WELLINGTON, Nov. 2 (Xinhua) -- Chinese Vice Premier Li Keqiang and New Zealand Prime Minister John Key agreed during a meeting Monday to actively explore new ways to advance cooperation between the two countries. Li said during the meeting that in recent years, China and New Zealand have expanded cooperation in many areas such as politics, economy and culture.     He said they also have kept good communications and coordination on major global and regional issues. The smooth implementation of the China-New Zealand free trade agreement has helped bilateral trade surge, Li said. Chinese Vice Premier Li Keqiang (R) shakes hands with New Zealand Prime Minister John Key in Wellington, New Zealand, Nov. 2. 2009.    New Zealand was the first developed nation to wrap up WTO entrance talks with China, the first developed country to recognize China as a market economy, and the first developed nation to sign a free trade agreement with China.     The development of China-New Zealand comprehensive cooperative relations suits the fundamental and long-term interests of both countries and is conducive to peace, stability and prosperity in the Asia Pacific region, Li said.     He said respecting and caring for each other's core interests and major concerns are key to a stable development of bilateral ties.     Li said China is willing to work with New Zealand to actively explore mutually beneficial cooperation in sustainable development and cultural exchanges and to enhance coordination in multilateral organizations and on major international and regional issues in a bid to bring bilateral ties to a new level.     Key said New Zealand values its comprehensive cooperative relationship with China. He said the smooth implementation of the bilateral free trade agreement has benefited New Zealand a lot.     The prime minister said he looked forward to visiting China and attending the Shanghai Expo next year. New Zealand has spent five times as much on the Shanghai Expo as on the last Aichi Expo, an evidence of New Zealand's high regard and expectations for relations with China, he said.     The New Zealand government respects China's positions on issues concerning its core interests such as Taiwan, Tibet and Xinjiang, and sticks to the one-China policy, Key said.     Li arrived in New Zealand on Sunday after concluding an official visit to Australia. His three-nation tour will also take him to Papua New Guinea.

BEIJING, Nov. 16 (Xinhua) -- U.S. Secretary of Commerce Gary Locke said here Monday clean energy technology is one of the most beneficial areas for U.S.-China cooperation and also the only way for the two countries to keep sustained economic growth and combat global climate change.     Locke, who accompanied U.S. President Barack Obama's visit to China, made the remarks at the Sino-U.S. clean energy round table conference held here Monday.     It has been Locke's third trip to China since becoming Commerce Secretary in March.     "The United States and China have the power and indeed an obligation to alter history for the benefit of all people on the planet," he said.     As the world's most productive and innovative economies, the U.S. and China are uniquely positioned to create the solar, wind, biofuel and renewable technologies that the world wants and needs, Locke said.     "We can do it by making clean energy the prime engine of the economic growth in the 21st century," he said.     Locke said he plans to lead an energy and trade mission to China next March, which would include U.S. firms from new energy technology sectors and make stops in Beijing, Shanghai and other cities.     U.S. Secretary of Energy Steven Chu also attended the conference, who expressed optimism about U.S.-China cooperation in the deployment and development of clean energy technology.     The conference was co-hosted by China's State Energy Bureau, U.S. Department of Commerce and Department of Energy, in a bid to advance mutual pragmatic cooperation in clean energy and promote the development of clean energy technology and industry.

BEIJING, Dec. 22 (Xinhua) -- China on Tuesday said the proper handling of sensitive issues was crucial to stronger Sino-French ties, and proposed deeper political trust and wider pragmatic cooperation.     "Both countries should properly deal with sensitive issues, enhance political trust, expand pragmatic cooperation in an effort to bring bilateral relationship to a new high," Chinese President Hu Jintao told visiting French Prime Minister Francois Fillon Tuesday afternoon. Chinese President Hu Jintao (R) meets with French Prime Minister Francois Fillon at the Great Hall of the People in Beijing, capital of China, on Dec. 22, 2009Fillon's visit was seen by observers as a symbol of the recovery of bilateral ties that were frozen in 2008 caused by frictions over Tibet and other issues concerning China's core interests.     France in April pledged not to support "Tibet independence" in any form.     "I've met twice with President Sarkozy on the sidelines of international conferences this year," Hu recalled, referring to the first one in London in April and the other in New York in September.     "We've reached important consensus on consolidating and developing China-French relationship and bringing it back to the track of sound and stable growth," Hu said. Chinese President Hu Jintao (R Front) meets with French Prime Minister Francois Fillon (L Front) at the Great Hall of the People in Beijing, capital of China, on Dec. 22, 2009.Fillon, on his first visit to China since taking office in 2007,said bilateral relations was in rapid development after the meetings between the two presidents.     Reviewing the past, Hu said the 45-year China-France diplomatic relations had overcome difficulties and moved forward despite vicissitude in international arena.     "The establishment of China-France comprehensive strategic partnership in 2004 provided a broad prospect for bilateral relations in the 21st century," Hu said.     Fillon echoed Hu's views, saying both countries would have a promising prospect in the cooperation on nuclear energy, trade, science and technology, education and culture.     China and France unveiled their biggest nuclear energy joint venture and inked two deals on aviation cooperation during Fillon's three-day visit. Wu Bangguo (R1), chairman of the Standing Committee of the National People's Congress of China, the country's top legislature, meets with French Prime Minister Francois Fillon (L1) in Beijing, capital of China, Dec. 22, 2009.The venture, with a registered capital of about 16.7 billion yuan (2.5 billion U.S. dollars), will annually generate 26 billion kilowatt-hours on-grid energy when completed in 2014.     During their hour-long meeting at the Great Hall of the People, Hu and Fillon also exchanged views on international issues.     "As permanent members of the United Nations Security Council, China and France share same or similar views on many major international and regional issues, enjoy common interests and assume important responsibilities on international affairs," Hu said.     Fillon expected both countries to jointly oppose trade protectionism, weather the impacts of global economic downturn and restructure international financial system. Wu Bangguo (R), chairman of the Standing Committee of the National People's Congress of China, the country's top legislature, meets with French Prime Minister Francois Fillon in Beijing, capital of China, Dec. 22, 2009Before their meeting, top Chinese legislator Wu Bangguo also met with Fillon on bilateral relations.     As Fillon's entourage included some French legislators, Wu called for more legislative exchanges at different levels in a bid to lay a more solid public foundation for China-France relations.     Fillon will fly back home late Tuesday night.

BEIJING, Jan. 10 (Xinhua) -- Justices in China's Supreme People's Court, as well as judges in local courts, will start working side by side with anti-corruption supervisors from Monday.     On Friday, 14 full time supervisors were installed in the Supreme People's Court (SPC) to oversee judges, court-order enforcers and other court staff.     The SPC said in a statement Sunday that 24,521 anti-corruption supervisors had been in place in 2,392 courts across the country.     In local courts, the posts of anti-corruption supervisors were concurrently held by senior judges, it said.     The system was born out of the efforts "to better combat corruption and redress injustices in a timely manner," said Shen Deyong, SPC executive vice-president.     The Supreme People's court had issued a tentative measure to facilitate coordination between the internal check system and external supervision departments, said the statement.     It also said courts across China would work to optimize the system with measures such as appointing more supervisors and setting up regular exchange and appraisal systems for anti-corruption supervisors.

BEIJING, Jan. 9 (Xinhua) -- China on Saturday again expressed strong dissatisfaction and firm opposition to the U.S. arms sales to Taiwan, urging the U.S. to respect China's core interests and withdraw related arms sales plan.     "The U.S. arms sales to Taiwan infringe upon China's security interest as well as peace and stability across the Taiwan Strait, and interfere with China's internal affairs," said Foreign Ministry spokeswoman Jiang Yu in a statement.     Jiang made the comments in response to a reporter's question on U.S. government approval for Raytheon Company to sell 1.1 billion U.S. dollars of Patriot antimissile system to Taiwan.     "We have raised solemn representations to the U.S. side," said Jiang. "We urge the U.S. to stop arms sales to Taiwan to avoid undermining China-U.S. cooperation."     Jiang said, "We urge the U.S. to clearly recognize the severe consequences of arms sales to Taiwan, reject the cold war mentality, and adhere to the three Sino-U.S. joint communiques, especially the principles established in the Joint Communique on Aug. 17, 1982."     The "Aug. 17 communique" stated that the U.S. would not seek to carry out a long-term policy of arms sales to Taiwan, and intended to gradually reduce arms sales.     "We also persuade the Raytheon Company to stop pushing or participating in arms sales to Taiwan, and refrain from doing anything that harms China's sovereignty and security interest," Jiang said.

BEIJING, Oct. 29 (Xinhua) -- Sino-U.S. ties have been warmed up for U.S. President Barack Obama's upcoming China visit by frequent contacts between high-level officials from both sides, Chinese experts said Thursday.     The 20th meeting of China-U.S. Joint Commission on Commerce and Trade (JCCT) was officially convened on Thursday morning in China's eastern city of Hangzhou.     This year's JCCT talks, highlighted by U.S. Commerce Secretary Gary Locke, Trade Representative Ron Kirk and Agriculture Secretary Tom Vilsack, were widely seen as part of preparations for the presidential summit next month.     "Today's JCCT meeting laid a solid groundwork and made full preparations for President Obama's visit in two weeks, which will help build the positive, cooperative and comprehensive China-U.S. relations toward the 21st century," China's Minister of Commerce Chen Deming said at the end of talks.     In the meantime, Xu Caihou, vice chairman of China's Central Military Commission, was paying his first visit to the United States under the Obama administration.     During his talks with U.S. Secretary of Defense Robert Gates, Xu and Gates explored ways to further military-to-military cooperation and reached agreement on seven points, which included Gates' visit to China in 2010 and mutual visits of warships.     The agreement on conducting joint maritime searches and rescue exercises has already had the embryonic form of crisis management mechanism, said Ding Xinghao, president of the Shanghai Association of American Studies.     During the 11-day visit, the Chinese general was also invited to visit some sensitive military sites, including the Strategic Command Headquarter, which was in charge of nuclear weapons and cyber war.     Xu's visits to the sensitive military sites showed the U.S. military's willingness to promote mutual trust with the Chinese military, said Fu Mengzi, a researcher with the China Institute of Contemporary International Relations.     Since the Obama administration took office, Sino-U.S. relations have witnessed a smooth transition and maintained a good momentum of development.     In June 2009, the defense ministries of China and the United States held the 10th defense consultation. In July, the two countries held their first round strategic and economic dialogue. In August, the two militaries held the maritime military security consultation.     In addition, Obama issued a "presidential determination" On Sept. 29 that shifted authority for approving sales to China of missile and space technology from the White House to the Commerce Department, a move viewed by experts as Washington's delivery of goodwill to Beijing.     It was also noteworthy that U.S. Deputy Secretary of State James B. Steinberg proposed a new term to describe U.S.-China relations in his keynote address entitled "Administration's Vision of the U.S.-China Relationship" at the Center for a New American Security in Washington on Sept. 24.     "Strategic reassurance", as Steinberg noted, means that "just as we and our allies must make clear that we are prepared to welcome China's 'arrival'...China must reassure the rest of the world that its development and growing global role will not come at the expense of security and well-being of others."     This term captured the crux of Sino-U.S. ties, said Niu Xinchun, vice director of the Center for American Studies at the China Institute of Contemporary International Relations. "It is aimed at realizing the strategic mutual trust between the two countries."     The foundation for the sustained and stable development of bilateral ties lies in mutual trust, he said, but trade frictions between the two nations show that mutual trust still needs to be strengthened.     Obama announced in September to impose 35 percent punitive tariffs on all car and light truck tires from China for three years.     Just on Tuesday, the U.S. Department of Commerce announced preliminary determination that intended to impose a tariff up to 12 percent on the steel grafting and steel strand imported from China, valued 269 million U.S. dollars.     In addition, China and the United States still have differences on some issues concerning China's core interests, such as U.S. arms sales to Taiwan and Tibet-related issues.     Although both sides have the willingness to enhance mutual trust, it is still difficult for them to fulfill the goal, said Fu Mengzi, adding it needs sustained efforts from both sides.     "Sino-U.S. relations are now standing at a new historical starting point," said Chinese Vice Premier Wang Qishan at the opening ceremony of the 20th JCCT meeting. "President Obama's first China visit will surely provide new opportunities for bilateral cooperation."

TAIPEI, Dec. 14 (Xinhua) -- Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF), has called for calm response to the upcoming cross-Strait talks.     The SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS) plan to hold new round of talks in Taiwan's Taichung city on Dec. 22.     Chiang said issues to be discussed during the talks included labor cooperation in the fishing industry, cooperation in inspection and quarantine of agricultural products and standard measurement authentication and avoidance of double taxation.     Those issues were closely related to the health and benefits of people across the Strait, he said, adding that he hoped agreements could be reached to improve the foundation of cross-Strait relations.     It is the fourth round of talks since the SEF and the ARATS resumed negotiations in June last year following a 10-year suspension.

BEIJING, Nov. 11 (Xinhua) -- Chinese top political advisor Jia Qinglin attended a symposium here on Wednesday to mark the 60th anniversary of the uprising of two air carriers in Hong Kong in 1949.     On Nov. 9, 1949, a total of 12 aircraft from the carriers flew from Hong Kong to Beijing and Tianjin on the Chinese mainland during the uprising, a move embraced by the New China. Mao Zedong called it "a very patriotic action of great significance."     Du Qinglin, head of the United Front Work Department of the Communist Party of China Central Committee, said the precious spirit of the uprising should be inherited and promoted, to encourage all the Chinese to make unswerving contributions to the rejuvenation of the nation.

BEIJING, Dec. 2 (Xinhua) -- Heavy fog faded in most Chinese provinces after a cold front from Siberia moving south cleared up the sky on Wednesday. As a result, road, river and air traffic was finally restored after days of disruption in many parts of China.     Traffic on the Beijing-Hangzhou Grand Canal resumed at noon after 11 hours of closure, said an official from Yangzhou City of east China's Jiangsu Province Wednesday.     Nearly 100 vessels stranded in Yangzhou have entered the Yangtze River. Delayed flights and closed highways had been resumed, said the provincial meteorological bureau.     However, the heavy fog staggered in east China's Anhui Province, north China's Shanxi Province and northwest China's Shaanxi Province on Wednesday.     Visibility was 200 to 50 meters in most parts of Anhui, where police had to reinforce traffic control on highways.     Two of the three flights canceled on Tuesday in Hefei City tookoff Wednesday, though some other flights were delayed.     Visibility in Shanxi was 100 to 20 meters on Wednesday. Flights at the Airport of Yuncheng in Shanxi were postponed.
