Niederauer, CEO of NYSE Euronext, told Xinhua that he has taken the relations with China as one of his most important initiatives during his years as chief executive. LIMA, Nov. 20 (Xinhua) -- Foreign and trade ministers from the 21 member economies of the Asia Pacific Economic Cooperation (APEC) forum on Thursday called for joint efforts to overcome the ongoing global financial crisis and revive the Doha Round trade negotiations.     "APEC economies are committed to implementing all necessary measures to bolster the real economy and boost investment and consumption levels in the region," said a joint statement released by the ministers after a two-day Asia-Pacific Economic Cooperation (APEC) Ministerial Meeting in the Peruvian capital.     "Ensuring a rapid, coordinated and effective response to the current global financial crisis is the highest priority for APEC economies and will be the focus of attention" when APEC leaders meet on the weekend, said the statement.     The APEC ministers met in Peru during the "most difficult set of economic conditions" since APEC was created in 1989, it said.     Peruvian Foreign Minister Jose Garcia Belunde, who chaired the meeting, said the ministers have reaffirmed their opposition to trade and investment barriers.     The ministers have agreed to continue to "strengthen consumption level in the region and expand trade activities," he said.     "We've decided to continue supporting the multilateral trade system, including the World Trade Organization, and to support a conclusion to the Doha trade round," he said.     Australian Trade Minister Simon Crean said the APEC ministers not only have reached an consensus to push forward the Doha talks but also agreed on the direction to conclude it.     Crean called on the APEC leaders to make commitment based on the action plan adopted by the G-20 countries in Washington earlier this month, noting that nine of the APEC members participated in the Washington meeting.     "Commitement at various levels" are required to deal with the financial crisis, he said.     U.S. Trade Minister Susan Schwab said world leaders should learn from the Great Depression in the 1930s and prevent a "prolonged and deepening" crisis from taking place.     Schwab noted that the G-20 nations had made it clear that trade barriers and protectionism will not be an option during the crisis and it is vital to conclude the Doha talks as soon as possible.     The world economies should "use trade in a positive way" to avert the crisis, she said.     "We will do everything we can" to push forward the Doha talks, she added.     Singapore Trade and Industry Minister Lim Hng Kiang said APEC has yet to confront many challenges and the financial crisis is likely to top APEC's agenda next year when Singpore takes over as the chair.     The 20th APEC Ministerial Meeting started on Wednesday to make final preparations for the APEC Leaders' Meeting this weekend.  

BEIJING, Nov. 15 (Xinhua) -- Chen Jian, Chinese vice Commerce Minister said here on Saturday that the country would provide better development conditions for foreign multinational corporations (MNCs).     "China would ramp up efforts to create better legal protection, policy support, market environment and growth opportunities for them," Chen said at the 2nd International CEO Roundtable of Chinese and Foreign MNCs.     He said global investors' confidence would not recover in a short period of time amid the financial turmoil and predicted the combined foreign direct investment (FDI) globally could possibly decrease by 10 to 30 percent.     Figures revealed that FDI in China expanded by 35.06 percent in the first 10 months year on year to 81.1 billion U.S. dollars.     However, FDI in China stood at 6.72 billion U.S. dollars last month, down by 2.02 percent year on year. BEIJING, Dec. 21 (Xinhua) -- The Chinese government was taking such measures as deferring payment of social security funds in its latest efforts to reduce burdens of companies nationwide and foster stable employment situation, officials said here on Sunday.     In a notice jointly issued by the Ministry of Human Resources and Social Security (MHRSS), Ministry of Finance and State Administration of Taxation, troubled enterprises will be allowed to delay payment of social security funds in 2009 with the deferment period less than six months, MHRSS officials said.     Companies which are unable to pay social security funds are eligible to delay payment after authorization from the provincial governments, it said. No overdue fine will be imposed on these companies.     The notice also said the insurance rates for medical, work injury, unemployment and maternity will be allowed to temporarily cut back next year in some regions after authorization from the provincial governments. The pension insurance rate, however, should not be lowered.     China's social security system is made up of five parts: pension insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance.     The notice also encouraged troubled companies to conduct in-company training for employees and to apply necessary financial support from local governments.     In addition, troubled enterprises which refuse to lay off workers or dismiss fewer workers will be allowed to use unemployment insurance funds to pay social security subsidies, it said.

BEIJING, Oct. 17 (Xinhua) -- China issued new rules on reporting activities by foreign correspondents on its territory late Friday, allowing them to interview without application to foreign affairs departments.     "The new rules follow the major principles and spirits of the media regulations introduced for the Beijing Olympics," Chinese Foreign Ministry spokesman Liu Jianchao said at a late night press conference.     The conference began 15 minutes before the expiry of the temporary Olympic rules, which were introduced on January 1, 2007 and removed media restrictions on foreign reporters during the Beijing Games.     "In the form of a long-lasting law, the 23-item new rules make that temporary arrangement a standard practice," Liu said.     "The new regulations are significantly different from those issued in 1990," spokesman said.     Foreign reporters wishing to interview organizations or individuals in China no longer need to be received and accompanied by the Chinese organizations, Liu said.     It canceled an item in the old version that asked foreign reporters to get approval from the local government's foreign affairs department when they wanted to do reporting in the regions open to them.     The new rules also lifted an item asking them to get approval from the Foreign Ministry when they wanted to visit the regions not open to them and register at the police.     "Foreign reporters still need to ask for permission to do reporting in Tibet and other areas that are off-limits to foreign reporters, like some military facilities," Liu said.     The 17th item of the new rules said foreign reporters need to gain agreement from the person or organization to be interviewed while they are working in China.     According to the new rules, permanent offices of foreign media and reporters can "temporarily" import, install and use radio communication devices for news reporting after gaining approvals from the Chinese government according to laws.     "China adopts a basic policy of opening up to the outside world, protects the lawful rights and interests of the permanent offices of foreign media organizations and foreign journalists in accordance with law, and facilitates their news coverage and reporting activities that are carried out according to law," the new rules said.     The rules asked resident foreign reporters to apply for a press card to the Foreign Ministry or local foreign affairs departments within seven working days after their arrival in China.     With press cards, they also need to get residency cards from the local police where they are to stay.     Press cards of those who stay in China for less than six months every year will be revoked, the document said.     Resident foreign reporters or those for short-term news reporting in China shall apply a journalist visa.     The new rules do not ask resident foreign reporters to renew their press cards annually.     Permanent offices of foreign media and reporters may hire Chinese citizens to do auxiliary work but have to hire them organizations designated by the Foreign Ministry or local governments to provide services to foreign nationals, according to the new rules.     The new rules took effect from Oct. 17.
