highest rates in the country, official figures showed.However, such economic development has had a negative impact on the environment, Luo said.Workers try to clean a major moat of algae in Suzhou, Jiangsu province, last July. The government is to increase the level of pensions and housing subsidies for poor families in a bid to bridge the widening income gap. A State Council meeting chaired by Premier Wen Jiabao on Wednesday pledged to increase pensions for more than 40 million retirees from State-owned enterprises over the next three years. The government has already raised their pensions in the past three years by an average of 8 percent a year. But the cabinet considers the present pension level "still quite low". It said the increases over the next three years would exceed the rises made between 2005 and 2007 to "further ease social tensions caused by the income gap". The move is aimed at helping retired senior technology professionals and those who now get a relatively low pension. The cabinet ordered local governments to make sure this year's pensions are paid by the end of the month. While pledging to regularize pension increases, the cabinet also called for the development of other forms of pension rather than solely relying on the budget. It mentioned commercial and enterprise-funded insurance schemes. The average pension of enterprise employees is about 750 yuan (0) per month - the minimum salary set for developed cities, including Beijing. "With my pension, I can just about make ends meet. Consumer prices have kept on rising in the first half of this year," a 72-year-old retiree said. The cabinet also endorsed a plan to provide affordable housing to urban low-income groups. The policy aims to provide rent subsidies or low-rent housing for those who cannot afford commercial housing in the cities. By pledging to set aside more funding and land for the construction and acquisition of such housing, the government hopes to provide low-rent housing for all low-income urban residents - not just the poorest - by the end of 2010. Beijing said last week it would impose or increase taxes on a range of metal exports in an effort to control shipments of high-energy products and ease its huge trade surplus. "You cannot expect to resolve the trade balance by simply curbing export patterns," Vice Commerce Minister Gao Hucheng said on the sidelines of a conference when asked about the changes. "These products make up a relatively small portion of exports. But the point is that this reflects changes in trade and economic growth, which will have advantages in the short term and even greater significance in the long term." The announcement of the tax changes came ahead of a "strategic economic dialogue" in Washington between high-level U.S. and Chinese officials at which China's huge trade surplus was a major bone of contention. But the high-level economic talks failed to ease trade rifts between the two economic giants, risking rising tensions ahead of the race for the U.S. presidency. Chinese Vice Premier Wu Yi and a delegation of ministers left the U.S. capital on Friday, after days of talks that made modest advances but were overshadowed by a lack of concrete progress on the key issue of China's currency. From June 1, China will impose a tax of between 5 and 10 percent on exports of over 80 types of steel products, a bone of contention with both the United States and Europe. Exports would not slow down much this year since most contracts had been signed already, but next year could see a big fall-off, said Li Xinchuang, vice-president of the China Metallurgical Industry and Research Institute.

CHONGQING -- A bus fire that killed 27 people in southwest China's Chongqing Municipality on Tuesday had been an arson attack, local police said on Wednesday.Xiao Yonghua, a former employee of the company that operates the ill-fated Yutong bus, hid gasoline in his baggage before he got on the bus that left Wansheng district for downtown Chongqing at around 5:00 pm on Tuesday, said Wang Yunsheng, deputy head of the municipal public security bureau.In less than 20 minutes, the bus carrying 38 people caught fire. The driver pulled over, and the panic-stricken passengers tried to flee. But the flames started in the front of the bus and blocked the exit.Twenty-seven were killed in the accident, including 17 men and 10 women, and the remaining 11 people were injured.One passenger, Zhang Dazhong, said he had to jump out of the window to survive but was injured on the head.Xiao, 50, was sitting with his wife, 38-year-old Zhang Xiaoya, in the first row on the left side of the bus, right behind the driver, said Wang.Both died in the fire.Lab work has confirmed the presence of gasoline traces on their seats.Until September 20, Xiao was deputy manager of the Wansheng branch of the Guanzhong Public Transport Company that owned the bus.He was suspended from his post because of family disputes, and was unhappy with the punishment, the company said.The Ministry of Public Security sent experts to join the investigation in Chongqing.Hospital sources said the 11 injured are out of danger.By 5:00 pm Wednesday, 26 of the dead have been identified by their families.
