BEIJING, Sept. 21 (Xinhua) -- China's Defense Minister Liang Guanglie stressed on Monday that the absolute control under the Communist Party of China (CPC) has guaranteed the country's armed forces have achieved landmark progress in the past six decades.     Liang, a State Councilor and also member of the Central Military Commission (CMC) as a full general, made the remark during an exclusive interview with Xinhua less than ten days leading to a grand military parade scheduled on China's National Day.     The minister said a solid ideological and political leadership by the CPC is the greatest difference between the People's Liberation Army (PLA) and the armed forces of Western countries, by which the Party's troops have endured various tests and shown loyalty, bravery and services to the people.     The PLA has achieved leaping upgrades in its defensive combat abilities to realize that the armed forces could effectively safeguard the country's sovereignty and territorial integrity, Gen. Liang said.     Liang emphasized that the PLA could not make the achievements without several rounds of disarmament and its internal reforms to optimize the military resources and command systems since the People's Republic of China was founded in 1949.     The PLA once had 6,000,000 uniformed members. The most high-profile cut was conducted by late CMC Chairman Deng Xiaoping who made a surprising decision in 1985 to reduce ranks by 1,000,000, mostly from the army and military schools.     After the latest cut in 2005, the PLA now has 2.3 million servicemen, although it remains the world's most populous armed force.     Gen. Liang said that after consistent efforts by scientists and researchers as well as China's improving industrial capacities, the PLA's arsenal has been equipped with all major weapon systems on the land, in the sea and air just like other major military powers.     "We now have military satellites, advanced jets, new main battle tanks, sophisticated warships and subs," Liang said, adding that some of the weaponry have caught up with world-leading standards.     After nearly 60 years of construction and development, China has set a strategic target to realize basic defense and military modernization, he said.     Achieving this objective, the Army's mobility level will be upgraded to give greater regional capabilities, and the Navy will be capable of both a strong coastal defense and certain measures for blue water combat, Liang said.     The Air Force will be transformed from a fleet that could only provide homeland air defense to an aerial power capable of a combination of offensive and defensive operations, and the Second Artillery Corps, China's strategic missile troops, will become a truly efficient force with both nuclear and conventional striking power, he said.     The military parade on Chang'an Avenue in front of the Tian'anmen Square on Oct. 1 will probably be the best footnote to Liang's remarks.     According to Lt. Gen. Fang Fenghui, general director of the parade, 52 types of new weapon systems developed with China's own technologies will be showcased to celebrate the 60th anniversary of the founding of the PRC.     China will unveil for the first time the PLA's airborne early warning and control (AEWC) aircraft, unmanned aerial vehicles (UAV) and other novel military hardware which have seen active service.     With a distinctive theme of "Made in China" to be showcased by the military parade, the Defense Minister said the Chinese defense industry has been also upgraded from copying Russian made weapons in 1950s and 1960s to a self-reliance on designing and manufacturing from the 1970s onwards.     Another progress is the improved heritage of national defense mobilization which has played a unique role and advantage in the PLA's service in peace time and in missions to help civilians in emergencies, Liang said.     The two events that impressed the 68-year-old minister most were the PLA's engagement in fighting a severe flood disaster in 1998 and the devastating earthquake in Sichuan Province last year.     "The troops and even many veterans were quickly mobilized and gathered to fight the flood at the front line in spite of danger to life," Liang said.     "I also witnessed very moving moments during the earthquake relief work when quake survivors saved by the PLA soldiers expressed their sincere appreciations," he said.

BEIJING, Sept. 12 (Xinhua) -- China's Minister of Commerce Chen Deming said Saturday the U.S. decision to impose special protectionist tariffs on tire imports from China was grave trade protectionism and sent a wrong signal to the world.Chen told Xinhua the U.S. government's decision, which was made Friday night, violated related rules, failed to honor its commitment made on the G-20 financial summit and was not based on the truth.     "It was a misuse of the special safeguard measures and sent a wrong signal to the world," Chen said, stressing China resolutely opposes the U.S. decision.     The decision came after the U.S. International Trade Commission determined that a surge of Chinese-made tires had disrupted the domestic market and cost thousands of jobs in the U.S.     The two sides didn't reach an agreement in spite of rounds of negotiations over the case, Chen said.     According to a Los Angeles Times report Saturday, within 15 days, the U.S. would add a duty of 35 percent in the first year, 30 percent in the second and 25 percent in the third on passenger vehicle and light-truck tires from China.     Chen said China reserves the right to bring the case to the World Trade Organization (WTO) while continuing to take necessary measures to support the tire industry and deal with the negative impact caused by the case.     Fan Rende, president of the China Rubber Industry Association, said the organization has sent a protest letter to U.S. President Barack Obama, calling the decision an "extremely unfair" one as it lacked objective bases.     The association also recommended the Chinese government to resort to the WTO Dispute Settlement Mechanism to handle the case, and appeal to the United States Court of International Trade to protect interests of the related enterprises.     Although President Obama's ruling on the tire case was said to be based on law by the U.S. government, it is seen as a resolution under political pressure at home.     Yao Jian, spokesman of the Ministry of Commerce, said the domestic political pressure pressed the U.S. government to not only impose the tariff and also propose other unreasonable demands involving many industries and push China to adjust fiscal and tax policies.     The U.S. decision was made regardless of opposition from many U.S. organizations.     The U.S. Tire Industry Association, the American Coalition for Free Trade in Tires, the American Automotive Trade Policy Council, and the Retail Industry Leaders Association have all expressed strong opposition after the U.S. International Trade Commission recommended the decision to the U.S. government .     NO GOOD TO ANYONE     The Ministry of Commerce (MOC) said on its web site Saturday that the U.S. lacked bases for the case because tire products exported to the U.S. from China actually declined 16 percent in the first half of this year, compared to the same period last year. China's tire exports to U.S. in 2008 only rose 2.2 percent from 2007.     It said the business situation of the U.S. tire producers has shown no apparent changes after the entry of Chinese products. There exists no direct competition between China's tire products and the U.S.-made ones as China's tires mainly go for the U.S. maintenance market.     Vice Commerce Minister Fu Ziying said in August that the slowdown in the U.S. tire industry is a result of the global downturn, not that of China's increasing tire exports to the U.S.     China's tire exports to the U.S. tripled between 2004 and 2007 while, during the same period, U.S. tire manufactures doubled profits.     "This means the increase of China's tire exports did not cause any substantial harm to the U.S. tire industry," Fu said.     According to Fan, about 40 percent of the tire output in China is exported, and one third of the exports go to the United States.     The 35 percent tariff means China would not export tires to the U.S. in the first year, which would affect employment of about 100,000 people and result in a loss of 1 billion U.S. dollars in export, he said.     He added the tariff would not solve problems faced by the U.S. tire industry, but would hurt interests of enterprises from both countries and hurt trade relationships.     Four U.S. companies have businesses in tire production in China and they account for two thirds of exports to the U.S., and the tariffs will have a direct impact on these companies, the MOC said.     The increased tariffs would also raise tire prices for U.S. consumers, which would further weaken the government efforts to revitalize the auto industry. Some consumers may even consider postponing replacing old tires, creating concern for safety, according to the MOC.     The move will also produce a chain reaction of trade protectionism and slow the current revival of the world economy, the ministry said in a statement on its website Saturday.     Leaders from around the globe have reached consensus to oppose trade protectionism since the outbreak of the financial crisis. But the tire case, lacking factual bases, is an abuse of protectionist measures. It not only hurts the interests of China, but also those of the U.S., the ministry said.     The Associated Press (AP) reported Saturday many of the nearly two dozen world leaders Obama is hosting at the upcoming G20 summit in Pittsburgh are critical of countries that protect their key industries.     The report said Obama has also spoken out strongly against protectionism and other countries will view his decision on tires as a test of that stance.     According to the MOC, China is the second-largest trading partner with the U.S. and vice versa. China believes the Sino-U.S. economic trade cooperation is significant. The country would not like to see damages to bilateral trade relations caused by protectionism.     Chinese Premier Wen Jiabao slashed protectionism at the opening ceremony of the Summer Davos Forum Thursday in Dalian, northeast China, saying it would only slow world economic recovery and ultimately hurt the interests of the businesses and people of all countries.     "We must resist and redress all forms of covert protectionist activities," Wen said, noting as an active participant in economic globalization, China will never engage in trade or investment protectionism.

BEIJING, Oct. 1 (Xinhua) -- China is to hold a National Day military and mass parade as well as an evening gala on Tian'anmen Square Thursday to mark the 60th anniversary of the founding of the People's Republic of China (PRC).     Following will be highlights of the once-in-a-decade grand celebrations:     -- Chinese leaders, including President Hu Jintao, will be on Tian'anmen Rostrum to observe the parade.     -- President Hu is to review line-ups of the tri-service People's Liberation Army (PLA), standing in an open-top home-made Red Flag limousine.     -- National flag raising ceremony will be held on Tian'anmen Square.     -- Military parade is expected to involve more than 8,000 people, and a total of 52 types of new weapon systems, including the PLA's missiles, airborne early warning and control aircraft, unmanned aerial vehicles and other sophisticated military hardware, will be shown.     -- Military paraders will march goose-step through the square in new-style uniforms initiated in 2007.     -- Women militia soldiers in purple skirts will march goose-step through Tian'anmen Square, holding submachine guns. The formation will be led by two models who used to be good at cat walking.     -- Snow Leopard armed police unit, which took charge of security of the 2008 Beijing Olympics, will be shown at the National Day parade.     -- Sixteen female fighter pilots, the country's first batch, are expected to make a debut in a fly-past at the parade.     -- Civilian formations will march through Tian'anmen Square, showcasing panoramic achievements China has made over the past sixdecades. BEIJING, Aug. 27 (Xinhua) -- Chinese Vice Premier Li Keqiang Wednesday chaired a meeting on the national pollution survey and urged more efforts to protect environment.     China launched its latest nationwide pollution survey at the end of 2006.     Li said further work should be done to boost environmental protection and tackle serious pollution problems to boost sustainable development in China and improve people's living standards and quality. BEIJING, Sept. 29 (Xinhua) -- China will lower gasoline and diesel prices by 190 yuan (27.8 U.S. dollars) per tonne from Wednesday, the National Development and Reform Commission (NDRC) announced Tuesday.     The benchmark price of gasoline will be 6,620 yuan a tonne, and for diesel 5,880 yuan a tonne, according to the NDRC.     The retail price of gasoline will drop by 0.14 yuan per liter and that of diesel will decrease by 0.16 yuan per liter.     It is the eighth fuel price adjustment since the country adopted a new fuel pricing mechanism, which took effect on Jan. 1 and the first reduction of fuel prices in two months.     Under the pricing mechanism, the NDRC will consider changing the benchmark retail prices of oil products when the international crude price changes more than 4 percent over 22 straight working days.     The price cut was in accordance with the international price changes, the NDRC said.     The average crude price of Brent, Dubai and Cinta has declined to 71.52 U.S. dollars a barrel, down 5.02 percent since the previous fuel price adjustment, according to the Shanghai-based CBI (China) Co., Ltd., a leading service provider in Chinese commodity markets.

MACAO, Sept. 22 (Xinhua) -- Macao Special Administrative Region(SAR) Legislative Election General Auditing Committee announced the official results of the election of the fourth Legislative Assembly of Macao on Tuesday night.     In line with the Basic Law, the new legislature is composed of 29 seats including 12 directly-elected seats, 10 indirectly-elected seats, and seven others which will be appointed by the SAR's chief executive.     A total of 122 candidates from 16 groups contested in the direct elections, while the indirect elections did not take place since only 10 candidates have been fielded by the four constituencies involved for the 10 seats.     Eight of the 12 candidates who won the direct elections were veteran lawmakers that have served their terms in the legislature, which includes Kwan Tsui Hang, Chan Meng Kam, Ng Kuok Cheong, Angela Leong On Kei, Jose Maria Pereira Coutinho, Lee Chong Cheng, Ung Choi Kun, and Au Kam San were the winners of the direct elections, while Ho Ion Sang, Mak Soi Kun, Chan Wai Chi and Melinda Chan Mei Yi become the new faces in the legislature.     For the part of indirect elections, the list of winners comprises Ho Iat Seng, Kou Hoi In, Fong Chi Keong, and Cheang Chi Keong of the industrial, commercial and financial sector; Lau Cheok Va, Lam Heong Sang of labor sector; Chui Sai Cheong and Leonel Alberto Alves of professional sector; Vitor Cheung Lup Kwan and Chan Chak Mo of social, cultural, educational and sports sector.     The election of the fourth term of the Legislative Assembly of the Macao SAR officially started Sunday morning. The authorities delayed announcing the results of the legislative election because6,539 ballots were found to be spoiled, the SAR's Legislative Election Affairs committee said Monday.     Some 149,006 of the total 249,886 registered voters cast their ballots during the polling period, but 6,539 of these ballots were deemed as invalid, according to the SAR's Legislative Election Affairs Committee.     This year's voter turnout stood at 59.9 percent, compared with 58.39 percent in the previous legislative election in 2005.     The results of the legislative election still need to be submitted to the SAR's Court for final approval, and the confirmed results will be published on the SAR's Official Gazette on Sept. 30 at the latest.
