    The state councilor appealed for maintaining the stability of major international reserve currencies, but he did not mention the U.S. dollar in his speech.     He urged the international community crisis, saying the measures taken by the Chinese government have proven effective.     Noting that the international financial crisis has brought considerable difficulties and challenges to China's economy, Dai said the Chinese government has adopted a series of resolute measures to tackle some thorny issues and these measures have seen initial achievements.     The measures include a proactive fiscal policy and a moderately easy monetary policy, a stimulus package worth 4 trillion yuan (about 587 billion U.S. dollars) designed to expand domestic demand, and a tax-cut package of 500 billion yuan (around 73 billion U.S. dollars), Dai said.     China also has striven to readjust its economic structure, accelerate infrastructure construction, seek balanced development between urban and JINAN, May 2 (Xinhua) -- Thirteen people were confirmed dead and two others fatally injured in a fireworks explosion Saturday afternoon in east China's Shandong Province. Sixteen observation sites reported precipitation of more than 100 millimeters, the Guangdong Provincial Hydrological Bureau said.     Two people were killed in a rain-triggered landslide Friday midnight, in Xingning city in Guangdong's northeast.     The Changsha hydrological station in the lower reaches of the Tanjiang River saw a 2.5-meter-high water level at 11:35 a.m. Sunday, 40 centimeters higher than the warning level.     Another one, the Moyang river in western Guangdong is also swelling and expected to have a 5.8-meter flood peak at midday Monday.     From 8 a.m. Friday to 8 a.m. Sunday, the whole province had an average rainfall of 58 mm, with 170 mm in the Pearl River Delta area.     The provincial flood control and drought relief authorities have ordered local governments to closely monitor weather changes and brace for possible flooding.

BRUSSELS, April 22 (Xinhua) -- The number of civilian deaths in Afghanistan went down by 39 percent in the first three months of 2009 compared to the same period a year before, NATO said on Wednesday.     NATO spokesman James Appathurai said 81 percent of the civilian deaths were caused by the Talilban-led insurgents and 19 percent by international troops in the first three months of 2009. BEIJING, May 14 (Xinhua) -- Li Changchun, a senior leader of the Communist Party of China (CPC), met here with delegates from South Asian countries Thursday, calling on the broadcast institutions in China and South Asia to forge further cooperation.    ; Exchanges among broadcast institutions are a very important component of cooperation between China and South Asian countries, said Li, member of the Standing Committee of the Political Bureau of the CPC Central Committee, during a meeting with the delegates who were here to attend a China-South Asia forum on radio and television.     Li said media interactions are necessary to increase mutual understanding and boost common development between the countries.     The forum was attended by delegates from China and seven membercountries of the South Asian Association for Regional Cooperation,or SAARC. They shared their thoughts and views on the cooperation and development of media.     The theme of the forum was "Strengthening exchange and cooperation, Promoting common development. More than 30 high-ranking officials from government bodies and senior management personnel from broadcasting organizations in SAARC member countries attended the forum.
