He said China promises not to pursue trade surplus and wants to enlarge the country's imports. He said China's future economic growth relies on technology development, in particular, high technology such as life and biological technologies. As for China's emission cut plan, Premier Wen stressed China regards its energy conservation and emission cut as an important strategy throughout the 11th and 12th five-year plan as well as its future development."We will implement our goal of 40-45 percent reduction of carbon intensity by 2020 in the 12th five-year plan," he said.Concerning China's capital market reform, Wen acknowledged that some problems still exists in the management and monitoring of the financial sector, adding China is determined to establish an "integrated, sound and sustainable" financial system.China would combine direct and indirect financing to expand the role of the capital market, he said. Chinese Premier Wen Jiabao (C) walks with foreign delegates attending the two-day China Development Forum 2010 before their meeting in Beijing, China, March 22, 2010

BEIJING, March 23 (Xinhua) -- China's year-on-year inflation rate was expected to be between 2 to 2.5 percent for the first quarter this year, the country's top economic planner said here Tuesday. The consumer price index (CPI), a main gauge of inflation, would see a "moderate increase" in the first quarter, the National Development and Reform Commission (NDRC) said in a statement on its website.China's CPI rose 2.7 percent from a year earlier in February, according to data from the National Bureau of Statistics.Food prices would begin to fall as the weather got warmer, said the statement. In February, food prices rose 6.2 percent from the previous year due to the Lunar New Year holiday and poor weather. The Lunar New Year holiday, or Spring Festival, is the most important traditional festival in China for family reunion. People usually spend a lot on food, alcohol, cigarettes and gifts during the period. The February CPI was within normal range, compared with the Spring Festival months in previous years, said Zhou Wangjun, deputy director of the Department of Prices of the NDRC.However, Zhou warned that there were still uncertainties in the price trend, including fluctuation in international commodities prices.China targets a consumer price rise of around 3 percent this year, according to a government work report delivered by Premier Wen Jiabao at the opening of the annual session of the National People's Congress earlier this month.

BEIJING, Feb. 22 (Xinhua) -- China's National Bureau of Corruption Prevention said in a circular posted on its website Monday that it would explore ways to fight corruption in non-public commercial entities and "new social organizations" in 2010."New social organizations" refer to intermediaries, non-governmental organizations and private non-business groups. Statistics from the Ministry of Civil Affairs showed there are around 400,000 such organizations in China.Industry associations will also be monitored for corruption, according to the circular, which highlighted the bureau's work in 2010.The bureau promised that it would earnestly exchange and cooperate with the international community in the anti-corruption efforts. It said that authorities would continue working to prevent officials using public money to travel overseas and they would work on the implementation of regulations for supervising officials whose spouses and children have emigrated abroad. It also pledged to improve transparency of government affairs as well as factory and village management's dealing of local affairs.According to an survey carried out by People's Daily Online, corruption has remained one of the top three concerns of Chinese netizens since the survey was initiated in 2006.Chinese authorities' latest move in the fight against corruption took place on Saturday as the State Council issued a revised regulation on the implementation of the Audit Law, which aims at tightening supervision of areas highly prone to corruption, including the construction industry.

NAIROBI, Feb. 11 (Xinhua) -- Somali pirates have released a fishing boat from Taiwan, China, and all of its crew held since April, a regional maritime official said Thursday."The Taiwanese ship was released this morning. The fishing vessel which has a crew of 30 from various Asian nationalities was seized in April last year," Andrew Mwangura, East Africa's coordinator of the Africa Seafarers Assistance Program, told Xinhua. The Win Far 161 was seized last April 4 near an island in the Seychelles, more than 1,100 kilometers off the coast of Somalia. The ship carried a crew of 30 -- 17 Filipinos, six Indonesians, five from the Chinese Mainland and two from Taiwan, China.Mwangura said 27 crew members were said to be safe, though a Chinese sailor and two from Indonesia died in captivity. The coordinator could not confirm whether a ransom was paid to secure the release of the 700-ton ship and crew.Piracy has been rampant off Somalia since the country slid into chaos after warlords toppled military dictator Mohamed Siad Barre in 1991.Somali pirates now hold at least seven ships and more than 160 crew members. The hijackings have prompted the international community to deploy security forces in the area to deter the pirates.

LOS ANGELES, March 9 (Xinhua) -- A China automaker has made headlines in California as it is considering locating its U.S. office and assembly line in the state, local media reported on Tuesday. The office and assembly line are expected to create high-paying jobs in a state hard-hit by the recent recession. The Chinese automaker BYD, or Build Your Dreams, may really build a dream in California after it has teamed up with German automaking giant Daimler-Benz to manufacture an A-class electric vehicle.China's BYD F6DM, powered by electric motors and gasoline engine, is displayed at the North American International Auto Show (NAIAS), in Detroit, the United States, JaN. 11, 2009.As one of the world's largest rechargeable battery and consumer electronics makers, BYD entered the U.S. market this year with its electric car model BYD e6 through the North American International Auto Show in Detroit. The first batch of such cars is to hit markets in Europe, the United States and China as early as next year.Morale-boosted by the BYD intention, local authorities from both the Los Angeles County and Los Angeles City reportedly met BYD executives to woo the firm to locate its office and assembly line on their premises.Several other places including Long Beach and Lancaster have also joined the race to attract the attention of China's fourth biggest carmaker."It would be a tremendous boost to our economy and economic growth and prosperity," said Tony Bell, spokesman for Los Angeles County Supervisor Michael Antonovich. As the largest auto market in the United States, California has recently seen a mushrooming of so-called "green tech" firms involved in the research and production of electric and other alternative energy vehicles.BYD is expected to produce better versions of electric cars by adding its long-life rechargeable battery to Benz chassis and transmission. The e6's, an all-electric crossover car, already are claimed to reach a range of 400 kilometers per charge.Though local pundits claim that California is the right place for BYD to locate its U.S. office and assembly line, BYD executives remained silent on the issue.Local authorities have made wooing BYD to open business in California their top priority, hoping the addition of the Chinese electric car maker would help create in California a new and greener Detroit.

BEIJING, Feb. 7 (Xinhua) -- Chinese Premier Wen Jiabao said Sunday that China-Japan ties are at a crucial stage, urging the two countries to enhance mutual trust and step up dialogue and cooperation in all spheres."In the first decade of this century, China and Japan have taken an important step towards the goal of a strategic and mutually beneficial relationship after undergoing twists and turns," said Wen in his congratulatory letter to a meeting on China-Japan friendship. The first meeting of the fifth 21st Century Committee for China-Japan Friendship, an advisory body for the two governments, opened in Beijing on Sunday to discuss various dimensions of China-Japan relations and provide policy suggestions to the two governments. The committee, with Tang Jiaxuan, a former state councilor, and Taizo Nishimuro, Tokyo Stock Exchange (TSE) president, as chairs of the two sides, is holding a three-day meeting."At the crucial stage of bilateral relations, I hope the members from both sides will work closely and come up with valuable suggestions to contribute to the long-term friendship and common prosperity," Wen said. The relations between China and Japan, two important neighboring countries in Asia, have seen stable development since Japanese Prime Minister Yukio Hatoyama took office last September.Wen said the cooperation between China and Japan will "not only benefit both countries and Asia at large, but also exert positive and profound impact on world political and economic structure" in the face of complex international situation and many grave challenges.Hatoyama in his congratulatory letter also urged the two countries to beef up understanding and cooperation to build comprehensively their strategic and reciprocal relations. In his keynote speech at the meeting, Tang Jiaxuan made four proposals on advancing bilateral ties.Tang proposed that the two countries continue to foster strategic mutual trust, work on the economic relations by highlighting cooperation in environmental protection, low-carbon economy and high-tech, boost cultural exchanges and enhance coordination in international and regional affairs. He said China-Japan relations still face some problems and challenges that can't be neglected, noting that their political mutual-trust needs to be promoted, their national feelings towards each other need to be improved and some sensitive issues need to be properly handled.Taizo Nishimuro also made proposals including enhancing political mutual trust, promoting trade liberalization, encouraging cultural exchanges and promoting Asian regional cooperation and world peace.

BEIJING, Feb. 22 -- China's stock markets are likely to be fully open to foreign investors within 15 years, according to a leading investment expert.Direct foreign dealing in Chinese stocks is currently restricted through the government's Qualified Foreign Institutional Investor (QFII) scheme. The current annual quota for overseas funds is just billion, a small fraction of the total investment in China's main exchanges in Shanghai and Shenzhen.Stuart Leckie, chairman of Stirling Finance, a leading Hong Kong-based pensions investment adviser, said all restrictions could be off by 2025."All financial institutions will then be able to invest in the stock markets on the Chinese mainland, just as they do in Hong Kong, Japan or any other market," he said."It is 30 years since China's opening up and it will take half as long again for this to happen."He said the Chinese mainland would gradually lift barriers in the same way Taiwan and India have done in recent years.Leckie, author of the book, 'Pensions in China', and who was speaking at the Trade Tech 2010 Investment Conference, was bullish about the outlook for the Chinese market. He said the Shanghai Composite Index could double within the next three years and that it was a matter of if, not when, it returned to its all-time high of 6,124 in October 2007."I am sure the index will double over the next five years but there is a chance it will double in the next three years," he said.Other speakers at the conference were also optimistic about the outlook for investors in Chinese stocks. Michael Wang, head of dealing at the China International Fund Management said the Chinese market was full of opportunities."It is a golden opportunity to invest in China. Blue chip companies are still very cheap," he said. "In the medium term there might be some correction but we won't go back to 2006 levels (when the market was just over the 1,000 level)."Kent Rossiter, head of trading, Asia Pacific, for fund manager RCM, based in Hong Kong and which is part of the Allianz Group, was also confident. "I am really bullish about opportunities. I am worried about volatility, however," he said.Rossiter said some of the volatility was down to the inexperience and lack of competence of some professional investors in the Chinese market."The market needs to develop," he said. "Professional investors need to improve their performances. They have too much of the same mentality as the man on the street in that they just like to buy and sell without taking any view."Leckie added that the Chinese market was not about to repeat the experience of the Nikkei Dow in Japan."China is not about to become another Japan with the level of the index standing at a quarter of what it was 20 years ago."He was not concerned about the poor start to the Chinese markets in 2010 with the major index losing 8 per cent of its value in January and falling through the 3,000 barrier. It increased by 80 per cent in 2009. "Obviously China has got off to a weak start. It was the second worst performing market internationally in January after being the best performing in 2009. It is just living up to its reputation as a volatile index."He said he expected the market, however, to rise by up to 15 per cent in 2010 to a value somewhere between 3,600 and 3,800 from its January 1 level of 3,277. "I think this January decline is overdone."
