It was attended by about 13,280 people.     After the national flag was hoisted against the backdrop of the grand Potala Palace and snow-capped mountains in the distance, representatives of former serfs, soldiers from the People's Liberation Army (PLA) and students delivered speeches.     Tibet's Communist Party chief Zhang Qingli was the last to speak.     "Burying feudal serfdom and liberating the one million serfs in Tibet was a natural development in history ... a milestone in the worldwide campaign to abolish slavery, a sign of progress in human rights," he said.     "Tibet belongs to China, not the a few separatists or the international forces against China. Any conspiracy attempting to separate the region from China is doomed to failure. The sky in Tibet will forever be blue, and the national flag will flutter high," he noted.     The ceremony lasted for more than an hour.     REMEMBERING THE PAST     As usual, foreign "critics" jumped up before the Serfs Emancipation Day, saying China exaggerated the cruelty of traditional Tibetan life to disguise a power grab, and that "serfdom" is too loaded to describe the Tibetan system.     But 73-year-old Baya in Qamdo, who was born to be a Tralpa, or a kind of serf whose life was better among all, said she would never return to the old society. They didn't have shoes.     "If the feet bled, we just apply the oil of the goat to the wounds," she said.     Dinner was potherb soup. "We didn't have Tsampa (food made of barley floor) to eat, let alone rice and wheat."     Baya said her first taste of sugar was after the People's Liberation Army (PLA) entered Tibet. The sugar was brought to there from Yunnan Province.     Zhao Qingui, a 73-year-old Tibetan veteran soldier, joined the PLA in 1950.     "At that time, only the aristocrats had tooth paste, tooth brush, biscuit, wool and fruits. The majority of people, or the serfs, could only wish not to be starved," he said.     Sun Huanxun, a PLA veteran who went to Tibet also in 1950 and stayed there, recalled what he saw in Lhasa before the democratic reform.     "Serfs wailed and begged from passers-by, some of whom had their legs chopped by the landlords, some have their eyes gouged out and some without hands," he said.     In contrast, the landlords were in luxurious dress, some riding on the backs of their slaves. "In their houses there hung whips, knives and shackles," he added. FOR BETTER FUTURE     Chinese President Hu Jintao visited an exhibition marking the 50th Anniversary of Democratic Reform in Tibet, at the Cultural Palace of Nationalities in Beijing.     During his visit, he said that the "good situation" in today's Tibet was "hard-earned and should be highly cherished."     He also noted that the reform 50 years ago was "the most extensive, profound and progressive social transformation in the history of Tibet. Tibet should move from being "basically stable" to "peaceful and stable in the long run," he stressed.     On the Serfs Emancipation Day, 25 villagers from the Ngoklog village in Qamdo joined the Communist Party of China.     "I am happy to join the Party on this special day," said Asum. "Establishment of the day could help us remember the darkness in the past and cherish the life more," she said.     Dawa Lhamo, a nine-year-old student from the No. 3 primary school in Lhasa, was happy on Saturday although she was not familiar with the past.     "I will become a soldier when I grow up, to protect Tibet," she said.     People from outside Tibet also expressed their wishes to Tibetans.     Chen Qiuxiong, leader of a working group dispatched from eastern Fujian Province to help with development of Tibet, said they have built a number of infrastructure projects serving farming and animal husbandry in Tibet and helped with the development of culture and education and health care as well as poverty reduction.     "Tibet is now in the period of development and stability, and we will do more for the development of the region," Chen said.     Liu Lumei, a deputy researcher with the Xinjiang Uygur Autonomous Regional Academy of Social Sciences, said that the establishment of the Serfs Emancipation Day embodies the common wish of all the Chinese people for the stability and development in Tibet.

HAIKOU, April 5 (Xinhua) -- Traffic had been resumed on Sunday on the highway that had been flooded by collapse of a small reservoir on March 27, in south China's Hainan Province, local authorities said.     The Wanning section of the province's eastern expressway had been resumed in both directions at 8:00 p.m. after nine days of reconstruction work, said an official with the provincial Communication Department.     The Bofeng reservoir, with a designed water storage capacity of1.02 million cubic meters, collapsed at about 10 p.m. in Xinglong Town, Wanning City.     The ensuing floods washed out a slip road to the province's eastern expressway and swept away two cars, injuring three people in the vehicles.     The water also inundated 20 hectares of farmland and caused slight damage to three riverside houses.     The municipal water conservancy administration had claimed that only 100,000 cubic meters of water burst from the reservoir. However, Chen Xingzhang, secretary of the CPC municipal committee of Wanning, doubted its credibility.     Vehicles had to detour around the flooded road over the past days.     The reservoir was being reinforced at the time of the accident. An investigation showed that workers of a company in charge of the project exploded part of the cofferdam before the water dropped to the safety level, which led to the collapse. The scheme had no approval from authorities at the time.     The construction contractor, Hongda Water Conservancy Projects Co, Ltd., based in Henan Province, and the project supervising company, Hainan Institute of Water Conservancy and Power Construction Survey and Design, were banned from carrying out further business in the city.     Police have detained four project workers in connection with alleged safety violations that led to the collapse in the province, the local Communist Party of China (CPC) committee said Monday.     Chen Ruchuan, former head of the water conservancy administration of Wanning City, and two deputy heads, were also sacked from their posts Monday, according to the Wanning municipal committee of the CPC.     The local government has been working on a plan to compensate people affected in the accident.

Abdoulaye Balde, spokesman for the presidential office, said his country was bracing itself for the first visit by a Chinese head of state since the two countries resumed diplomatic ties three years ago.     Senegalese President Abdoulaye Wade visited China twice in 2006 in a bid to boost bilateral ties, Balde said, expressing his belief that the top-level exchange would give impetus to the development of strategic partnership between the two countries.     Officials in Tanzania and Mauritius also welcome Hu's upcoming visits, hoping to further enhance cooperation with China, which they see as a rising power that will benefit Africa as well as other developing nations.

BEIJING, March 10 (Xinhua) -- Yi Gang, vice governor of China's central bank, said Tuesday that China still has room to cut interest rates, but such room is "quite limited".     "China still has room to cut interest rates, but not a lot," Yi told Xinhua.     "The room for cuts is quite limited, because a zero interest rate is not the best choice for China at the moment," he said.     The People's Bank of China, the country's central bank, has cut interest rates five times and reduced required reserve ratio for commercial banks four times since last September.     The one-year benchmark deposit rate now stands at 2.25 percent.     Yi pointed out interest rates of China and the United States are actually almost the same.     The 12-month deposit rate in the U.S. stands at around 2 percent, although its key interest rate, or an inter-bank rate, is zero to 0.25, he explained.     The equivalent inter-bank rate in China is at around 0.8 percent, he added.     China's current rate still has room for manoeuvre, Yi said, but if the interest rate falls to zero, there will be no more room for using interest rates to deal with any further world economic downturn.     Su Ning, also vice governor of the central bank, told Xinhua on Monday that China still has plenty of space to manoeuvre in its monetary policy.     Su said the room for further adjustment is "smaller but still exists."     "There's a quite a lot of room for cutting the bank's reserve requirement ratio," he added.

BEIJING, Feb. 9 (Xinhua) -- China will establish a ministry-level joint meeting on the management and supervision of loan guarantee services, according to a circular from the general office of the State Council (cabinet) Monday.     The joint meeting will formulate policies to promote the development of loan guarantee services, set up a management and supervision system for such services and direct local governments to undertake supervision and risk management.     The government ordered local governments to take measures in line with local conditions to ease financing difficulties for small and medium-sized enterprises, the circular said.     Many borrowers in China use the services of guarantors, who charge fees for their participation.     The meeting will make regulations that cover how loan guarantors are established, how much they can lend and how they will be supervised. The regulations should be submitted to the State Council for approval.     The joint meeting is being organized by the China Banking Regulatory Commission, with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the People's Bank of China (central bank),the State Administration for Industry and Commerce and the Legislative Affairs Office of the State Council.
