CHENGDU, May 16 (Xinhua) -- Rescue operation and disaster relief for victims in the worst earthquake over decades are of top priority of the nation, and thus require concerted efforts from the whole country, Chinese Premier Wen Jiabao said Thursday night.     Monday's 7.8-magnitude earthquake that ravaged southwestern Sichuan Province and was felt in most parts of the country was the "most destructive" tremor and had the "most wide-spreading impact" since New China was founded in 1949, Wen said on a meeting of the rescue headquarters under the State Council headed by himself. Chinese Premier Wen Jiabao (L) comforts local people in Muyu Township, Qingchuan County, southwest China's Sichuan Province May 15, 2008. Qingchuan County is one of the worst-hit areas in Sichuan Province. BEIJING, April 9 (Xinhua) -- Chinese President Hu Jintao inspected the southern province of Hainan before attending the annual meeting of the Boao Forum for Asia (BFA) opening on Saturday.     The forum, April 11-13, is a platform for high-level interaction between leaders from Asia and the world. Boao has been the permanent venue of the annual regional economic forum since 2001.     Hu, also general secretary of the Communist Party of China Central Committee, discussed reform and development issues with local officials and visited with a public made up of various ethnic groups during the inspection tour that started on Monday.     The island province marks the 20th anniversary of the founding of the Hainan special economic zone (SEZ) later this month. Hu visited an exhibition marking the anniversary at the provincial museum.     "Over the past two decades, Hainan's economic and social development has made a remarkable progress. The appearance of cities and villages has undergone profound changes. Practice shows the policy of setting up SEZ in Hainan is completely correct," said the president. Chinese President Hu Jintao (2nd R Front) talks with a farmer in a paddy field at Binglang Village of Fenghuang Town in Sanya, a city in south China's Hainan Province, April 9, 2008. President Hu made an inspection tour in Hainan Province on April 7-9    Founded in 1988, Hainan is one of the five SEZs established since 1980. The others are Shenzhen, Zhuhai, Shantou and Xiamen, all in southern China.     Hu showed his respect for the island's model workers, farmers, teachers and police who had made great contribution to Hainan's development. "You have done extraordinarily at ordinary positions," Hu told them.     The president also revisited the state-level Yangpu Economic Zone in the northwest of the island. Twelve years before, he had been to the zone.     Hu was very happy to learn that last year Yangpu's economy increased by 60 percent and its import and export value was up by 213 percent.     The president said he hoped Hainan to deepen reform, further implement the Scientific Outlook on Development and play a leading role in reform and opening up.     He later inspected a Sinopec oil refining company in Hainan and visited a 300,000-ton crude oil dock.     Leaving the oil-handling terminal, Hu went to the Yangpu Harbor, which boasted the best natural conditions among all deep water ports of the island. The throughput of the harbor, launched in 1990, reached 4.27 million tons in 2007.     Hu encouraged officials and workers to seize the regional economic cooperation opportunity. He also asked local officials to apply a cautious, industrious and clean work style.

China's top legislator Wu Bangguo visits Li Kecheng, a 55-year-old survivor who was saved after being buried in the rubble for 108 hours, in a hospital in Chengdu on May 26, 2008The hospital has received more than 3,000 injured people since May 12, when a 8.0-magnitude earthquake jolted southwest China and killed more than 60,000 people.     Two pupils from Beichuan county, one of the worst hit areas, Hua Meihua and Ji Lei, told Wu that they have received good treatment in the hospital and have been recovering.     "You are brave and good kids. You will recover soon. When you return to school, you must study hard," said Wu, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee,.     Wu also chatted with 81-year-old veteran Sun Menglin in the same ward. China's top legislator Wu Bangguo visits Yuan Yi, a girl of 20 who was saved after being buried in the rubble for 104 hours, in a hospital in Chengdu on May 26, 2008."I have never cried when I fought in the war as a soldier, I but wept this time. I was moved by the unity among people," said Sun whose left leg was seriously injured in the quake.     The hospital is also treating several survivors buried under the rubble for more than 100 hours.     Wu shook hands with four of them at the side of their beds. "You have created miracles of life. People across the country are thinking of you and hoping you to recover as early as possible. Let's believe no difficulty will stop us once we join hands," he said.     Wu thanked doctors and nurses at the hospital for working day and night to save lives.     He then went to the Chengdu Railway Station, which has become an important distribution center of relief materials from home and abroad.     Wu talked with volunteers working at the station. "Coming from every corner of the country, you are an important force in the quake relief efforts. I hope relief materials could be delivered to thousands of needy people through your hard work."

BEIJING, Sept. 11 -- Inflation eased to its lowest level in August since June last year, giving the government more policy leeway to prevent an economic slowdown.     The consumer price index (CPI), the main gauge of inflation, rose 4.9 percent year-on-year, compared to 6.3 percent in July, the National Bureau of Statistics (NBS) said yesterday.     The CPI has been sliding since May, but still many economists were caught by surprise by last month's drop because they had forecast it to be above 5 percent. The month-on-month fall was only 0.1 percent.     But last month's producer price index (PPI), a gauge of factory gate inflation, rose a record 10.1 percent year-on-year, after jumping 10 percent in July.     Nevertheless, the low CPI figure gives the government "more policy room to sustain growth," Citigroup economist Ken Peng said.     He suggested the authorities consider further policy changes favoring growth, which could shift to full gear next month.     Economic growth has been slowing since the second quarter of last year, when the government adopted monetary and credit measures to rein in inflation and prevent the economy from overheating further.     Yet economists began warning of a recession since the beginning of this year, especially because the country's export sector, a key growth engine, started losing steam on weaker foreign demand.     The government responded it would strive to maintain a stable economic growth this year, leading to speculation that it would soon ease the tightening measures. But any step to stimulate the economy, such as lower interest rates or faster loan growth, risks spurring demand and stoking inflation again.     "Unless there's an abrupt slowdown, there's no need for a major change in the marco-control measures," said Lian Ping, an economist with the Bank of Communications. "The current 10 percent GDP growth is largely seen as acceptable."     The CPI rise is likely to stabilize around 5 percent during the rest of the year, he said, because food prices may continue to drop. Inflation fell last month mainly because of a drop in food prices, which make up one-third of the inflation basket. Food prices slid 0.4 percent from July.     A falling inflation rate gives the government a good chance to lift its price control on products such as fuel, water, and electricity further, Lehman Brothers economist Sun Mingchun said.     In the past year, policymakers have managed to freeze the prices of public utilities, and fuel and power tariff. They introduced temporary price curbs on some other goods, too, to rein in inflation.     Yet soaring labor and raw material costs, reflected in the rising PPI figure, have eaten into the profit of local enterprises because price control and fierce competition prevented them from passing the inflationary pressure on to consumers.     Such price liberalization could make the CPI rise again in the next few months, Sun said.     "But if implemented in a gradual and orderly way, inflation should remain below 6 percent year-on-year during the rest of the year."

ZHANJIANG, Guangdong, June 28 (Xinhua) -- After a five-day visit to China, Japan's Maritime Self-Defense Force destroyer "Sazanami" left the southern Guangdong Province port city of Zhanjiang on Saturday morning.     Sazanami, with its 240-member crew, is the first Japanese warship to visit China since World War II.     A farewell ceremony was held at the port before its departure.     "Please send the love and friendship of the Chinese navy and people back to Japan," Lt. Gen. Su Shiliang, commander of the South Sea Fleet, said to Major-Gen. Shinichi Tokumaru of the Japanese Maritime Self-Defense Force. General Su Shiliang (R, front), commander of China's South Sea Fleet, sees off Major-Gen. Shinichi Tokumaru (L, front) of the Japanese Maritime Self-Defense Force at the port of Zhanjiang, South China's Guangdong Province, June, 28, 2008Su added the reciprocal visits symbolized an important step in the communication between the China and Japan defense forces.     Before heading back to Japan, the destroyer will have a drill with the Chinese navy in the sea area near Zhanjiang. It will focus on communication and formation.     During its five days in port, the Japanese crew visited the Chinese missile destroyer "Shenzhen" and toured Zhanjiang's urban area. They also played basketball, football and tug-of-war with the Chinese crew in the rain that has blasted southern China of late.     In addition, officers from both sides held seminars to exchange experiences in disaster relief and other activities.     About 1,000 locals visited the Sazanami with smiles and excitement since it was opened to the public on Friday. Chinese and Japanese military bands also gave live performances for visitors with the Chinese Peking Opera and the theme of evergreen Japanese cartoon "Doraemon" on the playlist.     The destroyer with a 4,650 standard tonnage, set off from Hiroshima for the reciprocal visit. The Shenzhen destroyer docked in Japan late last year.     The Japanese warship arrived here on Tuesday. On Wednesday morning, its crew unloaded disaster-relief goods including food, blankets, hygiene masks, disinfectant and other items it had brought for the quake-hit areas in southwest China.     China and Japan, neighboring countries separated by water, havebeen friends and rivals for thousands of years.     The sea has been a major channel in their history of exchange. Xu Fu, a Chinese religious figure, led a team to Japan and mixed with the natives on the islands 2,000 years ago. About 1,000 yearsago, Jianzhen, a Chinese monk, was invited by the Japanese to spread the splendid Chinese culture in the territory.     But as Japan rapidly became a major power in the region during the 19th century, a battle broke out between the two countries on the sea in 1894, with the failure of the Chinese fleet. An unequal treaty was signed between China and Japan as consequence.     During 1931 and 1945, Japanese troops invaded China and the war lasted until the end of the World War II.     Resentment still remains between the two nations as there are disputes on history, sovereignty and the exploration of resources under the sea.     The military exchange came after another breakthrough in Sino-Japanese relations as a result of Chinese President Hu's landmark visit to Japan earlier this year. The two countries announced last week they had reached a principled consensus on the East China Sea issue and Japanese companies were allowed in the development of the Chunxiao oil and gas field. BEIJING, July 2 (Xinhua) -- China on Wednesday pledged its support for United Nations role of safeguarding world peace and coordinating on international issues.     Chinese President Hu Jintao said in a meeting with visiting UN Secretary-General Ban Ki-moon that the UN shoulders increasingly important responsibilities for promoting world peace and development. China was a firm supporter and important partner of the UN, Hu told Ban, pledging that the country would fully participate in UN work, carry out its due responsibilities and maintain close communication and coordination with the UN.     Hu said China agreed with necessary and rational reform of the UN based on democratic consultation and would continue its cooperation with the UN as well as support for Ban's work in a responsible and constructive manner. Chinese President Hu Jintao (R) meets with UN Secretary-General Ban Ki-moon at the Great Hall of the People in Beijing, capital of China, July 2, 2008    Ban welcomed China's constructive role in significant international and regional issues.     The UN valued China's role in promoting world peace and development, Ban said, citing China's contribution to the six-party talks on the Korean Peninsular nuclear issue and development in Africa.     The UN hoped China would play a bigger role in realizing the UN millennium objective and addressing international challenges such as climate change and food security, Ban said.     He praised China's earthquake relief work and expressed his confidence that the country would host a successful Olympic Games in August.     The UN would continue to adhere to the one-China policy, Ban added.     Chinese Premier Wen Jiabao, meeting with Ban earlier on Wednesday, said China would make active efforts to reach the Millennium Development Goals (MDGs).     China would work with the international community to help other developing nations to achieve common progress and prosperity, Wen said.     Wen said all nations should increase multilateral cooperation to cope with the global food shortage by means of assistance, finance, trade and technology. China was ready to take an active part.     China fed 22 percent of the world's population using less than nine percent of the world's land. This was a contribution to global food security, Wen said.     Ban praised China's important and constructive contribution to safeguarding world peace and common development, hoping China would play a bigger role. Chinese Premier Wen Jiabao (R) shakes hands with UN Secretary-General Ban Ki-moon at Zhongnanhai in Beijing, July 2, 2008Wen also briefed Ban on China's relief and reconstruction efforts in the earthquake-hit region, and expressed gratitude for the sympathy and assistance offered by the United Nations and Ban himself after the May 12 earthquake.     Ban arrived in Beijing Tuesday afternoon for a three-day official visit to China at the invitation of the Chinese government.     The UN chief had visited the Yingxiu township in Wenchuan County to speak to earthquake survivors on May 24.

BEIJING, Oct. 1 (Xinhua) -- China will give more efforts to strengthen quality supervision of dairy products in rural areas, said Chen Deming, the minister of commerce, on Wednesday.     "The Ministry of Commerce (MOC) always gives food product supervision in vast rural areas a priority, although it is not an easy job to carry out as in urban areas," said Chen.     Chen said the MOC has urged local authorities to take tangible measures to regulate and stabilize the dairy markets in such areas.     The local governments were asked to launch strict supervision and inspection over dairy products in rural shops, enterprises and wholesale markets. Tainted milk products should be removed from shelves in time.     "The MOC will continue to work together with local governmental organs to ensure a sound market order, and help farmers get more knowledge about dairy products," said Chen.     Meanwhile, Chen noted the country should adopt concrete measures to lift consumer's confidence. "The government should enhance inspection over product quality, while enterprises should take on more social responsibility."     China's food quality has been criticized recently, as 13,000 infants nationwide were hospitalized with kidney problems and at least three were killed after drinking baby formula tainted with melamine. The chemical, which was added illegally, makes the protein content of milk appear higher than it actually is.     After the Sanlu formula's problem exposure, the General Administration of Quality Supervision, Inspection and Quarantine conducted a nationwide examination of baby milk powder to find 22 companies whose formulas were tainted.
