BEIJING, April 25 -- The key mainland stock index yesterday soared 9.29 percent, the biggest one-day jump in six years, as investor sentiment was boosted by the government lowering of stamp duty.     The slashing of trading tax from 0.3 percent to 0.1 percent, effective yesterday, was widely seen as another government effort to lift the stock market from the doldrums it has been in for six months.     It followed the introduction of trading rules last Sunday to mitigate the impact of an expected flood of previously non-tradable shares after the lock-in period, which could greatly depress the market. Investors look over information at a stock exchange at a stock trading hall in Beijing, April 24, 2008. Equities trading tax cut, which is widely believed as policy boost by government to stem the recent slump, sends Chinese shares 9.29 percent higher on Thursday, the biggest gain since Oct 23, 2001    The Shanghai Composite Index yesterday surged 304.7 points to close at 3583.03.     In yesterday's trading, gainers outnumbered losers by 853 to 1. The Shenzhen Component index jumped 9.59 percent, or 1130.61 points to close at 12914.76. Total market capitalization swelled 9.2 percent to 22.94 trillion yuan (.3 trillion).     Turnover on the two bourses more than doubled from the day before to 261 billion yuan ( billion), the highest this year.     Analysts said the reduction in the stamp duty and restrictions on the sale of unlocked shares showed that the market has fallen as low as the government would like to see.     "The timing of the stamp duty cut suggests that the 3000 point may be a psychological bottom line for policymakers," said Peng Cheng, an economist at Citi China.     "The government had been patient in waiting until the market correction was more than 50 percent before taking action," Peng added.     Xu Wei, an analyst at Sinolink Securities, estimated that the cut in stamp duty saves investors up to 102 billion yuan (.7 billion) a year.     In addition, "the relatively lower A-share valuation and the more stable performance of overseas stock markets have combined to help investors regain confidence," said Rui Kun, a fund manager at China international Fund Management Co Ltd.     Security companies, especially those focusing on brokerage services, will benefit from the increasingly active trading because of the stamp tax cut, analysts said.     Shanghai-based Haitong Securities, Sinolink Securities and Guoyuan Securities soared to the daily limit of 10 percent.     However, some market insiders said that weak fundamentals and unfavorable China economic growth data are likely to outweigh the positive impact of the government move, and the rebound may not last long.     "It is doubtful that such administrative measures can have a sustained effect on shares when earnings face significant challenges in the periods ahead," said Peng at Citi China.     "The cumulative effect of tightening policies and rising input costs, along with shrinking demand, could cut profits more deeply than what is currently evident," Peng added.

BEIJING, June 19 (Xinhua) -- China's top economic planner announced Thursday night the country will raise the prices of gasoline, diesel oil, aviation kerosene and electricity, revealing an unprecedented broad plan to raise energy prices.     Beginning Friday, the benchmark gasoline and diesel oil retail prices will be marked up by 1,000 yuan (144.9 U.S. dollars) per tonne, with the price of aviation kerosene up by 1,500 yuan per tonne.     The prices of natural gas and liquefied petroleum gas, however, would be left unchanged, according to the National Development and Reform Commission (NDRC).     The benchmark retail prices of gasoline and diesel oil would be lifted to 6,980 yuan and 6,520 yuan per tonne, up more than 16 percent and 18 percent respectively.     The price rises also translate into mark-ups of 0.8 yuan and 0.92 yuan per liter, the measurement used at service stations in China, for gasoline and diesel oil respectively.     The commission said the oil price adjustment was made to ensure supplies in the country by diminishing the gap between continuously rising international crude prices, especially since February, and state-set domestic oil prices.     Crude oil price on the international market reached above 136 U.S. dollars per barrel on Wednesday, up more than 45 percent from the price when the country raised oil prices in November last year. An employee changes the cards showing the prices of refined oil at a gas station in Beijing on the early morning of June 20, 2008The government-controlled oil prices on domestic market should be blamed for a shortfall of supplies, as some refineries stopped or cut back on processing to avoid losses, said an unidentified NDRC official.     The commission said more subsidies would be offered to farmers, public transport, low-income families and taxi drivers to cushion the crunch of price rises.     For instance, farmers would get five yuan per mu (1/15 hectare)of farmland in extra subsidy; low-income families in cities would get an extra 15 yuan for each person every month starting from July, 10 yuan for such rural families.     The commission said fares for passenger travel by rail, urban and rural public transport and taxis would remain unchanged after the rise.     The official did not comment on the impact of oil price rises on the inflation rate, which eased to 7.7 percent in May. In April, it rose 8.5 percent after a 12-year high of 8.7 percent in February.     The commission also said the average electricity tariff will be raised by 2.5 cents per kwh starting from July 1, up 4.7 percent on average.     It said the price rise was made in response to rising costs of the country's power plants, including rising power-coal prices, increased costs on desulphuration facilities and investment in grid upgrading.     More than 80 percent of all the power generation companies suffered losses in the January-May period due to power-coal price rises.     Official statistics showed that power coal prices went up by more than 80 yuan per tonne in the past two years. The prices had gone up by 60 yuan since the beginning of the year.     The commission also announced the country would exercise temporary price intervention on power coal as of Dec. 31, and power coal prices are capped below the price on June 19.     The policy was adopted as the commission expected the power-coal price to rise further because of the gap between domestic and international prices and tight supplies.     The commission also said urban and rural residents and sectors of farming and fertilizer production, as well as the quake-hit provinces of Sichuan, Shaanxi and Gansu, will be exempt from the price rise.     Industrial and commercial undertakings, however, would only see limited impact, as power expenses usually account for a small portion of their total costs, it said.     "The price rise in electricity would not have a fundamental impact on the country's inflation rate," said the NDRC official.

BEIJING, Aug. 4 (Xinhua) -- Chinese President Hu Jintao said here on Monday that the Chinese government and people would honor their commitment of hosting a high-level Olympic Games with distinguishing features in Beijing.     "It is also our hope that through the Games, we can show the world the sincere aspiration of the Chinese people to share the benefits of development and to join with the rest of the world in building a bright future," Hu said in a speech delivered at the opening ceremony of the 120th session of the International Olympic Committee (IOC), held in the National Center for the Performing Arts in central Beijing. BEIJING, July 27 (Xinhua) -- The China National Petroleum Corp. (CNPC), the country's largest oil producer, planned to cut its workforce by 5 percent in upcoming three years as its profits had been squeezed by heavy refining losses.     The oil giant had 1.67 million staff last year, which meant more than 80,000 of them would be laid-off within three years, Beijing News reported.     The move followed CNPC's earlier announcement to cut non-production spending by 10 percent from a year earlier, the paper said. The China National Petroleum Corp. (CNPC), the country's largest oil producer, planned to cut its workforce by 5 percent in upcoming three years as its profits had been squeezed by heavy refining losses.    CNPC's profit before tax dropped by 39 percent year-on-year to 56.4 billion yuan (8.3 billion U.S. dollars) in the first half year as a result of refining loss and windfall taxes on crude oil sales.     To reduce costs, CNPC halted or cut investment in 49 projects in June, saving the company up to 20.72 billion yuan.     PetroChina, CNPC's listed arm, announced last month to issue no more than 60 billion yuan to "satisfy the operational needs of the company, further improve its debt structure, reduce financing costs and supplement working capital."

BEIJING, July 25 (Xinhua) -- The Olympic Media Village opened on Friday for 21,600 domestic and foreign registered reporters, amid some foreign media's concerns about free reporting in China.     Friday's People's Daily, the mouthpiece of China's ruling party, ran a commentary appealing to administrations and common people to "befriend the media."     "To serve the media is to serve the Olympic Games," the article said. "To befriend the media is to befriend the audience."     About 30,000 reporters are expected to cover the Games, the most in Olympic history, which means the number in the audience could be the highest ever too.     "It is through the media that the audience across the world are learning about the Olympics, China and Beijing," the newspaper said. Volunteers provide service for reporters at an entrance to the media village for the Beijing 2008 Olympic Games in Beijing, July 25, 2008. The media center opens on Friday to journalists from all around the world. The Beijing Organizing Committee of the 29th Olympic Games (BOCOG) and Chinese government obviously have a full understanding of the role media will play in the coming grand sport event.     In early this month, Chinese Vice President Xi Jinping included well serving the media in the top eight tasks of the last-minute preparation for the Games.     "We should provide a good service to the media according to the promises we made, international practice and Chinese laws. Through rich Olympic news, we are to share the joy of the Games with people worldwide," he said in the speech to officials 30 days before the start of the Games.     Beijing has opened three media centers, the Main Press Center (MPC), the International Broadcast Center (IBC) and the Beijing International Media Center (BIMC). The former, on the Beijing National Olympic Green Convention Center, covers 150,000 square meters, the largest in Olympic history. The latter, to receive about 5,000 non-registered reporters, is of 60,000 square meters. A reporter checks in at the media village for the Beijing 2008 Olympic Games in Beijing, July 25, 2008. The media center opens on Friday to journalists from all around the world. In the first 12 days since their opening, 23 press conferences have been held at the MPC and BIMC.     At the BIMC website, phone numbers of ministries in China's central government are publicized. At the center, printed manuals about covering news outside Beijing are offered with contacts of local governments and major enterprises.     About 150,000 guides about China and the Games written in 19 languages have been handed out. And the BIMC staff have received and processed more than 200 requests for interviews, half from foreign media.     Although worries about free news reporting are lingering, covering news in China has undergone notable changes.     A regulation on reporting activities in China by foreign media during the Games and the preparatory period has, since January last year, lifted several rules over foreign reporters. They no longer need approval from the local government's foreign affairs department but only agreement from the people or organizations to be interviewed. Reporters walk to their rooms at the media village for the Beijing 2008 Olympic Games in Beijing, July 25, 2008. The media center opens on Friday to journalists from all around the world.Local authorities are urged to cooperate with media even when the interview involves sensitive topics such as environmental protection, AIDS and housing displacement.     They are also cooperating in response to media requests such as to give live report from the Tian'anmen square, China's political symbol, to import satellite news operations, to hire helicopters for shooting and set up cameras in some popular tourists sites.     "We could regard the Olympics as a chance to push the country to open to global media," said Ren Zhanjiang, dean of the Department of Journalism and Communication, China Youth University for Political Sciences.     Some changes will continue after the Games. In April last year, the Chinese government issued a regulation asking administrations to publicize information that the public should learn about. The law on emergency responses, adopted in August 2007, cancelled an item in its draft that banned media from reporting emergencies without permission from the authority.Reporters from all around the world check in at the reception of the media village for the Beijing 2008 Olympic Games in Beijing, July 25, 2008. The media center opens on Friday to journalists from all around the world. It was implemented when the devastating May 12 earthquake jolted southwest China. The first news about the earthquake came minutes after tremors were felt while the death toll, which used to be a taboo in disaster news reporting, was announced and updated daily until now. A day later foreign correspondents were reporting news on the earthquake ruins, and continued to do so.     The country faced criticism for not allowing any foreign media to enter Tibet immediately after the Lhasa violence on March 14, although reporters already there were allowed to continue to report until their permits ran out. Chinese news stories were publicized straight after the incident happened in the Tibetan city, including TV footage about violent attacks on the street. This surprised Chinese audiences who have become used to a diet of positive news.     As the International Olympic Committee said in its report when choosing Beijing to host the 2008 Olympic Games, the Games would leave a unique legacy to China and to sport. There are reasons to believe that part of the legacy will be a country opening wider to the world.

BEIJING, May 30 (Xinhua) -- China and Vietnam will complete erecting markers along their land border by year end, a visiting Vietnamese leader said here on Friday.     In talks with Chinese President Hu Jintao, Nong Duc Manh, Communist Party of Vietnam (CPV) Central Committee general secretary, reaffirmed efforts to meet this deadline set in 1999. China and Vietnam signed a treaty in December that year delineating their 1,350 kilometers of frontier. According to the list, Vietnam will provide 150 tents and 10,000 boxes of milk to the areas hit by an 8.0-magnitude earthquake on May 12.     After inspecting the honor guards of the People's Liberation Army, Hu and Manh held a two-hour talk in the Great Hall of People.     The two reviewed the traditional friendship forged by the older leaders in the last century. They hailed the rapid growth of bilateral ties in recent years, citing Sino-Vietnam cooperation in trade, rule of country, regional and international issues, as well as problems left over from history.     Hu proposed China and Vietnam seek stronger ties in culture, education, science and technology, agriculture and youth exchange.     Manh echoed Hu's view, reiterating his country's efforts to work more closely with China in various fields.     Hu called for an early blueprint outlining a five-year trade cooperation between the two countries.     In response, Manh encouraged Chinese businessmen to invest in big projects in Vietnam and help his country develop in a sustainable manner.     Hu suggested a proper solution to existing issues between the countries on the basis of friendly consultation and mutual benefit.     Manh shared Hu's view and said the two countries should communicate promptly about their concerns.     They also exchanged views on party building and international issues.     After the talk, Hu and Manh witnessed the signing of several bilateral deals on protection and quarantine of animals and plants, as well as in other fields.     During Manh's four-day tour, he will also visit the east Jiangsu Province.

BEIJING, Sept. 3 (Xinhua) -- Premier Wen Jiabao inspected repair work and raised morale among residents over the past three days, during a visit to southwestern Sichuan Province nearly four months after the devastating May 12 earthquake.     "The relief work [so far] is successful," said Wen, on his fourth visit to Sichuan since the quake. "Now we are entering a critical stage to boost rehabilitation." With a combination of temporary housing and repaired buildings, about 4.45 million homeless families in the province have found accommodation.     Wen visited Zaoshu Village, Qingchuan County, one of the worst-hit areas, as the villagers were busy building or repairing houses. Each will receive about 20,000 yuan from the government.     "I am glad to see farmers in the quake area are busy rebuilding their homes with their own hands. As long as we carefully plan and organize the work, new houses will rise soon," said Wen, who expressed appreciation for their self-reliant attitude.     During the four-day trip beginning Sunday, Wen also visited an urban community in Qiaozhuang Town, Qingchuan. Permanent home rebuilding has not started in the urban area yet as the government is working on a subsidy policy for urban survivors. Chinese Premier Wen Jiabao is surrounded by children in the Xinjian primary school in Dujiangyan city, southwest China's Sichuan Province, Sept. 2, 2008.He explained to the residents that work has to be done to evaluate the condition of damaged houses and develop a rehabilitation plan.     "As soon as a policy is formulated, rebuilding will start," he said.     Besides residential buildings, schools and hospitals are priorities in rehabilitation.     At a temporary hospital in Qingchuan, Wen promised patients that the new hospital would be built soon and medical facilities would be better than before the earthquake. Wen returned to the school, which is in makeshift buildings, during this visit.     More than 240 students in the school were killed in the quake.     Standing in a classroom before the blackboard, he said to the students: "You are our country's future. I believe beautiful flowers will blossom over the debris of the earthquake."     Children presented handmade cards to Wen and invited him to take photos with them. The Premier presented flowers and bowed three times under the national flag on the campus to mark the victims.     Agriculture and industry were gradually recovering in the quake area.     At Yongquan Village in Deyang City, people were harvesting rice and planting potatoes. Wen went into the field, asking farmers about their crop yield. Told there was a bumper rice harvest despite the quake, he urged local officials to resume production as soon as possible where conditions allow.     At quake-devastated Dongfang Steam Turbine Co., Ltd. of Deyang, which Wen had visited twice previously, he was visibly happy to see production back at the pre-quake level.     He urged employees to continue working to build the company into a more advanced, secure and sustainable organization.     The premier also visited a road repair site near the epicenter,Yingxiu, praising the soldiers and workers who braved aftershocks and landslides to keep the road clear after the quake.     The worst-hit Beichuan County must be relocated as it was severely damaged in the quake and the original site might be vulnerable. Wen again visited the debris where the county seat was once located. He trudged on foot for an hour through the debris with a heavy heart.     He laid a wreath at a mass burial site of quake victims and observed a one-minute silent mourning period together with his entourage.     He told survivor Wang Dan, a 26-year-old woman of Qiang ethnic group, that the pain was overwhelming but the Beichuan people were strong.     "Although half of the population perished, the other half -- the survivors -- will build a new Beichuan with hope," he said.     When invited by Wang to come again when the new Beichuan is built, Wen promised he would come to the place, which he would remember for life.     He told local officials that the county should be rebuilt not only materially but also spiritually, as its unique Qiang culture should be preserved and promoted.     Presiding over a meeting attended by Sichuan provincial-level officials on Tuesday night, Wen said the quake rescue and relief work had entered an important phase of reconstruction. He urged local governments to seriously implement the reconstruction plan approved by the State Council, the country's Cabinet, and lead local people to accomplish the major tasks of rehabilitation and reconstruction in three years.
