BEIJING, April 27 (Xinhua) -- Chinese Vice Premier Li Keqiang on Sunday urged Hainan Province, China's largest special economic zone (SEZ), to further carry out reform and opening up as it embraces its 20th anniversary.     The province should "beef up reforms and make efforts to achieve breakthroughs in key fields", said Li during his inspection tour to the island province from Thursday to Sunday.     He suggested that the province should build itself into a shipping hub and center of logistics and export-oriented processing facing southeast Asia. Local authorities were also told to "adjust and optimize the industrial structure from a high starting point" and place priority on protecting the environment and ecology.     Meanwhile, the results of reforms and opening up should be enjoyed by the masses, said Li, who called for more attention to solving problems concerning ordinary people's livelihood such as medical care and housing.     Li visited factories, ports, hospitals, schools and rural families in Hainan, which celebrated its 20th anniversary on Saturday. BEIJING, Aug. 16 (Xinhua) -- For a second day, the Olympic host city reported Grade I -- or excellent -- air quality on Saturday, the eighth day of the Olympics. In most of the day, the city basked in sunshine.    Figures released by the China Environmental Monitoring Center (CEMC) revealed that Beijing's Air Pollution Index (API) showed a reading of 23 on Saturday, which fell into Grade I, whose API reading ranges between 1 and 50. On Friday, CEMC's figures showed an API reading of 17.    China uses the API system to report the country's air quality. An API reading between 51 and 100, or Grade II, means the air quality is fairly good. An API reading between 101 and 150, or Grade III, entails the air quality is slightly polluted. Also on Saturday, deputy director of the Beijing Municipal Bureau of Environmental Protection Du Shaozhong said the city reported seven days with Grade I air quality in the first half month in August, which was the highest since 1998.    In the other eight days, Beijing's air quality was in Grade II, which was within the standards to host the Olympics.    "Beijing often reports more days with Grade I air quality during the autumn and winter in comparison with the summer. But this August, the number of days with excellent air quality is unusually high," he said.    Since 1998, the highest monthly number of days with excellent air quality in the summer was five, in July of 2006, he said. Last August only two days reported excellent air quality.    Du forecast that Beijing's air quality would be excellent or fairly good during the Olympics and Paralympics. "Should weather conditions be favorable, Beijing's air quality would be excellent. Should weather be unfavorable, the air quality would be in Grade II," he saidWang Zifang, a Beijing-based expert on weather forecasting, said Beijing's air quality would be excellent until Monday.    "During Aug. 19-21, the wind is forecast to change direction and may bring pollutants from cities to the southeast of Beijing, such as Tianjin and Langfang," Wang said.    Du attributed good air quality to efforts made by Beijing to curb air pollution over the last nine years, especially this year.    Beijing municipal government said it had poured more than 140 billion yuan (20.5 billion U.S. dollars) since 1998 into more than 200 projects dedicated to improving the city's air quality.    In the run-up to the Beijing Games, the host city implemented some drastic measures to reduce pollution.    In one of these measures, Beijing has imposed an odd-even restriction system based on licence plate numbers that would keep vehicles off the road on alternate days from July 20 to Sept. 20.

MIANYANG, Sichuan Province, June 7 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday visited with some earthquake survivors who had resettled in public camps in Sichuan Province's Mianyang City.     For refugees staying in low-lying lands in the southwest Chinese province, they were also at threat from the huge "quake lakes" bursting their banks.     The 8.0-magnitude tremor on May 12, which had claimed at least 69,134 lives to date, had created the threatening 200 million cubic meter Tangjiashan quake lake which overlooks Mianyang, about 70 meters above the city.     The local government is currently relocating more than 210,000 people to safer grounds.     In his third visit to the province since the quake, Wen said ina camp harboring hundreds of the quake homeless, "I hope you would understand our efforts to resettle you away from your home to a relatively safe place because the swelling quake lake is so dangerous."     "Yes, we understand," the locals replied. Chinese Premier Wen Jiabao (R Front) embraces Wang Shichen, a 12-year-old primary school pupil of grade six, when he inspects the resettlement at Meirui Textile Company in Mianyang, a city in quake-hit southwest China's Sichuan Province, June 6, 2008    "We are trying all out to drain the quake lake in accordance with our contingency plans but anything could happen under such complicated climatic, geologic and environmental conditions," Wen said.     "We appreciate all your efforts and cooperation with the government to defuse this time bomb."     "We are grateful to you, Mr Premier," 60-year-old villager Wu Xiaofeng said.     "The priority of our resettlement task is to make sure everyone will be safe," Wen replied.     "You visited Sichuan thrice, and you should take good care of yourself," a young man chimed in.     "It's my duty," Wen said. "I'm less unsettling after hearing your consideration. I'm afraid people suffering from so much might become jittery and impatient. Are you?" he asked.     "It's okay," one woman replied.     "This is a massive disaster to not only the nation, but also to everyone here," he said. Chinese Premier Wen Jiabao (2nd R) visits quake-affected people at the resettlement in the Mianyang Branch of Sichuan Conservatory of Music, in Mianyang, a city in quake-hit southwest China's Sichuan Province, June 6, 2008Wen then walked into a makeshift police station to ask the officers to be extra alert while patrolling the residence camps at this unusual time.     After shaking hands with an old woman who was sitting on the lower part of a bunk-bed in a big tent, Wen asked whether she felt uncomfortable staying with others.     Showing consideration for others, 87-year-old Mao Fengying said, "Rescue workers from the armed forces are really exhausted. They need better living conditions in the tents."     Touched by this request, Wen then passionately asked the armed forces commanders to improve the living conditions of soldiers.     He then bid farewell to Mao to leave for the next site.     Twelve-year-old Wang Shichen raised a question for Wen. "How long do we have to stay here and when shall we go back home?"     "I think you might go (home) after the drainage," he said.     "Could I hug you?" the boy said after his question. Wen hugged him immediately.     At a temporary retirement home in the camp, Wen greeted 100-year-old Chen Jiazhen. "You would work hard," the centurion told Wen. "Of course, I will," the premier responded with sincerity.     Seeing an old man writing a letter of gratitude to the armed forces rescuers and volunteers, Wen said he was also willing to write some words.     "Respect and strength," he wrote on the reverse side of the old man's letter.

The Level I emergency plan covers the most serious class of natural disasters.     A disaster relief work group of the State Council, China's Cabinet, rushed to the quake-hit county of Wenchuan on Monday evening to coordinate the rescue and relief work.     Meanwhile, the ministry said strong winds and hailstorms lashed Hubei, Hebei and Jiangsu provinces from Sunday evening to early Monday morning, affecting more than 630,000 people.     In central China's Hubei Province, the hailstorms attacked 10 counties, affecting 515,000 people, collapsing 85 rooms of 33 households and damaging another 4,761 rooms as of 11 a.m. Monday. GUANGZHOU/NANJING, July 4 (Xinhua) -- The first cross-Strait weekend chartered flight from China's mainland to Taiwan took off at 6:31 a.m. from Guangzhou, capital city of the southern Guangdong Province early Friday morning.     More than 100 mainland tourists aboard the Airbus A330 became the first group of people on a sight-seeing tour allowed to Taiwan amid warming cross-Strait ties. The flight has 258 passengers.     The historic flight by China Southern Airlines (CSA) is scheduled to land at Taipei Taoyuan Airport in Taiwan at 8:10 a.m. after a 1,124-km journey.     "I have been expecting to visit Taiwan, the Treasure Island, and my dream will finally come true today," mainland tourist Shi Anwei told Xinhua before boarding the plane. "I was too excited to sleep last night."     Following suit was a flight from Xiamen of eastern Fujian Province that took off at 7:16 a.m. The flight, MF881 by the Xiamen Airlines with 203 passengers, is expected to arrive at the Songshan Airport of Taipei at 8:51 a.m.     Each passenger witnessing the historical moment received a gift package from the airlines, which enclosed a model plane and map of Taiwan.     At a separate ceremony in East China's Nanjing City marking thecity as the fifth new city to conduct the cross-Strait chartered flight, Zheng Lizhong, mainland-based Association for Relations Across the Taiwan Strait (ARATS) Executive Vice Chairman, said the start of the weekend chartered flight and beginning of the mainland tourists' visit to Taiwan "is destined to open a new chapter in the cross-Straits cultural and economic communications."     A high-ranking mainland aviation official said that since Shanghai was chosen as the first city for cross-Strait flight operation five years ago, "there has been a small step each year, but they have amounted to a major step in the past five years."     "The ever more frequent and convenient flights across the Straits are not only improved means of transportation, they are also an emotional and cultural bridge for the people, and changed the way of thinking of both sides," the official said.     However, he said, real direct flight hadn't been realized yet as all of the planes flew to Taipei by way of Hong Kong.     Quoting Dr. Sun Yat-sen, the great pioneer of Chinese democratic revolution, the official said, "the real success is still in front and we need to work harder."     The first chartered flight from Nanjing started at 8:05 a.m.     Some 760 Chinese mainland tourists from Beijing, Shanghai, Nanjing, Xiamen and Guangzhou started the first weekend charter flight to Taiwan on Friday, three weeks after the mainland's Association for Relations Across the Taiwan Straits and the Taiwan-based Straits Exchange Foundation met last month.

BEIJING, May 29 (Xinhua) -- China's Office of State Flood Control and Drought Relief Headquarters (SFDH) urged local governments to strengthen flood control at a meeting here on Thursday.     Water resources authorities should double check the preparation work for the incoming flood season, strengthen monitoring systems and ensure the safety of major rivers and large- and medium-sized reservoirs, it said.     It also asked relevant authorities in quake zones to pay special attention to flood control and protect earthquake victims from fresh dangers.     Flood control precautions and safe water supplies in cities holding competitions for the 2008 Olympic Games in August should be ensured. It added that drought prevention work should also be listed on the agenda.     The SFDH initiated a level-three emergency response to the torrential rains that hit China over the past week causing 57 deaths.

BEIJING, Oct. 5 (Xinhua) -- China's National Bureau of Statistics (NBS) under new chief Ma Jiantang is likely to reform its statistical system to ensure the authenticity and timeliness of data and help the government to better cope with the uncertainties of outside economic influences, the minutes of an NBS meeting show.     After his inauguration as the NBS director, Ma has said he felt pressure, but was confident of taking over "the baton of statistical reform and development."     "The changing world economy, especially the financial turmoil triggered by the U.S. sub-prime mortgage crisis, had increased the uncertainties of China's macro-economic development and stability and set new tasks for statisticians," said Ma.     "I would like to work with all NBS staff together to advance reforms and innovations in statistical systems, indices and methods to make sure statistical work could better serve the pursuit of scientific development to shift the target of economic expansion from quantity to quality, and building a moderately prosperous society."     According to the minute, Ma gave no details of his reform plans. But his predecessor, Xie Fuzhan, who was transferred to head the Research Office of the State Council, admitted in his leaving speech that the foundation for China's statistical work remained feeble, with a lot to be done in optimizing statistical methods and management.     "Both the status of statistical departments and the capability of statisticians needs to improve to meet their obligations and fulfill their tasks," Xie said. He took up the post two years ago after his predecessor Qiu Xiaohua fell over fund scandal.     Authorized by the State Council to examine and calculate the economic output nationwide and to collect and compile economic figures for almost all industries and sectors, the NBS offers basic statistical information and policy advice for higher authorities and government departments.     Ma, a doctor of economics who graduated from the Chinese Academy of Social Sciences, viewed authenticity and timeliness as "the lifeblood of statistics work" and "the way for statisticians to conduct themselves".     He said the essence and core of statistics was to reflect facts, analyze real situations and seek truth, according to the minute.     Ma also urged NBS staff to resist all fabrications of data, secure the quality of figures and work with professionalism.     Under the current management system, local statistical departments serve two bosses, with the NBS giving them statistical assignments but local governments in charge of their personnel and finance. The NBS was only authorized to assist governors, municipal mayors and autonomous region chiefs in managing the heads of NBS branches.     Prestige-minded local officials looking for advancement have often tested the integrity of statisticians within their jurisdiction.     To remedy the situation, China's legislature revised the implementation rules of Statistics Law in 2006, which authorized NBS investigation teams to undertake independent statistical surveys and reports in all provinces, municipalities and autonomous regions.     Under the Statistics Law, leading members of local authorities who alter statistical data without authorization, fabricate statistical data, compel or prompt statisticians to tamper with figures will be subject to administrative sanctions. Officials who retaliate against statisticians who refuse to fabricate data face criminal penalties.     After more than two decades of sizzling growth at the cost of depleted resources, increased energy consumption and environmental damage, the Chinese economy is undergoing a tough rebalancing that puts more emphasis on quality than quantity.     As global economic slowdown could dampen exports -- a major growth engine -- more than expected, the government has become increasingly careful with monetary tools like interest rates, deposit reserve ratios as well as industrial and fiscal policies so as not to plunge the expanding economy into recession.     Senior decision-makers have been demanding precise and more timely statistics for earlier warnings in the event of slowdown or other ailments.     Ma was appointed vice governor of Qinghai in December 2004 and used to work with the State Economic and Trade Commission and the Assets Supervision and Administration Commission of the State Council.
