BEIJING, Nov. 24 -- Taxi passengers in Beijing will have an extra yuan added to their fares. The move is meant to offset the city's rising fuel prices, as they hit their highest levels in years.    The new taxi fare policy will begin this Wednesday on November 25, 2009. One yuan will be added to any trip exceeding 3 kilometers.     Beijing will continue to work on linking taxi fares with gasoline prices.     Meanwhile, most of local residents say they accept the surcharge.     A local resident of Beijing said, "A one yuan surcharge won't affect me too much. I'm OK with it." The new Beijing taxi fare policy will begin on Nov. 25, 2009. One yuan will be added to any trip exceeding 3 kilometers    Another said, "Some Chinese provinces have already taken similar measures, such as Yunnan and Shandong. I think it's fine. We should do it."     Taxi drivers have explained that the extra yuan will provide compensation for the increase in pump prices.     A taxi driver in Beijing said, "If I serve 40 passengers a day, it will create an additional 40 yuan. That can help me cope with the recent fuel price rises. I don't think passengers will give up taking taxi just because of one yuan. But if the per kilometer fare rises, many will think differently."     According to the new policy, the government, taxi companies, and passengers will share the cost of gasoline price fluctuations.     Beijing last saw an increase in taxi fares three years ago.

COPENHAGEN, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that China is not obliged to subject its voluntary climate action to international monitoring.     Wen made the remarks when meeting with some world leaders on the sidelines of the ongoing UN climate change conference in the Danish capital, Chinese Vice Foreign Minister He Yafei told reporters. The Bali Action Plan has clear stipulations regarding whether a country's mitigation action should be subject to international scrutiny, He Yafei quoted Wen as saying.     "For developing countries, only those mitigation actions supported internationally will be subject to the MRV. The voluntary mitigation actions should not be subject to international MRV," Wen said, referring to the scheme requiring national mitigation action to be "measurable, reportable and verifiable." Chinese Premier Wen Jiabao (R) shakes hands with German Chancellor Angela Merkel in Copenhagen, Denmark, Dec. 17, 2009Wen said China's refusal of international monitoring does not mean the country is afraid of supervision.     "It is a matter of principle, the principle of common but differentiated responsibilities," Wen said.     As the climate change negotiations dragged on, Wen said the important thing is to take action.     "A dozen declarations are not worth one action, meaning action speaks louder than declaration," the premier said, calling for mutual trust.     "Mutual trust is extremely important. We should not go for suspicion. We should not go for confrontation. We should go for cooperation," he said. Chinese Premier Wen Jiabao (R) shakes hands with British Prime Minister Gordon Brown in Copenhagen, Denmark, Dec. 17, 2009Wen said China will take necessary domestic measures to ensure full transparency and implementation of its national mitigation action.     "As Premier Wen has decided, the mitigation action we have set for China will be fully guaranteed legally, domestically," He Yafei said. "There would be a monitoring and verification regime inside China, which is legally binding in China."     The Chinese government recently announced a plan to reduce the per unit of GDP energy consumption by 20 percent till 2010, and it is poised to put the target into its national social and economic development plan.     Wen said China would also consider dialogue and cooperation with other countries, warning there should be no infringement on China's sovereignty.     "We promise to make our action transparent. We promise the implementation of action," Wen said.

BEIJING, Jan. 8 (Xinhua) -- China issued a directive Friday that aims to promote renovation of the substandard dwellings in the country's urban areas and at state-owned factories and mines, in a move to improve the livelihood of low-income people.     Renovation of squatter homes in cities and at state-owned factories should be completed in the next fives years, according to the directive posted by the Ministry of Housing and Urban-Rural Development on its website.     Priority should be given to "the shanty towns covering large areas and with severe safety defects," according to the ministry.     It also urged relevant departments to give full respect to the rights and interests of the people living in substandard dwellings, who are mainly low-income laid-off workers, and to ensure that renovating work be conducted in an open and fair way.     The directive put forward multiple ways to finance the renovation work, including government funds, favorable loans from financial institutions, and tax rebates.     By the end of 2008, China had 11.48 million families living in substandard housing, 7.44 million of which lived in cities, 2.38 million near state-owned plants and mines, 1.66 million in forest zones and reclamation areas.
