BEIJING, May 7 (Xinhua) -- Chinese Vice President Xi Jinping has urged universities to reform and improve themselves to turn out more high-quality personnel for the society.     Universities are supposed to produce "qualified builders and reliable successors of socialism with Chinese characteristics," Xi said while touring major Beijing-based universities from Wednesday to Thursday.     Centering on the fundamental task of personnel fostering, he said, universities should reform all concepts and mechanisms that go against the mission, lift the overall quality of teachers, offer better services in helping students find jobs, beef up campus stability, and provide technical service and intellectual support for companies to weather the financial crisis.     He also urged universities to prevent and punish academic corruption.

ZAGREB, June 20 (Xinhua) -- Chinese President Hu Jintao's just concluded three-nation tour is "very successful" in enhancing friendship, boosting cooperation and promoting common development with relevant countries, Foreign Minister Yang Jiechi said Saturday.     During the tour from June 14 to June 20, President Hu attended the ninth annual summit of the Shanghai Cooperation Organization (SCO) and the first BRIC (Brazil, Russia, India and China) summit in Yekaterinburg, Russia, and paid state visits to Russia, Slovakia and Croatia.     Hu's tour took place amid the complicated and changing international situation, while the global financial crisis continues to spread, regional security faces new challenges, and various countries share stronger will to deepen cooperation and promote development, Yang said.     The tour was a significant diplomatic move taken by China to develop relations with neighboring countries, major developing countries as well as Central and Eastern European countries, said Yang.     He said the tour has made successful achievements in four major areas. HONG KONG, May 18 (Xinhua) -- China will definitely be able to meet the target of achieving eight percent economic growth in 2009, a senior official of the country's top economic planning body said here Monday.     "Judging from the indicators of the first four months, I do believe it is highly possible to achieve an eight percent growth for the full year. In fact, I believe the target will definitely be met," said Xulin, head of the Department of Fiscal and Financial Affairs of the National Development and Reform Commission.     Speaking at a briefing in Hong Kong, Xu said the basic assessment was that there has been consolidation in the recovery momentum and that the minor slowdown in April, normal as it has been when considering the past experiences, did not necessarily signal a second bottom in the ongoing economic downturn.     Economic planners have been monitoring the economy closely and are prepared to put in place additional measures in the coming months if it is necessary, Xu said.     Post-earthquake reconstruction in Sichuan province was being carried out quicker than previously planned. Small and medium enterprises were receiving financing aid from guarantee programs, Xu told local as well as foreign reporters.     The National Development and Reform Commission will approve 600 billion yuan (88 billion U.S. dollars) of corporate bonds this year as the IPO market remained cool, compared with 236 billion (35 billion U.S. dollars) for 2008, Xu said.     The debt of the Chinese government was about 20 percent of gross domestic product, compared with over 190 percent for Japan, close to 100 percent for the United States and 60 percent on average for the European economies.     The Chinese government has planned a budget deficit of 950 billion yuan (139 billion U.S. dollars) for 2009, which represented about 2.8 percent of gross domestic product.     Xu said the ample resources could sustain heavy government investment to stimulate the economy for several years although "it was not necessary. "The Chinese government will spend more resources to develop public housing programs and a pension system and to push forward the health reform, so as to increase the contribution of domestic consumption to economic growth," Xu said.     "I don't think export can still play the roles as they did in past few years in driving the Chinese economy," Xu said, adding that China, as a responsible player, would like to see a moderately stable yuan.

NANJING, April 23 (Xinhua) -- Chinese Vice President Xi Jinping urged Communist Party leaders Thursday to cultivate fine work styles and keep in close contact with the people.     Leaders should be able to endure loneliness, content to live a simple lifestyle, resist temptation and stand up to tests, he said during a conference on studying and implementing the scientific concept of development held in the coastal province of Jiangsu.     Government leaders should promote a hard-working style and put limited funds and natural resources to the best use, said Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee.     He asked officials to carry out investigations and studies of actual situations, pay visits to the grassroots levels and go down to the people.     The people's requests should serve as the fundamental basis for government decisions, and leaders should put those issues that are in the fundamental and most practical interests of the people at the top of their agenda, he said.     Leaders should take a correct attitude towards their personal gains or losses, and should not be preoccupied with respectability and material values, said Xi.

XI'AN, June 7 (Xinhua) -- Chinese Premier Wen Jiabao has urged the country's college students to find grassroots jobs in less developed regions as the economic downturn increases pressures in employment market.     Visiting Xi'an, capital of central Shaanxi Province, from Friday to Sunday, Wen said employment was one of the government's priorities for the sake of the country's economy and for the future of individuals.     "College students, laid-off workers and migrant workers waiting for jobs are my biggest concern," Wen told job hunters at an employment center.     He encouraged graduates from universities and colleges to find work in grassroots regions, and called on employers to create more jobs.     Since the second half of last year, the government has implemented a series of policies to create jobs. The State Council, or Cabinet, also decided to give living allowances to graduates who went to the central and western regions for internships.     Everyone should have a resolute belief that they should try their best no matter what their job was, Wen told students at Xi'an Jiaotong University. Chinese Premier Wen Jiabao (Central Left, front), who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, talks with farmers in Fengdian Village, Doumen Town of Xi'an, capital of northwest China's Shaanxi Province, June 6, 2009. Wen paid a visit to Xi'an from June 5 to 7During a visit to a village in the city's outskirts, he said the government would promise the country's farmers higher incomes by raising the average procurement price of wheat by 0.1 yuan per 500g.     When the market price went up, sell the products to the market, when it went down, sell them to the government, Wen told farmers.     Wen also went to a main production base of BYD Company Ltd., a Hong Kong-listed indigenous auto maker specializing in electric-powered technologies.     Wen got into a new hybrid vehicle using gas and electricity and encouraged the company to achieve more independent technological breakthroughs.     He said the government's policy of development of western regions had proved successful over the past 10 years.     Governments at all levels should continue the policy and formulate more support measures to improve living standards for people in western regions, Wen said.

TAIPEI, May 31 (Xinhua) -- A Chinese mainland business delegation arrived in Taiwan Sunday to kick off a buying spree to expand trade ties and offset the effects of the global economic downturn.     The group, organized by the Mainland Association for Cross-Strait Economic and Trade Exchanges, comprised about 80 representatives of 35 companies, including IT and home appliance giants Lenovo, Haier, Changhong and ZTE.     The shopping list could include home appliances, machinery, textiles and foodstuffs manufactured on the island, said Li Shuilin, director of the association and delegation head.     The mainland businesses would hold talks with Taiwan firms in Taipei and Kaohsiung to learn more about their products and market potential in the mainland, Li said.     They would probably make some purchasing orders, although no exact plans had been announced, he added.     The delegation, the first of its kind, was warmly received on the island amid the mainland's repeated calls for collaboration across the Taiwan Strait to cope with the international economic downturn.     This marked a substantial step by the mainland to help boost investment in Taiwan and the purchase of Taiwan products, proposed by Chinese Premier Wen Jiabao in April, Li said.     The mainland announced last week that seven to nine procurement delegations to Taiwan would be organized from May to September to help develop the island economy during the global downturn.     The China Video Industry Association would organize a visit of leading mainland television producers on Monday to hammer out a planned 2.2-billion-U.S.-dollar contract for TV parts produced in Taiwan.     Also in June, tea merchants and fruit organizations would visit central and south Taiwan. In September, representatives of trading cooperatives from 11 provinces and cities, six industry associations and 13 agricultural products producers will visit the island.     Mainland telecommunications companies, including China Telecom, China Mobile and China Unicom, also plan purchasing visits the island.

BRUSSELS, April 28 (Xinhua) -- Senior officials and scholars from the European Union (EU) and China held a conference here, urging the two sides to enhance cooperation dedicated to seeking a global solution to the financial crisis.     "After the financial crisis hit us, we stood closer, supported each other and worked together for an early recovery of our economy and that of the world. We become tightly bound more than ever before," Chinese ambassador to the EU Song Zhe said in a keynote speech at the conference in the European Parliament on Monday.     "We have every reason to cooperate," Song said, adding China and the EU have converging interest and share common responsibility.     Sino-EU relations has experienced slight derailing last year, as China postponed a summit with the EU due to French President Nicolas Sarkozy's decision to meet the ** Lama when France held the EU presidency. Relations appeared back on track in the face of the global financial crisis.     Early this year, Chinese Premier Wen Jiabao visited Europe on a Journey of Confidence. Later during the G20 summit in London early this month, President Hu Jintao met a number of European leaders to consolidate mutual trust.     In an effort to build a joint front against the financial and economic crisis, a trade and investment delegation from China last month struck multi-billion-U.S.-dollar deals with European companies to boost trade.     Chinese Vice Premier Wang Qishan is scheduled to visit Brussels next week for high-level economic dialogues with EU counterparts.     The 11th China-EU Summit will be held in Prague in mid-May, as the Czech Republic is holding the current EU presidency.     The EU is the biggest organization of developed countries and China is the biggest developing country, Song said, adding bilateral relationship takes on greater global and strategic importance.     Antonie Quero-Mussot, deputy head of cabinet of EU Commissioner for economic and monetary affairs, noted that cooperation between the EU, China and beyond is a necessary condition for a solution to the global financial crisis.     "Without the dialogue not only between the EU and China, but also between all the major economies... there will not be a solution to the crisis," he said.     His remark was echoed by Mei Zhaorong, former president of Chinese People's Institute of Foreign Affairs.     "We can not solve the problem alone but have to work together," Mei said at the conference.     He also downplayed the possibility of a G2 framework, under which the United States and China are expected to have a joint central role of leading the world out of the crisis.     "We are not of the opinion that we alone with the U.S. can solve the problem," Mei said, "I do not think Europe like that opinion either."     "I think the current form of G20 are far better. We should look at developing countries and emerging economies," he added.
