ABU DHABI, Jan. 20 (Xinhua) -- The 2010 World Expo, slated for May 1 to Oct. 31 in the eastern Chinese city of Shanghai, will provide an opportunity for the United Arab Emirates (UAE) and China to enhance their mutual understanding, officials said Wednesday. The UAE is the first country to complete the "base-build" of its own pavilion at the Expo, with the exception of China's national pavilion, the state news agency WAM reported. The UAE pavilion will carry the Gulf nation's message to the people of China and many other countries, Saqr Ghobash, chairman of the National Media Council that is coordinating the project, was quoted as saying."We are particularly focused on the theme of Expo 2010 -- ' Better City Better Life' -- because we recognize that this resonates very deeply with the UAE's own experience," he said.Ghobash added that the UAE government and people have made huge strides towards creating a modern society that respects its past whilst embracing the present."We have much to share with our friends and partners in other countries. Expo 2010 provides an opportunity to do this and we are pleased to invite companies and organizations with commercial or other interests in China to participate with us in the six month long Expo 2010 in Shanghai," he said.Salem Al Ameri, commissioner general of the UAE pavilion, said there are still many opportunities for UAE companies to take advantage of the exposition."Whilst this is not a commercial exhibition in the usual sense of the word, it does offer many excellent opportunities for companies in the UAE and China to get to know each other better and to explore partnership or other opportunities. The UAE Pavilion offers a dedicated area for such exchanges and presentations," he said.

BEIJING, Feb. 10 (Xinhua) -- China has decided to draft new guidelines for poverty reduction through development for the next ten years, according to a statement of an executive meeting of the State Council held Wednesday. The meeting was chaired by Premier Wen Jiabao.Participants of the meeting heard a report on the implementation of China's Rural Poverty Alleviation and Development Program (2001-2010).The statement said that Chinese government has made great efforts to lift the rural poor out of poverty by development in the past decade and has met the United Nations Millennium Development Goal (MDG) to halve the the proportion of people living on less than one U.S.dollar a day "ahead of schedule".Other strides achieved by China are: noticeable improvement in the economic strength and infrastructure in impoverished regions, ecological degradation being brought under control, according to the statement. The country is also said to have made good progress in construction of a social security network, which has been extended to cover the nation's rural areas with the establishment of a minimum living standard system, the new rural cooperative medical system and the pilot old-age insurance system. The statement said China had been charged with an uphill task in poverty alleviation due to factors such as a large impoverished population, frequent threats of natural disasters, deep-rooted conflicts restraining the development of the poor areas. The poverty reduction departments were told to intensify the relief work by integrating the development of urban and rural areas, and uphold the policy of supporting the poor through economic development. The statement also called for great efforts in the forthcoming decade to ensure the rural per capita net income enjoying a higher growth than the national average.Efforts should also be made to gradually improve the health, the living standard, and capabilities of steady progress for the poor, said the statement.

CHICAGO, March 17 (Xinhua) -- A stronger RMB would not be a tonic for the U.S. economy or manufacturing and it would be a huge mistake to raise tariffs on imports from China to force a change in the yuan, says a U.S. trade expert on Tuesday.Daniel Griswold is director of the Center for Trade Policy Studies at the Cato Institute, a non-profit public policy research foundation headquartered in Washington, D.C. He is also the author of a new book, Mad about Trade: Why Main Street America Should Embrace Globalization. The trade expert told Xinhua during an exclusive interview, " China has been moving in the right direction since 2005 by allowing the currency to appreciate. Threats from the U.S. government actually make it more difficult for the Chinese government to resume appreciation because it would look as though Beijing was giving in to foreign pressure."Griswold pointed out that a stronger yuan would not be a tonic for the U.S. economy or manufacturing. "China would remain competitive in a broad range of manufactured products even if the yuan were 25 percent higher. The dollar depreciated sharply against the currencies of Canada and the Eruozone after 2002, yet our bilateral deficit with both those regions continued to grow," he added.New York Times' Nobel laureate economist, Paul Krugman, recommended in his latest column that the U.S. impose a 25 percent tariff on Chinese imports unless China appreciates its currency Renminbi. Griswold considers it a huge mistake to raise tariffs on imports from China to force a change in the yuan.Regarding President Barack Obama's new export push to double the U.S. export in the next five years, Griswold believes this goal will raise false expectations. He noted: "The goal will be difficult to realize. It hasn't been done since the 1970s, and that was driven in large part by inflation. It also depends on robust growth abroad, which is beyond the control of even this president. Faster export growth would be good for the U.S. economy, but it will not put much of a dent in high unemployment."When asked what the U.S. government should do to increase its export, the trade expert advised, "the single best policy to promote exports would be for the U.S. government to set a good example by resisting protectionism in our own market."He further explained, "U.S. companies are currently facing sanctions from Mexico, Brazil and other countries because we have failed to live up to our commitments in the WTO and the North American Free Trade Agreement. We are losing export opportunities abroad because Congress has failed to enact trade agreements with South Korea and Colombia, and the administration has failed to exercise leadership in WTO negotiations."In January the U.S. government data showed that the gap between what Americans sell abroad and what they import narrowed unexpectedly. While the usual crowd hailed it as an "improvement," Griswold believes that the numbers point to the slow growth of demand at home and abroad. He said: "We shouldn't read too much into the monthly trade numbers. The smaller-than-expected trade deficit in January could be a warning sign that the economic recovery remains sluggish. Exports were down, and imports down even further."When commenting on the U.S.-China trade relations, Griswold said, "U.S.-China relations remain fundamentally sound. Our commercial relationship is mutually beneficial and among the most important in the world."He further remarked, "American families benefit from affordable consumer products from China, while U.S. companies benefit from exports to China. And all Americans benefit from lower interest rates from Chinese investment in U.S. Treasury bonds." He noted that "the confrontational attitude of the Obama administration is driven almost entirely by domestic politics."Griswold's new book, Mad about Trade: Why Main Street America Should Embrace Globalization, is a spirited defense of free trade which tells the underreported story of how a more global U.S. economy has created better jobs and higher living standards for American workers.Since joining Cato in 1997, Mr. Griswold has authored major studies on globalization, trade, and immigration. He's written articles for major newspapers, appeared on CNBC, C-SPAN, CNN, PBS, and Fox News, and testified before House and Senate committees.

BEIJING, March 19 (Xinhua) -- China must strengthen trade ties with Russia, Belarus, Finland and Sweden, said Vice Commerce Minister Gao Hucheng Friday, a day ahead of Vice President Xi Jinping's 11-day official visit to the four European countries.Gao told Xinhua that China had been Russia's biggest trading partner since February last year. Sino-Russian trade reached its peak in 2008, with trade volume hitting a record 58.8 billion U.S. dollars. However, the volume was dragged down by the global economic downturn last year, falling 31.8 percent year on year to 38.8 billion U.S. dollars.Sino-Russian trade volume grew 67.9 percent year on year in the first two months of 2010, which was close to the pre-crisis level, Gao said."More attention must be paid to the restructuring of trade cooperation between the two countries," said Gao.China should import more electro-mechanical and technological products from Russia and the two sides should cooperate more in resources development and cross investment.China was Belarus's biggest trading partner in Asia. Bilateral trade had grown 12-fold since 1992, when the two nations established diplomatic relations. Trade volume was 810 million U.S. dollars in 2009.Gao said the Chinese and Belarus governments should encourage companies to enhance cooperation in areas like energy, telecommunications and infrastructure, and support local banks to provide better financial services for each other's companies. He said Finland and Sweden were famous for their innovation-oriented economies, which happened to complement China's economic pattern. As China's eighth and ninth biggest EU trading partners, Sweden and Finland were also major vendors of technology to China, he said.China signed technology contracts worth 420 million U.S. dollars with Sweden and 370 million U.S. dollars with Finland last year.Gao said he hoped the two countries would help China gain EU recognition of its full market-economy status at an early date.

BEIJING, March 4 (Xinhua) -- The 11th Panchen Lama has made debut in China's political arena as a political advisor at the ongoing annual session of the National Committee of Chinese People's Political Consultative Conference (CPPCC) in Beijing."This is the first time for me to attend the CPPCC meeting as a new member, so I will learn from other members," he told Xinhua while joining a panel discussion of the religious circle of the CPPCC National Committee Thursday.A day earlier, he attended the opening meeting of the Third Session of the 11th CPPCC National Committee, the country's top political advisory body.During the two-hour panel discussion from 9 a.m. to 11 a.m. Thursday, he took notes from time to time when other members spoke and sometimes exchanged a few words with others around him, but he did not take the floor.During the break of the panel discussion, many other members came to chat, take photos and shake hands with him, and he kept smiling in a amicable manner."I have shouldered the mission of safeguarding national unity and ethnic solidarity since I was enthroned (in 1995). Now, such a sense of responsibility is becoming even stronger," he told Xinhua.Tenpai Nyima, a CPPCC member from Tibet's Nyingchi Prefecture, said he felt very delighted to see the appearance of the 11th Panchen Lama, although he did not speak at the panel discussion."He is an outstanding leader of Tibetan Buddhism as well as our glory and pride," he said. The 11th Panchen Lama, Bainqen Erdini Qoigyijabu, one of the two most senior living Buddhas in Tibetan Buddhism, became a CPPCC member on Feb. 28. Earlier on Feb. 3, he was elected vice president of the Buddhist Association of China."Although he is young, he is mature and diligent, and he has increasingly profound Buddhist attainments and a growing popularity in Tibetan-inhabited regions," said Padma, a CPPCC member from northwestern Qinghai Province."I believe he can carry forward the fine tradition of the 10th Panchen Lama in loving the nation, the religion and the people, and in safeguarding the national unity and ethnic solidarity," he said. The 11th Panchen Lama, with the secular name Gyaincain Norbu, was born in February 1990 in Lhari County, in northern Tibet's Nagqu Prefecture. He was approved by the central government as the reincarnation of the 10th Panchen Lama in November 1995 after a lot-drawing ceremony among three candidates in the Jokhang Temple in Lhasa.Over the past years, he has given head-touching blesses to hundreds of thousands of believers, and ardently participated in public welfare activities. After the deadly riot broke out in the Tibet's regional capital of Lhasa on March 14, 2008, he strongly condemned the violence, saying that it ran counter to Buddhist tenets. He also presided over a prayer meeting in Beijing on May 21, 2008, in which he prayed for peace in Wenchuan in southwestern Sichuan Province and neighboring areas struck by an 8-magnitude on May 12.On March 28, 2009, he unexpectedly delivered a speech in English at the opening ceremony of the Second World Buddhist Forum in Wuxi City of eastern Jiangsu Province, winning applause and appreciation. In the speech, he used Buddhist sutras to give enlightenment to believers about how to deal with various threats facing modern society -- such as environmental degradation, wealth gap, financial crisis, terrorist attacks, and taught believers to do more deeds beneficial to others."He is very bright and becoming more and more knowledgeable. I believe he is capable of further promoting Buddhism," said Shingtsa Tenzinchodrak, a living Buddha from Tibet's Shannan Prefecture, also a deputy to the National People's Congress, the country's top legislature. To Kelsang Drokar, a villager from the Tarma Village in the suburbs of Lhasa, 11th Panchen Lama's new position as a CPPCC member made him and his fellow villagers very happy."We hope he can bring more blessings and benefits to our people of Tibetan ethnic group," he said.

BEIJING, March 5 (Xinhua) -- China expects its economy to grow around 8 percent in 2010 from a year earlier, says a report delivered by Premier Wen Jiabao at the annual parliament session Friday.Setting the 8-percent target mainly "aims at ensuring the quality of economic growth, focusing on transformation of economic growth pattern and adjustment of economic structure," says the report submitted to the National People's Congress (NPC), the country's top legislature. The increase of consumer price index, a main gauge of inflation, will be held around 3 percent, says the report.Although the development environment this year may be better than 2009, China "will still face a complicated situation," reads the report. Chinese Premier Wen Jiabao delivers a government work report during the opening meeting of the Third Session of the 11th National People's Congress (NPC) at the Great Hall of the People in Beijing, capital of China, March 5, 2010The year of 2010 will be a "crucial but complicated" year for China's economic development as the country will continue fighting against the global financial crisis while maintaining a stable and comparatively fast economic growth and accelerating transformation of growth pattern, according to the report.Peter Trebitsch, a reporter from Hungarian News Agency Corporation, said he is sure that China will hit the growth target."If China sets 8-percent, it will be," Trebitsch said.He noticed that instead of only focusing on expansion, China is giving more attention to quality of growth. He noted, however, the key of economic development pattern transformation lies in implementation of policies in lower level governments."China is going to depend more and more on its own market, thus it has to take care of its people and domestic economy," said Trebitsch."Considering the circumstances that many countries are still suffering considerably, the target of 8 percent growth can leave room for Chinese people to improve their living standards," said Francois Jackman, counselor with Embassy of Barbados in China. As the first country emerging from the global economic downturn, China's gross domestic product (GDP) rose 8.7 percent in 2009 from a year earlier, above the 8-percent target the government set at the beginning of last year.China's quarterly economic growth accelerated as the government's economic stimulus package started to pay off. The national economy rose 6.2 percent in the first quarter last year, 7.9 percent in the second quarter, 9.1 percent in the third and 10.7 percent in the fourth.

BEIJING, Jan. 16 (Xinhua) -- Chinese Premier Wen Jiabao Saturday stressed food and heating supply as cold snap has driven up vegetable prices and strained coal and gas supplies in north China.     Wen urged local government to pay attention to the produce, transport and storage of vegetables when visiting a produce wholesale market in the suburbs of Beijing.     "Only when food supply is enough and the prices are stable, will people feel at ease," said Wen. Chinese Premier Wen Jiabao, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, talks with local residents at a supermarket during his inspection in Beijing, Jan. 16, 2010.    Accompanied by Beijing's Party chief Liu Qi, Wen also went to a heating plant in Fengtai District and inquired about emergency response heating plan in case of extremely cold weather.     He asked local officials to secure the power, gas and coal supply to Beijing and said that energy supply should follow the principle of civil use first and industrial use second.     Wen also visited several ordinary Beijing families, who just moved into new houses with government subsidy.     Beijing municipal government has rebuilt and repaired nearly 500,000-square-meter old houses for 23,000 households.     The municipal government planed to solve housing problems for about 280,000 low-income families in three years.
