BEIJING, Oct. 12 (Xinhua) -- China's quality watchdog said here on Sunday that the latest tests on Chinese milk powder found no traces of melamine.     It was the fourth round of tests for the industrial chemical since the breaking of the tainted baby formula scandal that left at least three infants dead and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine.     The tests covered 39 batches of baby formula from 10 brands in six provinces and 133 batches of other milk powder from 45 brands in 18 provinces, the agency said.     So far, 499 batches of baby formula from 53 brands and 709 batches of other milk powder from 142 brands produced after Sept. 14 have been tested and none contained melamine, it added.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.

BEIJING, May 4 (Xinhua) -- Chinese Premier Wen Jiabao urged Chinese law students to be fair-minded and patriotic in future law enforcement here on Sunday.     A law student should develop a high degree of sense of responsibility for the country, the society and the people. He or she should be fair-minded and above all, love this country, said Wen during his visit to the China University of Political Science and Law on China's Youth Day.     During his trip, Wen first went to the first floor of the university's library, which boasts the country's largest collection of modern law books. BEIJING, June 13 (Xinhua) -- A dozen people were killed and millions were affected as rainstorms continued to lash south China over the past two days, local authorities said on Friday.     Torrential rains also destroyed more than 10,000 houses, disrupted traffic and caused landslides in the provinces of Jiangxi, Hunan, Hubei and Anhui, Guangdong, as well as Guangxi Zhuang Autonomous Region.     Precipitation exceeded 300 mm in several counties and 250 mm in more than 20 during the last two days in Guangxi and Hunan.     Five people were killed in landslides and house collapses in Guangxi. More than 1.58 million were affected as of Friday morning. WASHINGTON, Oct. 13 (Xinhua) -- A senior Chinese official said on Monday that China will continue to cooperate with other countries to cope with the current financial crisis.     "For the international community, the most urgent task is to join efforts to stem further deterioration and spread of the crisis -- the major threat to global growth -- and restore global economic and financial stability," said Yi Gang, vice governor of the People's Bank of China     "China will continue to strengthen its cooperation with concerned countries and hopes that all governments will work together to overcome the current difficulties and restore international financial stability," he said in a statement at the annual meeting of the International Monetary Fund and World Bank.     He urged the two Bretton Woods Institutions to "fulfill their mandates to maintain global monetary and financial stability and facilitate sustainable, balanced growth."     The fund should give the surveillance priority to the ongoing financial turmoil, deepen its analysis, learn lessons, and listen to the opinions of member countries, said the senior official of China's central bank.     "From the medium- and long-term perspective, the fund must address the inherent deficiencies of the current international monetary system and foster an international financial architecture adaptive to the evolving global economy and financial markets," he noted.     As the largest multilateral development institution, the World Bank should re-assess the challenges confronting the developing countries -- soaring food and fuel prices, higher financing costs, deteriorating balance of payments positions, and mounting inflationary pressures, said Yi Gang.     "With the advantages of its financing capacity and expertise, the World Bank should urge the developed countries to shoulder their due responsibilities in stabilizing the global economy through targeted measures, carried out in an even-handed and professional fashion," he said.     Yi Gang also stressed the fundamentals of the Chinese economy are "solid and resilient."     "We are confident we can weather the financial turmoil," he said. BEIJING, Oct. 2 (Xinhua) -- Tropical storm Higos, the 17th this year, will drop heavy rain on parts of south China's Guangdong and Hainan provinces over the next two days, the National Meteorological Observatory said on Thursday.     The office advised everyone in those regions to prepare for therain, as well as lightning storms and gale-force winds.     Tourists in coastal cities of the island province of Hainan, such as Sanya and Bo'ao, have been advised to avoid offshore activities over the next three days.     Higos was centered about 700 km southeast of Zhuhai, Guangdong,as of 5 p.m. on Thursday, and it was moving north-west at 20 km per hour. He trudged on foot for an hour through the debris with a heavy heart.     He laid a wreath at a mass burial site of quake victims and observed a one-minute silent mourning period together with his entourage.     He told survivor Wang Dan, a 26-year-old woman of Qiang ethnic group, that the pain was overwhelming but the Beichuan people were strong.     "Although half of the population perished, the other half -- the survivors -- will build a new Beichuan with hope," he said.     When invited by Wang to come again when the new Beichuan is built, Wen promised he would come to the place, which he would remember for life.     He told local officials that the county should be rebuilt not only materially but also spiritually, as its unique Qiang culture should be preserved and promoted.     Presiding over a meeting attended by Sichuan provincial-level officials on Tuesday night, Wen said the quake rescue and relief work had entered an important phase of reconstruction. He urged local governments to seriously implement the reconstruction plan approved by the State Council, the country's Cabinet, and lead local people to accomplish the major tasks of rehabilitation and reconstruction in three years.

GENEVA, July 19 (Xinhua) -- Related parties should enhance diplomatic efforts and show flexibility in order to find a negotiated solution to the Iranian nuclear issue, a senior Chinese diplomat said here on Saturday.     "Currently there is a rare opportunity for promoting the resumption of negotiations on the Iranian nuclear issue," said Chinese Assistant Foreign Minister Liu Jieyi, who represented China at a meeting here with Iran's top nuclear negotiator Saeed Jalili.     "Enhanced diplomatic efforts and flexibility are needed for an early resumption of negotiations so that a long-term, comprehensive and appropriate solution could be found for the nuclear issue," he said.     Saturday's meeting was led by EU foreign policy chief Javier Solana and attended by senior diplomats from the United States, Russia, China, Britain, France and Germany.     The United States was represented by Undersecretary of State William Burns at the meeting. His participation was seen as a shift of long-standing U.S. policy toward Iran, as Washington had always insisted that it would not talk with Tehran unless it halts its uranium enrichment activities.     "It's highly significant that for the first time the political directors of all six countries with Solana were talking with our Iranian colleagues," Liu told reporters.     "It was the shared hope of all parties participating in the meeting that we find a negotiated solution to the nuclear issue," he said.     Both Solana and Jalili said Saturday's meeting was positive and constructive and promoted understanding of each other's positions.     They also agreed to talk again by phone or in person in about two weeks.     At the meeting, Iran failed to give a clear answer to a package of incentives presented by the six countries last month over the resumption of nuclear negotiations.     "We hope very much we get the answer and we hope it will be done in a couple of weeks," Solana told a press conference following the meeting.     The package of incentives suggests that Iran get a temporary reprieve from economic and financial sanctions in exchange for freezing its enrichment activities. Preliminary negotiations over a permanent halt could then begin.     "The package is supported by all six powers ... we think if negotiations could be resumed on this basis and finally a negotiated solution could be found, it will be a very good way out," Liu said.
